Subject: Request for Proposal (RFP No.) RFP/AHBP/FTC/17/001 Foundation Training Course (FTC) in
Balochistan province under Higher Education Commission (HEC) “MS/MPhil Leading to PhD
Scholarship Programme for the students of Balochistan, an initiative of Aghaz-e-Haqooq-e-
Balochistan Package (AHBP)”.
Higher Education Commission (HEC) through this Request for Proposal (RFP), intends to invite national
registered firms to participate in the selection process for selecting an executing agency that can train
students of Balochistan province through course instructors across Balochistan in attempting “Multiple
Choice Question (MCQ)” based scholarship exams consisting of Verbal, Quantitative and Analytical
sections and to improve their skills in securing admission in foreign universities.
The RFP specifies eligibility requirements and proposal submission timelines. The applicants must comply
with all instructions given in the attached RFP document. The work schedule mentioned under 3.1 of this
RFP shall be strictly complied with.

1. INTRODUCTION TO AGHAZ-E-HAQOOQ-E-BALOCHISTAN PACKAGE (AHBP)
SCHOLARSHIPS
The project is focused towards providing opportunities for access to higher education to under privileged
candidates of Balochistan, who despite possessing academic merit are unable to overcome the obstacle
of funding, which is not only restricted to tuition costs, but extends to accommodation and living
expenses.
The project is meant to provide 600 Master leading to PhD scholarships (200 overseas and 400
indigenous) to talented students of Balochistan. The current project is in line with the overall objectives
of the sector and closely linked with the other development projects under implementation for the
promotion and development of Province.
Establishment of new universities and development of existing universities are amongst the main
functions of the Higher Education Commission under Rules of Business. The current scheme would in
future be providing manpower for public sector universities.
Brief objectives of the scholarship program are as follows:
i. To provide opportunities of higher education to students belonging to Balochistan.
ii. To enhance participation rate at different levels of education.
iii. To provide opportunity to the talented students coming with less privilege background.
iv. To provide grooming & learning opportunities and better job chances to the less privileged class
of the areas.
v. To ensure a micro & macro-economic change and social uplift of the areas.

2. SCOPE OF SERVICES
The selected executing agency shall be responsible to conduct the following activities.
1. The Foundation Training Course will be conducted in two modules. Module 1 would comprise of
Verbal, Analytical and Quantitative section whereas Module 2 would comprise of learning the
skills necessary for seeking admission in foreign universities.
2. Administer “Foundation Training Course” through trained instructors/teachers, to
approximately 3000 students for 5 weeks (Five working days per week- 3 Pm to 6 Pm). The
training is tentatively scheduled in Aug 2017.
3. Foundation Training Course (FTC) shall be conducted at multiple centers/venues in Balochistan
Province. Centers will be finalized with the approval of HEC.
4. Agency executing the “Foundation Training Course” (FTC) shall be required to brief all
teachers/instructors and the coordinators on the execution details of the course.
5. To invite interested students having domicile of Balochistan province to register themselves at
the Executing Agency’s website, to undertake a 5 weeks Foundation Training Course.
6. Eligibility Criteria for the students who can register themselves will be provided by Higher
Education Commission (HEC). (Annex-A)
7. To impart Foundation Training Course to approx. 3000 students/participants having local
domicile of the Balochistan province. Each candidate will be imparted training according to
his/her choice of center made during registration.
8. Number of students per center would be adjusted keeping in view the number of eligible
students who opted for a particular center. Maximum number of students per class would not
exceed 40.
9. In case the number of students for a particular center exceeds the standard number of students
per center, the no. of classes would be increased accordingly.
10. All the eligible registered candidates will be selected for undertaking the FTC.
11. The selected executing agency shall be responsible to intimate schedule to approx. 3000 eligible
registered students at least one week prior to the initiation of the training, through a verified
channel and ensure maximum attendance in the Foundation Training Course.
12. The selected executing agency shall also inform the candidates regarding their selection through
email, letters couriered at their addresses.

