ON COMPLAN PATNUBAY, eighty (80) personnel who were involved in twelve (12) cases were investigated. Out of the eighty (80) personnel,one (1) was dismissed, eighteen (18) were suspended, one (1) was demoted, ten (10) were dropped and closed cases, forty (40) were exonerated/case dismissed, and ten (10) were dropped from rolls/marked AWOL.

2) Training

For the period, the Office conducted Programmed Courses to 192 PCOs and PNCOs, broken down as follows:One (1) class for Seminar on Laws on Commercial Explosives to forty two (42) participants; RA 7183 (Firecrackers and Pyrotecnic Laws) to twenty five (25) participants; one (1) class of Human Rights for Public Safety Seminar to forty seven (47) participants; one (1) class Human Rights–Based Policing Advocacy Seminar to forty (40) participants; and one (1) class of Human Rights Seminar to thirty eight (38) participants.

Other Programmed Courses/Activitieswere also conducted such as

Interdicting Terrorist Incident Course to seven (7) participants; and Forensic Examination of Terrorist Crime Scenes to one (1) participant.

Unprogrammed Courses were also conducted to 198 participants as follows: one (1) class for Interview and Interrogation Course to sixteen (16) participants; one (1) class for Police Enhancement Training to forty (40) participants; one (1) class for BPAT Training/Seminar to eighteen (18) participants; one (1) class to Bomb Threat Awareness Seminar to forty three (43) participants; one (1) class for Barangay Tanod Re-Orientation Training/BPAT Seminar to thirty five (35) participants; one (1) class for Barangay Tanod Re-Orientation Seminar to forty six (46) participants; five (5) classes for Moral Recovery Program Seminar to 663 participants; two (2) classes of Implementation of Anti-Corruption Measures to 307 participants and three (3) classes for Moral Recovery Program to 356 participants.

Likewise,in compliance to GAD Program of the PNP, this office

conductedone (1) class for Gender and Development (GAD) Program was conducted to forty two (42) participants.

Further, Physical Fitness and Sports Development Program are religiously being conducted at this Headquarters, such as: Physical Fitness Exercises to

For the period, the Regional Health Service 12 conducted consultation

and treatment to 3,237 PNP personnel, their dependents, NUPs and authorized civilians. Attended one (1) NHQ Conference/Scientific Seminar, and conducted nine (9)Visitations/Dental& Medical Health Outreach Programs to different Police Stations within AOR, detailed below.

Likewise,information drive on health awareness has been concluded to

PNP personnel of PRO 12 with basic medical and dental services extended up to the Municipal Police Office. Coordination has been made with Local Government Medical and Dental Health facilities/unit for the benefit of the Police Force within the area and successfully conducted series of Civic Action in support to the Police Regional Community Relation Program.

2) Logistical Services

For the period covered, this Office successfully implemented its programs thru 15%-85% distribution of Logistical support to all line units. In like manner, timely procurement and delivery of basic supplies and the improvements of the management of logistics operations related to peace and order and public safety campaign among lower levels were upheld based on the prescribed Program/Project and other Activities and Performance Indicator.

c. Operations:

1) Operations Services

A total of 2,422,666man-hours on police visibility patrol (foot, mobile/motorcycle, and seaborne) were conducted particularly in crime prone areas throughout the region. Police response time improved to 5 minutes in urban centers and 10 minutes in rural/remote areas. During the period, 11,350legitimate calls have been responded/ acted appropriately. 2) Campaign against Illegal Drugs

For the period, the Office intensified its anti-drug operations resulting to eighty one (81)positive operations, neutralizing100 drug offenders (59 pushers, 23

users, and 18 pushers/users) and the filing ofseventy two (72) cases in Court. As of this report, 560remain as Drug Affected Barangays and subject for clearing operation. A total of 43 grams of Shabu,526grams of MJ leavesand 162 hills of MJ plants andother kinds of illegal drugs were confiscated and seized, with a total DDB value of Php 1,775,539.49.

For the period in review, one (1) kidnapping incident transpired in the

AOR. All victims were safely rescued. Below is the detail:

Entrapment operation was planned and the ransom money amounting to P 200, 000.00 was to be prepared by Parida Ali. This incident remains unsolved because there is a notion incited among authorities that Parida Ali and Datulukes Dagadas masterminded the abduction of the boy Nasser and that both may have an illicit arrangement correlated with making profits out of using the child in a kidnap for ransom scenario.

