UN/ECE/WP29 Plenary Meetings

Since 25th APEC Meeting,

Three WP29 plenary meetings were held

in June and November, 2005 and March 2006.

Usually about 40 countries, including Australia; Canada, Japan; People’s Republic of China; Korea, Thailand, US and from APEC region

and 10+ Non-governmental organizations, including OICA and IMMA took part WP29 plenary meetings.

136th plenary meeting in June 2005

Adoption of draft amendments to existing regulations 15 amendments were adopted. Amendments included

R13 : Operating Pressure of Trailer brake actuator R14 : New child seat fixing device regulation R48 : Stop Light on activation of retarder

1958 Agreement

Adoption of new draft Regulations Two new regulations were adopted.

Tell-tales(No. 121) : Locations, Symbols, Brightness

of Tell-tale signs, hand controls Heating systems(No. 122) : General requirement of

heating systems to prevent passenger

injuries and fires

Special Resolution concerning the common definitions of

vehicle categories(S.R.1) was adopted. Any economy which wants to classify vehicles is advised

to take S.R.1 into consideration.

1998 Global Agreement

New GTR regulation was adopted. GTR No.2 : Test Method of Motorcycle emission and fuel

efficiency scope : more than 50cc or max. speed 50km/h

137th plenary meeting in November 2005

Adoption of draft amendments to existing regulations 32 amendments were adopted. Amendments included

R6, R23, R38, R77, R87, R91 : Operating voltages in

LED type lamps, non-replaceable bulb type lamps R16 : Change in Location of anchorage points of

Seat-belts R44 : Adding Acceleration type test device in addition

to Deceleration type test device

Consideration of Adoption of new draft regulations Following 4 amendments were deferred to future

sessions. Adaptive front-lighting systems (AFS) Wheels for passenger vehicles Forward field of vision of the driver

Partitioning systems to protect passengers against

displaced luggage supplied as non-original vehicle

equipment

The representative of India announced that his Government

had decided to accede to the 1998 Agreement.

Six FMVSS(United States of America) were listed in the

compendium of candidate Global Technical Regulations FMVSS 108(lamps), FMVSS135(passenger car brake), FMVSS 139(tires), FMVSS 205(glazing materials) FMVSS 213/225(child restraint)

Status of the Agreement and annexed Regulations,

representing the latest situation

Thailand had become the 46th Contracting Party.

The representative of Thailand announced Intention of

accession to the 1958 Agreement at the 136th plenary

meeting

Currently 122 UNECE regulations

Consideration of new draft Regulations The four new draft Regulations under consideration will be voted at the later WP29 plenary sessions.

AFS, Wheels, Field of vision and Partition

Consideration of draft amendments to existing regulations 25 amendments were adopted Amendments included

R13 : Change in pressure unit (bar –> kPa) R48 : Improvements in conspicuity contour markings

for heavy goods vehicles R3, R9, R35, R60, R61, R62, R63, R92 :

Consideration of draft global technical regulations

No new GTR is submitted for voting at 138th meeting.

However, Motorcycle brake, Pedestrian safety, Head

restraints and Heavy duty vehicle emission are being

actively discussed to conclude GTRs.

Malaysia and India became Contracting Parties. Now 27 CP’s to the 1998 Agreement.
