Improved Transparency for
Outages having a High

Background
In 2015 and early 2016, the Outage Coordination
Improvement Task Force (OCITF) and ERCOT met to
discuss ways to:
• Identify Outages which have historically resulted in high
congestion costs
• Encourage earlier submission of these Outages
• Formalize a rescheduling process if these Outages must
be withdrawn or moved
• Provide improved transparency to Market Participants if
these Outages are submitted with 90 days or less notice.

BackgroundThe approved result of the committees work became Project
P215-01 NPRR 758 Improved Transparency for Outages
having a High Economic Impact.
Specific items proposed within this NPRR include:
• Identification and posting of High Impact Outages (HIOs)
and associated High Impact Transmission Elements
(HITEs); and
• Introduction of a new “Rescheduled Outage” type.
Implementation of this NPRR will:
• Improve the market’s ability to hedge against congestion
• Encourage earlier submission of Outages
• Increase visibility of HIOs to Market Participants, and
• Allow more efficient and transparent rescheduling

Definitions
Transmission Element:
Part of a physical Transmission Facility that is:
• an Electrical Bus, line, transformer, generator, Load, breaker,
switch, capacitor, reactor, phase shifter, or other similar device

High Impact Transmission Element (HITE)
A Transmission Element that may, in certain conditions, result in
High Congestion risk when taken out-of-service.
ERCOT, with input from Market Participants, shall annually
update the HITE list for approval by TAC
• Part of the ERCOT Transmission Grid
• Defined in the ERCOT Network Operations Model.

Rescheduled High Impact Outage (RO)
An Outage on a High Impact Transmission Element (HITE) that was:
• Originally submitted and Approved as a Planned Transmission
Outage with greater than 90 days’ notice
• Being considered for rescheduling due to withdrawal of approval
by ERCOT of the original Planned Outage or subsequent
Rescheduled Outage(s).
NOTE: Only ERCOT shall be able to convert a Transmission
Planned High Impact Outage into a Rescheduled Outage after
discussion with the Requestor.
Definitions
High Impact Outage (HIO)
A Planned Outage or Rescheduled Outage that interrupts flow on
a High Impact Transmission Element (HITE).

Major Transmission Elements (MTEs) and
High Impact Transmission Elements (HITEs)
The MTE & HITE List will be updated at least Annually with:
• Actual Outages associated with significant congestion1
during the previous years, including
• Multiple Outages
• Planned and Forced Outages
• Outages identified by Outage Coordination studies which
could have caused excessive generation re-dispatch under
certain conditions.
• Regardless of whether the outage actually occurred or not
• Additional elements as requested by Market Participants.1 Significant Congestion – incurred over $1 Million Dollars of Real-Time Congestion Rent during any given Month.
Congestion Rent $ is the difference in what is charged to Buyers and what is paid to Sellers when congestion occurs.

Major Transmission Element (MTE) List
The Major Transmission Elements list is less detailed and is comprised
of:
• Line (LN), Transformer (XF), Bus, and Breaker/Switch that split the
bus.
• Congested Equipment Type (Lines, Transformers, Busses, Circuit
Breakers)
• Year and Month congestion occurred or was forecasted
• Contingencies and Resultant overloaded elements
• Whether based on Actual Congestion(RT) or Forecasted(ST)
• Whether based on Planned or Forced Outages

The High Impact Transmission Elements list is more detailed
and is comprised of:
• All of the equipment associated with each MTE
• Station From/To Names
• Equipment Types (CB, LN, DSC) and Name
• Normal and Outage State (Open or Closed)
• Voltage (kV)
• TEID (Transmission Element ID) and RDFID (Resource Description
Framework ID)

NPRR 758 & Protocol 3.1.5.7[NPRR758: Replace Section 3.1.5.7 above with the following upon system
implementation:]
3.1.5.7 Withdrawal of Approval of Approved Planned Outages, Maintenance Outages,
and Rescheduled Outages of Transmission Facilities
(1) If ERCOT believes it cannot meet the applicable reliability standards and has exercised
reasonable options, ERCOT may contact the TSP for more information prior to its withdrawal
of the approval for a Planned Outage, Maintenance Outage, or Rescheduled Outage. ERCOT
shall inform the affected TSP both orally and in written or electronic form as soon as ERCOT
identifies a situation that may lead to the withdrawal of ERCOT’s approval. If ERCOT
withdraws its approval, the TSP may submit a new request for approval of the Planned
Outage or Maintenance Outage schedule provided the new request meets the submittal
requirements for Outage Scheduling.
(2) In determining whether to withdraw approval, ERCOT shall duly consider whether the
Planned Outage, Maintenance Outage, or Rescheduled Outage affects public infrastructure if
ERCOT is made aware of such potential impacts by the TSP (e.g., impacts on highways,
ports, municipalities, and counties).
(3) Prior to withdrawing the approval of a High Impact Outage (HIO) submitted with greater
than 90-days’ notice, ERCOT shall coordinate with the TSP and may convert the Planned
Outage to a Rescheduled Outage. The Rescheduled Outage shall retain the same priority as
the original Planned Outage. ERCOT shall attempt to keep the Outage within the same
calendar month.

3.1.5.11 Evaluation of Transmission Facilities Planned Outage or Maintenance Outage Requests
(1) ERCOT shall evaluate requests, approve, or reject Transmission Facilities Planned Outages and
Maintenance Outages according to the requirements of this section. ERCOT may approve Outage
requests provided the Outage in combination with other proposed Outages does not cause a violation of
applicable reliability standards. ERCOT shall reject Outage requests that do not meet the submittal
timeline specified in Section 3.1.5.12, Submittal Timeline for Transmission Facility Outage Requests.
ERCOT shall consider the following factors in its evaluation:
(e) Previously approved Planned Outages and Maintenance Outages;

3.1.5.13 Transmission Report
(1) ERCOT shall post on the MIS Secure Area:
(d) At least annually, an updated list of High Impact Transmission Elements
(HITEs) pursuant to Section 3.1.8, High Impact Transmission Element
(HITE) Identification.

High Impact Outages – Submitted 90 Days or Less
• A once-a-day Current Day Report (CDR) titled “High Impact
Outages – Submitted 90 Days or Less” will be posted to the
MIS Secure at Grid>Transmission shortly after midnight.
• Report will contain only the Accepted or Approved HIOs in
the Outage Scheduler at 0000 hours submitted 90 days or
less in advance of the Planned Start!
• For Group Outages, the Non-HIO transmission elements will
not be included in the report!

To incorporate the new Rescheduled Outage type into the
existing Outage Scheduler User Interface (OSUI), the
following changes were made:
• On the Transmission Planned Outage request screens,
fields were added to alert the Requestor that:
o The selected transmission element
is on the High Impact Transmission
Element list (HIO with a “Y” flag)
o The High Impact Outage has been
requested greater than 90 days prior
to the Planned Start (HIO>90 Days
with a “Y” flag)

For Rescheduled Outages, no “N”’s will be displayed. Blank
fields mean “No” and indicate that:
• HIO fields - Element was not on the HITE List
• HIO>90 Day fields - Outage was submitted 90 days or

and HIO>90 Day fields is utilized on
applicable Outage Scheduler User Interface
screens and Outage Scheduler reports.

Rescheduled Outage - Group Outage Rules:
• Elements may only be removed from a Rescheduled
Outage group, never added.
• If all of the HIO elements are removed from a
Rescheduled Outage group, the outage no longer
qualifies for Rescheduling.

• When ERCOT identifies that a HIO has been submitted with

Requestor to make reasonable efforts to minimize any
detected impact.