4) Campaign against Carnapping/Enforcement of Traffic Laws

For the period covered, a total of 101 (0-MV, 101-MC) were reportedly carnapped,eighty two 82(54-MV, 28-MC) were recovered.Forty (40) suspects were arrested and twenty one (21) cases were filed in court. Likewise, unauthorized use of Sirens & Blinkers were banned, thru LOI 34/2010 “Action Plan Against Wang-Wang and counter Flow”.

5) Anti-Bank/Armored Car/Highway Robbery Campaign

No incident on Armored Car-Highway Robbery occurred. However, the office is continuously undertaking in-deep monitoring on criminal groups for their possible apprehension. A total of fifteen (15) dry runs on bank security preparation andeighteen (18) dialogues/meetings with Bankers Association and LGU’s were conducted.

6) Anti-Kotong Campaign

For the period covered, this Office conducted 235operations. As part of its mandated mission, the Office dynamically conducted Police Information and Continuing Education (PICE) to police personnel to educate and remind them not to indulge themselves in illegal activity such as “kotong”. The PICE is usually done every after Saturday Formation/Inspection. Moreover, continuous monitoring is being undertaken by the Office utilizing 8 Spotter Teams.

7) Anti-Organized Syndicated Crime Groups/ Criminal Gangs Campaign For the period covered there were no reported neutralized group and no

Syndicated Groups/Organized Crime Groups members were arrested in the AOR.

8) Anti-Terrorism Campaign

For the period, the Office conducted 333positive operations and recorded 6(2-IED/Landmine, 4-grenade) explosions with one (1) killed suspect and nine (9) fragmentation hand with the details as follows:

Landmine IED Explosion

January 25, 2013 at about 10:43 in the evening

Said incident resulted to wounding in action of five (5) government troops identified as CPL Mohamad N Sali, CPL Hassa T Sarip, PFC Allan M Oro, PVT Michael O Purol and PVT Vincent A Somog-oy and one (1) minor Clair Dando, 8 years old and a resident of said place who was hit at her right ear during the cross fire.Responding EODT recovered from the blast site 78 mtrs firing wire, ruptured pieces of PVC pipe (used as container of the explosive).

neg Initial investigation revealed that there was a landmine explosion during the firefight betweenarmed CTs believed to be followers of a certain Bobong (TNU) of Guerilla Front 51, SMRC the troops of 57th IB, PA and the armed group believed to be members of CNN at Sitio Kamandag, Brgy Old Bulatukan, Makilala, Cotabato.

Neg Investigation disclosed that while the said person was cleaning his garden in his backyard, he accidentally dug a hard object which was later identified by GSCPO-EODT as a fragmentation hand grenade. Recovered item is now under the custody of GSPO-EODT for proper disposition.

March 15, 2013 at about 11:25 in the morning

Neg Recovered IED components were two (2) rounds of CTG 60mm HE, disintegrated parts of NOKIA 3315 cell phone, parts of Smart SIMPACK, one (1) pc 9-volts battery (MSM-HK Brand), silicon controlled rectifier with markings NEC 3P4M K52S, color blue

11) Campaign against Illegal Gambling

A total of 74raids/operations against Illegal Gambling was conducted which resulted in the arrest of 103 ushers/bettors.Likewise, confiscation of gambling paraphernalia and bet money amounting to Php 185,000.00and filing of sixty (60) cases in court.

12) Anti-Prostitution/Vagrancy/Child & Women Abuse Campaign

For the period covered, no Prostitution/Vagrancy/Pornography transpired in the AOR while for anti-child abuse/pedophile police operations, thirty one (31) operations were conductedout of sixteen (16) cases reported all suspects are Filipino, six (6) were referred to DSWD and filing of twenty one (21) cases in court and twenty eight (28) cases were settled.

13) Campaign against Smuggling

For the period covered, no Smuggling and piracy transpired in the AOR.

14) Campaign against Cattle Rustling

For the period, eleven (11) operations were conducted on campaign against

Cattle Rustling which resulted in the arrest oftwo (2) suspects, recovery of five (5) out of seventeen (17) stolen cattle and two (2) cases filed in court.

