The splendid spring weather has done more than make plants grow – it’s also helped the growth of the Bois Forte Band’s new Community and Government Services Center. The project is moving forward smoothly, and work on the structure’s exterior is ahead of schedule. Construction Manager Lee Hauble credits both the weather and the “awesome” Bois Forte TERO employees. “Most of the Band members working on the project are experienced trades people and union members with good construction experience,” said Hauble. RTC has also found innovative ways to generate jobs for Band members side of In 2007, the RTC strengthened the Tribal Employment Rights Office (TERO) in three ways. First, the fees were increased that contractors and subcontractors working on Band building projects pay to help fund the TERO program. Second, the required percentage of Indian workers whom those contractors and subcontractors must employ was increased from 20 percent to 50 percent, meaning more jobs for Band members. And third, TERO was able to offer more Band members assistance with vocational training to help them improve their skills and build long-term careers. Hauble said the new Center is a green building with many environmentally friendly features. These include a solar heating system consisting of 100 solar panels mounted on the roof. These solar panels work even in the long Nett Lake winters when they gather the direct sunlight as well as the snow reflection off the roof. The heat system is self contained and can continue to run even without several days of sunlight. Several types of construction have gone into the building including: concrete block, tip-up pre- panel, super steel stud, heavy timber, and structural steel. Band members will appreciate the beauty that some of the construction elements lend to the center, such as the heavy timber used in the front entryway. Casinos Across the Country Continue to Suffer

The building’s community room has been designed to accommodate a wide variety of functions and events. It can be sectioned off into as many has fourseparate meeting spaces, or all the room dividers can be moved back to create one large space that can be used for Powwows or community events.

The exterior features large cast concrete stones with designs by Band member artist Carl Gawboy that honor the spirit of Nett Lake, and the new VeteransMemorial will be located next to the building. Two parking lots are planned, and the building will also have a drive-up window for customers of a futurecredit union or branch bank. The grounds will be attractively landscaped using a variety of native plants that are indigenous to the Nett Lake area. Thelandscape plan is being developed with input from the Band’s Tribal Historic Preservation Office and Natural Resources Department.

Construction on the new Community and Government Services Center will be complete by summer’s end. A grand opening is being planned forSeptember, possibly in conjunction with ricing season so those traveling to Nett Lake to harvest rice can also participate in the celebration.

The 40th anniversary of Earth Day was marked by Bois Forte Band members andemployees working together to clean up communities and enjoying a picnic lunch on an unusually warm, sunny April day.

Environmental Services staff Kevin Koski and Warren Villebrun load bags withover 1,420 pounds of trash collected in the Nett Lake Village cleanup. A similareffort took place in Vermilion on April 28th where 800 pounds of trash waspicked up and properly disposed of.

What is the Academic Journey Program?

The Academic Journey Program (AJP) was started four years ago by the IndianEducation Coordinators in District 2142. The AJP encourages high school studentsto consider continuing their education by experiencing local college courses andintroducing them to different careers they may have not have thought about.

Up to 24 high school students in grades10-12 travel to a different college eachmonth where they meet college students, instructors and administrators and talkabout their schools and what type of education and training is needed for variouscareers.

Some colleges are revisited during the school year, but the students experience anew academic program with each visit. This year the AJP participants visitedMesabi Range Community and Tech College, Hibbing and Itasca CommunityColleges, Lake Superior College, Fond du Lac Tribal College, and the Universityof Wisconsin, Superior.

During their visits, the students took part in classes such as Culinary Arts, LawEnforcement, Masonry, Carpentry, Fire Fighting, Watershed Management and CivilEngineering.

Students who participate in AJP have the option of taking the course for credit byagreeing to complete course assignments reporting on their visits.

My past published articleshave been primarilyhistorical in nature. Thismonth I will get closer topresent time. The articleshave featured many of thehistorical facts about Bois

Forte members and this onewill continue in that vein.

Many of you know that mydad was Melvin King, Sr.He met my mother when hewas working for the CCC-ID (Civilian ConservationCorps-Indian Division) inthe early 1930’s, and shewas teaching at the NettLake School as one of thefirst corps of teachers sentby the State of Minnesotafollowing the changing ofthe BIA (Bureau of IndianAffairs) school system tothe state system. Thus Iwas delighted when in theKansas City RegionalNational Archives, I found ahuge ledger related to the Nett Lake CCC-ID thathad never even had its plastic removed.

