AQUATIC ANIMAL DISEASES SURVEILLANCE

• Clinical examination and sampling

• Clinical examination is carried out twice a year with the intervals between the inspections shall be at least four months

• Open water can be restocked with fish originating from registered fish farm with known health status for listed fish diseases

- Control of good hygienic practice and procedures referring to application of provisions based on HACCP system;

- Meat and meat processing control;

- Control of raw milk and dairy products;

- Control of shellfish and other invertebrates;

- Control of fishery products;

PROCEDURE OF OFFICIAL CONTROL


APPROVAL OF ESTABLISHMENTS

The competent authority conduct on-site visits

•Approval only: when the FBO has demonstrated that it meets the relevant requirements.

•Conditional approval : establishment meets all the infrastructure and equipment requirements. •Full approval only after evaluation of all processes of FBO: new on-site visit carried out within three months of the granting of conditional approval that the establishment meets structural and other requirements . If establishment still does not meet all of these requirements, the competent authority may prolong conditional approval up to 6 months. •Team of three veterinary inspectors perform on-site visit and procedure for approval of establishment.

- review of documents verifying origin, traceability and compliance with requirements referring to hygiene of food of animal origin;

-organoleptic examination;

laboratory testing to determine:

- basic nitrogen and trimethylamine nitrogen;

- histamine;

- residues and contaminants level;

- microbiological conditions;

- parasites;

- suspicion on presence of other physical risks

Tetraodontidae, Molidae, Diodontidae and Canthigasteridae family is being separately performed, including fishery products containing biotoxins, such as Ciguatera or other toxins dangerous to human health.

PRECONDITIONS FOR IMPORT

• Exporting country member of the OIE

• Bilateral or multilateral agreement on cooperation with Competent Authority of exporting country

• Level of animal health protection at least equivalent to level in Serbia

• Level of consumer protection at least equivalent to level in Serbia

• Agreed Veterinary certificate

• Agreed additional measures or safeguard measures if it is necessary


MAEP / VD VETERINARY IMPORT REQUIREMENTS DECISION

Ministry Decision contains data on: - type of goods or animal species - country of origin; - country of storage; - veterinary approval /registration number of production establishment / vessel - quantity - supplier; - importer / user; - place of quarantine (for live animals); - place of approved storage in Serbia (for animal products); - approved veterinary border inspection post; - veterinary import/ transit animal health and public health requirements - procedures for specific commodities in shipment


PRODUCTS OF ANIMAL ORIGIN

The import of products of animal origin is

approved:

• from the establishments that meet the prescribed conditions

• which are registered in the EU

• under control of the competent authority.


EXOTIC ANIMALS

For the import of exotic animals or those that do not inhabitate the territory of the Republic of Serbia, the importer shall provide an export permit for such animals from the competent authority of the country of export and an import permit shall also be issued by the ministry in charge of the environmental protection for those animals .


FREE ZONES AND CUSTOMS WAREHOUSES

Law on Veterinary Matters, Article 132 • Consignments of animals, products of animal origin, food of animal

origin, animal feed and related items which are destined for free zones or customs warehouses shall be subject to the same procedures of veterinary-sanitary control as those that apply to import consignments at the border;

• Facilities in Free Zones or customs warehouses referred to above

must be approved or registered in accordance with special regulations;

• Veterinary-sanitary control shall be provided by a veterinary inspector during storage, packing, processing, and treatment of products of animal origin, food of animal origin and animal feed in free zones or customs warehouses, in accordance with Law;

PROCEDURES FOR CONTROL OF LIVE ANIMALS AND PRODUCTS IN TRANSIT

• For consignment of live animals and products which are in TRANSIT, the border veterinary inspector controls:

1. Documentation (Veterinary Health Certificate of the exporting country on the Animal Health of the consignment),

2. Identity check,

3. Transport conditions for live animals or products of animal origin.


HARMONISATION WITH EU PROCEDURES

Border Veterinary Inspection does not control consignments in exports

According to the Law on Veterinary Matters the Border Inspection uses CVED-A and CVED-P

Council Directive 97/78/EC Commission Decision 2007/275/EC, concerning the list of animals and animal products that are subject to controls at border checkpoints to be conducted on the basis of Council Regulation 91/496, which establishes principles governing the organization of veterinary checks on animals entering the Community with amendments 89/662/EEC, 90/425/EEC and 90/675/EEC and 97/78/EC and principles governing the organization of veterinary checks on products entering the Community from third countries (as well as Commission Decision 2002/349 which to define a list of products that should be controlled at the border checkpoints in close cooperation with Customs and according to the combined nomenclature of the Council Regulation 2658/87 on customs and statistical nomenclature of the Common Customs Tariff).
