CALL FOR NOMINATIONS FOR NON-GOVERNMENT ORGANIZATION (NCO)REPRESENTATIVES TO THE INTER-AGENCY COUNCIL ON VIOLENCE AGAINST

WOMEN AND THEIR CHILDREN (lACVAWC)

lACVAWC js the body mandated by law to ensure the effective implementation of RA9262 and to be the lead coordinator and monitoring body on VAW initiatives. It iscomposed of twelve member-agencies that are tasked to formulate programs and

projects to eliminate VAW, with DSWD as chair and DILG as cochair.

The [insert name of agency] as a member of IACVAWC, is pleased to inform non-

government organizations working on VAW and the public in general, that the nominationprocess for the selection of the following NGO representatives to the Council is now open:

- One (1) NG0 representing "advocacy"- One (1) NGo representing "legal assistance"- One (1) NGo representing "service provision"

Interested NGOs shall submit the offlcjal Nomination Form which will be used by thelACVAWC Secretariat in screening the prospective NGOs who will qualify for nominationby the Council Members.

A Council meeting will be called for the purpose of selecting the NGO representatives,

pursuant to the approved "Guidelines on the Participation of Non-GovernmentOrganization (NGO) Representatives to the Inter-Agency Council on Violence AgainstWomen and their Children (lACVAWC)."

The lACVAWC Secretariat will be accepting submissions of duly accomplishedNomination Forms until October 15, 2018.

1. INSTRUCTIONS

1.3. Please submit supporting documents for specific sections, as required. Theorganization must submit names for a primary representative and an alternate.

2. TllE NOMII\lATIOI\l AND SELECTION PROCESS

2.1. Nomination Form Submission and Screening

By submitting this form you agree to being nominated by any Of the IACVAVVC CouncilMembers.

The nomination form screening is the first stage Of the process. In this stage, yournomination form will be revieved by the IACVAVVC Secretariat only to the extent Ofcertifying that the form is duly accomplished and all suppertmg documents requiredabove have been submitted.

Your nominatron form will rrot be submitted to the Council for review if incomplete.

2.2. Review and Nomination by IACVAWC Council Members

An IACVA\/VC Council Meeting will be called for purposes Of reviewing all submittednomination forms, and recording Of official nominations.

2.3. Voting and Selection by IACVAWC Council Members

A NCO may receive as many as eleven (11) votes. To be officially selected asrepresentative however, an NCO needs only seven (7) votes or the most number Ofvotes in case there are abstentions or by final vote Of the Chairperson Of the Council incase Of a tle.

Voting shall be done through secret balloting. Tallying of scores shall be transparent.This exercise will be performed during an IACVAVVC Council Meeting called specificallyfor this purpose.

A resolution shall be signed and issued by the Council to formalize the selection Of therepresentative.

3. CRITERIA AND ELIGIBILllY FOR NOMINATION

The following are minimum requirements to render an organization and its designatedrepresentatives eligible for nomination:

3.1. THE ORGANIZATION

3.1.1. The NGO is a duly licensed and registered non-stock, non-profit, and non-

government organization in the Philippines;

3.1.2. The NGO has been implementjng anti-VAW programs or services in thePhilippines and has a proven track record of involvement in the advocacyagainst VAW, the prevention of VAW, or the protection of women victim-survivors for at least three (3) years;

3.1.3. Preferably, the NCO must be working with sectors or clients belonging tothe marginalized sectors (i.e. IP, Muslim, women with disability);

3.1.4. It has a multi-disciplinary national or international network, or it is at least amember of an international or national NGO coalition or federation;

3.1.5. It must have a proven track record in collaborating with government or othernon-government and civil society organizations for at least 3 years; and

3.1.6. There are no pending civil or administrative cases or investigation beforeany office, court, or tribunal against the NGO.