In coordination with DENR, the Office conducted ten (10) operations on

campaign on Illegal Logging which resulted in the recovery of 6,732 board feet of illegally cut lumbers with an estimated value of P 213,103.70 and apprehension of eight (8) persons. Cases were referred to CENRO/DENR for proper disposition.

The negotiation was met to give One Million Pesos (PhP 1,000,000.00) to the extortionist at Mang Gorio Restaurant, Isulan, Sultan Kudarat by the members of the operating team led by PINSP CHRISTIAN ACE P SULARTE. The Operation resulted to a shootout between operating elements and the extortionist resulting to the killing of certain Saddam SULAIMAN and arrest of Yasser SUBHO. PO2 Adrian Ong, Intelligence Operative of SKPPO was wounded while in the course of arresting the suspects. 3) Police Relation Services

For the period, PCR was able to conduct and record 2,206 activities which are focused on the delivery of police services and to mobilize and bring to bear the community, civil society and media in all-out and sustained anti-terrorism, anti-insurgency and anti-criminality campaign towards the attainment of a safe and secured region.

ACCOMPLISHMENTS:

a) Santinig PRO 12 conducted a total of 507activities such as: dialogues,

seminars, print media, radio program/interviews, crime/drug prevention programs and reproduction of leaflets.

A continuing program of action against illegal drugs was launched through the “left-hand effort” in response to the urgent need to pursue a forceful intensive and unrelenting campaign whether syndicated or street level. During the period, PRO 12 conducted drug abuse symposia and awareness in different schools & venues in coordination with DARE officers, DEP-ED, NGO’s & other government agencies.

It is always the intention and desire of this office to inform the public on the programs and accomplishments of the PNP in the entire region through its line units. Along with this, Police Regional Office 12 sponsors/maintains four (4) regular radio programs namely: the “Mamang Pulis” in

General Santos City, Kidapawan City, Isulan and Tacurong City, Sultan Kudarat “Radyo Natin Ngayon”, Sarangani Province “Socsargen News FM dubbed at 94.9 FM.In Police Regional office 12, we have the regular radio program at DXNP Community Radio 98.9 FM Station every Thursday at 8:00 o’clock in the

morning, Brigada New FM-Tira Brigada every Friday at 8:00 o’clock in the morning, DXMD-RMN every Friday at 5:00 o’clock in the morning dubbed as “PULIS AKO! PULIS N’YO PO SA REHIYON 12”.

b) Sambayan

b.1) Police Community Assistance & Development:

PRO 12 has conducted a total of 1,394 Community Assistance Development such as: medical & dental Outreach Services, bloodletting activity, community relations & rehabilitation, skills & livelihood program for the out of school youth.

Coordination and participation among NGO’s, GO’s, RLEEC and the CJS is

the key to a lasting partnership between the police and the community. Teamwork is the catalyst that yields excellence from shared strength.

b.2. Community Organization and Mobilization:

To strengthen the capacity of Police Force, PRO 12 was able to mobilized the Community Council of Elder. It also has mobilized brgy tanods and CVO’s purposely to assist the police during town fiestas, founding anniversaries, election related activities and other anti-crime activities.

Moreover, on the advancement of skills/security trainings, PRO 12 has served

various activities to support the SAGSD of the Civil Security Group for training of security guards and security officers notwithstanding their participation on other security aspects in crime prevention. Furthermore, some BADAC members were mobilized to help the police track down and give vital information on the probable hot spots of drug pushing/peddling in the AOR in coordination with government line agencies.

. Gender and Development

GAD aims to acquaint communities with various information concerning women and community organizing to empower parents & children to organize themselves and to develop alternative opportunities for access to basic social services. For the period, this Office conducted activities on Organization & Mobilization of Family/Youth/Women Groups,Social Institutional Advocacy & Development, news releases concerning family violence, prevention and protection of victims and dissemination and replication of Best Practices with a total of 112 activities.

D. SALAAM Police Center PNP conducted various activities to strengthen linkages and healthy relationship with Muslim communities and to support government’s campaign against terrorism and criminalities involving Muslim personalities. A total of 193 activities were recorded which includes Mosque/madraza-based Projects, Orgn of Council of Imams, Orgn of Muslim NGOs, complaints assistance and continuous networking & info dissemination.

