INTRODUCTION
TEMPUS IN HUNGARY
Changing Role in a Changing Environment
Hungary has been participating in the Tempus programme since 1990. In the late
eighties and early nineties – just at the beginning of the Tempus programme - the
changes in the Hungarian society were so elemental and rapid that there were few
if any families whose lives had not been directly affected. After the sweeping
changes in the political system the necessity for reform in higher education was
widely agreed upon and a legislation process was launched in close co-operation
with the Ministry of Education and the Rectors’ Conference. This activity was
strongly inspired and assisted by the Tempus programme, launched soon after the
political changes and giving rise to a quick and extensive expansion of
international co-operation in higher education. As a result of the implementation
of Tempus Joint European Projects, participating universities had the opportunity
to collect information on the concepts, methods and priorities of different EU
higher education systems. The comparison and assessment of these different
systems from the point of view of efficiency and adaptability have significantly
changed Hungarian higher education institutions’ knowledge and understanding
of issues and trends in European higher education.
In the first decade of Tempus history 118 million euros have been spent on 372
Joint European Projects, 104 Compact Measures projects and on over one
thousand individual mobility projects. Equipment supporting the education was
purchased in areas where such investment was especially needed. More than 7000
students and 9000 teaching staff members benefited directly from the supports
covering the expenses of their mobility flows in Europe. The mobility
opportunities opened up by Tempus for the first time have created a competitive
situation for the university staff and students. In addition, the mobility of
professors and students has had an enormous impact both on the personal
development, the professional competence and the language skills of the
individuals concerned, as well as on the increase of the intellectual potential of
young graduates available for institutions and employers. Mobility to Hungary has
created a multi-cultural and international atmosphere and interaction at many
Hungarian universities and colleges.
Approaching the Millennium the changes in the education system are less
dramatic and can be described as a well-controlled and continuous development.
The system of accreditation has crystallised, PhD programmes are now regarded
as a vital part of university education, most of the universities and colleges have
developed their credit systems, quality management is becoming an organic part
of university management.
A new kind of turbulence, however, has been caused by a governmental decision
aiming at the integration of the institutional system of higher education, merging
neighbouring or closely located universities or colleges into one institution. The

need for such a change is evident for all players of the higher
education scene: not only because it has been hard to maintain
a high efficiency in a diverse network consisting of many small
units, but for the sake of a high quality higher education
system. The new universities (to be established in January,
2000) will have several faculties covering most of the
disciplines within one institution and will therefore offer a
wide choice of degree programmes of different levels (BSc,
MSc, PhD) and will unify the resources of the merging units,
providing a better environment for research and development.
The final decision was preceded by a hard period of discussions
(personal and institutional interests do not always coincide with
the interest of the nation) but the final plan is now supported
by almost every player of the game. In this complex procedure
Tempus has again proved to be a very supportive programme:
first of all, a specific project type was devoted to the theoretical
and strategic support of university integration, exploiting
similar experience accumulated at EU universities. Second,
many institutions recognised the opportunity and, under the
aegis of Tempus, co-operated with partners where integration
had already taken place. And, naturally, many of those who are
now responsible for the implementation of integration have
previously gained experience from Tempus Joint European
Projects.
Another aspect of the higher education reform is the
recognition of a new need: the need for experts having
obtained more practice-oriented knowledge and skills than a
bachelor or master of sciences, preferably in a shorter (typically
two-year) period. This is again a field where we could learn
much from our colleagues working at EU universities and
colleges. The future of such educational programmes is clear if
we take into account the governmental plans supported by
Parliament: the number of those entering the higher education
system should be raised, despite the fact that the young
generation is decreasing in number.
Finally, there is a completely new task for many university
professors, namely the education of administrators who,
hopefully in the near future, will serve the administration of
an EU-member Hungary. That is why the so-called Tempus
Institution Building (TIB) projects were more than welcome
at Hungarian universities and colleges. Similar type of
knowledge is needed by many Hungarian administrators who
could not participate in these TIB projects. The new SPP-SF
programme (Special Preparatory Programme on the Structural
Fund) will give them a new opportunity. Those who have
participated in a TIB project can utilise their knowledge in
the SPP-SF.
One could believe that Tempus itself is a fading programme in
Hungary – it has played its role, we have to forget about the
aid-type supports and have therefore nothing to do with
Tempus III. Yes, it is true that we have prepared ourselves for
participating in EU programmes where we are regarded as
equal partners, but for the same reason we have to assume
responsibility in the new phase of Tempus, too. Our roles are,
naturally, new: we have to share our experience with the
beneficiary countries and help them in entering networks in
which we are already full members (like the ERASMUS
Thematic Network or other programmes of SOCRATES and
Leonardo).

