PREFACE
The past year has been anincredibly busy and productive onefor the Library and its staff. Threemajor planning initiatives werebegun -a Strategic Plan for theLibrary, the Library AutomationProject, and the Phase I BuildingPlan. These addressed the majorgoals and objectives set out for theLibrary in the Report of the Univer-sity Librarian for the previous year.
Many librarians and staffmembers actively participated in thework of committees and task forcesthat were established as part of theplanning process, often in additionto an already heavy workload. Tothem I would like to express mygratitude. The Library's humanresources are its greatest asset, andare essential to its mission ofproviding the highest quality ofservice to the University communityand the Library's other users.
It is important as well toacknowledge the contributions ofthe many other stakeholders whocare about and shape the Library-the deans and administrators, andmost importantly the faculty- whoregard the Library as their lifeline toknowledge. The desires and effort ofall of these people make the Librarythe 'Great Library' that it is.

INTRODUCTION
In August 1990, the newUniversity Librarian, Dr. RuthPatrick, sent a questionnaire to allLibrary staff asking them to listmajor issues facing the UBC Library.The responses identified a numberof deep concerns, particularly in theareas of planning, technology,facilities and equipment, humanresources, and organization.
During the past year, theLibrary's staff has undertaken anumber of initiatives to deal withthese concerns. These, along with areview of core Library activities,are presented in this Report,followed by the Library's goalsand objectives for the coming yearand a series of statistical andinformational appendices.

In December 1990, the PCTmet again with the ARL consultantto discuss formulation of strategies,and the writing of the strategic plan.The first draft of this document wasreviewed by the PCT in June 1991,and a revised first draft was circu-lated to all staff in July. Followingnumerous comments from staff, asecond draft was reviewed by thePCT in early September, andcirculated to the University Admin-istration, the deans, and the SenateLibrary Committee.
A strategic planning processwas initiated with the hiring of aconsultant, Jeff Gardner, from theAssociation of Research Libraries'(ARL) Office of ManagementStudies in Washington, D.C. InOctober 1990, the consultantfacilitated a strategic planningretreat attended by 27 Library stafffrom all parts of the Library, includ-ing both librarians and support staff.The main goals of the retreat wereto examine the Library's organiza-tional values, consider a vision ofthe Library of the future, and outlinea process for creating a strategicplan for the Library.
Although beyond the report-ing year, it is useful to note that atthe end of September 1991, theLibrary Administration andDivision and Branch Headsdiscussed the strategic plan at aLibrary management retreat,facilitated by ARL consultant,Susan Jurow. Priorities for thecoming year were identified andtheir implementation discussed.The draft strategic plan is to bepublished in UBC Reports later.
After the retreat, all Librarystaff were invited to participate inthe definition of the Library'sorganizational values, and in theclarification of a vision for thefuture. A Planning Co-ordinationTeam (PCT), consisting of volun-teers from among the retreatparticipants, was formed to co-ordinate planning activities and beresponsible for preparing thestrategic plan. A number of environ-mental scanning task groups,consisting of volunteers fromthroughout the Library, were alsocreated to examine the majorexternal factors which mightinfluence libraries in general, andthe UBC Library in particular, overthe ensuing decade. They reportedon areas ranging from demograph-ics, the economy, and Universityprograms, to the publishing world,and new information technologies.
Throughout the year, staffmembers were encouraged toparticipate in meetings held todiscuss various planning docu-ments, or to submit their commentsin writing. Their contributions havebeen a very important element inthe planning process. The Library'smany planning initiatives aredirected towards creating a flexibleand dynamic organization able toprovide its user communities withappropriate library and informationservices into the 21st Century.

