What Does Motor Carrier Services Do?
• Collects and distributes fuel tax and license plate fees
• Registers for-hire motor carriers• Ensures for-hire carriers operate safely and
carry proper insurance• Issues permits to those who carry loads that
are higher, wider or heavier than what is normally legal.

International Fuel Tax Agreement
• The 48 states and Canada’s provinces collect and portion fuel tax revenue.
• Carriers report fuel purchases and the miles traveled in each state each quarter.

• Before issuing a permit, agents check– Clearances– Insurance– Axle load and spacing
• More than 80 percent of permits are issued through MoDOT Online Express

Superload Routing• It’s a superload if it is more than:
– 16 feet tall– 16 feet wide– 150 feet long– 160,000 pounds gross weight
• MCS relies on districts’ input to determine routes and time of travel
• Need timely turn-around

Emergency Declarations• Gov. Blunt and Pete authorized MCS to
waive certain state and federal motor carrier safety regulations
• Expedite emergency relief– Waive hours-of-service laws– Waive fuel and trip (registration) permits– Expedite OD/OW permits
• Both Missouri and out-of-state emergencies

If an OD/OW load causes an incident, especially in a work zone:
• First, call the Highway Patrol (*55 by cell or 800-525-5555)Tell them you have a commercial vehicle incident
• Ask the driver for their ODOW permitAny MoDOT employee can ask to see it
• If the driver leaves, get descriptive information – DOT number, plate number, color of tractor