13. A coordinator nominated by the selected executing agency would be responsible to conduct
Foundation course over the designated centers. A coordinator can supervise a maximum of 3
centers.
14. The selected executing agency will be responsible for placing an advertisement (as per eligibility
criteria shared by HEC) in leading national and regional newspapers for inviting free registration
at agency’s website to students interested in undertaking the Foundation Training Course. A link
to this purpose will be mentioned in the advertisement.
15. The selected executing agency is required to send HEC the list of all eligible registered students
(Annex-B1), the instructors and coordinators that are assigned to a training center. (Annex-B2)
16. The selected executing agency shall be required to evaluate students’ progress weekly through
respective instructors, to assess the effectiveness of the “Foundation Training Course” (FTC)
17. The Course Content will be provided by the Higher Education Commission to the selected
executing agency. (Annex-C)
18. The selected executing agency will be responsible for completion of the course outline in
specified allocated time period.
19. All the training center venues where FTC would be conducted would have sufficient seating
capacity, ventilated class rooms, white/black board, multimedia facility, projector, electricity and
standby generator, electric fans, drinking water facility, washroom facility and any other facility
deemed necessary.
20. Distribution of note books, related material to all the students participating in the FTC would be
made by the selected executing agency. No charges would be collected from the students.
21. Provide a comprehensive project completion report about the Foundation Training Course (FTC)
to HEC, including (but not limited to) student roster, student progress report, names and contact
details of instructors at each training center.
22. To undertake the boarding/lodging, food and transport facility of all the instructors and the
coordinators, assigned to all the specified training centers.
23. Implement internal monitoring mechanism through respective Coordinators to ensure quality
and effective execution of the “Foundation Training Course”. Facilitate visits of Monitoring
teams, as and when required.
24. Distribution of Certificates to all candidates (having attendance not less than 90%) of the course
at the end of the training course. The certificates would be provided by HEC.

MODULE 1:
1. Training shall be imparted to eligible registered students in “how to attempt” MCQ based exam
in Higher Education Aptitude Test (HAT) sections namely verbal, quantitative & analytical, so that
the students can perform competitively.
2. Each Training Center shall have three instructors/teachers specialized in each of the FTC section
i.e. Verbal, Quantitative and Analytical. (Annex-C)
MODULE 2
1. Training shall be imparted to eligible registered students in learning the skills necessary to secure
admission in foreign universities
2. Each Training Center shall have an instructor specialized in guiding students with reference to
module 2 course outline including Resume writing, Research Proposal writing, etc. The details
are given in (Annex-C)
3. INSTRUCTIONS
1. All Technical proposals must be accompanied by a bid security (refundable) of PKR 50,000 in the
form of a Pay Order/Demand Draft in favor of Director General Finance, Higher Education
Commission. Cheque will not be accepted.

Proposals must be received not later than 3:30 PM PST on July 20, 2017. Proposals via courier,
postal mail or by hand are acceptable. A soft copy (word document) must be submitted with the
actual technical proposal.
3. A bidder’s failure to submit a proposal prior to the deadline will cause the proposal to be
disqualified. Late proposals or amendments will not be accepted for evaluation.
4. Bid submitted should remain valid for a period of 06 months from the last date of submission of
bids.

5. As per PPRA Rule 39, successful bidder shall submit a performance guarantee amounting to ten
percent (10%) of the bid amount in the form of a Pay Order/Demand Draft in favor of “Director
General Finance-Higher Education Commission”
3.1 Contract Term and Work Schedule
The contract term and work schedule set out herein represent the organization’s best estimate of the
schedule that will be followed. If a component of this schedule, such as the opening date is delayed, the
rest of the schedule will be shifted by the same number of days.
The approximate contract schedule is as follows:

3.2 Bidding Procedure
A Single Stage-two envelope procedure, single package containing two separate envelopes will be
followed. Both envelopes should be clearly marked “Technical Proposal” and “Financial Proposal”.
3.3 Cost Heads
The participating firms quote price based on following cost heads.
a. Advertisement for Registration
b. Lecture Delivery by Instructors
c. Course coordination (Coordinator/Principal)
d. Travelling
e. Boarding and Logistics
f. Venue Charges
g. Project Management Fee (Admin charges, communication, printing, stationary, IT support etc.)
h. Course Material (Reference books, note books and preparatory material)
Note: Separate price to be quoted for each cost head.

