Research Activities in the European Recovery Package
Focus on Public and Private Partneships (PPPs)
Brussels, 26 March 2009
Public Private Partnership:Factories of the Future
European Commission – Research DGJosé-Lorenzo Vallés
Head of Unit - New Generation of Products
Key Key PlayersPlayers
PUBLIC: THE EUROPEAN COMMISSION
PRIVATE:• Large Companies:DAIMLER, SONAE, ALSTHOM, SIEMENS, DANFOSS, COMAU, IDEKO-MONDRAGON, ABB, ROLLS-ROYCE etc.
• Large Industrial Associations representing SMEs:ORGALIME, VDMA, AGORIA, FIM, TEKNIKFOERETAGEN etc.
• European Technology Platform:Manufuture umbrella: over 100 organisations, from more than 20 countries, incl. large OEMs, SMEs, Industrial Associations, Research Institutes, Universities – linked to other ETPs
Challenges
The crisis is severely affecting the manufacturing sector
Manufacturing is a pillar of the European economy28 % of the persons employed in the EU32 % of the value added in European GDP
Manufacturing activity has a big environmental impact28 % of the total energy consumption 33 % of the overall waste generated
Objective
• Developing enabling technologies to support EU manufacturing industry across many sectors, to adapt to global competitive pressures by boosting their technological base.
• 25 industrial sectors, largely dominated by SMEs
Budget: € 1.2 billion in 4 yearsIn 2010: ~ € 190 million
Expected results
Sustainable Manufacturingquiet, clean and safe green production machines
Intelligent Manufacturingintelligent machines capable of interacting with operators, self-
monitoring and self-correct smart production lines
High quality and high performance manufacturingtowards 0 defects, lean and adaptive manufacturing processes
Manufacturing processes for new materialslight-weight/high-performing materials and micro/nano
manufacturing (‘portable factory’)
Public Private Partnership:Energy-efficient Buildings
European Commission – Research DGJosé-Lorenzo Vallés
Head of Unit - New Generation of Products
Key players
PUBLIC:THE EUROPEAN COMMISSION
PRIVATE:
• Major Industries:ARUP, BOUYGUES, EDF, ACCIOANA, MOSTOSTAL, PHILIPS, STIEBEL ELTRON
• European Technology Platform:Construction Platform (ECTP) connected to other ETPs: Solar Thermal, Photo Voltaic, Steel, Sustainable Chemistry, Wood, Hydrogen….
Challenges
40% Responsible of EU energy consumption
The present rate of construction of new buildings is below 2%, destruction rates are even lower, in the range of 0,5%
Refurbishing is key!!!
Big sector (32 million jobs) heavily effected by the crisis
Citizens energy use to be reduced by 20% by 2020 (lower energy bills!)
Objectives
• Reducing the energy consumption of buildings and itsnegative impacts on environment.Integration of innovative technologies. Towards the low carbon economy.
• Buildings cover their own energy needs contributing to EUenergy independenceand on long term may become even energy provider
Budget: € 1 Billion over 4 yearsIn 2010: ~ € 130 million
Expected results
Monitoring tools: Rapid on-site measurement of actual performances
The building envelope:Highly efficient and smart windows
Systems and equipments:Integrated photovoltaic (PV) solutions and
ICT for energy efficiency
Environmental technologies: Retrofitting of historic buildings
Standardisation: Pre-normative research, standards
Demonstration: Integration of innovative technologies
Public Private Partnership:Green Cars