E. OTHER SIGNIFICANT ACCOMPLISHMENTS:

Pre-Valentines Celebration

On February 13, 2013 at 4:00 o’clock in the afternoon, PCSUPT CHARLES T CALIMA JR, CEO VI, Acting Regional Director together with his family spearheaded the conduct of 2013 Heart’s Day: a Pre-valentine’s celebration held at Multi-purpose Covered Court, PRO 12 headquarters, Tambler, General Santos City. The activity was joined by other officers headed by PSSUPT MANOLITO LABADOR, CEO VI, Acting DRDA, uniformed and non-uniformed personnel of regional headquarters and Ms Dolores Marco, Branch Manager, AFPSLAI Gensan.

The activity started with the Treasure Heart Hunting held in front of the Admin

building wherein the participants will look for heart cards. Each heart card has corresponding amount of money. It was then followed by the program proper with the reading of the history of Valentine’s Day. PCSUPTCALIMA also gave his inspirational message to his personnel saying, “Valentine’s Day is an occasion where we share love not only to our partners in life but also to share love to those people who need help. As Police Officers, it is our duty to serve our community humanely. This celebration is

On February 7, 2013 at 9:30 in the evening, PCSUPT CHARLES T CALIMA JR,

CEO VI, together with the PRO 12 PNP Ladies Club headed by its president, Mrs Joy Provido, sponsored a gift giving activity to the victims of fire that transpired last February 5, 2013 at Purok Islam, Barangay South, General Santos City. More or less two hundred (200) pairs of slippers were distributed to the constituents who were temporarily evacuated at Dadiangas South Central elementary School, General Santos City. General Santos City Police Office personnel headed by PSSUPT FROILAN F QUIDILLA, City Director, also actively participated on the said activity.

On February 8, 2013 at 10:00 o’clock in the morning, personnel of RPSB 12

headed by PINSP JOJO C SALANGUIT and PINSP ROEL VERGEL G PARREÑOparticipated in the Feeding Program conducted by the PRO 12 PNP Ladies Club headed by Mrs Joy Provido, President. The activity was held at Dadiangas South Elementary School, Dadiangas South, General Santos City for the benefit of fire victims of Purok Islam, Brgy Dadiangas South, General Santos City transpired last February 5, 2013. On February 4, 2013 at 8:00 o’clock in the morning, the Police Regional Office

12 headed by PCSUPT CHARLES T CALIMA JR, CEO VI celebrated the 22nd PNP Foundation Anniversary during the Monday Flag Raising Ceremony with ATTY REMLANE M TAMBUANG, Regional Director Commission on Elections Region XII as the Guest of Honor and Speaker.

The activity started with the singing of National Anthem followed by the

The activity was highlighted with the presentation of awards to deserving PNP personnel, civilian and media personalities who greatly contributed to the success of the various programs, projects and Public Information Campaign of Police Regional Office 12.

Fun Run

On March 23, 2013 at 5 o’clock in

the morning, personnel of Police Regional Office 12 participated in the 3rd Takbo Gensan para sa Kababaihan held at Robinson’s Place, Jose C Catolico Sr., Avenue, Lagao, General Santos City. It was spearheaded by General Santos City Police Office headed by PSSUPT FROILAN F QUIDILLA, OIC, City Director in collaboration with the City Government and concerned community sector.

The activity aimed to support child

and youth development projects and initiatives to give attention to the role and participation of our young citizens in nation building. It was attended by more or less one thousand (1,000) persons coming from different agencies, Joint Task Force Gensan, BJMP, BFP, RPSB headed by PINSP JOJO CALLO SALANGUIT, PNP SCOUT, personnel from General Santos City Police Office headed by the OIC, City Director, Salaam volunteers, students, children and other running enthusiasts.

The activity started with a prayer given by SPO4 Romeo Benatero, singing of national anthem followed by the warm-up exercises that was participated by all enthusiasts. After which, all runners formed for the different race categories starting with the 10k category, followed by 5k, 3k and 1.6k for the children.

On January 26, 2013 at 5:00 in the

morning, the General Santos City Police Office headed by PSSUPT FROILAN F QUIDILLA, City Director initiated the Takbo Gensan Series-47 fun run dubbed as “BarkadaRUN – D.A.R.E to Run held at Robinson’s Place, Jose C Catolico Sr, Avenue, Lagao, General Santos City. Aim of the activity is to support child and youth development projects and initiatives through DARE Program.

