    $4,650 to two nonprofit organizations and allocating the remaining$7,350 in recycling grant funds to trash can replacement

    Recommendation: Adopt the resolution.Executive Summary: The City's contract with Waste Management, Inc. requires the City to

    annually donate at least $18,000 to non-profit or youth organizations fo rrecycling projects, special events and ongoing recycling programs. EachJanuary, Waste Management, Inc. remits $18,000 to the City, which inturn grants monies to qualifying organizations that support the City'srecycling efforts. Funds received in January are dist ributed in Septemberof the same year.This year, two organizations - the Carmel Unified School District and theCarmel Youth Center - applied fo r grants totaling $4,650 (see attachedLwhich were reviewed and approved by Waste Management, Inc.Staff is recommending allocating the remaining $7,350 in recycling grantfunds to trash can replacement.

    Analysis/Discussion: Per Waste Management, Inc., the City has the discretion to use the grantfunds as it deems appropriate. In addition to granting monies tononprofit organizations that support the City's educational recyclingefforts, Council has in the past also allocated the funds to trash canreplacement, most recently at its April 2, 2013 meeting. At that meeting,Council voted to distribute 66% ($12,000) of the funds received inJanuary, 2013, to non-profit organizations in the form of recycling grantsand earmarked the remaining $6,000 fo r trash can replacement. In FiscalYear 13/14, $6,000 will be distributed in the form of recycling grants and$12,000 will be allocated to trash can replacement, and in Fiscal Year14/15 all recycling grant funds will be used for trash can replacement.

    The total of the grant funds requested this year comes to $4,650, leavinga remainder of $7,350 in unallocated grant funds . Because Council hasidentified trash can replacement as a priority and has previouslyearmarked funds from the recycling grants for that project, staffrecommends allocating the remaining $7,350 to trash can replacement.

    A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEAAWARDING RECYCLING GRANTS TOTALING $4,650 TO TWO NONPROFITORGANIZATIONS AND ALLOCATING THE REMAINING $7,350 IN RECYCLINGGRANT FUNDS TO TRASH CAN REPLACEMENT

    WHEREAS, the City and Waste Management, Inc. have established and funded annualrecycling projects, special events and ongoing recycling programs by providing grants to local nonprofit organizations; andWHEREAS, the City annually receives monies from Waste Management, Inc. to fund therecycling grants for nonprofit organizations and has set aside $12,000 for this purpose; andWHEREAS, the following nonprofit organizations submitted grant applications for projectsand events that support the City's recycling program goals: Carmel Unified School District andCarmel Youth Center; andWHEREAS, the grant application requests that are recommended for funding approval total$4,650 to be provided by the City of Carmel-by-the-Sea and funded from the Recycling Grantsdeposit account 50-24050-0805; andWHEREAS, there is $7,350 remaining in unallocated funds and trash can replacement hasbeen identified as a priority.NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OFCARMEL-BY-THE-SEA DOES:1. Approve payments totaling $4,650 to the two non-profit organizations for the recyclingprograms outlined in Attachment A, to be funded from the Recycling Grants depositaccount, # 50-24050-0805.2.     PROPOSALThe Elementary Sites of Carmel Unified School District are pleased to submit acollaborative application to request funding for a visual learning experience that willsupport a formalized recycling effort at Captain Cooper, River and TularcitosElementary Schools.Carmel Unified Elementary Schools are aiming to not just "be green;" they are strivingto "go blue." Uniquely situated along a watershed, each campus is attempting to claimits responsibility to protect the neighboring watershed by changing attitudes aboutrecycling. By properly sorting, recycling or modifYing the contents of their lunchboxes,students will prevent their snack and lunchtime waste from becoming marine debris orlandfill.For example, River School is situated directly adjacent to the Carmel River and lagoon.Schoolyard trash often blows, or is carried by seagulls to the lagoon. When the lagoonfloods, that trash flows right to the River and ultimately into the ocean. River's BlueCrew conducts an annual litter pick-up at the Mission Ranch to collect school trash andprevent it from becoming marine debris.Each campus is requesting funds to transport students to the Landfill in Marina as wellas to the Recycling Center in Castroville. By allowing students to witness what actuallyhappens to the contents of trash and/or recycling, containers, we hope to demonstratethat there really is no "away" in the statement.. ."I'll just throw it away."