It was the ledger of the payroll accounts of thepeople who worked for the organization. Withinits pages were filled: the monthly payroll; towhom money may be given; and where theylived. It was an unexpected find and helped meto realize how many of our parents/grandparents

were involved in the CCC-ID, and how thisprogram and period changed our lives. Towerhad the same organization, but not nearly asmany Tribal members working as the CCC-IDprogram at Nett Lake.

The work done by the people included buildingroads and ranger stations, timber removal, watercontrol, etc. They worked and played hard.They held dances on Saturday nights, and

became the center foractivities for our ancestors,during the depression era. Itcontinued until WWII, whenmany of those same peopleenlisted in the United StatesArmed Services. There arephotos of the people,activities, and projects fromthis era at our HeritageCenter in Vermillion.

In the National Archives inWashington, DC, where Iretrieved and copies some ofthe photos, I also found thecollection of CCC-IDmonthly magazines (like theone pictured to the left) inwhich various Tribes

throughout the U.S. were featured on the cover.Though I did not have time to view each andevery one, I received a valuable Indian historylesson from the magazines I reviewed. They arestill there, we are still here, and our parents,grandparents and great-grandparents must not beforgotten; for they paved the way for oursuccesses today, and the CCC-ID was animportant success for them.

Registration numbers up for Elders’ Annual Trip

The number of Elders who registered for this year’s annual trip is up over twenty five percent. Friday, May 7 was thedeadline to register for the October trip to New York and 127 Elders sent in their registration forms.

Perhaps it was taking a year off last year due to the slow economy, or maybe the choice of a popular destination likeNiagara Falls to visit, that caused an increase in the number of Elders who are joining the trip.

The 2008 trip to Branson, Missouri drew 100 Elders.

Justina Drift is coordinating the trip and will be sending an information letter to the Elders who registered later in June. In the meantime, if you have questions about the October 2-9 bus trip to Niagara Falls, New York,

Two new leaders with old skills and familiarfaces have taken the helm at Bois Forte’s Boys &Girls Clubs. The Band members bring deeproots, wide-ranging talent and mature perspect-ives to their new positions, providing a realchance for the Band’s youth clubs to flourish.

Rick Anderson began servingas Vermilion’s BranchManager last October. The Elynative most recently worked inupper management at FortuneBay but has extensiveprevious experience workingwith youth.

Anderson worked in the early1990s at Ely’s CommunityCollege where he was aninstructor in Student SupportServices providing services todisadvantaged students,tutoring and mentoring. He hasalso worked as a youth andfamily counselor for ElyCommunity Resources, Inc.,tutoring students and helping them experiencethe outdoors, a job that drew on his degree inAmerican Studies and Psychology. He is thehusband of Polly and the father of fourdaughters.

Don Chosa, meanwhile, became Branch Managerof Nett Lake’s Boys & Girls Club this spring. Hegrew up on the Vermilion Reservation and theKeweenaw Reservation in the Upper Peninsulaof Michigan. Chosa had been serving as theBand’s grant administrator but brings extensiveexperience with youth and young adults, includ-ing 14 years as an adjunct instructor of Anishin-aabe language and four years as Bois Forte’syouth director. He’s taught Anishinaabe to grade-school kids and spent six years as a counselor atan adolescent treatment center. Chosa is thehusband of Karlene and the father of six.

Both men say they are excited to help the Boys& Girls Club reach its potential and they’realready seeing signs of progress, including goodturnout: an average of 20 kids a day at Vermilionand 30 at Nett Lake.

They’re bursting with programming ideas and, inlittle time, have implemented many.

Anderson, for instance, has enhanced the club’sacademic offerings. He lends his own tutoring

services and partnered with the Local IndianEducation Committee to arrange a tutor fromTower school to come on Tuesdays. Andersonalso brings Northern Rehab Services represent-atives to instruct the kids on how to find andkeep a job. He’s coordinating with that crew to

take the kids on tours ofcolleges area colleges.

Chosa, for his part, hasimplemented languageeducation, established aweight-lifting room for theteens, launched a lacrosseprogram, dusted off anaquarium in storage andinstigated some gardening.

“I’m a madman,” Chosa said, joking about hisfull agenda. “I have room for creativity here.”