The activity started with an invocation and singing of National Anthem followed by warm-up exercises. Thereafter, the Fun Run started with the succession of the following events: 10k was the first event followed by 5k, 3K and 1.6k passing through the main thoroughfares of this city and ended in front of the Robinsons Mall stage as the finishing line

Upon reaching the finish line, all participants were given certificate of participation followed by the distribution of awards for the winners of every category by PSSUPT FROILAN F QUIDILLA.

Said activity was participated by officers and men of General Santos City Police Office with their respective dependents, DepEd Officials, General Santos City Government Officials, LGUs, AFP, RPSB 12 personnel, NGOs, Students from Ramon Magsaysay Memorial Colleges and Holy Trinity College, Mindanao State University, Boys Scout and Girls Scout of the Philippines, teachers, and other stakeholders numbering to more or less one thousand (1,000) participants including children.

Bloodletting activity

On February 7, 2013 at 9:00 o’clock in the morning, the Regional Police Community Relations Division headed by PSUPT REX K ANONGOS, OIC RPCRD and PSINSP LHECAR T TUYOGON, C, FJGAD together with the Regional Health Service 12 headed by PSUPT TECHIE LEBANAN and PCINSP FRANKLY JOHN DEDEL in coordination with the Philippine Red Cross headed by Ms Juvelyn Allido, Team Leader, conducted bloodletting activity in celebration of the Love Month. The activity was held at PRO 12 Grandstand, Tambler, General Santos City.

Blood donors underwent several steps prior to extraction of blood such as registration, weighing, blood pressure check-up, and physical and medical check-up. Out of fifty (50) PNP volunteers, thirty-seven (37) personnel were qualified and had donated more or less Eighteen Thousand Five Hundred (18,500) CC of different blood types. Among the reasons of those who were disqualified were high blood, anemic and menstrual period for females. Participants of the said activity came from the Regional Headquarters, RPSB 12 and SAF.

Dental Outreach and Feeding Program

On 110900H January 2013 personnel of Police Station 3 led by PI REYNALDO ROJO, Deputy, Station Commander conducted a weekly feeding program at Barangay Hall of Brgy. Baluan, GSC. This endeavor aims to win back the trust of the public to the PNP and let the children beneficiaries feel that the police are willing to help and protect them. Tree Planting Activity

On or about 150630 February 2013, Personnel of Police Station 6 led by PSI ALDRIN GONZALES, Station Commander conducted Mangrove planting at the shoreline of Zone 6, Barangay Bula, General Santos City. More or less One hundred (100) Mangrove trees were planted. Said activity was also participated by Purok officials and their family.

Clean-up Drive

On 110600H January 2013, personnel of

this office led by PSSUPT FROILAN FLORES QUIDILLA, MPA/PESE, Officer In-charge together with the personnel of Police Station 2 led by PSI ABDULJAN I JAHURAN Officer In-charge, personnel from CIDG 12 and Criminology Interns of Holy Trinity College and Ramon Magsaysay College conducted a coastal clean-up at the shoreline of aforementioned place. After which, a weekly feeding program was also conducted wherein

OOA 071630H March 2013, PNP personnel Tulunan MPS spearheaded by SPO4 Jorlito L Patrona, MESPO, together with SPO1 Jenelyn P Panague, PCR PNCO conducted Clean-up drive beside the Office of the Police Station particularly in the parking area purposely to maintain the cleanliness for proper sanitation. Activity ended 1730H with fruitful result.

OOA 070600 March 2013, PO1 Frenchly Jems B Langote, PCR/FJGAD PNCO together with the employees of the Local Government Unit joined in hands in conducting clean up drive at Poblacion Antipas, Cotabato. They cleaned the road going to the Municipal Hall Antipas, Cotabato. This activity aims to maintain the cleanliness of our municipality. This is also one of the contributing factors to maintain a healthy living, cleanliness is a sign of progress and diseases can be abolished. About nine individuals participated in the said activity and were ended at around 0700H of the same date.

