Overarching Objectives and Discussion Points • China is a major economic partner for Queensland and tourism is a vital part of our bilateral

relationship, including for building the foundational links that will drive further growth in economic ties. It is important that Queensland is engaging regularly with China at Ministerial level and this was the first visit to China by a Queensland Minister this year.

• Queensland is experiencing record numbers of visitors from China with 484,000 visitors (total) visiting the State in the year ending December 2016, up 21.4% on the previous year.

• Chinese visitors spent more than $1 billion dollars in Queensland in the year ending December 2016, an increase of 6.8%.

• 2017 is the China-Australia Year of Tourism and the Queensland Government is keen to leverage off this important tourism partnership as well as tapping into China and Australia's growing economic, social, cultural and academic ties.

• Note that China is of strategic importance to Queensland, signified through the Queensland-Shanghai Sister State Agreement that was signed in 1989 and the Queensland-Guangdong Friendship State Agreement signed in 2004.

The agreement with the Shanghai Municipal Government promotes trade and investment, and encourage closer ties in education, science, technology, arts, culture, sports and government.

The agreement with Guangdong Provincial Government includes infrastructure, construction, education and training, agribusiness and water management.

• The China-Australia Free Trade Agreement (ChAFTA), which came into force on 20 December 2015, enhances the growing trade and investment relationship. Over 86% of the value of Australia's goods exports to China enters duty free following ChAFTA's entry into force, rising to 96% when ChAFTA is fully implemented. Australian service providers benefit from new access to China's significant and growing services sector.

• Welcome the agreement between Australia and China to open aviation by removing all capacity restrictions from the Australia-China air services agreement.

• Note there is an extensive Trade and Investment Program being delivered in the lead-up to and during the Gold Coast 2018 Commonwealth Games TM, not only for Commonwealth nations but for other nations such as China looking to:

tap in to Gold Coast and broader Queensland business opportunities

- develop business linkages with other Commonwealth nations whose total population amounts to 2.2 billion people (even larger than China's 1.3 billion)

seize opportunities relating to the 2018 Games' expected global TV audience of 1.5 billion people.

• The Asian market is important to Queensland which is why the Queensland Government has developed key strategies to capitalise on the Asian market and ensure we are developing the tourism products and experiences to meet this demand. This includes development of the Advancing Tourism strategy and the Queensland Asia Tourism Strategy, both released in 2016.

• Highlight the government initiatives underway to increase international aviation access to Queensland including the $33.5 million Connecting with Asia fund and the $10 million Attracting Aviation Investment Fund.

• Offer the support of the Queensland Government's dedicated Tourism Investment Attraction Unit that assists investors to navigate their way through government and the development process.

• At this meeting I was briefed on the China market in terms of tourism, foreign investment, aviation and education.

• I updated the Embassy on the role the Queensland Government is playing to strengthen and support bilateral relations between China and Australia in the tourism investment, aviation and education sectors, including through the:

- Advancing Tourism Strategy 2016-20;

- Queensland Asia Tourism Strategy 2016-25;

- Advance Queensland Connecting with Asia Strategy; and

- Attracting Aviation Investment Fund.

• I acknowledged that 2017 is the China-Australia Year of Tourism and discussed how the Queensland Government can leverage this important tourism partnership as well as tapping in to China and Australia's growing economic, social, cultural and academic ties.

• We discussed the work Queensland is doing to attract foreign direct investment from China to Queensland and the significant tourism infrastructure investment from China.

• I highlighted that an extensive Trade and Investment Program is being developed to run in the lead-up to and during the Gold Coast 2018 Commonwealth GamesTM, not only for Commonwealth nations but for other nations such as China.

• I highlighted the Queensland Government's commitment to the China — Australia education relationship including;

- Long-standing relationships with Chinese Ministries of Education, schools and business partners throughout the country;

- TAFE Queensland International's partnership, a 25 year Memorandum of Understanding with the Municipality of Shanghai; and

- The establishment and ongoing relationship with Shanghai Polytechnic University.