    Carmel Youth CenterCity ofCarmel-by-the Sea Grant ApplicationNarrative

    Brief description of the amount and purpose of our current grant request:The Carmel Youth Center (CYC) is submitting this grant request fo r $2,000 in support of our Eco-Friendly Snack bar at the Carmel YouthCenter. The granted funds will be used to continue to provide eco-friendly, bio-degradable and/or recycled waste products at theCarmel Youth Center and for one year as well as help further the recycling program. The granted funds will also maintain the CYCOrganic Garden (being planted in March 2013), and teach the CYC members valuable lessons in nutrition and environmental issues.Our MissionThe Carmel Youth Center is committed to providing a positive and academically friendly environment that is a safe, drug-alcohol-andtobacco-free space designed fo r the youth of Carmel and surrounding communities. Our programming wil l help you th develop strongcharacter, values, and citizenship through encouraging volunteerism, peer mentor ing, performance and visual arts, athletics, andacademics.Brief History of the CYC:The Carmel Youth Center was established and incorporated as a California 501(3) non-profit agency in October of 1949. Bing Crosbyfounded the CYC while he was living in Pebble Beach, and he eventually helped launch over two hundred private, non-profit youthcenters. The CYC is the last remaining youth center founded by Bing Crosby that is still running and privately funded. Many communitymembers actively participated in the development of the CYC, and their children have participated throughout the years, many ofwhom serving as volunteers, employees and Board Members. The original building is still in use, and located on the so uthwest corner of41h and Tor res in Carmel-by-the-Sea. In 2009, a major organizational milestone was achieved with the remodeling of the interior ofthebuilding.The Carmel Youth Center is open to children enrolled in grades 5 through 12, with an Afterschool Program offered Monday-Friday from2pm to 6pm on a drop-in basis. In addition to the Afterschool Program, the CYC runs a Summer Fun Program each year which is openMonday-Friday from Bam to 6pm plus various mini programs that are offered to spark a healthy inte rest in hobbies and sports. Thefacility houses a snack bar, computer center, multi-purpose room (generally used as a gym), a recording studio, a game room withvarious arcade and billiards games, and the Jeffrey Raymond Sutton movie theater.Our current programming includes a Jujutsu program, Teen Open Mic Nights (to encourage teens to be open and confident in front of asupportive and encouraging audience), arts and craft projects, and physical activities such as volleyball, dodge ball, soccer, hockey, pingpong, and assorted billiards to promote active lifestyles. We have re-opened the very popular game room wh ich offers ping pong,billiards and arcade games (donated by community members). We have a community service program for members to earn communityservice hours by helping at events, and keeping the CYC facility and surrounding community clean. The CYC offers a free tutoringprogram on Monday through Thursday for English and Mathematics taught by credentialed teacher Michele Rodriguez.The Carmel Youth Center serves children and youth residing in the Carmel and Monterey Peninsula region from 51h to 1 ih grades withth e majority coming from the Carmel and Carmel Valley areas. The CYC currently has 315 registered members, and hosts 35 -50members each day.Description of th e purpose fo r which funding is requested:In August of 2012, the CYC received a grant from the City of Carmel-by-the-Sea to replace our waste products (napkins, plates, cups,flatware, etc.) with eco -friendly, biodegradable and recycled products to be used at the very popular CYC Grill. In appreciation, the CYCposted an article (see enclosed) in the Pinecone newspaper, and there is a sign posted at the snack bar (a copy is also enclosed) statingthe CYC's use of eco-friendly products and thanking the City of Carmel-by-the -Sea fo r the grant. The CYC staff and members were soinspired by the change to eco-friendly products that the CYC is now going to be converting approx imately 25%of the backyard into afresh fruit and vegetable garden and an herb ga rden in March of 2013. This year the CYC will use granted money to again supply theCYC Grill with eco-friendly, recycled and biodegradable waste products as well as purchasing more varieties of recycling bins (for paperproducts and other recyclable materials other than bottles and cans), and to help supply the CYC Organic Garden with products to keepthe garden healthy and to continue to teach the CYC members about the importance of being eco-conscious.Major objectives to be accomplished:

    1. To educate the youth of Carmel in eco-friendly products and conservation that they can transfer their knowledge to others.2. To make conservation and recycling second nature to our members by offering many different recycling options.3. To provide the youth of Carmel the opportunity to learn about different eco-friendly products that they can introduce into

    th eir da ily lives.4. To promote healthy eating by teaching members how to grow and maintain a sustainable organic garden while being able tooffer the fruits, vegetables and herbs free to members.