3.4 Required Review
Questions and concerns regarding this RFP must be made in writing and received by the concerned officer
mentioned above at least seven working days before the proposal submission deadline.
3.5 Amendments
Any amendment, if made will be made at all locations where RFP was originally placed.
3.6 Modified Proposals
Bidders can only submit one proposal for evaluation. Alternate or modified proposal submitted after due
date will not be acceptable.
3.7 Right of Rejection
Higher Education Commission reserves the right to refrain from making an award if it determines that to
be in its best interest.
3.8 Additional Terms and Conditions
Higher Education Commission reserves the right to add terms and conditions during contract negotiations.
3.9 Contract Payment
All costs associated with the contract must be stated in Pak Rupees. Under no condition will the HEC be
liable for the payment of any interest charges or taxes related with the cost of the contract.

4. PROPOSAL FORMAT AND CONTENT Proposals must include the complete name and address of bidder’s registered national firm and the name
mailing address and telephone numbers of the person, the HEC should contact regarding the proposal.
A certified copy of the certificate of incorporation or registration or an equivalent document for proof of
registration of the bidding entity must be attached with the proposal. Furthermore, provision of a
documentary proof of the competent and authorized signatory on behalf of the entity to enter into
contract with HEC is mandatory at the time of proposal submission.
Proposals must confirm that the bidder will comply with all provisions in this RFP. Proposals must be
signed by a company officer empowered to bind the agency. A bidder’s failure to include these items in
the proposal may cause the proposal to be determined as non-responsive and the proposal may be
rejected.
4.1 Understanding of the Project
Bidders must provide comprehensive information illustrating their understanding of the requirements of
the project. Bidders must understand that their qualification for consideration for award of the contract
depends upon their ability to deliver all services, as mentioned under the scope of work.
4.2 Experience and Qualifications
Bidders must show that they have the capacity and the team to execute such course in geographically
dispersed locations of Balochistan Province.
Bidders must provide an evidence of their past experiences and proven track record of executing similar
training courses. Preference will be given to the bidder who is willing to commit certain degree of success
in ensuring that the participants would be able to secure an admission abroad.
Bidders must submit resumes of all the potential instructors and coordinators assigned for the purpose
detailed in section “Scope of Services”
Bidders must provide supporting documents that they meet the minimum responsive criteria listed above,
else the submitted proposal will be declared unresponsive.
4.3 Mandatory Eligibility Criteria
All proposals must meet the following criteria. i. Proof of Certificate of Incorporation or valid Registration or equivalent ii. Proof of NTN Certificate iii. Signed Statement that the Bidder has not been black listed or debarred by Public Procurement
Regulatory Authority (PPRA)

5. EVALUATION CRITERIA Envelope containing Technical bid will be opened first and all submitted proposals will be reviewed to
determine if they are responsive. They will be evaluated using the criteria given below.
5.1 Selection-Evaluation Process
a. An Evaluation Committee will review in detail all proposals that are received to determine the
extent to which they comply with RFP document requirements.
b. Proposals that fail to meet RFP document requirement or contain false or misleading statements
regarding the requirements may be rejected.
c. Envelope containing financial bid will be checked only if a proposal (technical) is determined to
be otherwise qualified.
5.2 Evaluation Form
The total number of scoring points for this contract is 100. Ratio of technical to financial score is 70:30.
Evaluation Form for technical score is attached at Annex-D1.
In order to determine the financial score the following procedure would be considered.
STEP I:

Being the lowest, Bidder C receives 30 points.

Bidder A: (Rs. 5000/6200) * 30 = 24.2 points
STEP III:
The score of financial bid will be added to technical score and the final award of contract decision will be
based on total of technical score plus financial score.