• The meeting, which was the first approach by the Queensland Government to Beijing Capital Airlines, provided an opportunity for me to discuss the Queensland Government's commitment to strengthening aviation access and capacity and increasing visitation from China to Queensland.

• In the meeting I discussed relevant government initiatives — like the Attracting Aviation Investment Fund — to increase international aviation access to Queensland.

• The meeting also offered the opportunity to discuss Beijing Capital Airlines' plans to expand for the future.

Meeting Summary:

• This meeting was an opportunity to build a relationship with the Beijing Tourism Development Commission to further the strategic tourism connectivity between China and Queensland and initiate the two-way sharing of experiences around excellence in tourism practice.

• Mr Song provided insights into the changing consumer patterns of the Chinese traveller and discussed the key priorities and challenges for the Beijing tourism industry and how the Beijing Municipal Commission of Tourism Development is addressing these, including the strategies the Commission has in place to develop its tourism industry.

• Mr Song highlighted the World Tourism Cities Federation and encouraged Queensland to consider potential membership for its cities.

• Mr Song also advised that the Commission will be doing a promotion in Queensland in May.

• I informed the Commission that Queensland is enjoying an increasing surge in the number of visitors from China and that the Queensland Government is working with the aviation and tourism industry to support this growth.

• I also advised that Queensland is hosting the Commonwealth Games in April 2018 and discuss Beijing's preparations for the 2022 Winter Olympic Games and its experience with hosting the 2008 Olympic Games.

• I obtained an update on the progress of the Sheraton Mirage Port Douglas, Mirage Whitsundays Airlie Beach and Laguna Resort Midge Point projects and discussed any areas of assistance required to support the group's investment and development plans.

. I was also able to gain insights into key issues or challenges which are inhibiting development and associated support required from the Queensland Government.

• We discussed other possible collaborations with the group including their health and wellness interests.

• I extended an invitation to Fullshare to participate in the extensive Trade and Investment Program - Trade 2018, which will run in the lead-up to, and during, the Gold Coast 2018 Commonwealth Games.

• The lunch was an opportunity to develop closer ties between Queensland and the Australia Nanjing Chamber of Commerce (ANCC) and promote tourism and tourism investment opportunities in Queensland

• I obtained an update of the objectives of the ANCC and areas for mutual collaboration to strengthen the relationship between the organization and its members as well as ways to further promote Queensland tourism and investment opportunities.

. I highlighted Queensland's position as a leading holiday destination, experiencing record growth and visitor expenditure from the China market.

• The site visit provided an opportunity to visit one of China's major ancient history museums and gain an understanding of ancient Chinese culture.

• The Shanghai Museum is one of the cultural site visit locations for the International Study Program being delivered by the Department of Education and Training International (DETi) and Asia Education Foundation (AEF) in September 2017.

• AEF and DETi will deliver a World Class Education - Shanghai and Singapore International Study Program from 12 — 22 September 2017 as part of the Palaszczuk Government's Global Schools program.

• World Class Education — Shanghai and Singapore offers education leaders the opportunity to connect with and learn from leading education institutions and high performing schools.

• The site visit provided an opportunity to strengthen Queensland's relationship with key tourism trade partner Utour International Travel.

• I extended my thanks to Utour for their partnership with Tourism and Events Queensland, including the recently signed memorandum of understanding and their support of TEQ's 2017 Queensland on Tour Greater China mission.

• I was briefed on the trends Utour is seeing across their business with the evolving Chinese outbound travel market, and changing consumer preferences.

• We discussed Utour's recent performance for Queensland and any recommendations Utour has for the State to capitalise on opportunities to increase visitation from Utour customers.

TOURISM Minister Kate Jones is holding talks in China with the

company behind the S43 million upgrade of the Sheraton Mirage

hotel in Port Douglas.

Fullshare Group late last year announced more plans to build a convention centre and six-star villas in 2017.

It is believed Ms Jones will discuss the plans and other investment opportunities with the company.

The Sheraton Mirage refurbishment's first stage, completed in August, was thought to have created about 4000 jobs.