OOA 280600 February 2013, PO1 Frenchly Jems B Langote, PCR/FJGAD PNCO conducted clean up drive together with the Municipal utility workers of Antipas, Cotabato. Said PNCO helps in collecting the garbage at the Municipal Gymnasium premises. They segregated the biodegradable to non- biodegradable waste. About five person works together to this activity and were ended at around 0700H of the same date. Via-Crusis

On March 29, 2013, at 6 o’clock in the

morning, personnel of Police Regional Office 12 headed by PSSUPT SERGIO A. DIMANDAL, Acting DRDO and PSSUPT RANDOLF R. DELFIN, RCDS participated in the Station of the Cross activity initiated by the

PSUPT NOEL R. PONSARAN, PhD/PESE, Regional Chaplain. The activity started from National Highway, Tambler, General Santos City and ended up at the Regional Headquarters with a distance of more or less 4.5 kilometers.

The activity was participated by Officers, PNCOs and NUP of Police Regional Headquarters, SAF, Buklod members of Sacred Heart of Jesus Chapel, NSUs, PNP

On March 11-12, 2013 the

Regional Highway Patrol Unit 12 organized a 2-day Road Safety Advocacy Seminar sponsored by the National Economic Development Authority (NEDA) and the Regional Development Council (RDC) 12.

The activity was participated by

PSINSP LHECAR T. TUYOGON, C, FJGAD and C, Public Information Section, RPCRD; PSINSP ARNOLD DC. CARINO, C, Intelligence and Investigation Section and SPO1 Analio G. Motalbo, PCR PNCO both from the Regional Highway Patrol Unit; Ms. Pamela Clara Nicole Eramis; representatives from NEDA 12, LTO, TESDA, DEPED, CHED, PNP, DOH, DPWH, RDC 12 and Tricycle Operators and Drivers Association of General Santos City led by Mr. Rex Carino together with the members of the association numbering up to more or less one-thousand (1,000). During the seminar, PSINSP ARNOLD DC. CARINO and SPO1 Analio G. Montalbo, discussed topics about Traffic Law Enforcement particularly on the Highway Patrol Group’s Mission and Vision, the Implementation of RA 6539 ("Anti-Carnapping Act of 1972"), Traffic Accident Investigation and Defensive Driving. He also gave tips on anti-carnapping and other related Traffic Laws, avoiding traffic accidents and the importance of the Motor Vehicle Clearance Certificate.

PSINSP LHECAR T. TUYOGON together with Ms. Pamela Clara Nicole Eramis also conducted information dissemination regarding the campaign of ARD, PRO 12, “Itsek Natin Kay Kuya” with an objective of encouraging the general public to report their concerns regarding any suspicious or lawless activities that jeopardizes public safety as a whole. They also distributed calling cards containing numbers for GLOBE: 0917 323 6040, SMART: 0947 897 1524 and SUN: 0932 871 9715, that can be used to convey issues of concern to the PNP for appropriate and immediate action.

On January 16, 2013, PSUPT REX K ANONGOS, OIC, RPCRD and PSINSP LHECAR T TUYOGON, Chief, FJGAD and SALAAM Officer, attended a two (2) day Seminar Workshop held at Alnor Hotel, Cotabato City to represent the Regional Director.

On January 30 to 31, 2013, personnel of Sarangani PPO led by PSUPT CARLOS J HALLADO DPDA/DPDO and PSI ROY D YASAY, Deputy PCR Officer attended seminar on Regional Consultative Workshop on the Updating of the Regional Forest Protection Plan at Narra Hall Cinco Ninas Filipino Cuisine, Koronadal City, South Cotabato. The said Seminar spearheaded by no less than the Officer In-Charge Regional Executive Director Datu Tungko M Saikol, and attended by all PENROs, CENROs, Forest Rangers, 2 PNP Officers from different Provinces PRO 12, AFP/PA Commissioned Officers and Non Commissioned Officers from 1002nd Bde, Polotana, Malungon, all of Sarangani Province 73rd IB Maasim’, 27th IB, Tupi, South Cotabato Coastguards of Sultan Kudarat, General Santos City, Sarangani , Maritime, LGUs from different National and Local of four (4) provinces of Sarangani, Sultan Kudarat, North Cotabato and South Cotabato and two (2) Chartered Cities of Cotabato City and General Santos City, stakeholders, and other sector concerned. Peace Covenant Signing and Unity Walk for S.A.F.E 2013

