The P€EP was conceived in resprmse to the promu]gafron on 11 August 2001 of Republic Act9155, "An Act lusti.tuting a Framework of Governance for Basic Educatiol], Esfab}jshingAuthority and Accountability, Renaming the Deparrment Qf Education, Cul"re and SpousenECS)asaDepartmentofEducationPepEd)andforotherPurposes".FormulatedthroughanNCCA Board Resolution in 2001, and operationalized by a Task Foree in 2002, the PCEPenvisionsanationofculturallytiterate-andempoweredFilipinostygusuringthaccultureisthecoreandfoundationofeducation,governance.andsustainabledevelopment.

The law, while effectively reaffimed cultural education as an integral part of basic education,hadtransferredthisresponsibilityandadministrativesupervisionofoul"ra}agenciesformerlyattached to DECS fo the NCCA.

Out of these data,signififan[ oulfural icons and symbols were culled [o become the basis for the EssentialKnowledge on Philippine Arts, Culture and Heritage for the Basic Education CuTTiculum{EKPACHBEq, now ]morm as the SAGISAG KULTURA NG FILIPINAS £SKF}. In Z013, a fully-packaged SKF will contain the cultural icons and srmbols of the seventeen (17) geographicregiousofthecountrywritteninfhelanguagesoftheregionswithFilipinotranslatr-uns.TheseprevioLisinitiativesareseenasimpo7fantstepsindevelopingaen]fure-basedcurfulumicthiimphasis on mother-tongue instruction and leaning approach. ,