Tempus Structure in Hungary
The implementation of the Tempus programme in Hungary is
the responsibility of the Tempus Public Foundation. The
Board of Trustees of the Public Foundation controls the
practical measures necessary to the implementation, and makes
proposals to governmental bodies concerning strategic issues
linked to the programme. The Advisory Board of the Public
Foundation, which is composed of members of vocational,
governmental, social organisations interested in education and
human resources training, assists the Board of Trustees in
forming its opinion.
In order to implement the Tempus programme in Hungary, and
to prepare and execute decisions of the Board of Trustees, the
Hungarian Tempus Office provides the necessary technical
and administrative support to the Tempus Public Foundation,
in close co-operation with the European Training Foundation
in Turin and the European Commission in Brussels.
The Tempus Public Foundation is also responsible for the
implementation of the CEEPUS, Leonardo da Vinci and
SOCRATES programmes in Hungary; it acts as the Secretariat
for Phare European Studies Centres; and as the National
Training Institution of the European Social Fund - Special
Preparatory Programme. The Foundation has set up an
interactive human resources and information network called
Alumni for Europe. This network capitalises on the human
resources generated through the European educational co-
operation programmes co-ordinated by the Foundation in
Hungary.

Tempus III at a Glance
What is Tempus III?
Tempus III (2000-2006) is the latest phase of the European
Union aid programme promoting the re-structuring of higher
education in the beneficiary Central and Eastern European and
Asian countries.
What are the aims of Tempus III?
● To encourage interaction and balanced co-operation
between universities in the beneficiary countries and the
European Union;
● to contribute to the development of the higher education
systems in the partner countries and their interaction with
civil society and industry.

Which countries have a beneficiary status inTempus III?
The beneficiary countries in Tempus III are those ex-socialist
countries which have not signed an Association Agreement
with the European Union yet. The two groups of beneficiary
countries are the following (grouped by the aid programme
providing the financial background of Tempus in the given
country)*:
Phare countries:
■ Albania
■ Bosnia and Herzegovina
■ FYR of Macedonia
(Croatia is expected to join the programme soon!)
Tacis countries:
■ Armenia
■ Azerbaijan
■ Georgia
■ Kazakhstan
■ Kyrgyzstan
■ Moldova
■ Mongolia
■ Russian Federation
■ Turkmenistan
■ Ukraine
■ Uzbekistan
*According to the situation on October 1, 1999.
What other countries may participatein Tempus III activities?
Beside the beneficiary countries, institutions and individuals
representing the higher education and other sectors of the
following countries may participate in Tempus III activities:
■ EU Member States (2 Member States must be involved in
each institutional project)
■ EU candidate countries of Central and Eastern Europe (e.g.
Hungary)*
■ Non-EU G24 countries*
■ Cyprus, Malta and Turkey*
*Tempus funding is limited to covering the participation of
individual experts from these countries.
How to apply for Tempus III grants?
Applications for implementing the following types of project
may be submitted:
● Joint European Project (JEP) – with 4 classical strands
widely known throughout Europe from the previous phases
of the programme:
■ University Management JEP (UM JEP)
■ Curriculum Development JEP (CD JEP)
■ Institution Building JEP (IB JEP)
■ Mobility JEP (M JEP) – only for beneficiary Phare countries,
Georgia, the Russian Federation and Ukraine.
● Networking Project (NP) – aiming at
■ setting up national, regional and international networks of
universities;
■ disseminating best practice and outcomes focusing
particularly on Tempus projects.
The duration of NPs must be 2 years, whereas the duration of
JEPs may be 2 or 3 years (in case of certain beneficiary
countries and JEP types only 2 years). The maximum Tempus
grant for 2-year projects is 300,000 EUR, whereas 3-year
projects may receive maximum 500,000 EUR Tempus funding.
● Individual Mobility Grant (IMG) – aiming at:
■ building and developing networks
■ disseminating best practice and outcomes focusing
particularly on Tempus projects.
The eligible directions of mobility are:
■ EU çè beneficiary country
■ beneficiary country çè beneficiary country
■ beneficiary country è EU candidate country
(e.g. Hungary).