Ms Jones will return from a week-long visit to China and Hong Kong on Thursday after meeting with potential investors and airlines about bringing more money and tourists into Queensland.

"China is now our largest tourism market with 484,000 visitors to Queensland last year," she said.

"In 2016, Chinese visitors spent Si billion in Queensland for the first time.

''China is also Queensland's most significant trade and investment partner and I want to firmly establish our strong relationship."

Fullshare Group, owned by billionaire tycoon Ji Changqun, is still building its investment portfolio in Australia.

It sealed an S85 million deal in December to buy Sparrow Early Learning, a childcare operator with 24 centres across Queensland and Victoria.

Ms Jones said she would meet with Fullshare Group and China Capital Investment Group, who hold a combined S2 billion investment in Queensland tourism assets and infrastructure.

An aviation delegation will also meet with key businesses in trips to Shanghai, Beijing, Nanjing, Guangzhou and Hong Kong.

"We are determined to secure new flights into Queensland, encourage more investment into the state's tourism assets and more international visitors from these high growth Asian markets," Ms Jones said.

QUEENSLAND will work to

attract more Chinese visitors

under a new partnership aimed

at securing extra air services.

The state's government has

given in-principle support to a

plan put forward by a consortium

of tourism organisations under

its Connecting with Asia Strategy,

in which it will match industry

contributions dollar-for-dollar.

Tourism Minister Kate Jones

announced the plan yesterday

and said it would result in millions

of dollars in additional Chinese

visitor expenditure.

"This latest proposal focuses on passengers arriving into

Brisbane, then dispersing to other

parts of the state including the

Whitsundays and the Gold Coast,"

Jones said.

"The project aims to secure

a new direct service between

Beijing and Brisbane and increase

the frequency of existing

services," she said.

The consortium behind the

plan involves organisations from

Brisbane, the Gold Coast and the Whitsundays, including Brisbane

Airport Corporation (BAC). BAC general manager aviation &

retail Andrew Brodie welcomed

the government backing.

"The Connecting with Asia

funding will assist in securing

additional capacity from the three

top tier cities in China, which will

ultimately provide wide reaching

returns for the city and state,"

Tourism campaign puts focus on China TOURISM Minister Kate Jones is crossing oceans in a bid to get more Chinese inves-tors travelling to Queensland.

Ms Jones is currently in China where she is meeting with Chinese investment part-ners, travel businesses, airlines, chambers of commerce and Chinese hanks to promote doing business in Queensland.

"In 2017 -- the China-Aus-tralia Year of Tourism —we are determined to grow invest-ment and visitation from China," she said.

"China is now our largest tourism market with 484,000 visitors to Queensland last year. In 2016, Chinese visitors spent Si billion in Queensland for the first time.

"China is also Queensland's most significant trade and in-vestment partner and I want to firmly establish our strong re-lationship:

She said the efforts to in-crease visitors from China and Hong Kong had secured an extra 600,000 extra seats on international flights to Queens-land since February 2015.

These additional travellers generate a further S440 mil-lion in overnight visitor expen-diture for the state.

Ms Jones will continue her work in China and Hong Kong until March 30.

Tourism mission to open doors to new Chinese investment

Beijing: Tourism Minister Kate Jones is leading a high-level tourism mission to China and Hong Kong

in a bid to promote Queensland as a leading investment destination.

Ms Jones said during her visit, from 23 March to 30 March 2017, she would meet with prominent

Chinese investment partners and key business leaders, travel businesses, airlines, Chambers of

Commerce and Chinese banks to promote investment and doing business in Queensland.

"In 2017— the China-Australia Year of Tourism — we are determined to grow investment and

visitation from China," she said.

"China is now our largest tourism market with 484,000 visitors to Queensland last year.

"In 2016, Chinese visitors spent $1 billion in Queensland for the first time.

"China is also Queensland's most significant trade and investment partner and I want to firmly

establish our strong relationship."

