PREAMBLE

Stree Nidhi Credit Co-Operative Federation Ltd., intends to carry Interior Furnishing, Electrical

LAN, UPS and Civil Works in Flat Nos: 501,502,505, 5th Floor, Huda Building Heritage Complex,

Hill Fort Road - Hyderabad.

Stree Nidhi Credit Co-Operative Federation Ltd. appointed M/S abhikram-s Architects, Interior

Designers, Urban Planners, Valuers, Project Managers, Hyderabad as Interior Consultant for this

project.

As per the terms of appointment of M/S abhikram-s Architects, Interior Designers, Urban

Planners, Valuers, Project Managers, Hyderabad now invites tenders from eligible contractors to

take part in the contractor selection process for Interior Furnishing, Electrical LAN and UPS works

for the above mentioned Flats.

The Contractor’s scope consists of procurement of all materials including fittings & fixtures, accessories, etc. required for Interior Furnishing, Electrical, LAN and UPS works, directed by the

Consultant at site of the Project. The Contractor shall be fully responsible for the quality of

materials & construction standards, workmanship, safety and security at site, certifying the Bills

with recommendations etc.

The Contractor shall carryout all the works under this contract with due diligence by deploying

required men, material, equipment’s, tools, etc. complete as required to execute the work within

the time frame stipulated in the Tender. The works shall be carried out maintaining high quality

standards, as per the standards, Indian Standard Codes or any other relevant codes.

The Contractor shall engage staff experienced in relevant fields to assist the Project In- Charge in

execution of the works.

The tenders i.e. Technical Bids(RFP) and Financial Bids(RFP) can be downloaded from e-

procurement website i.e, https://www.tender.telangana.gov.in also from web site of Stree Nidhi

i.e, htpps://www.streenidhi.telangana.gov.in. From submitted tenders, technical bids shall be

opened first and shall be evaluated for technical competence of the contractor, then financial bids

shall be opened only of the contractors who get qualified in the technical qualification. This RFP

document is being provided to enable Tenderers submit details mentioned in schedules “A” to “E” of this RFP. Offerors shall upload scanned copies of Annexure I & II which illustrates item wise

commercials of BOQ mentioned in Annexure I & II. At the end of the Tender Process, the Bidder

submitting the lowest biding the financial bid shall be awarded the Works envisaged under this

Tender. In case The Consultant and The Client feel that any one of the tenders or bids or all the

tenders or bids are unresponsive, they are free to reject any one or all the tenders or bids and/or

cancel the entire Tender Process and recall for fresh tenders or bids, with same or altered

conditions of contract, without assigning any reason for the same.

Pre-Bid Meeting: Please note that pre-bid meeting shall be a held at Stree Nidhi Credit Co-

Operative Federation Ltd., 5th Floor-502, Huda Building Heritage Complex, Hill Fort Road,

A. The Tenderers must have completed –

3 (Three) similar works each of 40% (Forty percent) of the estimated cost.

OR

2 (two) similar works each of 50% (Fifty percent) of the estimated cost.

OR

1 (one) similar work of 80% (eighty percent) of the estimated cost.

In the last 3 (Three) consecutive years preceding i.e. 2015, 2016 and 2017.

The Tenderer should furnish required project specific information and evidence in support of its

eligibility criteria, as per format.

It is clarified that similar works means Interior Furnishing, Electrical, LAN, UPS and Civil Works

for clients in Hyderabad.

Tenderer may be a single entity / company. There shall be no change in control of the Tenderer

during the entire Tender Process or during the Contract Period (if the Tenderer is awarded the

Works in accordance with the terms hereof) without the prior consent of The Client.

The term “control” shall mean (i) the ability to appoint majority of the members on its board of

directors, or (ii) the ability to cast more than 50% (fifty per cent) of the voting rights attaching to

voting securities,

B. Minimum average annual turnover for the last three consecutive financial years immediately

preceding 31stMarch 2017 should not be less than 30% of the Estimated Amount an

Auditor’s certificate shall be submitted in support of the Tenderers annual turnover.

POINTS TO BE NOTED

1. Works envisaged under this contract are required to be completed in all respects within the

completion time set out in paragraph 1 above.

2. The Tender Documents consists of RFQ and RFP documents.

3. The Tender will be available from 27.04.018 to 17.05.2018 (up to 12 pm of 17.05.2018) on

the web site mentioned below.

