Upper- more than 50% of your respondents selected “Strongly Agree” for that question.
Lower - at least 20% of your respondents selected “Disagree” OR “Strongly Disagree” combined.
In the case where both “Upper” and “Lower” are met, the instructor is placed in the “Upper” performance level.
Middle- if neither “Upper” or “Lower” occur.
