Report on Agrarian Reform Community Connectivity and Economic
Support Services (ARCESS)

I. About ARCESSThe Department of Agrarian Reform (DAR) has formulated a program tofurther enhance the agricultural capability of our country thereby helping our
economy to be at its peak.
The Agrarian Reform Community Connectivity and Economic Support
Services known as ARCESS is a breakthrough project developed by DAR to
ensure the agricultural productivity in crops and other products.
It is a special project funded by the Department of Budget and Management
(DBM) through a special allocation.
It is a program intended to achieve economies of scale in agricultural
production by organizing the important facets of land preparation,
harvesting, logistics and marketing in order to reduce the cost of inputs,
improve production efficiencies, and increase productivity and income of
Agrarian Reform Beneficiaries (ARBs).
II. PurposeIt considers the capacity, capital and equipment requirements of different
crops and commodities such as rice, corn, sugar, coconut, banana, cassava,fruit trees and high yielding crops.
Through this program, the Department of Agrarian Reform will give support
to farmers during the production, post harvest, storage, processing and
marketing.

III. Components/InterventionsARCESS has two major interventions. One, is to give Common Service
Facilities (CSFs) through a cooperative or association of farmers.
This is a kind of grant with minimal counterpart from farmers and that
agricultural equipment and machineries are provided by the department to
the beneficiaries depending on the need of certain equipment, ARCESS
point person for DAR-ZN Reynaldo Manigos said in an interview.
The Agrarian Reform Beneficiaries (ARB) may request equipment and
machineries needed for the operation of their undertakings which may
include threshers, dryers, shellers, automatic planters, sprayers, coffee
roasters, cassava granulators, tractors and hauling trucks, Mr. Manigos
added.
CSFs may only be given based on the readiness of Agrarian Reform
Beneficiaries Organizations (ARBOs) to manage and optimize the use of the
equipment.
He further stated that what the farmer has to contribute is of course theirmanpower and the warehouse for the equipment, insurance policy,
registration and the operational expenses.
The other major intervention of this program is to provide professional
services wherein the government will hire two professionals to assist farmers
in the operation and management of their cooperative and businesses.
The Community-Based Enterprise Organizers (CBEOs) are deployed to
ARBOs to assist management of cooperatives and the business of
organization for a period of two to three years.
The Agricultural Extension Technician will assist farmers in farm production
technology.
It is to be noted that ARRCCESS is addressed to the need of production
assets of ARC-ARBOs (Agrarian Reform Community-Agrarian Reform
Beneficiaries Organization). It is a creative support services approach which

has a two-pronged objective namely; Agricultural productivity and Agri-Enterprise Development.
CBEO shall develop a business plan and manage the CSFs, coach the ARBs
on agri-enterprise planning and management, create business units
composed of ARB organizations that will manage the CSFs and build the
capacity of ARB organizations business units to take over the management
of the CSFs.
DAR will finance the cost of equipment and facilities including the cost of
BDS and CBEO engagement.
IV. Beneficiaries1st Batch
1. Polanco (Rice and Crop)- Received equipment from DAR: 2 units rice transplanter, flatbed
drier, four-wheeled drive-tractor (coming), 5 mudboats etc.
2. Mutia (Cacao)-In San Miguel- received P650 thousand flatbed drier and other cacao processing
equipment are still coming..
3. Roxas-beneficiary for flatbed
4. Godod-beneficiary for flatbed
5. Sindangan (Abaca)- In Joaquin Macias- Equipment for Abaca processing (coming)
2nd Batch
1. Sindangan (Rice)-In Siarre Valley
- will receive transplanter, hauling truck, water pumps, sprayer,
flatbed drier , tractor etc.

2. Pian (Coco-sugar)-will receive delivery van, cooking utensils etc.
3. Tampilisan (Rubber)- Will receive crepeing machine etc.
3rd Batch
1. Siocon (Rice)- Will receive machineries/equipment for planting, harvesting and
threshing.
The Beneficiaries must not those Agrarian Reform Communities (ARCs) with
foreign funds.
The equipment and machineries were only delivered early this year though
in 2011, this project was conceptualized.
We are still in the process of procurement and distribution. Maybe by
November we can see the impact of this project to the farmers and to its
community and its effects to our agricultural production and economy, said
Mr. Manigos.
He further stated that the only role of the government is to monitor only and
there will be a Memorandum of Agreement between the government and the
Agrarian Reform Beneficiary Organizations (ARBOs) regarding the CSFs and
CBEOs.
The DAR-ZN tied up with Jose Rizal Memorial State University (JRMSU) for
the Organizational Enterprise, Need and Design Assessment (OE-NADA).
They will be the one who will conduct an in-depth study whether or not the
proposal is profitable before the central office of DAR or the NationalARCCESS Project Coordinating Office (NAPCO) will approve the proposal of
ARBOs applicant.
During the turn-over of the equipment and machineries to the beneficiaries,
Project Development Management Section Chief Mr. Hector Doctor said that

the farmers were very thankful receiving the agricultural equipment andmachineries.
The beneficiaries were in delight and were really impressed with the new
equipment as it was the first time for them to see such amazing equipment
and machineries, Mr. Manigos added.