4. The tender should be submitted at our e-procurement portal

https://www.tenders.telangana.gov.in only. No other mode of submission is permitted.

The last date of the submission of tender 17.05. 2018 up to 05:00 PM. It is to be noted that

the technical bids shall be opened first & the tenderers will be shortlisted. The financial

bids shall be opened only of the shortlisted tenderers.

5. All contractors have to submit Tender document cost (TC) in the form of Demand Draft

for Rs. 1000/- (Rupees One thousand only) in favour of “Managing Director, Stree Nidhi

- Telangana.”

6. All contractors have to submit Earnest Money Deposit (EMD) in the form of Demand Draft

for Rs. 28,500/- in favour of “Managing Director, Stree Nidhi - Telangana”.

7. Offerors shall make a note that as per guidelines issued by the Govt of India, all units

registered under MSME are exempted from paying Application Fee & Earnest Money

Deposit for Government/PSU tenders. All such offerors who are registered as MSME units,

are hence exempted from paying application fee & Earnest Money. In case any offeror

claims exemption from paying such fees, he/she shall mandatorily submit certificate issued

by competent authority for such exemption along with application. Any application

submitted without prescribed fees as well as exemption certificate, shall be summarily

rejected. No consideration for same shall be entertained at the time of opening the bids.

8. Each and every page of the tender and submission should be stamped with the Offeror’s seal and signed by an authorized person.

GENERAL RULES, TERMS AND CONDITIONS

These general rules shall be applicable to entire RFP to the extent the context permits and are

intended to supplement the provision in the particular section. In case of any discrepancy, the

provision in the particular section shall be taken precedence. The following contains a description

of general requirements to be part of the scope of work.

1. Inspection of site – Before submitting The Tender, The Tenderers should inspect the Site

and shall get themselves acquainted thoroughly with the site conditions. They shall also collect

such information, as they may deem necessary for the proper execution of the Works. In any case

Tenderers shall be deemed to have inspected the Site and have notice of any relevant site

conditions and no Tenderer may make any claim for extension of time or financial compensation

on any grounds relating to information relating to the Site or its conditions.

2. Any missing information – Clarity of drawings or The Contractor’s request for modification of any drawing to suite his working feasibility shall not constitute the ground for claiming any

extension of time for construction or any extra costs.

3. Language – Only “ENGLISH” language shall prevail for all correspondence under this Contract.

4. Mobilization at Site – The Work shall be planned and carried out such that there is no

disturbance to the operations of the adjacent existing facilities. The Contactor shall mobilize and

commence work within Three days from the issuance of work order.

5. Standard of Workmanship & Materials – All work shall be executed with the best

workmanship and to the accepted standard practices. Relevant code of practices shall be followed

unless otherwise indicated in accompanying drawings / specifications or where otherwise directed

by The Consultant.

6. Contractor’s Employees – The Contractor shall provide and employ on the site for

execution of the works only such technical personnel who are skilled and experienced in their

respective fields and competent for proper execution of the work. Skilled, semiskilled and

unskilled labour as necessary for the proper and timely execution of the works.

The Contractor shall be fully responsible for the payment of the salaries to his employees or the

employees of subcontractor, subagents, suppliers, their safety and security. The Contractor

indemnifies The Client/ The Consultant from any of his obligations to his employees, labour, sub-

contractor, subagents, suppliers etc. neither The Client nor The Consultant have any obligation to

employ his staff/engineers/workers at any stage.

The contractor shall maintain all records regarding the labour/workers/employees and the salaries

being paid to them at site. He shall also maintain the necessary EPF and ESI for all his workers,

labour etc. as per the statuary regulations. Same shall be shown to the Client/ the Consultant when

asked for.

7. Security – The Contractor at his own cost shall make provisions for the security of the site

of works, material, etc. He shall also provide at his own cost for protecting and securing all places

dangerous whether to The Contractor's workmen or to other persons until the work shall have been

handed over to The Client.

8. Care of Works – From the commencement to the completion of works The Contractor shall

take full responsibility for the area thereof. In case any damage, loss or injury shall happen to the

works or to any part thereof or to any temporary works from any cause whatsoever shall at his

own cost repair and make good the same so that at completion, the works shall be in good order

and condition and in conformity in every respect with the requirements of the contract and The

Consultant's instructions. In the event of any such damage, loss, injury happening due to the

default of The Contractor he shall to the extent required by The Consultant, repair and make good

the same as aforesaid at his own cost.