What sort of role may Hungarian participantsundertake in Tempus III projects?
Hungary may act as a bridge between EU Member States and
beneficiary Phare or Tacis countries. Accordingly, Hungarian
participants may:

■ disseminate best practice and outcomes focusing particularly

■ assist beneficiary countries in joining European co-operation
networks like SOCRATES/ERASMUS Thematic Networks.
Which project types may Hungarianparticipants be involved in?
Any of the 3 Tempus III project types:
■ Individual Hungarian experts may be involved in either JEPs
or NPs. Both higher education and non-academic (esp.
institution building) experts can be invited by the project
consortium (their individual participation may be covered from
the JEP or NP project grant).
■ Hungarian higher education or non-academic institutions,
organisations may also participate in JEPs or NPs without
Tempus funding
- as host institutions for study visits within Networking
Projects; or
- as full members of the project consortium.
■ Hungarian higher education or non-academic institutions,
organisations may also host IMG visits from the beneficiary
Phare or Tacis countries (the IMG grantholder receives
Tempus funding to cover his or her costs related to the visit;
the host institution receives no Tempus funding).
How to involve individual Hungarian expertsin JEPs or NPs?
■ The applicant consortium must find the appropriate
Hungarian expert it needs for the implementation of the
project (see How to find appropriate Hungarian partners…?).
■ The applicant consortium and the expert jointly design the
role and activities of the expert in detail and the co-
ordinator describes it in the project application.
■ One of the consortium members invites the expert to
participate in the project (a letter of invitation describing
the role and tasks of the expert must be attached to the
project application).
■ Also the curriculum vitae of the expert must be attached to
the project application.
How to involve Hungarian institutions,organisations in JEPs or NPs?
■ The applicant consortium must find the appropriate
Hungarian expert it needs for the implementation of the
project (see How to find appropriate Hungarian partners…?).
■ The applicant consortium and the Hungarian institution
jointly design the role and activities of the Hungarian
institution in detail and the co-ordinator describes it in the
project application.
If the Hungarian institution wishes to join the consortium:
■ A letter of endorsement should be provided by the
Hungarian institution and attached to the project
application (see detailed requirements in the ”Guide for
Applicants”).
If the role of the Hungarian institution is limited to host study visits
in an NP project, no letter of endorsement or invitation is required.
How to involve a Hungarian institution as ahost institution for an IMG mobility?
Please remember that one can take the opportunity of visiting Hungary
as an IMG grantholder only if one comes from a beneficiary Phare or
Tacis country.
■ The IMG applicant must find the appropriate Hungarian
institution s/he wishes to visit (see How to find appropriate
Hungarian partners…?).
■ The applicant and the future host institution must elaborate
the workplan in close co-operation.
■ A letter of invitation must be provided by the Hungarian
host institution and attached to the IMG application (see
detailed requirements in the ”Guide for Applicants”).

Please
■ make use of your professional institutional or individual
contacts with Hungary;
■ consult the project descriptions in this yearbook and contact
the co-ordinator if you are interested in future co-
operation;

