REQUEST FOR INFORMATION (RFI) FOR CONSTRUCTION OF TWO IN NUMBER 100 MEN ACCOMMODATION BARGE 1. REQUEST FOR INFORMATION (RFI) FOR CONSTRUCTION OF TWO IN NUMBER 100 MEN ACCOMMODATION BARGE

1. The Ministry of Defence, Government of India, intends to procure two in number non self-propelled 100 Men Accommodation Barge for the Indian Navy. 2. This Request for Information (RFI) consists of two parts as indicated below: -

PART- I

3. The Intended Use of Barge (Operational Requirements). The Preliminary Requirements for Non Self-Propelled 100 Men Accommodation Barge is for use alongside IN Jetties, Dry Docks/ Floating Docks (FDN-1/ FDN-2) in refit/ dry dock. 4. Important Parameters. Important Parameters are specified in the general requirements placed at Enclosure 1 of this document. Detailed specifications will be given in the Request for Proposal (RFP), which will be issued to Shipyards after verifying their credentials and capability to build the barge. Further, following details are to be submitted:-

(a) Feasibility to build 100 Men Accommodation Barge as per the enclosed specifications (Enclosure 1). Each operational and technical specifications sought in the questionnaire are to be suitably elaborated (Enclosure 2). Any modification to the specifications may be suggested by the Shipyard along with suitable justification.

(b) Budgetary quotes for all the elements that need to be structured into the costing of the barge (including basic cost, approx cost escalation, comprehensive maintenance/ product support package).

(c) Build Period/tentative delivery schedule after conclusion of contract. (d) Comprehensive maintenance/product support package. (e) Experience in building similar barges along with client details.

(f) MOU, if any, with respect to design aspects.

(g) Modalities for training of manpower envisaged at Para 6 of Enclosure 1 of this document.

(h) Willingness for Option Clause, including the duration for which the Option Clause would be valid.

(j) Whether the shipyard would be able to comply with all provisions of DPP 2013 or not. If not, which Para/ Clause of DPP would not be agreed to, with reasons.

(k) Shipyard may consider RFI as advance information to obtain requisite government clearances. (l) Acceptability to terms of payment as per Para 63 of Section ‘B’ of Chapter III of DPP 2013.

5. Additional Details. Additional details, sought in the form of a questionnaire is placed at Enclosure 2. 6. The Shipyard should confirm that the following conditions are acceptable:-

(a) The solicitation of offers will be as per ‘Single Stage - Two Bid System’. It would imply that a ‘Request for Proposal’ would be issued soliciting the technical and commercial offers together, but in two separate sealed envelopes. The validity of commercial offers would be at least 18 months from the date of submission of offers. (b) The technical offers would be evaluated by a Technical Evaluation Committee (TEC) to check its compliance with RFP.

(c) Amongst the Shipyards cleared by TEC, a Commercial Negotiation

Committee (CNC) would decide the lowest cost bidder (L1) and conclude the

appropriate contract.

(d) The Shipyard would be bound to provide product support for time period

specified in the RFP, which includes spares and maintenance tools/ jigs/ fixtures/

documentation for training for field and component level repairs.

(e) The vendor would be required to accept the general conditions of contract

given in the Standard Contract Document at Chapter V of DPP 2013 placed on

www.mod.nic.in.

(f) Integrity Pact (if applicable). An integrity pact along with appropriate Bank

Guarantee is a mandatory requirement as per Annexure I to Appendix H of

Schedule I to Chapter I of DPP-13.

(g) Performance-cum-Warranty Bond. A Performance-cum-Warranty Bond

of 5% of value of the Contract would be furnished by the seller in the form of a

Bank Guarantee after signing of the contract.

7. Procedure for Response. (a) The Shipyard must fill the form of response, as given in Appendix E of Chapter I DPP-13. Apart from filling details about shipyard, specific details of the barge types that meet the mentioned operational/ technical specifications (Enclosure 1 and Enclosure 2) should also be carefully filled. Additional literature about the barge can also be attached with the form.

8. The Government of India invites responses to this request only from

Indian Shipyards. The end user of the barge is the Indian Navy.

9. This information is being issued with no financial commitment and the Ministry of

Defence reserves the right to change or vary any part thereof at any stage. The

Government of India also reserves the right to withdraw it, should it be so necessary at

any stage. The acquisition process would be carried out under the provisions of DPP 2013

hosted on www.mod.nic.in.