9. Safety at Works – The Contractor shall make adequate arrangements during the work Period

for the safety of workers and users in accordance with Good Industry Practice and notify The

Consultant / The Client about such arrangements.

In case of any happenings /accidents on site/site premises shall be immediately brought to the

notice of The Consultant and The Client.

10. Security Deposit – Successful contractor shall deposit 3% of the total bid in the form of

Demand Draft towards security deposit. Earlier deposited EMD shall be converted into security

deposit making total of 5% security deposit.

11. Retention – Every running account bill & final bill shall be subjected to deduction of 5% of

the certified bill amount towards retention amount. The EMD, SD and retention amount of 10%

shall be returned to the contractor at the end of defect liability period i.e.at the end of 12 months

from the date of successful completion of entire work.

12. Payment of Taxes, Duties, etc. – The Contractor shall pay all the taxes, duties, levies etc. to

the respective State, local and any other authorities deemed necessary, existing as on date or any

other new taxes that may be levied as per new laws at later date. Non-payment of such duties taxes,

levies, etc. by The Contractor shall be considered as The Contractor’s event of default. Neither The Client nor The Consultant will be responsible for such default of The Contractor.

The Consultant/ The Client reserve the right to make such payment on behalf of The Contractor

and the same shall be deducted from any amounts/ bills that are due to The Contractor.

13. Confidentiality – The Contractor, his personnel, subcontractors, agents, suppliers, etc. shall

treat the details of the contract as private and confidential and shall not disclose any matters

connected with the contract or the works to any third person other than as required under the

contract, except to the extent necessary to carry out their respective obligations under the contract

or to comply with Applicable Laws or the requirement of a Government Authority. The

Contractor (and his personnel) shall not publish or disclose any particulars of the works prepared

by the other Party without the previous consent of the other Party. However, The Contractor shall

be permitted to disclose any publicly available information, or information otherwise required to

establish its qualifications to compete for other projects with prior written approval of The Client

/ The Consultant.

14. Access to Site - The Consultant and any person authorized by him shall at all times have

access to the works and to the Site where work is being prepared or materials, manufactured

articles or machinery are being obtained for the works and The Contractor shall afford every

facility for and every assistance in or in obtaining the right to such access.

15. Site supervision – The Project Management Consultant (PMC) appointed by The Client will

supervise all the work for the quality, workmanship, prior inspection and with respect to safety.

16. Project Schedule – The entire Works must be completed as per below format from issuance

of work order & the site shall be handed over to The Client. Tenderers shall note that Time is the

essence of this contract.

18. Penalty - If the Contractor fails to complete the works / items of work in all respects and hand

over the same to The Client within the stipulated project completion date or approved extended

time, the Contractor shall pay to The Client Rs. 2000/- per day or any part thereof to the maximum

5% (FIVE percent) of the Total Contract Value as penalty. The Client may without prejudice to

any other method of recovery deduct the amount of such penalty from the security deposit or any

payments due to the Contractor.

19. Specification of Work– The Works shall be carried out as per the Technical Specifications

stipulated in the Tender and as per consultant’s instructions.

20. Materials – All material used for the work shall be of good quality and approved by the

consultant.

21.Escalation – No escalation shall be applicable for this Agreement. All quoted prices are firm

and binding for the entire Contract Period.

22.Peace at Site – The Contractor shall at all times during the progress of the work take all

requisite precaution and use his best of endeavours for preventing any riotous or unlawful

behaviour by or amongst the workers and other employed on the Works and for the preservation

of peace and protection of inhabitants and the security of property in the neighbourhood of the

Works. He shall also pay the charges of such special police (if any), as the Consultant may deem

necessary.

23.Labour Laws – The Contractor shall follow all the provisions regarding employment of young

persons covered by the Employment of Children Act, 1938, the Factories Act, 1948 as amended

from time to time shall be fully complied with. The Contractor shall also see that the provisions

set for under other Applicable Laws relating to labour and employment as amended from time to

time are fully complied with by him.

24. Insurance – The insurance shall be against all losses and damages from whatever causes.

Other than expected risks, for which the Contractor is responsible under The Contract. The

insurance cover shall be for all material, men, etc. and for the entire period of The Work & till it

is handed over to the Stree Nidhi Credit Co-Operative Federation Ltd., 25. Billing – Only one running bill can be submitted during progress of work. Final bill shall be

submitted to The Client by the Contractor in triplicate on satisfactory completion of entire work.