The entire process wasbased largely on organizationalstructures and procedures devel-oped and refined by RMG. RMGprovided considerable backgroundinformation including draft Require-ments and RFP documents. Costsummary analyses based on the RFPand NSL V responses were alsoprepared by RMG. Mr. McGeemade regular visits to the UBCLibrary during the past year to assistwith the key evaluation steps.A LAP Evaluation Team

invited to sessions during thevarious vendor presentations andseveral general update sessions onthe LAP project.
After a very thoroughreview, comparison, and evalua-tion of commercially availableautomated library systems and theUBC Library's existing LibraryDatabase Management System thefollowing recommendation wasmade to the University Adminis-tration:
The LAP project was a veryworthwhile process that accom-plished much more than its statedobjectives. It provided UBC Librarystaff with a comprehensive under-standing of the currentstate ofinformation technology and anappreciation of the issues that mustbe addressed.
That the UBC Librarycontinue to use the LDMS systemto redevelop the existing circula-tion system; to enhance the onlinepublic access catalogue system;and to operate and maintain otherlibrary application modules.
It also introduced a methodol-ogy or discipline that will be appliedduring the next three years as theLibrary implements several majorsystems projects that will provide amuch improved online system forall users. The aging punchcard-based batch circulation system willbe replaced by a barcode-basedonline system that will be moreeffectively integrated with theLibrary's catalogue and other onlinemeso The circulation status of everyitem will be readily available onlineto all users. Additional features suchas online holds facility will beintroduced. UBCLIB, the presentonline public asscess catalogue(OP AC) system, will be enhanced toprovide more search features andimproved user interface. Moreterminals and workstations will beinstalled in Library branches anddivisions.
This recommendation wasbased on a functional evaluationthat collectively rated the combinedLDMS modules higher than any ofthe commercially available systems.Some of the vendor systems rankedhigher for specific modules, but thiswas offset by poor evaluations forother equally important modules.
These projects will ensure thatthe Library's automated systems aredeveloped and expanded in anappropriate, timely, and cost-effective way during the 1990's.
It was also supported by acomprehensive cost analysisthqt indicated continued localdevelopment was the most cost-effective option available forthe UBC Library at this time. Adetailed project control plan forthe re-development of theLibrary's present circulationsystem and a five year technol-ogy plan were also included inthe report to the UniversityAdministration.

Plans for the new buildinghave also led to a review of theLibrary's organization. Theintegration of Main Library unitsand the Sedgewick Library iscurrently being studied by theHeads of those units and theLibrary Administration.
After a lengthy process ofstudy and analysis, a site for thePhase I Library Building wasapproved by the Board of Gover-nors on May 23,1991. The siteoccupies the area immediately to thewest of the Sedgewick Library,between that building and theMathematics Building. The Libraryand Campus Planning and Develop-ment then began the process toidentify an architect for the newbuilding, which is scheduled to becompleted by 1995. At the time ofthe writing of this Report, a recom-mendation has been forwarded tothe Board of Governors.
As part of the buildingplanning process, a functional andstructural analysis of the MainLibrary was carried out by aconsulting engineer, John Graham.The report noted a number o(functional problems with thebuilding, and indicated that thecost of resolving these as well asthe cost of bringing the buildingup td the current building codestandards were prohibitive, andwould lead to the net loss of space.Building new space was more cost-effective than a wholesale renova-tion of the Main Library. Whilethe heritage core of the building~ould be salvaged for otherpurposes, the remainder of thestructure should be replaced in thelong run. The Graham report wasmade available to Library staff andother interested parties.

The Phase I building, whichwill incorporate the presentSedgewick Library, is slated tobecome the new Humanities andSocial Sciences Library. The follow-ing areas from the Main Library areexpected to move to the newLibrary: the Circulation Division,the Information and OrientationDivision, the Humanities and SocialSciences Division, the GovernmentPublications and MicroformsDivision, and Interlibrary Loans.Also expected to be included in thenew library from elsewhere in the

Staff concerns about thestructural safety of the Main Librarybuilding led to an inspection by theWorkers' Compensation Board(WCB). The inspectors found nostructural problems, but did identifycertain safety hazards. Many ofthese had already been reported toPlant Operations for correction, andthe added emphasis of orders fromthe WCB inspectors has helped tohave the hazards corrected quickly.Persuant to the resolution of Senateof April 1991, the stacks in theRidington Room and the MainLibrary have been tethered. Yetlong-term concerns about the safetyof the Main Library buildingremain.