Enclosure 1 [Refers to Para 4 (a)]

GENERAL REQUIREMENT: OPERATIONAL/ TECHNICAL SPECIFICATIONS

FOR 100 MEN ACCOMMODATION BARGE

SECTION A – GENERAL

1 Aim. To lay down the Preliminary Requirements for Non Self-Propelled 100 Men Accommodation Barge for use alongside IN Jetties, Dry Docks/ Floating Docks (FDN-1/ FDN-2) in refit/ dry dock.

2 Role and Functions. The role of the barge is to fully accommodate a total of 100 personnel consisting of officers (including women officers), sailors and civilians from the barge berthed/ dry docked in the Floating Docks (FDN-1/ FDN-2) and provide for all facilities of accommodation, hygiene and habitability that includes lodging, galley facilities and bathrooms/ WCs and other associated requirements and domestic amenities. This will be manned by civilian crew from Dockyard/ NSRY.

3 General Remarks. (a) The barge is to be built as per the IHQ MoD

approved Classification Society Standards (ABS/ BV/

DNV/GL/ IRS/ LR/ NKK/ RINA).

(b) The Barge is to be designed to operate alongside the naval jetty and FDN-1/ FDN-2.

(c) It should have an expected life of minimum 20

years.

(d) It should have OCR cycle of 5 years or more.

(e) The barge is to be MARPOL compliant to avoid

direct discharge of effluents into the sea.

4 Dimensions. The principle dimensions of the barge should be as

follows: -

(a) Draught – Not More Than 3 m

(b) Length – NMT 70 m

(c) Breadth – As per design

(d) Height (above waterline with mast in folded

condition) – Not More Than 9.5 m

(e) Displacement – As per design

5 Sea Worthiness. Should be as per class.

6 Crew. 09 (4 deck, 03 Engine Room & 02 Electrical)

7 Environmental Conditions.

All equipment onboard should be marinised and

capable of performing under the following ambient

conditions: -

(a) Ambient temperature - up to 45 deg C.

(b) Sea water temperature - up to 35 deg C.

(c) Relative humidity - 100% condensation at 35 deg C

(d) Average Machinery space temperature -upto 55 deg C

8 Propulsion. Dumb Barge (Non propelled Barge)

9 Ergonomics. Latest design concept for Barge, with respect to Ergonomics/ functional aspects and crew comfort are to be adopted. Sound insulation is to be provided to all accommodation, work spaces etc.

10 Accommodation. The Barge will be manned at all times by Civilian Crew. The barge is to provide air-conditioned accommodation spaces for the following including the crew:-

(a) Officers – 15

(b) Senior sailors – 25

(c) Junior sailors – 60

SECTION B – NAVIGATION AND COMMUNICATION

11 The barge is to be non self-propelled category. However, it will have the facility of hoisting the relevant navigational lights/ emergency/ distress signals as required.

12 Enclosed Bridge. NA

13 Mast. Foldable mast to be provided to meet the requirement of hoisting various lights, communication lights/flags, etc.

14 Magnetic/ Gyro Compass.

NA

15 GPS. One portable GPS is to be provided.

16 Nav Lights. As per IRPCS 72 regulations.

17 Binoculars. Two Day and Night Binoculars each should be provided.

18 Search Lights. Two high power Search Lights (3600 rotation) is to be provided on either sides of the Barge, on upper deck at a position from where it can illuminate major part of the Barge sides and be used for all round illumination/ search purposes on water around the Barge.

19 Fog Lights. Fog lights are to be provided.

20 CCTV. CCTV cameras are required to be fitted in unmanned compartments and at Gangway locations.

21 Portable Communication.

The following portable communication facilities are to be provided:-

(a) VHF hand held Radio sets (Motorola GP 338 with battery charger and spare batteries with water proof bag). - 02

(b) Megaphone. - 01

(c) Portable Loud Hailers. - 01

22 Internal Communication.

The following systems are to be available for internal communication:-

(a) Main Broadcast with speakers in all the compartments/ alleyways/ messes etc.

(b) SRE with speakers in all the compartments, alleyways, Galley, Accommodation spaces, etc.

(c) Internal telephone system as required.

(d) Digital Telephone Exchange for providing shore connection facility from FDN, jetty etc.