AN INTRODUCTIONTO RUNNING HUNGARIAN TEMPUSPROJECTS
Tempus projects running in the academic year 1999/2000 were launched between
1997 and 1999. As 1998 saw a major re-orientation and re-arrangement of the
programme, running projects may be divided into two groups, which differ
widely in their objectives and activity schemes:
● The 23 projects launched in 1997 (numbered as 12xxx) were born in the
”demand-driven” phase of the Tempus Phare programme and therefore satisfy
the specific needs of the participating beneficiary higher education institutions
for re-construction and reform.
● The 21 projects launched in 1998 (numbered as 13xxx) and the 18 projects
launched in 1999 (numbered as 14xxx) were, however, generated in the
”accession-driven”, so-called Tempus II bis phase of the programme and
therefore they all directly promote Hungary’s accession to the European
Union. These projects satisfy supra-institutional needs and make Tempus a
most important and effective instrument in the EU integration process of
Hungary.
As most of our projects were generated in Tempus II bis and this phase of the
programme paved the way for Hungary’s bridge role in Tempus III (see Tempus III
in Brief and How to involve Hungary in Tempus III?), we shall now present
Hungarian Tempus II bis objectives and activities in detail.
Higher Education for EU Integration:Tempus II bis
Objectives
The academic year 1997/98 saw a new stage in the evolution of the Tempus
programme and also a thoroughly reformed Tempus policy. In the new phase of
Tempus (Tempus II bis) the orientations of Tempus Phare were updated in
accordance with the new Phare orientations. In the Central European candidate
countries (like Hungary), Tempus was re-focused on
■ the implementation of the pre-accession strategy within the new Phare
guidelines, and
■ enabling beneficiary institutions to develop their management policy and
skills, in view of their active participation in European Union education
programmes such as SOCRATES/ERASMUS.
Activities
The actual activities were restructured and redefined in order to serve these
objectives in the most effective way. In the Central European candidate countries
all Tempus activities were focused on pre-accession issues. As Hungary actually
joined the SOCRATES programme in 1997, in Tempus II bis only Tempus
project type Joint European Project was available for Hungarian Tempus
applicants.

Joint European Projects
■ Joint European Projects (JEPs) have been the principal instruments for co-
operation in Tempus since the launching of the programme.
■ The aim of JEPs with Hungarian participation is to restructure and modernise
Hungarian higher education by providing a framework for partnerships
between institutions from Hungary, other Central and Eastern European
countries and the European Union.
■ The duration of JEPs launched in the Tempus II bis phase of the programme
does not exceed 2 years.
■ JEPs are goal-oriented, i.e. they aim at reaching one main objective with a
pre-defined method and strategy.
■ Both the management structure and the activities must be organised so as to
achieve the planned end result in the most efficient way. Exploiting the
strengths of each partner institution and monitoring the quality and direction
of the outputs are essential.
■ Each partner is expected to play an active role in these projects, and in
particular the strong commitment of the Hungarian higher education
institutions involved is of crucial importance to their success.
■ Each JEP consortium must include:
(i) at least one higher education institution per eligible Central or Eastern
European country involved,
(ii) at least one EU Member State higher education institution,
(iii) at least one institution (higher education institution, enterprise, ministry,
professional association or other organisation) from another EU Member State.
There are two types of Tempus II bis Joint European Projects, namely University
Management JEPs and Academic JEPs.
- University Management JEPs focus on the reform of higher education
institutions and their management, whereas
- Academic JEPs focus on the content and quality of higher education,
having as their objective the development of new courses or the updating
of existing ones.
■ In order to reflect the specific needs of higher education in the partner
countries, priority areas were determined jointly by each partner country and
the European Commission. In accordance with the Hungarian priorities
defined for Tempus II bis
- University Management JEPs with Hungarian participation address the
preparation of the higher education sector for integration into the EU,
which is a major task of the higher education sector in the pre-accession
context.
- Classical Academic JEPs focusing on curriculum development were
supported only in a very limited number and exclusively in subject areas
directly related to EU accession.
- The restructured traditional project types were complemented by a new
sub-type of Academic JEP, which was designed specifically for institution
building purposes: the Tempus Institution Building JEP or TIB JEP. In
Hungary and all those candidate countries which had already joined the
SOCRATES programme Tempus Institution Building activities immedi-
ately gained top priority.