To reflect increasing buildingand facilities planning activities, theposition of Facilities and Preserva-tion Manager reporting to theUniversity Librarian was estab-lished. The position was filled bythe reassignment of SuzanneDodson, Head, GovernmentPublications and MicrofonnsDivision, who was already acting asthe Library's part-time PreservationOfficer.

Final preparations were madefor the move of the St. Paul'sHospital Library to new space in thenew addition to the hospital. Themove, slated for October, 1991,marks the culmination of a longplanning process, delayed for anumber of years because of budgetproblems. The move should resolvemany of the complaints of staffmembers in the branch aboutsubstandard accommodation and apoor working environment. Spacefor a new Education Library is beingincluded in the first phase of theScarfe Building redevelopment,which is now under design.
A pressing concern of manystaff members as determined fromthe staff questionnaire was inad-equate equipment and furniture.Within the constraints of the budget,the Library addressed those con-cerns by identifying the highestpriorities, and purchasing therequired items. Purchases included

BUDGET charges. Other revenue services arebeing considered.
During the reporting year, theLibrary's budget was affected by anarbitrated salary award for generallibrarians as well as by the pay-ments for a series of early retire-ments. These factors, in conjunctionwith rising costs for many supplyand expense items, forced theLibrary to curtail or postpone manyneeded expenditures.
To develop and providefinancial and budget infonnation tothe Library Administration andLibrary managers, the position ofFinancial and Budget Manager,reporting to the University Librar-ian, was established. The positionwas filled by Ann Turner, formerlyHead of the Catalogue RecordsDivision.
To make the most effective useof the Library's current budget, allservices offered by the Library ordemanded by users will continue tobe critically evaluated. Thoseservices which are assigned a lowpriority will be considered forelimination.

Division and Branch Headsare becoming actively involved inbudget control and development.The provision of budget informationto managers has led to the recoveryof expenditures inappropriatelycharged to the Library, and hasmade managers aware of thelimitations of the Library's financialresources and the importance ofliving within them.
The Library has activelysought grant funds and has in-creased its cost-recovery operations.Grant funds have supported theacquisition of additional materialsfor the collection, new equipment,and project staff to make valuableresources available to the Library'susers. Photocopying operations arefully cost-recovered, including staff,equipment, and supply costs.Additional fine revenue is expectedas a result of an increase in fine

REFERENCE
Circulation and referenceactivity figures continue to beamong the highest reported byacademic research libraries in NorthAmerica. General circulation ofmaterials, including documentdelivery to UBC health sciencebranches and interlibrary lending,amounted to 2,097,962 transactions.While circulation transactionsdeclined about 2%, use of materialin the libraries, estimated bycounting trucks of materialreshelved, increased substantially.Loans to other libraries were 28,210while UBC borrowed 14,879 itemsfrom other libraries. Overall, theLibrary's circulation transactions
averaged 6,560 per working day.The lending of materials betweenthe Library and the teachinghospital libraries increased 2.25%from 47,417 in 1989/90 to 48,477 in
1990/91.
The Library has been develop-ing cost-sharing arrangements withfaculties or departments for manyyears. These collaborative arrange-ments have increased recently tomeet the high cost of data in elec-tronic formats. The Library hascollaborated with the Faculty ofMedicine, the teaching hospitals, theNursing Departments at VGH andShaughnessy, the BC Office ofHealth Technology Assessment(UBC), the Department of HealthCare and Epidemiology, the Depart-ment of Mathematics, the Faculty ofLaw, the Faculty of Education, theFaculty of Commerce and theDepartment of Political Science. Todecrease costs, the Data Library alsobelongs to the Canadian Associationof Research Libraries (CARL)Consortium which negoti~tes thepurchase of major Canadian datasets from Statistics Canada. As aresult, UBC acquired the 1986Canadian Census files and theGeneral Social Survey files at afraction of the list cost.
Library staff answered wellover 400,000 reference and infonna-tion questions during 1990/91, anaverage of over 1,300 per workingday. Online searches of externaldatabases decreased from 6,475 in1989/90 to 5,775 in 1990/91. Thisdecrease is a result of the increasinguse of CD-ROM databases withinthe Library. The 13% increase ininstructional sessions throughoutthe library system reflects thecontinuing need to train libraryusers to search the online catalogueand CD-ROM databases effectively.
NEW AND EXTENDEDSERVICES
The Library continued to addCD-ROM databases and worksta-tions as they became available andas resources permitted. A search fora product to support remote accessto the MEDLINE database wascarried out and the Library expectsto implement this service on campusand at the teaching hospitals. ORGANIZATIONAL CHANGESand Technology Development, theLibrary produced a CD-ROM diskof recent Canadian patents andmade it available to other libraries.The CJK (Chinese/Japanese/Korean) system on the RUNdatabase of the Research LibrariesGroup was purchased for the AsianLibrary and the Catalogue RecordsDivision. It will be used to producean online catalogue of the Library'sholdings in those languages andserve as a research tool for scholars.

