Report on Identifying Resource Poor Communities

in Some Egyptian Governorates Background and Justification: The World Food Summit (WFS) held in Rome in 1996 committed FAO member states to the 2015 goal of reducing food insecurityby half. To meet the target of halving malnutrition in developing countries by 2015, this number needs to be cut by at least 20 million per year. With a growing world population, this situation may even worsen unless very determined and well-targeted actions are taken to improve food security. The Millennium development goals further highlight the importance of confronting the scourge of poverty and the despair of food security. Therefore, there is a need to reconceptualize and reprioritize extension services and promote communication for rural development activities within the framework of the food security challenge. For the foreseeable future, dealing with poverty and hunger means confronting the problems that small farmers and their families face in their daily struggle for survival. Agricultural extension continues to be in transition worldwide. Governments and international agencies are advancing structural, financial and mangerial reforms to improve extension, decentralization, pluralism, cost sharing, cost recovery, participation of stakeholders in development initiatives and the decisions and resources that affect them. A number of policy recommendations were put by the international workshop on “Extension and Rural Development” jointly hosted in November 2002 by the World Bank, The USAID, and the Neuchatel Group. These recommendations were: government should focus public financing on the poor, government should view extension within a wider rural development agenda, government should develop a stakeholder coordinating mechanism, government should build capacity of rural producers’ organizations, the public sector, and service providers. In this context, FAO in collaboration with the Ministry of Agriculture and Land Reclamation in Egypt initiated a project to establish “Rural and Agricultural Development Communication Network” (RADCON) that build on the success of “Vertiual Extension and Research Communication Network” (VERCON) to benefit farm families and their communities from an information system, which is operated by agricultural extension in collaboration with the national agricultural research system.

The Objective of the Study:

To identify fifty resource poor communities and connected them to the RADCON information system and its activities. Methodolgy Study Population:

According to the data mentioned in table No. (1) this study was conducted in 177 villages. These villages affiliated to Thirty nine extension centers in six governorates in addition to Noubaria region. The activities of VERCON project are implemented through these extension centers at the village level. These 177 villages could be classified as follows: Fifty five villages in Kafr Al-Shiekh governorate, Fourty nine villages in Assuit governorate, fifteen villages in Noubaria region, thirteen villages in Fayoum governorate, Seven villages in Ismsilia governorate, Thirty three villages in Beheira governorate and five villages in Dakahlia governorate.

Data Collection Tool: A questionnaire was designed to select the fifty poor communities using indicators regarding Population, village infrastructure, agricultural activities, local organizations and current rural developmental projects in the village.

The questionnaire included the following items: Geographical location: village name, district, extension center and governorate, distance between village and district capital, distance between village and governorate capital, total area, cultivated area, cropping area and not exploited area. Population estimation and projection: Male and female village population, number of households, average of family members, male and female illiteracy percentages, percentage of population who got university certificate, percentage of population who got secondary certificate, percentage of population who got less than secondary certificate, percentage of population working in production activities, percentage of population working in service activities. Village infrastructure: Sewage method, garbage disposal method, stability of electric current, length of paved roads, length of dusty roads, number of phone lines in the village, number of personal computers available in the village, ease and availability of transportation. Agricultural activities: The main crops and averages of productivity per feddan, aveage of farm size, number of farm holders, number of landless labor, agricultural machines available in the village, categories of cultivated area according to soil fertility, numbers of different kinds of animal husbandry, average of feddan price, average of feddan rental value per year, total value of loans received by farmers in the last year, percentage of farmers refunding loans and total value of population savings in the village bank. Local organizations available in the village or in the near villages: These organizations are as follows: Local council, police station, post/telegram office, health care unit, veterinary unit, hospital, private clinics, pharmacy, medical analysis lab, communication center, primary school, preparatory school, secondary school, village bank, agricultural cooperative, community development society, extension center, youth club, cyber coffee, Ngos. Current developmental projects in the village: This item included the international, national and local projects implemented in the village. Data Collection: Field data were collected in November and December 2004 by extension center directors who were trained for two days by the national consultant of the study. Data were tabulated and analyzed by using the following indicators in order to select the targeted fifty poor communities.

Percentage of high value crop area: Total of high value crop area/cultivated area x 100. The high value crops are: ornamental and medical plants, rice, vegetables, fruits, chick-pea. (66.7%-100% = 3, 33.3%-less than 66.7% = 2, less than 33.3% = 1)

Percentage of medium value crop area: Total of medium value crop

area/cultivated area x 100. The medium value crops are: date palm, lentils, figs, onions, sugar-beet, green fodders, clover, sesame, sunflower, peanuts, trigonella. (66.7%-100% = 3, 33.3%-less than 66.7% = 2, less than 33.3% = 1)

Percentage of low value crop area: Total of low value crop area/cultivated

area x 100. The low value crops are: sugar can, wheat, faba been, cotton, maize, barely, sorghum, linen. (66.7%-100% = 1, 33.3%-less than 66.7% = 2, less than 33.3% = 3)

Average of landless labor per feddan = number of landless labor/number of farm holders. (less than 3 individuals = 3, 3-less than 6 individuals = 2, 6 individuals and more = 1)

Average of agricultural machines per feddan = Total number of agricultural

machines/cultivated area. (2 units and more = 3, 1-less than 2 units = 2, less than 1 unit = 1)

Percentage of soil fertility = Total area of fertile soil/cultivated area x100.

poverty level. The villages in each governorate were ranked in ascending order according to the total degrees of indicators. The number of selected villages in each governorate was determined according to the percentage representing governorate villages in the study population.

Results The following tables from No. (2-8) clarified the villages in each governorate arranged in ascending order according to the total degrees of used indicators.

The fifty poor communities were selected by using the certified sample in

each governorate as shown in table no. (9). These villages were distributed as follows: Fourteen villages in Kafr Al-Shiekh governorate, fourteen villages in Assuit governorate, four villages in Noubaria region, four villages in Fayoum governorate, three villages in Ismailia governorate, nine villages in Beheira governorate and two villages in Dakahlia governorate. Tables from No. (10-16) revealed the selected poor communities in each governorate.