On March 19, 2013 at around 2 o’clock in

the afternoon, Police Regional Office 12 led by PSSUPT MANOLITO C. LABADOR, CEO VI, DRDA together with personnel from Alabel MPS and Sarangani PPO headed by PSSUPT EDWIN S. MINION, MAEM, Provincial Director, SPPO participated and witnessed the Peace Covenant Signing held at the Capitol Gymnasium, Capitol Complex, Alabel, Sarangani Province. On February 19, 2013, PSUPT REX K ANONGOS, OIC, RPCRD together with PSINSP LHECAR T TUYOGON, C, FJGAD/SALAAM represented the Acting Regional Director during the Covenant Signing and ARMM Stakeholders Conference for Peaceful, Free, Fair 2013 Elections held at Convention Center El Manuel Hotel, Cotabato City. The activity was jointly convened by COMELEC, DILG/TF SAFE and CSO Community intended for political candidates vying for regional and provincial elective positions in ARMM particularly in Maguindanao.

On March 26, 2013 at 8:30 in the morning, the General Santos City Police Office headed by PSSUPT FROILAN F QUIDILLA, MPA/PESE, OIC GSCPO together with PSINSP JOVENSON B BAYONA, OIC, CPCRB conducted peace caravan/motorcade in line with the upcoming Secure and Fair Election (SAFE 2013) and to enhance awareness of the community for the harmony and impartiality of the election 2013.

It was participated by PNP, BJMP, Joint Task Force Gensan, BPAT members coming from Brgy Labangal, Brgy City Heights and Brgy Dadiangas South, personnel of Brigada News TV and GMA News. The motorcade started at Camp Lira, General Santos City Police Office passing through the main thoroughfares of General Santos City and back to Camp Lira, General Santos City Police Office. OOA 130430H January 2013 PNP personnel of Makilala MPS under the supervision of PI RIZAL QUIÑO ALOLOD, Officer in-Charge joins/participated the Unity Walk and Prayer Rally for Safe and Fair Election 2013. The 1st part of the said program was the unity walk and the 2

nd part was the prayer rally.

This program created through the initiative of PCSupt. Alex Paul Into Monteagudo, Regional Director. Another part was the giving of messages coming from different agencies such as: COMELEC, AFP, DILG and Religious Sector. It was also part of the program the signing of commitment from head of agencies, Religious Leaders and all participants. Activity held at Rizal Park, Koronadal City. On March 26, 2013 at 2:35 PM, personnel of this Office led by PSUPT JEMUEL F. SIASON, ACOP of Surallah Municipal Police Station attended the candidate’s briefing and signing of peace covenant held at SB Session Hall, Surallah, South Cotabato.

On March 25, 2013 at 8 o’clock in the morning, personnel of Tboli Municipal Police Station headed by PSUPT RICKY D REBUA, Acting COP in cooperation with the COMELEC headed by Ms Nemia Española, Election Officer II conducted a Candidate’s Briefing and Signing of Peace Covenant held at Senior Citizen’s Office, Municipal Hall compound, Tboli, South Cotabato.

On March 27, 2013 at around 7 o’clock in the morning, personnel of Malungon MPS headed by PCINSP LUROBE P ROJO, COP in coordination with the COMELEC personnel headed by Ms. Teresita M. Arguilles, COMELEC Election Officer III of Malungon, Philippine Army, Religious Sector and other stakeholders, initiated a motorcade which was participated by the local candidates for May 2013 Election in the Municipality of Malungon, Sarangani Province. The motorcade ended at Malungon Municipal Gym, Malungon, Sarangani Province.

On March 27, 2013 at around 9:30 in the morning, PCSUPT CHARLES TURALBA CALIMA JR, Regional Director, Police Regional Office 12 and staff, PSSUPT DANILO PALENZUELA PERALTA, Provincial Director of Cotabato Police Provincial Office and staff participated/attended the Congressional and Provincial Briefing and Peace Covenant Signing for SAFE 2013 held at Municipal Gymnasium, Midsayap, Cotabato.

