SUBJECT : GAD Accomplishment Report for 2018, and GAD Plan and Budget for 2019 and 2020

1.0 This is to provide internal policy guidance on the above captioned subject pursuant to the following:

1.1 PCW Memorandum Circular No. 2018-05, re: Preparation and Submission of 2018 Accomplishment Report, 2020 Plan and Budget, and Strategic Agenda;

1.2 PCW-NEDA-DBM Joint Circular No. 2012-01, re: Guidelines for Preparation of Annual GAD Plans and Budgets and Accomplishment Reports to Implement the Magna Carta of Women;

1.3 PCW-OPAPP Joint Circular No. 2014-1, re: Integration of Women, Peace and Security Programs/Activities/Projects in Annual GAD Plans, Budgets and Accomplishment Reports; and

1.4 FY 2019 National Expenditure Program/General Appropriations Act.

2018 GAD Accomplishment Report

2.0 Necessary operations data including investigations/prosecutions and legal services on major gender-based cases shall be sourced from accomplishment/ quarterly reports of offices concerned.

3.0 Accomplishment on GAD activities shall be based on activity reports to be submitted by implementing offices to the DOJ Committee for Women and Children through the Planning and Statistics Division (PSD) not later than 21 January 2019, with the following information, as applicable:

3.1 Actual activity program (including venue/date/time and topics covered); 3.2 Number of actual participants disaggregated by sex/office/position/

affiliation (i.e. prosecution offices, support staff, external stakeholders), supported by copy of attendance sheet;

3.3 Name and affiliation of resource person/s; 3.4 Good practices and testimonials; and 3.5 Department-allocated budget and actual expense incurred, as well as

support from LGUs, other agencies and stakeholders, if any.

4.0 The PSD shall review/consolidate the said submissions and prepare the Department's accomplishment report in accordance with the GAD planning and budgeting guidelines.

2019 GAD Plan and Budget

5.0 As indicated in the attached 2019 GAD plan and budget endorsed by the PCW, the following activities shall be implemented based on earlier submitted proposals and subject to submission of activity/funding requests, availability of funds, and pertinent budgeting/accounting/auditing rules and regulations:

5.1 Orientations, seminars and trainings on GAD, gender sensitivity handling of cases, laws related to women's legal rights: 5.1.1 Central and regional implementation c/o Administrative Service

and concerned NPS regional offices, respectively; 5.1.2 Focus or priority on topics/participants not yet covered by

previous/recent capacity building activities;

5.2 Establishing gender-sensitive public assistance desks/interview rooms: 5.2.1 Central office implementation c/o Administrative Service; and 5.2.2 National Prosecution Service (NPS) implementation c/o regional

and provincial/city offices concerned.

5.3 Advocacy, information and education for the public/CS0s/LGUs: 5.3.1 Implementation c/o regional and provincial/city offices concerned,

in coordination/cooperation with local government units as well as local police and public attorneys concerned;

5.3.2 Focus on areas with high incidence or risk of sexual/gender-based violence and abuse including those with armed conflict and displaced persons due to natural/man-made emergencies;

5.3.3 Select barangay officials, civil society organization leaders and other key stakeholders as participants;

6.0 Said advocacy/information/education and capacity building activities shall specifically include the following topics, as applicable and responsive to priority gender issues in respective functional coverage: 6.1 Gender sensitivity and investigation/prosecution of cases involving

violence against women (VAIN), trafficking in persons (TIP) and sexual/gender-based violence (SGBV);

6.2 Laws, policies, procedures and institutional/protection mechanisms against the said crimes/offenses;

6.3 Legal support for women and girl-survivors of international humanitarian law and human rights violations (including TIP and SGBV), such as the DOJ witness protection and victims compensation programs, and access to legal services/remedies.

7.0 All 2019 GAD activities and expenditures shall be programmed as part of the regional work and financial plans and procurement plans, as applicable and within regional budget allocations from the Financial Service.

8.0 Implementing offices shall submit an activity request to the Committee for Women and Children through the PSD at least three (3) months before the proposed date, and shall contain the following, as applicable: 8.1 Activity program including venue, date/time, and topics/areas covered; 8.2 Number of target participants, by office/area/position/affiliation; 8.3 Name, affiliation and professional profile of resource person/s, if any; 8.4 Estimated cost with justifications, expense type, detailed calculations and

supporting documents (e.g. price canvass/quotations).

2020 GAD Plan and Budget

9.0 NPS regional offices shall submit to the Committee for Women and Children through the PSD not later than 30 April 2019 their proposed GAD activities for 2020 particularly aligned with sub-items 5.1, 5.2 (5.2.2), 5.3, and 6.0, prioritizing issues/areas/participants/subject matter not covered by previous or 2018-2019 programmed activities. Attached is a prescribed template with sample content.

10.0 The Committee for Women and Children shall evaluate/consolidate the said regional submissions and propose centrally-managed/implemented activities for 2020 in accordance with the budget preparation and GAD planning/ budgeting guidelines.

Execution and Funding/Budgeting Procedures

11.0 The PSD and Committee for Women and Children shall evaluate the 2019 and 2020 GAD activity requests/proposals in terms of responsiveness to the Department's GAD mandate, issues and objectives, and consistency with the approved/endorsed GAD plan and budget, as the case may be.

12.0 After endorsement of 2019 activity requests by the PSD and approval by the Committee for Women and Children, the Financial Service (FS) shall facilitate fund release and/or expenditure authorization subject to available/allocated funds and budgeting/accounting/auditing rules and regulations.

12.1 Implementing offices shall then proceed in organizing the duly approved/funded activities, and submit activity reports in accordance with item 3.0 to the Committee for Women and Children through the PSD not later than five (5) days thereafter, copy furnished the FS.

12.2 In case the GAD activity requires the issuance of Travel Authority, the implementing offices shall prepare a Memorandum for Travel Authority for approval by the concerned Regional Prosecutor.

12.3 Disbursement reports and/or reimbursement/payment requests shall be submitted to the FS in accordance with existing procedures.

13.0 The FS shall include in the Department's 2020 budget proposal the 2020 GAD plan and budget from the Committee for Women and Children, in accordance with the National Budget Call.
