Brief Overview of DDC – Jean M. Jean-Louis
o DDC consists of three primary divisions: Public Buildings, Infrastructure, and Safety
& Site Support.
o The Public Buildings Division serves various clients such as NYPD, FDNY, DSNY,
NYPL, DPR, DOT, DOC, Courts, DCAS, and Cultural Institutions.
o The Infrastructure Division serves DEP and DOT and manages projects related to
the installation, replacement, and upgrade of water mains, storm and sanitary
sewers, and roadways. Safety & Site Support receives the majority of work from
DEP and DOT. Occasionally, Safety & Site Support will be tasked with non-capital
work such as federal recovery efforts or mayoral initiatives. Such work will be paid by
change order to the contract to increase the capacity.
o The Safety & Site Support Division serves Infrastructure and Public Buildings
primarily through support services during all project phases. Services include
topographical surveys, geotechnical reporting, laboratory analysis, quality assurance,
construction safety, environmental studies and permitting.
Scope and Purpose
Overview: Geotechnical Engineering Services Contract
➢Provide geotechnical engineering services and laboratory testing citywide including, but
not limited to:
▪ Supervision and Special Inspections – oversight of Land & Marine subsurface
investigations including:
• Test borings;
• Bedrock coring;
• Test pits;
• In-situ testing (permeability, percolation, etc.);
• Laboratory Testing and Data Analysis
▪ Geotechnical reports – record drawings, data, and recommendations including:
• Geotechnical data reports (soils, bedrock, forensic concrete, etc.);
• Geotechnical reports including foundation analyses and recommendations
as they pertain to the construction of public structures and infrastructure;
• Preconstruction survey reports including ambient vibration monitoring and
building condition surveys;
• Photo logs.

Overview: Geotechnical Engineering Services Contract
➢This is a WORK ORDER based contract, in which multiple projects will be assigned simultaneously
on a Rotation Basis.
➢ Attachment 3 Labor titles and Laboratory testing required.
▪ Staffing Requirements: (ARTICLE 5.2.1)
• One (1) Contract Executive
• One (1) Senior Geotechnical Engineer;
• Two (2) Geotechnical Engineers (Primary Inspector)
• Twelve (12) Supplemental Inspectors for Geotechnical borings;
• Three (3) Junior Staff Engineers;
• Three (3) CADD operators.
❖ A valid Professional Engineer’s license issued by NYS Education Department is required for
Contract Executive, Senior Geotechnical Engineer and Geotechnical Engineer.
▪ Scope of Services: (ARTICLE 6)
• Geotechnical data reports (soils, bedrock, forensic concrete, etc.);
• Geotechnical reports including foundation analyses and recommendations as they
pertain to the construction of public structures and infrastructure;
• Preconstruction survey reports including ambient vibration monitoring and building
condition surveys.

Overview: Geotechnical Staff- Primary & Supplemental Boring Inspectors & Junior
Staff Engineers➢Role & Responsibilities of the Geotechnical Primary /Supplemental Boring Inspector (Article
6.2)
▪ Manage the subsurface field investigation of Land & Marine subsurface investigations
including:
• Oversee the clearance of utilities and drilling operations conducted by the driller
• Ensure that all regulatory permits (DOT/DEP/811/DEC)are valid and onsite daily;
• Ensure the Maintenance and Protection of Traffic (MPT) (vehicular and pedestrian) in
accordance with the latest version of the FHWA MUTCD & NYCDOT, prior to the start of
work;
• Accurately describe soil & rock cores, measure and record groundwater levels in testpits,
boreholes and monitoring wells periodically;
• Oversee and record In-situ testing (permeability, percolation, vane shear, etc.);
• Photograph pre- and post drilling operations.
➢ Role and Responsibilities of the Junior Staff Engineers
• Perform pre-construction survey and vibration analysis
• Prepare boring logs
• Provide general office engineering support

➢ Role and Responsibility of the Contract Executive • Serve as the main Point of Contact for the Contract
• Manage Work Order Letter and ensure timely completion of assigned projects
• Manage and execute contract Staffing Plan
• Manage Contract Administration (attend monthly progress meetings, accident reporting,
administration and invoice submission)
➢ Role and Responsibility of the Senior Geotechnical Engineer • Review, sign and seal all Draft and Final Record of Borings (ROB’s) prior to submission to
DDC
• Ensure quality assurance of all Geotechnical reports and ROB’s
➢ Role & Responsibility of the Geotechnical Engineer • Manage the subsurface field investigations and Deliverables including:
o Coordinate with DDC Section Chief and schedule boring inspectors to ensure
coverage
o Manage field investigations, laboratory submittals and results and ROB development
o Provide a Weekly Summary on individual project progress (borings & footage)
o Manage and ensure quality assurance control of all deliverables.

Procurement and Sourcing Solutions Portal (PASSPort) Disclosure Filing (formerly known
as Vendor Information Exchange System (VENDEX) Forms or Certificate of No Change)
All organizations intending to do business with the City of New York should complete an online
disclosure process to be considered for a contract. This disclosure process was formerly
completed using Vendor Information Exchange System (VENDEX) paper-based forms. In
anticipation of awards, proposers to Requirements Contract for Geotechnical Engineering
Services and Laboratory Testing Services for Various Capital Projects must create online
accounts in the new Procurement and Sourcing Solutions Portal (PASSPort) and file all
disclosure information. Paper submissions, including certifications of no changes to existing
VENDEX packages will not be accepted in lieu of complete online filings.

HireNYC is a suite of initiatives designed to leverage the City’s purchasing power and economic
investments to create employment opportunities for low-income and underserved New Yorkers.
HireNYC: Goods and Services is a hiring process that requires businesses that contract with the City to
share entry and mid-level positions associated with the contract and to interview the qualified candidates.
Requirements apply to all new contracts for goods, services, and construction with a value of one million
dollars or more, solicited on or after October 15th, 2015. On applicable contracts, contractors are required
to:
▪ Enroll through the HireNYC portal website within 30 days after registration of the contract;
▪ Provide information at the HireNYC portal website on all entry- to mid-level job opportunities
arising from a contract that will be performed within New York City;
▪ Interview qualified candidates sourced from the Department of Small Business Services
Workforce 1 for those opportunities;
▪ Provide feedback to Workforce 1 related to referred candidates that were interviewed and
employment information related to referred candidates that were hired, and;
▪ Certify if no applicable employment opportunity related to a contract arose.

These requirements will apply throughout the life of the contract. These requirements were designed to
assist contractors with finding employees if openings occur throughout the term of the contract. Though
contractors will be required to interview qualified candidates referred by Workforce 1, contractors will not
