OthersState of work in Committee On 17/12/1998, the Bureau decided to freeze the accession’s procedure.

On 30/01/2004, the Bureau decided not to lift the suspension of Special Guest status ofthe Parliament of Belarus. January 2012 part-session – The Assembly adopted Resolution 1857 andRecommendation 1992 on the situation in Belarus, on the basis of a report prepared bythe committee. Paragraph 15 of the Resolution stipulates: “In the light of developmentssince the adoption of its Resolution 1790 (2011) in January 2011, the Assembly can onlyreaffirm its decision to put on hold its activities involving high-level contacts with theBelarusian authorities and its call to the Bureau of the Assembly not to lift the suspensionof the special guest status for the Parliament of Belarus:- until a moratorium on the execution of the death penalty has been decreed by thecompetent Belarusian authorities;- until there is substantial, tangible and verifiable progress in terms of respect for thedemocratic values and principles upheld by the Council of Europe.”

to seek the advice of the European Commission for Democracy through Law (VeniceCommission). The request was sent out on 18 October 2011. In a letter dated 3November 2011, the President of the Venice Commission replied that the issuesinvolved were of considerable interest to it, and that the Commission would addressthem at its forthcoming sessions.14/03/2013 – The committee heard a statement by Mr Thomas Markert, Secretary of theVenice Commission, on the basis of the report adopted by the Council for DemocraticElections at its 32nd meeting (Venice, 11 October 2012) and by the Venice Commission

two members of the Moroccan delegation on the recent developments in the region. TheAlgerian delegation had also been invited to a meeting with the rapporteur.14/11/2012 – The Sub-Committee on conflict prevention through dialogue andreconciliation organised a hearing on this theme with the participation of the Moroccanand Algerian delegations as well as representatives of the United Nations and of civilsociety.14/11/2012 – The committee held a hearing organised by its Sub-Committee on conflictprevention through dialogue and reconciliation with the participation of Mr AlexanderIvanko, Senior Political Adviser, United Nations Mission for the Referendum in WesternSahara (MINURSO), Ms Christine Perregaux, International Bureau for the Respect ofHuman Rights in Western Sahara (BIRDHSO), Mr Eric Sottas, Kennedy Foundation,former Secretary General of the World Organisation Against Torture, Ms Saïda BrahimBounab and Mr Mohamed Boukhalfa, members of the Algerian Parliament. TheCommittee also heard a communication by the Chairperson of the Sub-committee, MrPatrick Moriau (Belgium, SOC), took note of the intention of the rapporteur to inviterepresentatives of the Sahrawi people for an exchange of views with the committee atone of its forthcoming meetings and endorsed the request by the rapporteur to carry outa fact-finding visit to the region (subject to authorisation by the Bureau).13 March 2013 – The committee, meeting in Rabat, held a hearing organised by theMoroccan delegation, with the participation of: Mr Mohamed Cheikh Biadillah, Presidentof the Chamber of Councillors of the Parliament of Morocco; Mr Rachid Talbi Alami,former Minister, Chairperson of the RNI group (National Rally of Independents) of theChamber of Representatives and Chairperson of the Committee of Inquiry on GdeimIzik; Mr Omar Adkhil, Chairperson of the Commission for Justice and Human Rights ofthe House of Councillors; Mr Ahmed Abbadi, Social and Economic Council for thepresentation of the Framework Paper on the Sahara; Ms Khadija Merouazi, SecretaryGeneral of the Ombudsman for Democracy and Human Rights.April part-session 2013 – The committee decided to request an extension of validity ofthe reference to the Bureau, until 30 April 2014 and took note of the intention of therapporteur to visit the region at the end of May 2013, subject to the authorisation of theBureau. On 25 April 2013, the Bureau agreed to both requests.21-24 May 2013 – The rapporteur paid an information visit to Rabat and Laayoune.June 2013 part-session – The committee heard a statement by the rapporteur on hervisit to the region and approved her request of an information visit to Algeria subject tothe authorisation of the Bureau. The Bureau gave its authorisation on 28 June 2013.5 September 2013 – The committee will organise hearing with the participation of adelegation of representatives of Saharan cities appointed by the Moroccan partner fordemocracy delegation, representatives of the Polisario Front and members of theParliament of Algeria.

