Consideration of a Resolution of the City Council Authorizing the Establishment of New Parking Enforcement Times of 8:00a.m. to 7:00p.m., and Receive an Update on the Implementation of the Carmel Parking Plan.
Recommendation(s): Adopt the Resolution, and provide direction regarding the parking
implementation plan.
Executive Summary:
Analysis /Discussion:
At the April1 City Council meeting, staff presented the Carmel Parking
Management plan. The Parking management plan has been
established as one of the City Council's 2014 Key Initiatives and
includes various parking solutions in accordance with City Council
goals and objectives. The proposed parking solutions are designed to
provide effective parking management measures for the downtown
commercial area taking into consideration our residents, business
owners, employees, and visitors. One recommended solution included
extending the enforcement time one hour from 6:00pm to 7:00pm to
discourage long-term parking for an unlimited amount of time during
peak occupancy. This change will help free up parking spaces for the
City's visitors and residents. This report also provides an update on
the Carmel Parking Plan recommendations being considered by
council.
The 2013 Walker study identified peak parking demand in the City of
Carmel is among the highest compared to other cities studied.
Extending the hours of parking enforcement will reduce the incentive
to park on the street in the downtown commercial area through the

afternoon and into the evening hours. The current hours of
enforcement are from 8:00am to 6:00pm which allows vehicles
parking in a two hour zone to park after 4:00 PM without moving their
vehicles. Extending the enforcement time one hour will encourage
drivers to move their cars and free up spaces.
The existing Municipal Code sets forth the period of time a vehicle can
park or stand within a marked parking stall so that it is not parked
longer than the time established. The City Council can authorize by
resolution extending the enforcement t ime during the day. Staff is
asking council to consider amending the current enforcement time
one hour from 8:00 am to 6:00 pm to 8:00am to 7:00 pm. This change
will require modifying the current notice on the existing parking signs
from 6:00 pm to 7:00pm.
Carmel Parking Plan Recommended Policies:
On April 30th, Walker and staff held a workshop with the business
owners and residents to present the parking study findings and
recommended parking polices for Council consideration and part of
the Carmel Parking Management Plan.
In addition to extending the established enforcement time, council
also discussed the following recommended parking polices which
were also presented at the workshop.
1} Provide more convenient and attractive parking options for
employees by encouraging them to park away from the commercial
core to make more on-street spaces available to visitors and residents.
This includes eliminating time restrictions by allowing employees to
park all day along most of Junipero Street and the center median
between 3rd and 6th, and encouraging employees to park all day free
at the Sunset Center North lot by eliminating paid parking at the lot.
2} Development of a pilot program for paid parking along parts of
Ocean Ave.
Time Line to Achieve Recommended Goals:
The recommended time line is based on incremental steps to address
the goals of the plan. These policies when implemented together as a
cohesive system will provide the best results rather than individual
components working in isolation . Walker recommends implementing

these policies in incremental steps but not too far apart to properly
measure the effectiveness of the parking management program.
The following policy goals can be implemented immediately or no later
than July 1st. The pilot program may need to be implemented later;
either in August or September 1st.
1. Extend current permitted parking enforcement time.
Implementation requires changing the notice on the current parking
signs from 6:00pm to 7:00pm. Staff will need to order new
numbering and allow efficient time for staff to change all the signs.
2. Provide more convenient and attractive parking options for
employees by allowing free parking at the Sunset Center north lot,
and eliminating the time restrictions along Junipero Street between
3rd and 6th including the center medians. Implementation requires
removing the existing time limits signs on Junipero Street. The Sunset
Center North lot can be implemented immediately.
3. Development of a pilot program for paid parking. Staff is working
with Walker and Digital Payment Technologies, who is under current
contract with the City of Carmel for the management and operation of
the Luke pay and display parking meters at the Sunset Center North lot
and tour bus zone to implement a pilot multi space meter system for
the downtown commercial core along parts of Ocean Ave. Staff is
working with Digital Payment to come back at the June Council
Meeting with a proposed contract and anticipated implementation
date. The anticipated date is August 1st but can be moved to
September after the Concourse D'Eiegance.
4. Upcoming Budget for FY 14/15. The following items are being
considered in the proposed budget as pa rt of the Parking Management
Plan.
a) Parking Scooter
b) GPS License Plate Recognition
c) Parking Management Study
d) Community Services Officer
5. Future Steps
a) Utilization of private parking spaces.
b) Walk/concierge/ambassador program

c) Employee rewards program.
d) Paid parking program. Phase one and two.
e) Resident permit program.
f) Shuttle program for employees and residents.

The City has determined that the proposed action is exempt from the
California Environmental Quality Act (CEQA). Section 15061 of the
CEQA Guidelines includes the general rule that CEQA applies only to
activities which have the potential for causing a significant effect on
the environment. Where it can be seen with certainty that there is no
possibility that the activity in question may have a significant effect on
the environment, the activity is not subject to CEQA.
The cost to change the current enforcement t ime on t he time limit
signs in the commercial district is estimated at $3,000.00. This
includes materials (sticker for each sign) and cost of labor.
The fiscal impact for the other recommendations varies based on
selected policy recommendations: The Carmel by the Sea Capital
Improvement Plan for the upcoming FY 14/15 budget includes
$474,000 for the Parking Management Plan, and $40,184 for a parking
scooter. The Public Safety Operational Budget includes one additional
CSO officer $47,544.
The 15/16 Capital Improvement plan allocated $226,000 for the
parking plan, and $104,176 for a LPR (License Plate Recognition)
system.

Walker study was completed in 2013; Council held a public workshop

November 4, 2013; Council directed staff to develop a parking
management plan at the December 3rd Council meeting; and, adopted
the recommended policies including changing the enforcement time
at the April 1, 2014 Council meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING THE ESTABLISHMENT OF NEW PARKING ENFORCEMENT
TIMES FROM 8:00A.M. TO 7:00P.M.
WHEREAS, the City of Cannel-by-the-Sea has established parking enforcement times from 8:00a.m. to 6:00p.m.; and,
WHEREAS, Title 10 section 10.32.060 of the Cannel Municipal Code- Limited Time Parking- authorizes the Carmel Council to establish by resolution parking enforcement times; and,
WHEREAS, the Carmel City Council approved at their April 1, 2014 council meeting to extend the enforcement time one hour from the current 8:00 a.m. to 6:00p.m. to 8:00 a.m. to 7:00p.m.; and,
WHEREAS, the City Council has determined the proposed changes to the City's Municipal Code set forth by this ordinance are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA guidelines Section 15061, which includes the general rule that CEQA applies only to activities which have the potential for causing a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA does hereby:
1) Authorize extending the parking enforcement time one hour, establishing new enforcement times from 8:00a.m. to 7:00p.m.