23 All communication fittings, microphones, power supply sockets and cable trays in open/ exposed areas, weather decks etc are to be weatherproof to avoid short circuit and rapid degradation due to sea spray.

24 Flags. A basic flag locker with capacity to store basic flags required for the class to be provisioned.

SECTION C – HULL & SEAMANSHIP

25 Construction Material.

The barge is to be built as per the approved Classification Society standards (ABS/BV/DNV/GL/IRS/LR/NKK/RINA). Hull material is to be steel conforming to IS 2062 specification of 2011(Grade E250/Quality BR with impact test required/ killed) as per current IHQ MoD (N)/DNA policy.

26 Stability. The barge is to be designed to have intact and damaged stability as per the Classification Society Rules. In addition, it should also comply with damage stability for two compartments as per SOLAS, irrespective of length of barge.

27 Cathodic Protection. Underwater Hull Protection is to be provided as per the IHQ MoD (N)/ DNA policy.

28 Paint Scheme. As per current policy promulgated by IHQ MoD (N)/ DNA policy.

29 Ventilation. As per class and adequate natural and forced ventilation arrangements for the accommodation and machinery compartments is to be provided.

30 Deck Machinery & Fittings.

The following are required: -

(a) Anchor and Chain Cable. Anchoring/ mooring arrangements is to be provided as per the Class.

(b) Towing and Berthing Gears. Adequate number of bollards with sufficient heights, cleats/ stag horns, fairleads, etc., for berthing and towing is to be provided on forward, middle and aft part as per Classification Society rules. These fittings are to have adequate strength to facilitate tow forward, aft and alongside towing.

(c) Fendering. Suitable fixed and sufficient number of all round fendering is to be provided to avoid damage to the barge while securing alongside the jetty/ ship/ FDN-1 and six portable fenders are to be provided as per international standards and class requirements.

(d) Guard Rails. Fixed/ collapsible guardrail arrangement on upper deck in accordance with NES 162.

(e) Marinised SS to be used for all hull fittings on weather decks.

31 Life Saving Equipment.

Necessary and sufficient life saving arrangements (such as life jackets, life buoys, life rafts etc) is to be provided in conformance with SOLAS regulations for a complement of crew and 100 men:-

(a) Life saving requirement shall be as per current SOLAS regulations.

(b) Life Buoys. Eight Life Buoys are to be stowed on upper deck all round the barge.

32 Entrance/ Exit points.

The entrance/ exit points to the Barge are to be wide enough to prevent congestion during any emergency and should cater space for carrying stretchers, etc.

33 Safety Equipment. Safety equipment be provided as per class.

34 Sewage Treatment Plant.

Suitable STP with adequate safety system is to be provided as per current MARPOL and IHQ MoD(N) specifications of NCD 3930. Grey water and black water should be processed through MARPOL compliant STP system of suitable capacity. The STP compartments should have adequate ventilation and should be fitted with H2S gas sensor and fire alarm system. The sanitary facilities should conform to Naval/ Class Standards. A separate STP compartment be catered for in this regards. The following iaw IHQ MoD (N) letter NC/Policy/H-02/Equipment dated 22 Aug 12 be catered for:-

(a) Independent exhaust ventilation.

(b) H2S sensors as required.

(c) Audio/ visual alarms for high level indication in STP tank. Alarm to be provisioned in STP compartment and near quarter master post. (d) GT Door/ Hatch for STP compartment iaw NCD 3930.

35 The system should have a provision of transferring the grey/ black water through disposal ports to adjacent sewage barge/ jetty point.

(a) Modern and efficient sanitary arrangements

are to be provided with provision for keeping the

wet spaces dry and free of water stagnation. Anti-

rodent/ anti-roach devices are to be provided in all

accommodation areas, messes, galley and

victualling storerooms.

(b) Waste Disposal System. A suitable waste/ garbage disposal system for collecting food waste should be provided with sufficient number of waste collection points near to the Amenity Rooms.

36 Furniture and fittings.

Furniture and fittings used throughout the ship as far as possible are to be made of non-combustible and fire resistant material.