in May or June 2012, subject to the authorisation by the Bureau. On 23 April 2012, theBureau authorised this visit.April 2012 part-session – The committee held an exchange of views with Mr ThomasMarkert, Secretary of the Venice Commission.3-5 /09/2012 – The rapporteur’s visit had to be postponed due to the dissolution of theruling coalition and the resignation of the government.16/10/2012 – The rapporteur decided that the visit, planned for 17-19 October 2012,should again be postponed as he had only received proposals for a programme ofofficial meetings on the eve of the visit, which made it impossible to arrange meetingswith other actors involved, in accordance with the usual practice of fact-finding visits bythe official representatives of the Assembly.14/11/2012 – The rapporteur informed the Committee accordingly.15-17/01/2013 – The rapporteur carried out an information visit to Bishkek.January 2013 part-session – The committee heard a statement by the rapporteur on hisvisit to the region.30/01/2013 – Mr Jean-Claude Mignon, President of the Assembly, invited a delegationfrom the Parliament of Kyrgyzstan to attend the 2013 April part-session of the Assembly.April 2013 part-session – The committee had an exchange of views with a delegation ofthe Parliament of Kyrgyzstan and examined a draft introductory memorandum. Thecommittee also agreed to the rapporteur’s request to carry out a new fact-finding visit tothe country, subject to the authorisation by the Bureau. Furthermore, upon the invitationby the Deputy Speaker of the Parliament, the committee decided to set up an ad hocsub-committee composed of representatives of all political groups to carry out a fact-finding visit to Kyrgyzstan (also subject to the authorisation by the Bureau) and agreedthat the timing for the presentation of the report to the Assembly, and the conditions tobe associated with the status, should be decided on the basis of the findings of such visit.On 25 April 2013, the Bureau authorised both visits.5-6 June 2013 – The committee considered a preliminary draft report; took note that therapporteur would update it following his second visit to the country, and postponed adecision on the timing for its adoption.11-13 June 2013 – The rapporteur paid an information visit to Kirghizstan.June 2013 part-session – The committee heard a statement by the rapporteur followinghis information visit and considered a revised preliminary draft report and agreed todeclassify it. The committee also took note that the visit of the ad hoc Sub-Committeeon Kyrgyzstan was foreseen from 28 October to 1 November 2013, and agreed to returnto the issue after this visit.

exchange of views with the participation of civil society representatives and with MrJean-Claude Mignon, President of the Assembly.April 2013 part-session – The committee heard a statement by the rapporteur containingproposals for follow-up action, on the basis of a memorandum on the relations betweenthe Council of Europe and Belarus prepared by the Secretariat under the instructions ofthe President of the Assembly and discussed by the Bureau of the Assembly on 7 March2013. The committee further decided to invite, at one of its next meetings,representatives of the Belarusian parliament for an exchange of views and to organisea seminar on the abolition of the death penalty, in co-operation with the Belarusianparliamentary working group on capital punishment and possibly the Committee onLegal Affairs and Human Rights as well as with the participation of Council of Europeexperts and civil society organisations. The committee also agreed to the rapporteur’srequest to carry out a fact-finding visit to Belarus, subject to the authorisation by theBureau, and urged the Belarusian authorities to react positively to this request. On 25April 2013, the Bureau gave its authorisation to such visit. Finally the committee decidedto request the opinion of the Venice Commission on the “Law on the Bar and LegalPractice in the Republic of Belarus”, which entered into force in 2012.3 May 2013 – A press release was issued in which Marina Schuster (Germany, ALDE),the Assembly's newly-appointed General Rapporteur on the abolition of the deathpenalty, and Andres Herkel, expressed their dismay at the first death sentence handeddown in Belarus since the execution of the purported Minsk metro bombers in 2012.5-6 June 2013 – The committee heard a statement by the rapporteur and itsChairperson, reiterating the rapporteurs’ request to pay a visit to Belarus, and agreed toinvite a delegation from the House of Representatives of the National Assembly ofBelarus to its meeting on 27 June 2013.13 June 2013 – The rapporteur issued a joint press release with Ms Marina Schuster(Germany, ALDE), the Assembly's General Rapporteur on the abolition of the deathpenalty, in which they expressed deep concern at press reports according to whichanother death sentence was handed down in Belarus yesterday.15-16 June 2013 – The rapporteur participated in a meeting of the Civil SocietyCommunication Platform: “Belarusian Civil Society in 2013” organised by the INGOconference of the Council of Europe in Warsaw.June 2013 part-session – The Committee heard a statement by the rapporteur and heldan exchange of views with a delegation from the House of Representatives (lowerchamber) of the National Assembly of the Republic of Belarus: Mr Nikolai Samoseiko,Chairperson of the Standing Committee on International Affairs, Head of the WorkingGroup on the Death Penalty in the House of Representatives and Chairperson of theParliamentary Delegation for Contacts with PACE, and Mr Aleksandr Zozulya,Chairperson of the Standing Commission on State-Building, Local Governance andRegulation, member of the Working Group on the Death Penalty.