Anderson’s goals align with Chosa’s. He’s alsoworking to expand the kids Ojibwe vocabulary,while keeping an eye on the arts too. Andersonwas just awarded a grant he wrote to the UnitedWay to purchase equipment for a “Click toConnect with Nature” project. Using digitalcameras and field guides he will coordinateNature photo trips where the youth will photo-graph and identify plants and animals in the area.The young people will then consult with TribalElders and staff at the Bois Forte Heritage Centerto learn traditional cultural information about theplants and animals they’ve photographed.

The program provides a deeper culturalappreciation, and at the same time, boost visual-arts skills. Fitting nicely into Anderson’s over allgoal of, “providing a safe, secure place for kidsto go to learn and have fun and to know they willalways find a supportive staff to listen to themand challenge them.”

Chosa is also preparing for Bois Forte’s radiostation to set up shop on campus, a goldenopportunity for the Boys & Girls Club. “I’mseeking activities and projects that have potentialto build self esteem for our youth, that willcultivate an interest in education, keep theminvolved with the culture and keep them comingback to the Band and sharing their gifts with us.”

Tribal Gov’t News & Reports

What does the policy say?

The policy requires anyone doing constructionon the Bois Forte Reservation to obtain a landuse permit before beginning work.

Why was the policy enacted?

The new policy will insure that any constructionon the reservation proceeds in a mannerconsistent with the Band’s cultural,environmental and land use plans. It will alsoallow Band staff enough opportunity to reviewconstruction proposals ahead of time and workwith builders to avoid problems that could createcostly time and material delays.

What are the benefits of the new policy?

Band staff will coordinate with different TribalGovernment Departments so you don’t have to.For example, if you’re building:• near water, staff will review your project withDNR to be sure you meet setback rules, protectwater quality and don’t run into erosionproblems• in an undeveloped area, staff will check withthe Tribal Historic Preservation Officer to makesure there is nothing culturally or historicallysensitive in the area such as graves• in a developed area, staff will confirm withLeasing that you are building on your own lotand not encroaching on your neighbors’ lots• in a spot that needs sewer and water hookups,staff will contact Public Works

Also, filling out a permit application is helpful

in planning projects because the process allowsyou to anticipate possible problems and resolvethem with the help of Band experts.

Who developed the new policy?

Band members were actively involved in develo-ping the new land use permit policy. Severalcommunity meetings were held during the pastfew years to create an overall land use policythat will insure wise decisions are made aboutdevelopment in different areas of the reserv-ation; the permit discussions were part of thosemeetings. The RTC reviewed the final plan,discussed it with staff and gave final approval.

How can I get a land use permit before I beginconstruction?

You can pick up a permit application from theLeasing Office or the Planning and CommunityDevelopment Office. Or you can download thepermit application from the Band’s website. Visitwww.boisforte.com and click on Leasing orPlanning under Bois Forte Divisions.

What else should I do besides getting a permit?

Before you start construction, contact BillWhiteman of the Planning and CommunityDevelopment team at 218-757-3589 ext. 146.Bill will answer any questions you have aboutthe permit application, and he will handlecoordination with other tribal governmentoffices so that your project can proceedsmoothly.

Questions and answers about the Band’snew land use permit policy

Most frequentlyasked questionsconcerning the newRRP RuleThis new Federal EPA Renovation Remodelingand Painting (RRP) Law that went into effect onApril 22, 2010 can be confusing. So to help youbetter understand who requires certification andother important items about the new law, here isa brief Q & A from Jane Villebrun at theEnvironmental Services Office.

What does the law say?

This training certification is required for anycontractor involved in construction activity thatwill or has the potential to disturb lead basedpaint. The new EPA rule will directly affect ALLpaid renovators who work in pre-1978 housingand child-occupied facilities, including:renovation contractors, maintenance workers inmulti-family housing, painters and otherspecialty trades. Under the rule, child-occupiedfacilities are defined as residential, public orcommercial buildings where children under agesix are present on a regular basis. Therequirements apply to renovation, repair orpainting activities. The rule does not apply tominor maintenance or repair activities whereless than six square feet of lead-based paint isdisturbed in a room or where less then 20 squarefeet of lead-based paint is disturbed on theexterior. Window replacement is not minormaintenance or repair.

Who is affected?

Remodelers, window installers, door installers,painters, insulation contractors, electricians,plumbers, siding contractors and any othercontractor working in pre-1978 housing wherethere is a risk that lead paint or dust will bedisturbed. Under the rule, child-occupiedfacilities are defined as residential, public orcommercial buildings where children under agesix are present on a regular basis.