3.2. THE REPRESENTATIVE

3.2.1. The representative has been involved in the organization for at least 3years;

3.2.2. Preferably, he or she is an acknowledged advocate on women's rights,familiar with gender and development principles and framework, willing towork with diverse groups, adheres to the ethical principles of integrity andfairness, gender-sensitive, and knowledgeable about VAW-related concernsof the sector his or her NGO is representing; and

3.2.3. There are no pending criminal, civil, or administrative cases or investigationbefore any office, court, or tribunal against the representative.

4. MODALITY OF NCO PARTICIPATION

lnasmuch as RA 9262 does not have direct provisions for NGO membership in lACVAWC,NCO participation shall be consultative in nature. The following modalities shall be followed:

4.1. NG0 participation jn the regular council meetings shall be by invitation only ifthere are important concerns that need to be discussed with them. Therepresentatives shall take on an "observer' status during meetings;

4.2. The Technical Working Committees (TWCs) representing Primary Prevention,Response System, and Cross Cutting Structures and Actions will also inviteconcerned NGOs to their meetings ancl workshops as needed;

4.3. Their involvement could also be through a specific project or activity and shall becovered by a memorandum Of agreement (similar with the arrangement withNAPC-WSC for the pilot testing of monitoring tool for assessjng the functionalityof Barangay VAW Desks); and

4.4. Their attendance and participation in lACVAWC-led activities shall be ensured.

5. EUNCTIONS OF NGO AND NCO REPRESENTATIVE_a

The selected NGOs and NGO representatives are expected to fulfil the following functions:

5.1. Contribute to the development of gender+esponsive anti-VAW policies, programs,and services;

5.2. Assist lACVAWC in conducting advocacy to end VAW, awareness raising onwomen's rights and related laws on gender-based violence, and capacity buildingfor frontline service providers;

5.3. Provide assistance jn monitoring the functionality of local mechanjsms on VAWsuch as PCAT-VAWC, LCAT-VAWC, and Barangay VAW Desks; and

5.4. Attend council and TWO meetings as necessary.

The lACVAWC Secretariat shall determine a specific period for the submission ofnomination forms. review the nominations, and validate the infomation anddocuments submitted. It shall then prepare a summary brief on all nominees whopre-qual.rfied and shaM furnish aM member-agencies a copy of the brief and thecorresponding nomination foms for their review, two weeks before a meeting iscalled for the selection process.

C. Selection of NGOs

ln selecting an NGO during a meeting, the following procedures shaH be observed:

1. The lACVAWC Secretariat shall present to the Council all nominationssubmitted.

2. Voting shall be done through secret balloting.3. Tallying of scores shaH be transparent and done immediately after aM the votes

are in.4. An NCO may receive as many as eleven (11 votes). To be officially selected,

an NCO needs only seven (7) votes, or the most number of votes in case thereare abstentions, or by final vote of the Chairperson in case of a tie.

Section 7. Recognition of the Selected NG0s and NCO Representatives

The Councn shaM promulgate a resolution to formally appoint and recognize the selectedNG0s and NCO representatives. It shaH furnish a copy of the resolution to aM member-agenciesaswewastotheselectedNGOs.Themember-agenciesshanbeenjoinedtopostthe resolution in their corresponding websites.

Section 8. Duration and Temination of Participation

The selected NGOs and their representatives shall serve for a tern of three (3) years andmay serve as many terns for as long as it is selected and re-appointed. However, theCouncil, through a resolution can terminate an NGO's participation even prior to theexpiration Of its tom when the NCO or its representative is no longer compliant to theminimum requirements set in Section 3.