The Library continues tostreamline operations. The reservebook service in the Main Librarywas transferred to SedgewickLibrary and the Woodward Reserveservice was integrated withWoodward circulation. Thesechanges are expected to reduce thestaff required to keep the librariesopen during evenings and week-ends. The Library assumed theresponsibility for the collection offines and replacement costs forunreturned books from the Depart-ment of Financial Services.
The Government Publicationsand Microfonns Division nowreports to the Head of the Humani-ties and Social Sciences Division.Services are being reviewed todetermine the feasibility of integra-tion of these units. The role andfunction of the Information andOrientation Division is also beingreviewed and organizationalchanges are being considered.
The first phase of the Auto-mated Interlibrary Loan System(UBCLINC) .was made operational.Funded by a grant from the Minis-try of Advanced Education,UBCLINC will reduce repetitive andtime-consuming tasks and provide atracking system that eliminates mostpaper files.
The UBC Library was a keyparticipant in the creation of tworesearch tools, the Electronic LibraryNetwork (ELN) Medfu Database andthe ELN Union Serials Database,which it developed using its LibraryDatabase Management System(LDMS) software. It contains theserials holdings of over 20 BC post-secondary libraries including the threemajor university libraries and theVancouver Public Library.
The central Film Library wasdisbanded. Videotapes wereintegrated into related subjectcollections. All films and generalhumanities arts and social sciencevideotapes were placed inSedgewick Library. These changeshave made the materials availableover longer hours and have resultedin staff economies. A bookingservice and viewing facilities areprovided in all branches withvideotapes.
Over two-thirds of inter-library loan requests in BC academiclibraries are for periodical articles.The database is an invaluableresource for locating periodicals.The Library also participated in thedevelopment of other ELN resourcesharing initiatives, such as the ELNreference and document delivery
study.10

COLLECTIONS and a change in the method ofbinding of serial volumes forpreservation reasons.ACQUISITION OF MATERIALS
Almost 73,000 monographswere purchased during the fiscalyear, a slight increase over theprevious year. Paid serial subscrip-tions received during the year were17,369 with an additional 5,360 giftsor exchanges for a total of 22,729.There were some problems withthe supply of materials fromEastern Europe. Some vendorshave gone out of business, and theLibrary is trying to find alternatesources. New blanket orders forChinese & Indonesian materialsare operating satisfactorily. TheLibrary will continue to work oncollection policies for the largerlibrary units, and to review thematerials needed to support new
university programs.
The collections budget will beunder some stress in 1991/92 andsubsequent years. In addition to theeffect of inflation on serial and bookcosts, the impact of the GST is
reducing purchasing power by$140,000 to $150,000 a year. Apriority for the year will be to codeserial subscriptions by academicdepartment, and to start identifyingserial titles which may be cancelledas necessary.
ORGANIZATIONAL CHANGES
COLLECTIONS COSTS ANDBUDGET
Serial costs in many of thelibrary units increased significantlythis year due to inflation. Costincreases ranged from 10.7% for theHumanities and Social SciencesDivision to about 14% for theScience units. There is everyindication that cost increases for1991/92 will be in the same range.
During the course of the yearthe organizational structure waschanged so that the Seri{\1sandAcquisitions Divisions reported tothe Assistant University Librarianfor Collections rather than theAssistant University Librarian forTechnical Services. The two divi-sions were reorganized to fonn alarge Order Division with serialsand monograph sections, and asmaller Collections Accounting &Budget Division. Nadine Baldwin ishead of the Order Division andJoyce Davidson is head of theCollections Accounting & BudgetDivision.
Increases to the collectionsbudget for the 1991/92 fiscal yearwere 4% for inflation, 0.28% towardsthe long-term impact of exchangerate changes, and 1.5% for newprograms. Binding costs haveincreased also due to both inflation

