Account management structureAt Resourcing Solutions we have a scalable model built on discipline expertise which is designed to offer our clients access to sector and discipline experts who know the market and who have a pool of the best talent available. In order to progress with you as a major client we will assign a single point of contact for all queries. The designated Account Manager will be responsible for overseeing all operational delivery aspects and ensure that the service meets the high standard expected by our clients.

This activity is coordinated across our delivery teams by the Account Manager who interacts with all specialists to ensure the client requirements are satisfactorily delivered. They are also then able to be the focus for any client enquiries and also the focal point for performance reviews and analysis internally and externally.

Tom HolbrowGroup Business Development Director

Tom has worked in the construction and infrastructure sector all his working life. He originally trained and qualified as an Electrical Engineer, managing projects in the retail, commercial and residential sectors. His career then developed into an account management and business development specialism in the public and private sectors – primarily healthcare and education. Prior to joining Resourcing Solutions, Tom worked for a major international main contractor operating in the highways, rail, water and aviation sectors.

Tom looks after the development of the business in our current and emerging sectors. This involves a keen understanding of our clients and their needs,

commercial management, market sector activity and project intelligence. As well as holding a leadership position within Resourcing Solutions, Tom also adopts a ‘hands-on’ approach to business opportunities and client relationships.

Mark MurphyDirector of Operations

Mark is the Director of Operations for Resourcing Solutions having worked in recruitment for many years in the engineering and technical, infrastructure and rail sectors.

Mark’s focus is to ensure consistent delivery of all operations for Resourcing Solutions in both existing and new markets. Our increased growth is dependent upon our understanding of the differences between the requirements and expectations of both our candidates and our clients in the busy contracting market. By focusing the efforts of our dedicated account teams and providing a

‘one stop shop’ to our clients, Resourcing Solutions is well placed to offer both contract and permanent staffing solutions with internal recruitment specialists in areas such as commercial, HSQE, planning and project management.

Entering the recruitment industry in 1995, Mark worked as an engineering and technical recruiter delivering contract recruitment services to the manufacturing industries. Mark then established a rail division for at the time the ‘largest independent technical recruitment agency’ where he recruited both professional and technical to blue chip clients such as Alstom, Bombardier, London Underground and Network Rail. Mark’s career has seen him manage at a senior level for 11 years and in 2009 he joined Resourcing Solutions as Head of Contract Recruitment.

ComplianceResourcing Solutions has a dedicated and experienced contracts team in place to accomplish pre-employment checks and verifications. The team is familiar and well-practiced in dealing with the most complicated candidate applications and verification requirements e.g. contacting of institutions in foreign countries for verification of certificates and knowledge of the most widely encountered immigration status documents.

We will, subject to client/industry specific requirements conduct pre-employment drug and alcohol (D&A) testing and as applicable perform both random and for cause D&A testing across our contractor workforce. This will also include a pre-employment medical certificate. Any information or data that is identified at the self-certification check or medical certificate will be logged and tracked, often via our health surveillance tracker, including any medication being taken (this is checked for side-effects and confirmed by an occupational health professional that the candidate is safe to work in a safety critical

environment). All candidates that require Personal Protective Equipment prior to starting an assignment will have it issued.

Resourcing Solutions has an internal compliance team that supports our delivery functions in the areas of worker compliance. The team oversees the delivery of all competency management, training, drugs and alcohol testing and delivers our commitments to both QUENSH and Achilles Link-up processes and procedures.

The compliance team is responsible for the following tasks:

• Adhering to ISO & Link-up standards across the company and management of Quality Management System including document control

• Ensuring all contractors are compliant in line with standards

• Management of the database and updating contractor records to include competency management

• Management of working hours planned and actual and managing exceedences

• Management of competency expiries and booking of training courses, medical screenings and D&A screenings including random D&A screenings

EnvironmentOur Environmental Management System is a bespoke process that is directly related to the labour service that Resourcing Solutions provides.