SECTION D – ACCOMMODATION AND HABITABILITY

37 Accommodation Arrangement.

The accommodation arrangement for 100 personnel in-addition to crew’s accommodation is to have self-sustained amenities for the personnel. Accommodation standard requirement should be as per NES 107 and IHQ guideline specifications for Habitability. The Barge is to be designed to accommodate the following:-

(a) Officers – 15

(b) Senior sailors – 25

(c) Junior sailors – 60

38 It is to be designed to include facilities such as cabins/ messes and domestic facilities including pantry, galley, bathrooms and WCs. In addition, recreation rooms, dining rooms, urinals, WCs etc catering each to officers and sailors’ requirement is to be provided.

39 Officers Accommodation.

(a) 03 x Individual cabins each with attached bath and Western Style WC. (b) 05 x Twin bunk cabins. (c) A Bathroom fitted with four showers, four wash basins, Four Western Style WCs and three urinals are to be located in immediate vicinity of officers’ twin-bunk cabins. (d) One cabin with a twin bunk and an attached bathroom and Western Style WC. (e) The cabins of officers should also serve as offices with table, chair, communication, computer facilities, lockers and should have a separated section with sleeping arrangements such as bunk, wardrobe and bunk light, cap stand, table lamp and other items to enhance ergonomics / habitability.

40 Crew Accommodation.

(a) Senior Sailor. Two modular messes with two-tier bunks each to accommodate 25 senior sailors.

(b) Junior Sailors. Three modular messes with three-tier bunks each to accommodate 60 junior sailors.

(c) Barge Crew.

(i) 03 x Cabins with three-tier bunks each to accommodate 09 personnel.

(ii) A Bathroom cum WC with 02 showers, 03 heads, two wash basins with mirror and a tank with freshwater holding capacity of 20 litres.

(iii) One separate cabin with twin bunk for Master of the Barge.

(d) Common Points. Lockers, tables, chairs, shoe racks, table lamps, reading lamps on bunks and ergonomic sockets plug points (5 and 15 Amp) on bunks for laptops/ mobile phones, drawers with locking arrangement for each bunk for stowage of important personal items such as wallets, ID cards etc, cap stand, drying racks (for towels etc) and one floor mounted water dispenser are to be provided in each of the messes according to the number of personnel.

(e) Mess Arrangements. All accommodation spaces are to be provided with a wash basin, fresh water facility and a dressing mirror each. Each wash basin is to have an independent fresh water storage tank approximately 10 litres capacity.

41 All wash basins are to be with Mirror cabinet. There

should be separate deck drains and separate white LED

light for each WC cubicle. The deck covering in all wet

compartments should be as per NCD 3717, Issue 3.

Provision of one overhead gravity water tank of 1000

litres capacity for wash basins and galley (to cater water

supply when power supply is not available) needs to be catered. The supply/ exhaust ventilation is to be as per NES 102.

42 Office Spaces. Three separate office spaces are to be provided for the crew to operate as offices.

43 Recreation Areas.

A wardroom for recreation of 15 officers is to be provided with facilities of 42” LED television and home theatre music system/ amplifier with relevant power supply sockets and sofa seating arrangements. It should be provided with wooden/ glass centre tables, racks for newspapers, books/ periodicals, CD/ DVDs etc. A separate dining hall be provided with seating of approximately 40 personnel and connected to officers’ pantry. The dining hall be provided with water dispenser, water purifier/ RO plant or aquaguard type, refrigerator of 320 litres and above capacity, toaster, microwave oven/ warmer, tea/ coffee vending machine, bottle coolers (soft drinks etc) and ice cube vending machine.

44 Senior Sailor Dining Hall.

A separate dining hall with attached scullery is to be provided for 25 Senior sailors. The dining hall should be furnished with water dispenser, water purifier and refrigerator of 320 litres and above capacity, toaster, tea/ coffee vending machine, microwave food warmer and a 42” LED flat panel TV with relevant cable sockets. A wash space with 02 wash basins and a dish washing machine is to be located adjacent to the dining hall.

45 Junior Sailor Amenity Room/ Dining Hall.

A day recreation room along with dining facilities for 60 junior sailors should be provided. The dining hall should be furnished with water dispenser, water purifier and refrigerator of 320 litres and above capacity, toaster, tea/ coffee vending machine, microwave food warmer and a 42” LED flat panel TV with relevant cable sockets. A wash space with three wash basins and two dish washing machines is to be located adjacent to the dining hall. The dining hall is to be fitted with a stainless steel food dispensing arrangement with inbuilt warmer for buffet type service.