The minister will hold talks with leading Chinese companies including the Fullshare Group and China

Capital Investment Group (CCIG) whose combined investment of up to $2 billion will see significant

upgrades to tourism assets and infrastructure in Queensland.

The Fullshare Group has invested in resorts at Port Douglas and the Whitsundays and CCIG

purchased South Molle and Daydream Islands last year.

Ms Jones said she would also hold discussions with potential new investors and showcase Queensland's investment pipeline worth more than $13 billion.

"We are determined to secure new flights into Queensland, encourage more investment into the

state's tourism assets and more international visitors from these high growth Asian markets," she

said.

"We have already secured 600,000 extra seats on international flights to Queensland since February

2015, generating an additional $440 million in overnight visitor expenditure for the state's economy

every year."

In a targeted campaign to attract new airline business, Ms Jones will lead an aviation delegation

including Tourism and Events Queensland, Brisbane Airport Corporation, Brisbane Marketing and

Gold Coast Tourism to meet key businesses in Shanghai, Beijing, Nanjing, Guangzhou and Hong

Kong.

Study tour to cement education ties in China and Singapore

Shanghai: Twenty educational leaders from Queensland's state schooling sector will travel to Asia

later this year as part of an international professional development program.

In Shanghai today, Education Minister Kate Jones announced expressions of interest were being called

for the 11-day international program, World Class Education — Shanghai and Singapore.

"This wonderful learning opportunity is targeted at high-level educational leaders in Queensland state

schools, as well as key decision-makers in central and regional offices," she said.

"The study tour will include visits to high-performing schools and meetings with policy planners and

educators so that tour participants can gain a better understanding of school leadership trends in Asia.

"All tour members will play a role in strengthening Queensland's sister state relationship with

Shanghai which is now in its 28' year.

"The group will be led by the Director-General of the Department of Education and Training Dr Jim

Watterston."

Ms Jones said Shanghai and Singapore were among the world leaders in student performance

according to 2015 PISA results.

"In a global economy, it's important for our educators to look beyond our borders to other education

systems," she said.

"Shanghai has seen significant improvement in student outcomes and is recognised as being a school

system that has undergone rapid and transformational change.

"Queensland's educational leaders will identify effective policies that they can potentially adapt to our

local settings."

Ms Jones urged educational leaders to apply for the program which would help maximise outcomes

for state schools by building knowledge and capability among participants.

The E01 process is open from Monday 27 March to Friday 21 April 2017 and the tour is planned from

Tuesday 12 to Friday 22 September 2017.

Queensland strengthens tourism partnership in China

Shanghai: Queensland has strengthened ties with one of China's largest travel agencies, Utour,

through a cooperative marketing agreement that will help grow visitation to the state.

Minister for Tourism, Major Events and the Commonwealth Games Kate Jones has visited Utour's

flagship store in Shanghai and met with senior representatives from the company, as part of a

tourism trade mission.

"We've just signed a two-year memorandum of understanding which will see Utour and Tourism and

Events Queensland (TEQ) work together to promote Queensland's destinations and experiences,"

she said.

"China is Queensland's most valuable international market, with 484,000 Chinese visitors spending

$1 billion on their visits to the state last year.

"Our goal is to work collaboratively with Utour to continue to grow Chinese visitation to the state.

"Utour is in a position of great influence in the China market, providing travel advice to over 1.5

million customers each year.

"The MOU will encourage more data sharing between Utour and TEQ, paving the way to better

understand Chinese travellers.

"Utour and TEQ will jointly undertake a range of activities including marketing campaigns; trade and

media familiarisations; trade roadshows in greater China; and Queensland promotions through

Utour's media channels."

Minister Jones said the MOU supported the strategic priorities outlined in the Queensland Asia

Tourism Strategy 2016-2025 delivering benefits for the state's tourism industry and economy.

"Our aim is to cement Queensland as the number one Australian destination of choice for Chinese

travellers," she said.

"TEQ's in-market activity is putting the State's tourism industry at the forefront of understanding

Chinese travellers and ultimately attracting more people to holiday in Queensland."