We endeavour to ensure that the environmental impact of our activities will have little or no effect on the environment. We accept our responsibility for the environment and best practise is promoted within our operations and services that we provide.

These are the areas in which the company will positively influence environmental awareness and improvement:

• Assessing our environmental impact and seek to reduce it

• In support of our core activities, we will ensure that our procedures for procuring consumable supplies maximise the use of sustainable raw materials, those that can be recycled and those that have already been recycled

• We will also ensure that our procedures for disposing of all waste materials maximise the possibility for the segregation of waste that can be recycled from that which can’t

• We will maximise the efficiency of our use of consumed energy through the adoption of an efficient transport policy for our personnel and the control of the use of electrical and gas supplies at our premises

• As a supplier of personnel, we will promote the highest standards of environmental excellence in client organisations by matching our environmental controls with the policies of our clients

• Promoting the open exchange of environmental information with clients and suppliers

• Providing appropriate environmental training and equipment where necessary

Through the implementation of these activities we will support and add value to the client’s goals of reducing waste, preventing pollution and using water – and other natural resources – as efficiently as possible.

We regularly communicate with candidates, workers and employees using a range of channels. Pertinent information related to safety, environmental and sustainability is targeted appropriately and related to our operational scope. These channels include newsletters, electronic mailings, SMS alerts, blogs and face to face briefings. With a move towards digital technology, saving vital environmental and social resources, we are using our mobile-optimised website to contact people through alerts, briefings and mailings.

We actively participate in company and client initiatives, such as a ‘Cycle to Work Scheme’. The company prides itself on good practice and has made great strides in reducing our carbon footprint and environmental impact whereby we have reduced our overall expenditure on carbon related products and services by 20% year on year for the past three years. We shred and recycle all paper and use only recycled paper products, we also recycle batteries, purchase green cleaning products and recycle most of our waste material.

QualityResourcing Solutions has developed and implemented a Quality Management System (QMS) in order to document the company’s best business practises, better satisfy the requirements of its customers and improve the overall management of the company. The Company’s Safety Management System (SMS), Environmental Management System (EMS) and Information Security Management System (ISMS) are fully integrated into the QMS.

Resourcing Solutions currently maintains an accreditations to BS EN ISO 9001 Quality Management System. The QMS is accredited by a UKAS approved company and is for the ‘provision of technical and commercial recruitment services specialising in rail, civil engineering, construction, building services, engineering and telecommunications and the provision of overseas recruitment services’.

Resourcing Solutions has maintained accreditation to Achilles Link-up for many years. The company has recently integrated the Rail Management System (RMS) into the existing QMS to ensure a robust and consistent management system throughout the company. The amount of accredited protocols have increased significantly over the last few years, all of which have been successfully audited and passed by an accredited Link-up Auditor.

Resourcing Solutions maintains a Business Management Manual, which details the lifecycle of the company’s policies, procedures and supporting documentation and to promote the ethos of the integrated QMS throughout the organisation, whilst helping to guide employees through various requirements of specific standards, allowing total compliance with the specific standards too. The Business Management Manual also details document requirements, responsibilities, management commitment, customer focus, reviews, resources, service realisation and measuring, analysing and improvement. It also delineates responsibilities and inter-department relationships.

Other supporting management manuals are also developed and maintained within the fully documented QMS. These include such manuals as the Statement of Applicability, HSQE Objectives and Strategies to name a few.

Sustainable workforce Resourcing Solutions is accredited to the ‘Investors in People’ scheme and we have a high retention rate of employees. All employees are recruited carefully and where possible locally and are subject to a full induction and training scheme. Employees are cross-trained and all are part of committees and workshops to allow engagement, continuous improvement and opportunities for consultation, as well as regular feedback sessions and surveys.

Partnered with McNicholas on Olympic Delivery Authority (ODA) Utilities Contract, at the Olympic Park.

Requested to supply resources covering site installations of multi-utilities including water, power, telecoms and gas.