A. SITG CASES:

1. SITG “Dulay”was created purposely to have a focused investigation on the shooting to death of POLICRONIO JAVIER DULAY, elected Vice Mayor of the Municipality of Kabacan, Cotabato Province and a candidate for re election. The incident transpired last 11 January 2013 at about 3:10 pm along USM Avenue, Poblacion, Kabacan Cotabato. As a result of the investigation the Task Group has filed separate cases for Murder and Illegal Possession Of Ammunitions against the suspects Jomar Pulindao Utala, Batong Magalib and three (3) John Does docketed under NPS NO. 2. SITG “Debarbo” was created in relation to the incident last

February 20, 2013 at about 9:10 in the evening herein victims Rey Debarbo y Handa, Renalyn Debarbo y Celeste and their two (2) children, Katherine Faith Debarbo y Celeste and Karen Debarbo y Celeste all resident of Sacramento Street, Brgy. Kalawag III, Isulan, Sultan Kudarat were shot to death. The Task Group headed by PSSUPT REX DELA ROSA. PD, SKPPO has successfully filed last March 27, 2013, four (4) separate cases for Murder against the suspects Mohammad Sangki, Omar Silay Guiamadely, James Abdul Mubarak Sangki and three (3) John Does with NPS XII-09-INV-13C-3248, XII-09-INV-13C-3249, XII-09-INV-13C-3250, XII-09-INV-13C-3251 before Provincial Prosecutor’s.

3. SITG “Chan Couple” was created in response to the

shooting incident last March 24, 2013 at about 7:30 in the morning that transpired at Purok 7, Brgy. Sulit, Polomolok, South Cotabato wherein victims Paul Cang Chan Jr., businessman and his wife Dra. Luzviminda Huelar Chan, dentist both residents of Dadiangas North, General Santos City were fired upon by two (2) unidentified suspects while they were on board their Mazda Pick Up Vehicle along Purok 7, Brgy Sulit, Polomolok, South Cotabato. Unidentified suspects shot the victims using Cal .45 pistol as evidenced by the empty shell recovered at the crime scene killing Mr. Chan and wounding his wife Dra. Chan. As of this date, The Task Group headed by the PD SCPPO still on the process of investigation waiting for the testimony of the lone eyewitness Mrs Chan who is still confined in hospital.

Other Significant Cases:

1. On March 16, 2013 at about 4:00 o’clock in the morning by joint elements of Maasim MPS, SPPO led by PSINSP MARVIN V CARISMA-Intel section led by PCINSP RODOLFO INOY, SPPO-PPSC led by PINSP BENJIE O ANCHETA, 3rd maneuver Coy, RPSB12 led by PINSP HEILBRONN OKOREN and PDEA 12 led by agent Ruthel Abao arrested Suhar Marahomsar Tambingag alias Butch and Kamarudin Marahomsar Tambingag alias Marud, both residents of Sitio Bual Dalao,Maasim, Sarangani Province for Violation of RA 9165. The operating team recovered the following: four (4) pcs heat sealed transparent plastic sachet containing white crystalline substance believe to be Methamphetamine Hydrochloride locally known as “Shabu”; one (1) pc aluminum foil strips; one (1) unit Nokia Cell Phone 6120-C1; three (3) pcs disposable plastic lighters; two (2) bamboo sealers; one (1) pc glass tooters; one (1) pack plastic strips; one (1) small green plastic container, one (1) homemade 20-gauge shotgun pistol (paltik); and one (1)cal. 45 magazine with sixteen (16) live ammunition. Cases for violations of Section 11 & 12 Article II of RA 9165, PD 1866 as mended by RA 8294 and COMELEC Gun Ban were filed against the suspects before the office of the Provincial Prosecutor, Sarangani Province docketed under NPS Nr XII-01-IN13C-00040. Arrested suspect Suhar Tambingag y Marombsar alias Butch who is a former member of 105th base Command MILF based in Maasim Sarangani Province listed as the third (3rd) High Value Target in this PRO 12 and ranked second (2nd) in the Provincial of Sarangani.

b) LOI Patnubay

For the period under review, this Office recorded and investigated a total of twenty four(24) administrative cases. Out of which, twenty one(21) complaints were resolved: nine (9) were filed at DLOS, RPHRDD; Ten (10) referred to other agencies: and two (2) were dropped and closed. One (1) is still under Pre-charge evaluation. A total of twenty six (26) PNP personnel were investigated and charged for various offenses.

g) Women and Children Protection Desk (WCPD)

A total of (711) crimes related to women and children were recorded and categorized as follows: Crimes against Children – (174), Youth Offender Cases –(139) and Violence against Women – (398). Out of which, a total of (201) cases were filed in court while (510) cases still in under investigation, referred to DSWD/Brgy and settle amicably.
