Report Scope, Terms and CriteriaThis examination into the Use of the Whip in British horse racing was undertaken during October and November 2003.

Data was collected from 161 races run on 20 racecourses.

Three British horse racing disciplines were covered:All Weather Racing - AWFlat Racing - FlatNational Hunt Racing - NH

The National Hunt discipline included: Hurdling, Chasing and NH Flat racing.

The 20 racecourses were selected to give a balanced representation of the varied conditions encountered by horse andrider: i.e. Left Handed L-H course; Right Handed R-H course; Figure 8 course; undulating surface; sharp/tight track; agalloping surface.

The Ground Conditions at the racecourses included:Firm; Good to Firm; Good; Good to Soft; Standard Fibresand; Standard Polytrack (although the artificial surfaces varied intheir give and holding).

Races studied included all Classes: A, B, C, D, E, F, G, H.And they included: Sellers; Claimers; Conditional / Apprentice Jockeys;Amateur Jockeys; Maidens; Nurseries; Handicaps; Novice; Classified Stakes;Listed; Groups 3, 2 and 1.

The 161 races covered featured 2 to 19 runners.

Horses' age range in years covered: 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14.

A total of 285 jockeys were studied.AW: 120Flat: 116NH: 13586 riders were included in both AW and Flat.

1,500 horses and thus jockey rides were examined.

Races were split into three sectors for the study: Start (s), Middle (m) and Finish (f).Examples: 6f race = start 0 to 2f; middle 2f to 4f; finish 4f (2 out) to winning post 6f.2m Chase 13 fences = start: 0 to 3rd fence +; middle: 4th fence to 11th fence; finish: 3 fences out to the line. Individualrace data was proportioned to the three sectors and viewed as a whole, and also as part of an overall compilation.

No. Whips:Number of whip strikes to the horse that were countedAt the base of the No. Whips column, three figures are givenThe first is for the number of horses whipped, the second for number of times they were all whipped, the third for thenumber of runners in the race, i.e. 10//29//13 ten horses were whipped, 29 times, from 13 runners.

Sho/Whip:If the horse was shown the whip during the race, the data is displayed as: sw.If the horse was not shown the whip a blank space is left.Shown the whip is also interpreted as a tap down the shoulder/neck hands on the reins.It is to be noted that, although a horse is shown the whip, the horse may not have necessarily been shown the whip beforebeing hit for the first time.

At the base of the Sho/Whip column a total is given for the number of horses shown the whip to the number of runners inthe race, i.e. 9//13 nine horses shown the whip from thirteen runners.

Comments: McCarthy dropped hit whip in the process of hitting Star Of Normandie, he continued to hit the horse with his hand.Labrett was hit in the face with a whip by another jockey, which stopped his run through this probably lost Labrett - the favourite - the race.

Comments: Kelly and Mernagh were hitting their two year olds at all stages of the race.Sir Jasper having his first race will remember the poor experience.Bookiesindexdotcom's experience should not have been an excuse to hit her.Gibbons hit his horse down the neck.Allan struck his filly eleven times in the straight.

Comments: 30 strikes of the whip on the first three is too much for such young horses.These came from Culhane, Nolan and Fletcher.Nolan also hit his horse down the neck twice, hand off the reins, Fletcher hit his once hand off, Norton three times and Bramhill once.

Comments: Kelly had a high arm action in his whipping, whilst Edmunds, Norton and McCabe all hit their horses down the neck. However, what stands out in this race is the whippingof Teyaar by McCabe. His 21 strikes in this five furlong race is totally unacceptable and should have seen action from the stewards. The winner was not whipped and claimer Laura-Jayne Crawford takes the credit.

Comments: The winner was clear when Carroll whipped him. McCabe and Tebbutt both hit their horses down the neck, with hand off the reins.18 strikes from Tebbutt was excessive and should have been dealt with by the stewards.

Comments: Whipping from Mernagh, Norton, Kelly and McCabe added up to 48 strikes. Far toomany on these three year olds. Norton hit down the neck with hand off the reins.Maddie's A Jem edged right when hit and Kelly did not stop hitting her.