46 Galley. One galley with modern galley equipment, for preparing Indian food for 100 personnel with adequate numbers of food distribution counters is to be provisioned, as follows:-

(a) Four Hot plates.

(b) Chapatti making machine.

(c) Vegetable cutting machine. (d) Commercial mixer cum grinder.

(e) Dough kneading machine.

(f) Dosa making machine.

(g) Industrial cooking utensils (large capacity).

(h) Heavy storage racks with large utensils for storage of chopped vegetables, dosa flour mix etc.

(j) Large wash area for washing of utensils. 02 high pressure spouts to be provided for washing. Appropriate fittings to be provided for stowage of washing soap/ detergents.

(k) 02 large wash basins for washing/ cleaning of vegetables and meat.

(l) Racks for storage of Condiments and other ready-use items.

(m) Large capacity refrigerators.

(n) Galley dustbins.

(p) Store Rooms. Store rooms are to be provided adjacent to the galley for storage of flour, rice, pulses, cooking oil etc. The store room is to include a deep freezer. Cool rooms and Cold rooms of appropriate sizes with respect to the number of crew being accommodated should be provided in close vicinity to galley.

(q) Garbage Bins. 02 Garbage chutes (separate for biodegradable and non-bio degradable waste each) is be provided close to Galley to provision disposal of garbage.

47 Electronic Mosquito Repellent.

All messes, recreation areas, galley/ pantry and dining halls are to be provided with electronic mosquito repellent.

48 Laundry. A Laundry room is to be provided with heavy duty washing machines, cloth drier and ironing table.

49 Stowage Room. A separate stowage room for baggage/ limited cargo is to be made available.

50 Air Conditioning and Ventilation.

Sufficient numbers of Marine grade, saltwater cooled package split ACs of adequate tonnage each, considering the heat load of the Barge, are to be positioned to meet air conditioning requirements. Design and build characteristics of air conditioning and ventilation system for non air conditioned spaces should be as per class/ NES 102 standards.

51 Deck Coverings. As per classification society rules and current IHQ MoD(Navy)/ DNA policy.

52 Medical Facilities. First aid boxes are to be provided as per Classification norms at different locations. In addition, two bunks are to be provided/ earmarked for CASEVAC patients, preferably in isolated location, away from other messes. 54 Damage Control and Fire Fighting Equipment.

Damage Control and Fire Fighting Equipment is to be

provided as per Class. In-addition, suitable compartment

may be earmarked in the barge from where following can

be undertaken:-

(a) Monitoring of audio and visual of

Addressable Fire Detection System (AFDS) main

indicating unit and flood alarm panel.

(b) Remote operation of Salvage pumps,

Firemain pumps and other major FF and DC

systems.

(c) Monitoring panel of major FF system in

Machinery compartment in addition to panel outside

the Machinery compartment.

(d) Galley fire indication and control unit in

addition to one outside the galley for remote

monitoring and operation of galley FF system.

(e) Capable of isolating power supply of all

sections and cutting off ventilation of all sections as

well as monitoring list/trim.

(f) The compartment may be collocated with

machinery control panel to ensure suitable

manning.

55 Fire Mains. Fire Main system with adequate hydrants, external water supply connection facility and fire pumps as per requisite capacity should be provided.

56 Portable Pumps. Fuel requirement of portable pumps will be catered from FDN.

57 ELSA. As per Class.

58 Fire Fighting Arrangement.

Portable and fixed fire fighting extinguishers are to be provided as per class.

59 Damage Control & FF arrangements.

Sufficient facilities should be provided with all concurrent facilities for effective monitoring and control of DC & FF activities. Adequate FF and DC arrangements for machinery spaces meeting class requirements to be catered for in the barge. In addition, the following should be provided:-

(a) A dedicated fire fighting system for Galley.

Galley fire indication and control unit in addition to

one outside the galley for remote monitoring and

operation of galley FF system.

(b) Dedicated fire fighting arrangements (such

as CO2 / water mist) should be provided for

machinery spaces including Diesel Alternators

and other compartments.

(c) Escape arrangements are to be provided

from all the cabins, messes, enclosed

compartments (including machinery spaces) and

galley. Arrangement and markings of the same

are to be in accordance with NES 119, 149 and

FOST safety Alert 02/14.

