Republic of the Philippines DEPARTMENT OF TRANSPORTATION AND COMMUNICATIONS REQUEST FOR EXPRESSION OF INTEREST FOR THE NAIA RUNWAY OPTIMIZATION PROJET [RE-BID] I. The Department of Transportation and Communications (DOTC), through the GAA CY 2014 intends to apply the sum of Ninety-One Million Three Hundred Ninety-One Thousand Seven Hundred and Ninety-Four Pesos and Forty Centavos (Php 91,391,794.40) being the Approved Budget for the Contract (ABC) to payments under the contract for the procurement of consulting services of the NAJA Runway Optimization Project. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. 2. The DOTC now calls for the submission of eligibility documents for the consultancy of the NAIA Runway Optimization Project. The project involves determining how to improve the airside operations of NAIA. The consultants will be tasked to set clear and achievable targets to improve the existing operations taking into account the future plans for NAIA and other relevant airports. Furthermore, the consultants will assist in the implementation of their recommendation. Interested consultants must acquire the Eligibility Documents after payment ofTen Thousand Pesos (Php 10,000.00) and submit their eligibility documents on or before 21 January 2014, 1:00 PM at Unit 153, 15 th Floor, The Columbia Towers, Barangay Wack-Wack, Ortigas Avenue, Mandaluyong City. Applications for eligibility will be evaluated based on a non-discretionary "pass/fail" criterion. 3. The BAC shall draw up the shortlist of consultants from those who have submitted eligibility documents and Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act No. 9184 (RA 9184), otherwise known as the "Government Procurement Reform Act", and its Implementing Rules and Regulations (IRR). The short list shall consist of five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are: Applicable experience of the firm -40% Qualification of personnel who may be assigned to the -40% job vis-a-vis extent and complexity of the undertaking; Technology Resources of consultant in relation to the -20% project "Applicable Experience" pertains to the Bidder and associates in case of joint ventures, considering both the overall experiences of the firm and the individual experiences of the principal and key staff including the times when employed by other Consultants. "Qualification of personnel" pertains to the personnel who may be assigned to the job vis- a-vis extent and complexity ofthe undertaking. "Technology Resources" means software programs or equipment owned and used by the firm which assists in analyzing surface operations of airports.

The "Rating" multiplied by their respective "Weights" gives the weighted "Scores". Theseare added to determine the total points for the Applicant. The Applicants shall then beranked according to their "Total Points" and the top five (5) shall be considered as the"shortlist" and qualify them to bid for the contemplated contract. Should less than therequired number apply for eligibility and shortlisting, pass the eligibility check, and/or passthe minimum score required in the short listing, the BAC shall consider the same. Further,Applicants must collect a minimum weighted score of"SEVENTY (70) POINTS" to qualify for shortlisting.

4. Bidding will be conducted through open competitive bidding procedures using non-discretionary "pass/fail" criterion as specified in the Revised IRR of RA 9184.

Bidding is open to all interested bidders, whether local or foreign, subject to the conditionsfor eligibility provided in the Revised IRR of RA 9184.

5. The Procuring Entity shall evaluate bids using the Quality Based Evaluation/Selection(QBE/QBS), procedure. The criteria and rating system for the evaluation of bids shall beprovided in the Instructions to Bidders.

6. The contract shall be completed within eighteen (18) months from the date of the Noticeto Proceed.

7. The DOTC reserves the right to reject any and all bids, annul the bidding process, or notaward the contract at any time prior to contract award, without thereby incurring anyliability to the affected bidder or bidders.