All bills shall be reflecting all the taxes and duties paid separately.

26. Measurements – The Consultant shall accept as otherwise stated and determined by

measurement the value of work in accordance with the contract. All items having financial value

shall be recorded in measurement book. The Contractor and the Consultant will finalize format

for Measurement Book (MB) mutually. The Contractor and The Consultant shall take

measurements jointly. Before taking the measurement, The Consultant will verify and ascertain

the completion of the same. No item of work, which is incomplete, shall be measured or

sanctioned for payment. In case of Defects or improper workmanship the same will not be

measured. The Contractor shall without any extra charge provide all assistance with every

appliance and other necessary thing for measurement. Measurements shall be recorded and signed

by both parties on the site after completion of measurement. Measurements wherever specified

shall be in accordance with the procedure set forth in the schedule of Rates / Specifications not

withstanding any other provision in the relevant standard method of measurement. In case of items

not specified in the schedule measurements shall be in accordance with the relevant standard /

methods issued by the IS 1200 and measurements should be in metric system only. For purpose

of clarity, the specifications and condition of contract govern in all cases.

The schedule of quantities unless otherwise stated shall be deemed to have been prepared in

accordance with the Standard Procedure and shall be considered to be approximate and no liability

shall attach to The Consultant for any error that may be discovered therein. The variation may

occur and no claims whatsoever will be entertained for the same. The contractor should evaluate

the quantities on their own for verification based on data and drawings provided in the RFP

document.

27.Housekeeping & Cleaning– The Contractor shall at all times keep his work spots, site, office

and surrounding clean and tidy, free from dust, rubbish, scrap, surplus material and unwanted tools

and equipment. All scaffolding and temporary structures shall be removed as soon as the job for

which these are intended is completed. The welding and other electrical cables shall be routed to

allow safe traffic by all concerned. All equipment and piping shall also be kept clean by regular

cleaning or protective methods. The Contractor shall provide adequate staff for above purpose.

The removal of debris generated from existing structures must be disposed off by The Contractor

at his own cost and risk. Contractor has to make alternate arrangement, if needed so, for disposal

of debris on his own with no additional payment. If it is observed that the debris are not cleared in

proper manner, Rs.5,000/- shall be deducted from the contractor’s payment towards penalty.

TECHNICAL SPECIFICATIONS

1. Material:

Specifications of Materials – For all specifications refer Indian Standard (IS) Codes. If the

specification of any material is not mentioned in IS code then the other standards as approved by

the consultant shall be followed. Specifications of materials, which have been specified to

conform to Indian Standards, have been partially reproduced from the relevant Standards. These

partial reproductions have been made to only indicate specific requirements where alternative

choices are mentioned in the IS code and to bring out some of the quality characteristics for ready

reference. The specifications in the relevant Standards shall however be followed, unless it is

specifically mentioned that a particular requirement of the relevant Standard is dispensed with or

is varied and the extent thereof is mentioned.

Wherever an IS code, which is referred to in RFP is amended, or revised, or superseded or is

merged into another IS code or if split into more than one Standard, either the IS code referred to

in RFP or any of the subsequently amended / revised / superseded / merged / split IS code as

applicable may be followed, as alternative specification. Where any particular alternative out of

two or more alternatives given in an IS code is adopted and this alternative also figures in the

amended, revised, merged or split up IS code; the alternative specified in RFP shall be followed.

Materials to be Approved – All materials to be provided by The Contractor shall be in accordance

with the specifications mentioned hereunder. Where specifications are not given, the materials

shall conform to the quality standards specified in respective IS code. Samples of materials,

fittings etc., shall be submitted by The Contractor for the approval of The Client / The Consultant

before bulk supplies are brought on the site of works.

The Contractor shall satisfy The Client / The Consultant that the materials provided by him

conform to the requirement of the specifications and are as per the samples approved by The Client

/ The Consultant. Where materials are specified to comply with the requirements of an IS

Specification, The Contractor shall, if required, furnish the manufacturer's certificate that the

materials satisfy the requirements of the IS code.

The costs of all the tests, if any, on all materials are deemed to be included in the lump-

sum price and shall not be paid extra.

The Consultant may reject any material, if he feels that it is not satisfactory,

notwithstanding the manufacturer's certificate. All rejected material shall be immediately

removed from the Site at the Contractor's own cost.

Any material, which is rejected as unsuitable by The Consultant shall be replaced by The

Contractor at his own expense.