(d) Capable of isolating power supply of all

sections and cutting off ventilation of all sections

as well as monitoring list/ trim.

(e) Additionally should also comply with

Damage stability for two compartments

requirement as per SOLAS irrespective of the

length of the barge.

60 There should be provision for Automatic Fire Detection and Alarm System with sensors in all compartments/ messes. Additionally, exhaust fans be provided for smoke exhaust.

61 Flood warning system with sensors be provided in all under water compartments. This must be accompanied with dewatering arrangements.

62 De-flooding arrangements provided must include salvage pumps and submersible as per class stipulations, (cross-linked), as required with suction on either side.

63 Portable submersible pumps be provided as per the class. Fixed shoring arrangements are to be provided in Red Risk Zone.

64 Following features with respect to damage control should also be provided:-

(a) Markings on compartments, bulkheads, doors, hatch etc conforming to Naval NBCD Standards.

65 FF/ DC Lockers. Provisions of FF and DC lockers of adequate size adjacent to monitoring post may be catered for to stow first aid DC and FF items in adequate quantity.

66 Structural Fire Protection and Fire Boundaries.

Structural fire protection and fire boundaries are to be provided as per Class requirements. Fire zoning is to be provided in accordance with NES 119 covering the following aspects:-

(a) Subdivision of platform into main vertical

zones.

(b) Construction of fire zone boundaries.

(c) Independent ventilation in each zone.

(d) Dedicated smoke extraction system in each

zone.

SECTION F – ELECTRICAL

67 General. Entire electrical system and machinery and associated systems shall conform to naval Standards over and above classification rules.

68 Power Supply Requirements.

Power supplies are to be provided as follows:-

(a) 415V AC, 3 Phase, 50 Hz, 3 wire.

(b) 230V AC, 50 Hz, 3 Phase, four wire

system.

69 Main Switch Board. As per Class requirement. In-addition, following issues are germane:-

(a) All electrical machineries/ systems such as

DBs/ Normal & Alternate supplies/ lighting

systems/ light fittings/ protection controls,

instruments & indications etc wherever necessary

shall be provided as per classification rules.

(b) Non-conducting hand rails in front and oil

resistant rubber insulating mats with non-skid

surfaces in front and back of the switch board

shall be provided.

(c) Classification Society test certificate shall

be submitted for Main Switch Board.

(d) Construction shall be such that all

installation, main cabling & maintenance work

including removal & replacement of components

can be performed from foot.

70 Supply System. All motor driven machinery, Galley equipment etc of 0.5 KW and above ratings shall be preferably arranged to operate from 415 V, 3 phase distribution system.

(a) Machines below 0.5 KW rating, lighting and

W/T and navigation equipment may be arranged

for operation from 230 V single phase system.

(b) Emergency Lighting supplied from 24 Volts

DC distribution board shall be fitted to provide

illumination to access ways, passage ways, in

each compartment and as approved by Class

rules.

(c) 24V DC battery backup or Inverter for main

Broadcast/ SRE system, Intercom, Nav Lights and

DC and FF system where applicable, should be

provided.

(d) Isolating switch and power supply

indications for Galley equipment supply must be

provided iaw NO 27/06.

71 Shore Supply Arrangements.

Two watertight shore supply connection boxes 415 V, 3 phase, 50 Hz shall be fitted on weather deck at an appropriate position at Port and Stbd side conforming to Classification rules, to meet the requirements of the Barge’s loads. In-addition, a facility should be provided to connect up with the generator of FDN for power supply, should there be a requirement.

72 Transformers. Sufficient numbers of transformers rectifiers cum battery charger of adequate capacity shall be fitted to boost/ trickle charge the batteries and provide DC supplies for LP services and navigational lights and communication equipment as per requirements. Transformer rectifier shall have input of 415 V, 3 phase, 50 Hz and output characteristics shall be maintained to meet equipment requirements and shall conform to Classification rules suitable for marine use. The batteries so provided must be Sealed Maintenance Free (SMF).

73 Lighting System (General Requirements).

The illumination levels in various compartments and passenger spaces shall meet the class requirements. Following general lighting and fittings are to be provided:-

(a) General Lighting. General lighting to illuminate various compartments/ stores, alleyways, deck furniture, toilets etc. (b) Adequate number of floodlights of 200 Watts is to be provided at suitable positions. (c) The light sources and accessories should be weather/ flame proof.