Tempus Institution Building in Brief
Background and Phare Context
The development of the administrative and institutional capacity of the Central
European candidate countries in order to ensure the implementation of the acquis
communautaire was identified as a main task of the enhanced pre-accession strategy
and tailor-made institution building activities were anticipated by the European
Commission in order to support this process. Institution building is a well-known
concept and it has been widely used throughout the world as an effective tool for
building and developing effective and democratic institutions for decades. As the
Phare programme is seen as the main instrument for co-operation between the
EU and the Central European candidate countries related institution building
activities are incorporated in the Phare scheme.
The Tempus Phare Institution Building Concept
Tempus Phare Institution Building activities are intended to complement and
expand Phare Institution Building activities. As mentioned above a new subtype
of Tempus Joint European Project was created in order to provide a clear-cut yet
flexible framework for Tempus Institution Building activities.
● A Tempus Institution Building Joint European Project aims at developing and
delivering short-cycle (1-6 month) (re-)training courses for national
administrators, professional associations, the semi-public sector and local
administrators who are involved in the implementation of the pre-accession
strategy.
● The (re-)training programme must be tailor-made, practice-oriented and
focused on factual knowledge and skills (e.g. language and computing skills)
directly related to the adoption and implementation of the acquis by the target
institutions.
● The courses are organised by a candidate country higher education institution
(HEI) which is the ”centre of excellence” in the project. In addition to the
minimum Tempus consortium criteria, a TIB network also includes non-
academic institutions such as professional associations, national and local
administration.
● The TIB network incorporates the Phare idea of twinning, i.e. the candidate
country non-academic partners are twinned with relevant EU non-academic
partners, moreover, it lends an opportunity to establish not only bilateral but
multilateral arrangements, i.e. pairing the candidate country non-academic
partners with relevant partners from more than one EU Member States.
Tempus Institution Building is not merely a task related to Phare activities but
also a logical step in the development of the Tempus programme. Tempus has
seen three main stages in its evolution:
● the first concentrated on university structures,
● the second on universities in their immediate environment and
● the third on universities in their institutional and national context.
TIB naturally fits into this third stage and makes use of the achievements of the
previous stages, namely the adaptation of Central European universities to the
new European context by means of JEPs covering university management and

European Studies; a wide range of active academic co-operation networks
involving both EU and Phare country universities; links established between
academic and non-academic institutions (”university-enterprise co-operation”).
● Institution Building in Tempus Phare and experience of the first TIB selection
period are presented in detail in a brochure published by the Hungarian
Tempus Office. The brochure is downloadable from the website of the
Hungarian Tempus Office (www.tpf.iif.hu/tempus).
Comments on Projects Launched in thePrevious Phase of Tempus
● Joint European Projects launched in the academic year 1997/98 (numbered as
12xxx) could have the maximum project duration of three years.
● These JEPs are all structural JEPs (S_JEPs), which aim at the restructuring
and modernisation of the higher education system in Hungary covering a wide
range of subject areas and activities. All the Tempus II bis JEP types (Tempus
Institution Building and classical Academic JEP, University Management JEP)
are successors to structural JEPs.
● In addition to the 21 structural JEPs there is also 1 Compact Measures
(CME) project overlapping to this year. CME provided a framework for a

Registration and formal eligibility check of the submitted applications by the European
Training Foundation (ETF), and the Hungarian Tempus Office (HTO).
The national authorities, in agreement with the European Commission, define priorities for action and
objectives to be reached by Tempus. These are published and dispatched to all interested.

To develop a training on the European Regional Development
and Cohesion Policy for public administrators and civil
servants.
Details:
The aim of the project is to organise 4 short training courses on
the issues of EU regional development policy and to offer a
special language training (in English, French, Italian and
German). The target groups are public administrators and civil
servants, fifty for each course. The four 5-month courses will
contain the following subjects: political geography of the EU;
comparative analysis of European regional policies; regional
effects of trans-European networks; regional public admi-
nistration and organisations; rural development; European
spatial planning systems; local economic development and
partnership building.

Objective:
To develop and implement a modular training programme on
related EU issues for nature conservation officials.
Details:
The project objective is to develop 4 modules (altogether 8
sub-modules including special language training). The training
will explicitly address pre-accession issues, including
approaching the Habitats Directive. Certificates will be issued
for participants having successfully completed at least four 50-
hour courses. The target groups are (i) leading officers of the
National Authority for Nature Conservation (OTVH); (ii)
nature conservation and natural park management officers; (iii)
leading representatives of relevant NGOs. After the training of
the trainers the courses will be delivered by Hungarian and EU
university and non-academic lecturers.

