This Project is Not in Chelmsford’s Best Interest!
• Violates 40B selection criteria.• Does not conform to Town’s housing and master plans. • Traffic and Safety hazards abound• Ignores Health concerns• Stormwater run-off • Risk loss of Global businesses headquartered in Chelmsford !
The Affordable Housing Plan not valid! Needs to be revised…

Impact on Town Plans
• Master Plan – Commercial land is gone– IA best use for JOBS or other technical purpose– It is NOT residential use for a reason
• Affordable Housing Plan– Needs to be revised using more current data
– It no longer reflects reality
• Town wide Water and Sewer – Safety issues with BOTH water and sewer
– State has limited our well water draw NOW!
– Emergency water restrictions in place NOW!
– Town sewer is at capacity, location is as well
Site Health and Safety Issues
• Health Department is Opposed!
• 13% slope from top to Mill Road – Ice Storm anyone?
• Driveways and building access not optimum for fire trucks
• Do you want children to wait for the bus here?
• Town liability when first resident claims illness
Reviewer comment, I used to drive this street, but there’s too much traffic now
Adjacent Safety/Environmental Issues
Many unsecured mechanical items . Okay for IA… NOT for families!
Fire Safety• The site will not allow 360 degree access to two buildings
• It CAN happen in Chelmsford and it has… with deadly effect
Traffic will Not Get Better
• Mill Rd: abused ‘scenic road’... already sees heavy traffic.
• Project outlet is near a hazardous turn.
• Zoll traffic will be competing and queuing at same turn.
• There are frequent road obstructions in GOOD weather.
Project will adversely affect abutters with Global presence !Interruptions to manufacturing and increased site liabilities.
Will damage the marketing of limited IA space in Chelmsford.
There are Alternatives!
1. Revise AHMP to include all viable areas to meet Chelmsford’s affordable housing goals and new residents requirements …
2. Mill Rd is a prime location for a Megawatt scale solar development !!!

3. The 34 acres of the abandoned UMASS Lowell West campus is the PRIME location to create phased development to meet
ALL 40B requirements for Chelmsford!

An Abandoned Fire Hazard with full infrastructure and excellent topography ready to go!!