About the Training Certification Course

This 8-hour certification course was developedby the U.S. Environmental Protection Agency(EPA), in collaboration with the U.S.Department of Housing and Urban Development(HUD). (cont. on page 11)

The rain, snow and cool weather of earlyMay were a very welcome antidote to abusy spring fire season. But it’s importantto remember that despite the moisture andcooler temperatures, northern Minnesota isstill experiencing a long term drought.

The course is designed to train renovation, repairand painting contractors how to work safely inhousing with lead-based paint and complies withthe EPA's Renovation, Repair and Painting(RRP) Rule, and HUD's Lead Safe HousingRule. This course certifies the individual, not thefirm (read below on firm certification).

Who from my company needs the trainingcertification?

It could be the owner, your project manager,superintendent, crew leader. To be in compliancewith the law, the certificate holder must havetheir certificate onsite and be available by phoneat all times.

How long is the training certification good for?

The training certification is good for five years.

How much does the certification course cost?

What if the certified individual leaves mycompany?

The certification stays with the individual so ifhe/she leaves your company and they are theonly one from your company that is certified,then you are non-compliant. After successfullycompleting the course, the certified individualwill get their photo taken by the instructor whichwill get embedded onto the certificate they willeither be mailed or emailed (if email isprovided). A copy of the certificate must remainon the jobsite at all times.

What if I’m caught non-compliant?

The EPA states on their website that those foundnot in non-compliance could face hefty dailyfines of up to $37,500 per day until both theindividual and firm are compliant. I will say this,there are many companies signed up for thesecourses, obviously some of them are yourcompetitors, if they have to go through this, theywill make sure you will too. You don’t want toget caught – plain and simple.

How long is the training course?

The course is approximately 8.5 hours long.

Firm Certification Vs. Individual Certification

Firm certification is completely separate from theindividual certification training course. Each firm(company) doing any type of construction in pre-1978 housing must also get their firm certified.You can send this paperwork in before or afteryou get an individual certified. To get your firmcertified, you’ll simply fill out the EPA’s firmapplication and mail it to the EPA with a $300check. The firm certification is valid for fiveyears.

If you provide this service to the Bois ForteReservation you may request a Bois Forte, FirmsApplication payment of $20.00 make checkpayable to Bois Forte Environmental Services.

There are out-of-town firms holding similarclasses to ours who are claiming to be certifiedinstructors (some may be and some may not).They also claim that you will receive thecertification you need to be compliant with thenew Federal law now in effect on April 22, 2010.

Take a good look; you may not see this againAs part of President Obama’s reorganization of the BIA, a new 5 year plan isbeing developed with input from Tribal leaders and Law EnforcementOfficers. Several of the changes will directly impact Bois Forte. For example,the BIA is reorganizing the six districts throughout the U.S. Instead of being inDistrict I with Nebraska, North and South Dakota, Iowan and Michigan;Minnesota will be part of District II with Wisconsin, Michigan and Iowa.Eventually Minnesota will be their own district, a move Chief Peter Drift, Srsupports because it will provide more law enforcement attention to eachTribe.

Another noteworthy change has to do with hiring. Future applicants will beoffered a position wherever the BIA has an opening across the country. This isa significant change from the current process of allowing applicants to applyfor an opening in a particular location. Bois Forte is fortunate to have three“home grown” officers protecting our community. Having Band members such

as Chief Peter Drift Sr., Officers Brent Chosa and Josh Villebrun (who were recruited by Chief Drift) serve and protect their homecommunity will be rare in the future.

An additional change will be the switch to new dark blue uniforms. Most Tribes will switch later this fall. The Bois Forte community willsee the new uniforms worn by Officers beginning the weekend of the June 4-6 Nett Lake Powwow.

Joe leaves June 15 for Military Entrance Processing in the Twin Cities and then ships out June 16 for Fort Benning,Georgia where he will spend 16 weeks in intense training to become a member of the elite US Army Airborne Rangers.After a two week break in October, Joe will be stationed at either the US Ranger Headquarters at Fort Bragg, NorthCarolina or with the 173 Airborne Brigade Combat Team in Vicenza, Italy.

Joe is pursuing a life-long dream. “As a kid I knew I wanted Military Service. My stepdad Todd was a big influence,but he was a Naval Officer and I knew I really wanted to go into the Army and join the Airborne Ranger Infantry.Thanks to my Mom and Dad for all their support that’s what I’m going to do.”