Section 9. Effectivity

Section 4. Modality of NCO Participation

lnasmuch as RA 9262 does not have direct provisions for NCO membership in lACVAWC,NCO participation shall be consultative .In nature. The following modalities shall befollowed:

A. NGO participation in the regular council meetings shall be by invitation only if thereare important concerns that need to be discussed with them. The representativesshall take on an "observer status during meetings;

8. The Technical Working Committees (ll/\/Cs) representing Primary Prevention,Response System, and Cross Cutting Structures and Actions will also inviteconcerned NGOs to their meetings and workshops as needed;

C. Ttieir involvement could also be through a specific project or activity and shall becoveredbyamemorandumofagreement(similarwiththearrangementwithNAPC-WSC for the pilot testing of monitoring tool for assessing the functionality ofBarangay VAW Desks); and

D. Their attendance and participation in lACVAWC-led activities shall be ensured.

Section 5. Functions of NGOs and NCO Representatives

The selected NGOs and NCO representatives are expected to fumll the following functions:

A. Contribute to the development of gender-responsive anti-VAW policies, programs,and services;

a. Assist lACVAWC in conducting advocacy to end VAW, awareness raising onwomen's rights and related laws on gender-based violence, and capacity buildingfor frontline service providers;

C. Provide assistance in monitoring the functionality of local mechanisms on VAWsuch as PCAT-VAWC, LCAT-VAWC, and Barangay VAW Desks; and

D. Attend Council and ll^/C meetings as necessary.

Section 6. Procedure for Application, Nomination, and Selection

A. Application

The lACVAWC Secretariat shall write to prospective NGOs regarding the openingof applicants for NCO participation in the Council. They will be requestedaccomplish a nomination form. NGOs may only be nominated upon submission ofa fully accomplished nomination form.

a. Nomination by Member-Agencies

Any member-agency may nominate an NGO and its chosen representative. Theagencymaynominateonlyone(1)representativepertheme,foratotalofthree(3)possible nominees coming from the identified themes -advocacy, legal assistance,and service provision. The nomination shall be in written form and submitted to theChairperson, through the lACVAWC Secretariat.

IThus, in furtherance of the mandate of lACVAWC, as weH as the National Strategic Plan2017-2022 for the effective implementation of the Act, with a view Of having an effectiveand efficient selection process Of three (3) NCO representatives to lACVAWC, and ofsetting the procedures thereof, the following guidelines are hereby promulgated for strictimplementation by all concerned.

Section 1 . Title

These guidelines shan be known as Guidelines on the Participation of Non-GovernmentOrganization (NCO) Representatives in the Inter-Agency Council on Violence AgainstWomen and their Children (lACVAWC).

Section 2. Purpose

Theseguidelinesarepromulgatedtoprescribetheprocedurefortheparticipationof3NGOrepresentatives, with one representative from each theme -advocacy, legal assistance,andserviceprovision,asagreedduringthe34thlACVAWCMeetinglastJuly25,2017.

Section 3. Criteria for Nominating NGOs and NCO Representatives

A. Minimum Requirements for NGOs. The following shan be the minimumrequirements that render an NCO eligible for nomination:

1. The NGO is a duly licensed and registered non-stock, non-profit, and non-government organization in the Philippines;

2. The NCO has been implementing anti-VAW programs or services in thePriilippines and has a proven track record of involvement in the advocacyagainst VAW, the prevention of VAW, or the protection of women victim-survivors for at least three (3) years;

3. Preferably, the NCO must be working with sectors or clients belonging to themarginalized sectors (i.e. IP, Muslim, women with disability);

4. It has a multi-disciplinary national or international network, or it is at least amember of an intemational or national NCO coalition or federation;

5. It must have a proven track record in collaborating with government or othernon-govemmentandcivnsocietyorganizationsforatleast3years;and

6. There are no pending civil or administrative cases or investigation before anyoffice, court, or tribunal against the NCO.

a. Minimum Requirements for NCO Representatives. The following shaH be theminimumrequirementsthatrenderthechosenrepresentativeofanNG0eligiblefornomination:

1. The representative has been involved in the organization for at least 3 years;2. Preferably, he or she is an acknowledged advocate on women's rights, familiar

with gender and development principles and framework, willing to work withdiverse groups, adheres to the ethical principles of integrfty and fairness,gender-sens.rtive,andknowledgeableaboutVAW-relatedconcemsofthesectorhis or her NGO is representing; and

3. There are no pending criminal, civil, or administrative cases or investigationbefore any office, court, or tribunal against the representative.