Comments: All of these young horses were whipped during this race.Fletcher appeared to hit his horse down the neck and Chalmers when twelve lenghts clear struck his horse inside the final furlong which was on no account necessary.

Comments: Mernagh was harsh on Sir Jasper, having only his second run, with eight strikes of the whip coming much too late. Kelly struck his horse nine times with whips throughoutthis six furlong race. Fletcher struck his horse seven times, including twice down the neck.

For a two year old race a high number of whips were given. What is more, they came out very early on in the race and continued throughout. This will not help any horse's confidence for future races.

Comments: Every one of these two year olds was hit with the whip. More experienced than their contemporaries in the earlier races, this was no excuse to see these hit more frequently.Fanning, O'Neill and Gibbons hit their horse down the neck, hand off the reins and Drowne's eight strikes and Fenton's ten added to this race's poor show from many of the jockeys.

Comments: Prolific winner Cold Turkey did not require ten strikes of the whip to get home first, butwas given them by amateur Dehdashti. Amateur Pemberton hit Peppershot totally out of the blue for no reason. He appeared to take his glove off and hit the horse down the neck, hand off the reins, without first showing the horse the whip or trying to push along with hands and heels. The Stewards should have taken action on this.

Comments: An appalling apprentice race with a disturbing use of the whip from these young jockeys.Every horse was hit. McGaffin was particularly excessive, with 17 strikes, including one down the neck withhands off the reins. His horse also received a strike across the face from Turner as she wentto use her whip on her mount. These jockeys require tuition on correct use of the whip andshould not be allowed to strike their horses in this manner. Racing's ruling body should lookat this and act for the welfare of horses who have to endure such beatings.

This incedent should have seen action taken by the stewards against the shocking riding of Halliday. Comments: Moore hit his horse 20 times in this conditional jockeys race. He did not set a goodexample, with ten hits from the last two fences. Earlier in the race he hit the horse withhis right whip hand and the horse moved left and hit the rail. Moore hit the horse again with the whip in his right hand a couple of strides later. This is alarming to say the least.The horse jinked away from the whip significantly on the run-in. The mare clearly didnot respond to being hit and looked distressed when whipped.

He also hit Hurricane Bay eight times from the last two hurdles, as did McGrath on his horse. Hurricane Bay was tongue tied.Conditional jockey Spate held his horse together, showing a skill lacking amongst many professionals. The stewards at Wetherby should have looked into Dobbin's use of thewhip, and failed in their duty, yet again, to enforce the rules of racing.

Comments: Ruby Walsh gave Howdydoody far too much whip. Raising his arm high above his shoulder, he struck the horse six times down theneck with his hands off the reins. He was at the horse from the fourth until theend of the race. His arm action on his backhand strokes was over the shoulder.From an experienced jockey, at the fore in his profession, this was severe treatment of an animal who gives him his living. In our view, the stewards should have punished him severely. During the study, this was one of the worst cases recorded. What is more, the horse had not been out for 244 days. He was clearly under pressureand whipping down the shoulder could get no response. Why was this done?The whole of the race comes into question with, not only Walsh, but McCoy and Durak on the run-in and Robert Thornton with 13 strikes during the race, plus Johnson after the final bend, when his tired horse was hanging his tongue out,he was whipped with full force. Just because these horses are experienced handicappers, there should be no excuse to beat them to the line when the handicapperhas done a good job in assessing their abilities.

Comments: Walsh high arm action and Green hit the horse down the neck, with hand off the reins. Polish Legend fell at the last hurdle, having been hit with the whip just before he looked to be shying from the whip, which was stuck out at a right angle to his head. His eye was clearly off the hurdle and on the whip, this must have contributed to the fall.

Comments: Many of these were seeing the racecourse for the first time, and McCoy's horse Trade Off was one of those. He was particularly harsh with 15 strikes of the whip when the horse was clearly beaten and under pressure. Roofing Spirit swished his tail every time he was hit with the whip by Fehily and Hide hit his horse down the neck with his hand off the reins.