74 Light Fittings. Adequate LED based White Light fittings, fittings of international standards to illuminate efficiently the various compartments, messes, galleys/ pantry, storage compartments, alleyways, deck fixtures, instruments, gauges, alarm panels etc are to be provided. The barge shall be generally illuminated with 230 Volts LED light

fittings as per EE/03/9711 (LED) dated 10 Jun 14. Adequate number of upper deck light fitting will be provided. All light fittings, power supply sockets and cable trays in open/ exposed areas, weather decks etc are to be weatherproof to avoid short circuit and rapid degradation due to sea spray.

75 AELs. Standardised Automatic emergency lanterns LED based having rechargeable Ni-Cd cells will be fitted in all spaces, working areas and escape routes as per INBR 322 (Rev) 2010 art 0212. AELs shall conform to EE-50-28.

76 Type of Cables. All lighting, power and equipment cables will be of the type EBXL Irradiated Cables.

77 General Earthing. Earthing is to be provided in the Barge

78 Protective Devices. All conductors will be protected in accordance with the current carrying capacities. Installations will be protected against accidental over currents including short circuits. The protective devices will provide complete protection to ensure continuity of service under fault conditions through action of the protective devices. Selection of protective devices will be generally in accordance with Class requirements.

79 Diesel Alternators. Two unmanned diesel generators/ alternators with acoustic enclosures of sufficient capacity should be installed onboard the Barge. The capacity of one generator/ alternator is to be capable of meeting all electrical power requirements. The generators are to meet International norms on exhaust (NOX) emissions (IMO/ MARPOL regulations). A Local Control Panel incorporating complete functionality for all possible operating conditions is to be provided.

(a) Each DA to be able to meet the power

requirement of the barge without loading the DG

set beyond 80% capacity. Care should be taken to

prevent under loading of the DGs below 33% load

under all modes of operation.

(b) DG sets should be provided with air starting

arrangements with a back up provision of battery

start.

(c) For meeting the requirement of air starting,

a diesel driven air compressor along with

adequate capacity air bottles meeting class

requirements to be provided.

80 Motors Starters and Control Panel.

All motors, starters and control panel should conform to Classification rules suitable for marine use. Direct on-line motor starters should be provided for all services below 5 HP. Star Delta starters are to be provided for motor of 5 HP rating and above incorporating under voltage, over current, short circuit, single phase protection and connection for thermister provided in all the motors. Each motor will have thermister/ corresponding relay in starter

panel. The motor and its starter are to be procured through a single source. The motor manufacturer has to procure the starter through IHQ MoD (N) approved vendor and will integrate the motor starter, as well as freeze its settings. The motor manufacturer is to ensure completion of starter motor integrated trials. And implementation of all required protections will be the responsibility of the motor manufacturer.

81 Cable TV. A central cable TV network shall be provided. A Satellite TV receiver, connected to the cable TV network distribution system, shall be provided. All officers’ cabins, offices, recreation rooms, dining spaces, ante rooms, senior and junior sailors’ messes etc should be provided with Cable TV socket. The facility for connecting to the shore cable TV terminal shall also be provided on the upper deck. A DVD player/ home theatre system shall also be provided, in all recreation spaces.

82 LAN. LAN is to be provided as per IN requirements in all accommodation spaces and offices. LAN is to be connectable to prevailing FDN network and sanchar.

83 Specifications/ Standards.

84 Documentation. Complete inventory of spares and the relevant documentation of equipment and machinery are to be provided. Documents are to be supplied as per prescribed format. ‘Shipfit’ and as fitted drawings, maintenance, repairs and refit documents, catalogue of spares/ D 787 for OBS and B&D spare inventory, passports/ maintenance records cards for all the machinery are to be provided along with the barge.

85 Drawing. Indicative List of Drawings is to be supplied. In addition, the list of Drawings should be submitted to IHQ for approval.

86 First Outfit Allowance List.

Test equipment as per class specification to be provided as part of First Outfit Allowance List of Stores.

87 Onboard and Outfit Spares.

Adequate onboard spares are to be supplied along with the Barge to sustain spares up to five years.

88 All Inclusive AMC. All COTS equipment should be provided with at least three years ‘All Inclusive Annual Maintenance Contract (AIAMC)’.