To develop an agri-environmental training for professionals
working in the agro-administration (AGENT 2000).
Details:
The aim of the project is to create a network for education,
training, consultation and demonstration: the ”National
Agricultural Environmental Management and Rural
Development Network” and to develop 6 modules for the
agri-environmental training of professionals including language
training. The target groups are experts from the Ministry of
Agriculture and Regional Development, the Budapest
Chamber of Agriculture, the Service of Plant Sanitation and
Soil Conservation. After the training of 30 trainers from
Gödöllô and Pannon Universities of Agriculture in the EU and
in Hungary the training of approx. 120 professionals is planned
during the lifetime of the project.

Objective:To retrain control specialists in middle level positions in orderto contribute to strengthening government control at publicinstitutions.
Details:The project was initiated by the Government Control Office(KEI) which is actively involved in the realisation of theobjective. The target group comprises control specialists inmiddle level positions at government agencies, ministries andlocal governments responsible for operational control work.Approx. 150 persons are planned to be trained during thelifetime of the project. The training will consist of 3 modulesof max. 5 months according to the level of experience of theparticipants: 1) beginners’ training; 2) follow-up; 3) specialknowledge and expertise. The subjects to be taught are:economics, accountancy, finance, controlling and legal issues.The certificates issued at the end of the training will berecognised by KEI.

Objective:
To retrain representatives of the local administration in the
region of Miskolc in order to enable them to administer and
utilise the EU Regional Funds.
Details:
The project aims at the training of local administrators on the
utilisation and administration of the EU Regional Funds. The
training will comprise seven modules, out of which 3 will be
delivered during the first and 4 during the second year of the
project. Each module will last for 8 weeks and consist of 8
subjects. One of the modules will be carried out in the EU, the
other 6 in Hungary. The number of participants is 30 for each
module.

An Agricultural EUInformation Centre (AEU-IC) at Debrecen University ofAgriculture will be established for the EU agri-informationscience education. The home page of AEU-IC will displayteaching materials, the full versions of special publications andsome important EU publications. To develop integration studies modules for the army and police
personnel.
Details:
The project objective is to develop and deliver integration
studies modules to border guards (approx. 150 persons), army
officers (approx. 120 persons) and police personnel (approx. 50
persons) of the EU border region of Hungary. The 6 modules
will be the following: I. Integration modules: a) European
Information Resources; b) EU Policy and Institutions; c) EU
integration and NATO enlargement from a legal perspective;
II. Communication modules: a) Professional Communication
in Inter- and Multicultural Settings; b) Training of Good
Practice of Police and Law Enforcement Personnel; III. Special
language courses: either Slovene or German or English. The
applied teaching methodology will be threefold: face to face
contact classes; self-study at home with learning instructions;
self-access at Berzsenyi Dániel Teacher Training College
Foreign Language-Self-Access Study Centre. The content of
the modules will be adjusted to the different needs of the (i)
different military bodies and (ii) higher and lower rank
officers.

from Békés, Somogy, Komárom-Esztergom and Heves
Counties will be retrained in EU-integration issues. The

agricultural production and products; organisation and licence
of family farms. After the training of 20 teachers from DATE

specialists will be retrained in the following subjects: 1. Rural
Development and Environmental Protection; 2. Animal

Details:
The project aims at training 150 senior health care experts
(hospital managers, nurses, physician directors, chief
pharmacists, economic managers and leaders of professional
organisations) in the legal, economic and professional aspects of
health care according to the EU practice. 8 modules including
language and computer training are to be developed and
delivered, the teaching methodology applied will be problem-
based learning. The majority of the trainees will be delegated

To retrain 210 chartered civil, electrical and mechanical
engineers in the frame of a 14-week training programme at 3
different centres of excellence in the harmonisation of EU and
Hungarian engineering standards.
Details:
The main target group of the project is the Hungarian
Chamber of Engineers. The 3 different groups of engineers will
receive different types of training at the 3 centres of excellence.
The professional modules will be completed by a special
English language, a basic PR knowledge and a computer
training module. Besides the above retraining courses 3 one-
week faculty seminars will be held for the teaching staff of the
beneficiary institutions. In the frame of the project 15 sets of
relevant EU standards will be translated and published.

Besides food industry experts the target groups of the training
include dietitians, family doctors, family visitors and pediatrists,

intolerance. The databank to be created will be connected to
the network of the already existing 10 European databanks
developed in the frame of the European Food Intolerance
Databanks Projects. The curriculum developed will be