DONA TIONS Donors to other parts of theLibrary included Tung-king Ng,Joseph Gardner, Noel Owens, VeraPech, Robert Rothwell, Colleen Simand Patricia Siu, as well as oneanonymous donor. Donations werealso received from the estates ofLesley Halliday and Anne Smith, aswell as from the Leon and TheaKoerner Foundation, McClellandand Stewart (in honour of WilliamNew), and the Agricultural Sciencesclasses of the 1960's.
Gifts to the Special Collectionsand University Archives Divisionincluded the Keith Maillard papers,the Arthur Mayse papers, the JohnMunro papers, and additionalcollections of the papers of EllenHarris and Howard White. HughPalmer and Jack Parnell donatedcollections to the same division.
Donors of special books andcollections to other parts of theLibrary included Edward Mfleck,Ivan Avakumovitch, TheodorBengel, Cyril Bryner, RitaButterfield, Raymond Cryderman,Dorothy Davie, Ronald Hatch,Harry Hawthorn, Ronald Jobe,Derek Lukin Johnston, HannibalNoce, Jan Solecki, Shirley Sullivan,Norman Watt, and the estate ofKenneth Caple.
The Social Sciences andHumanities Research Councilprovided a grant of $40,000 to theMusic Library to purchase micro-films of early music manuscripts.

generalsurgery,obstetrics,and A donation from the Roger

Aspecial facsimile edition of the Bookof Kells was purchased by a largegroup of donors from the Irishcommunity, and was presented tothe Library together with a custommade case.
Donors to the Crane Libraryincluded Katherine Block, Bill andShirley Read, Jim Phelps, JohnMacDonald, Paul and JudithThiele, Gertrude Zack, the RotaryClub of Vancouver, the AlmaMater Society, and the DisabledStudents Association.

Throughout 1990, the re-sources of the University Archiveswere utilized extensively for variousevents associated with UBC's 75thanniversary. In addition to a largeexhibit for Open House, the Ar-chives mounted a major display ofhistoric photographs and a slideshow for the Great Trekker dinner.
During the year the Archivesreceived approximately 65 meters ofnew material. The uses of therecords ranged from the provisionof valuable administrative informa-tion for contemporary decision-making to source material forimportant historical research. Ourmajor users are University adminis-trators, faculty and researchers.
The major objective of theCommittee was to improve theoperation of the University Archivesby encouraging the implementationof records management on campus.The Committee met several timesand also sponsored two generalinformation sessions to solicit inputfrom the University communityregarding the implementation of apolicy governing university recordsand development of a recordsmanagement program. The Com-mittee chose to adopt a decentral-ized model for the records manage-ment program. Record-creatingunits themselves will collectively begiven the responsibility for support-ing a co-ordinated records manage-ment program.
The University Archivesreceived several outside grantswhich assisted in various processingprojects. A Koerner Foundationgrant allowed the publication of a"Guide to the Literary, Performingand Visual Arts" .
A pilot project was developedfor a new online database for acollection of some 200,000 photo-graphic images and in the futureaccess to the images themselves willbe provided through a computer-based system.
The most significant event ofthe past year was the establishmentof the University Archives AdvisoryCommittee in March 1991. Com-posed of diverse campus interests,its mandate is to review and makerecommendations for the UniversityArchives with particular focus on

Suzanne Dodson chaired theProject's Microfilming TechnicalCommittee, which identified andrecommended the standards to beused in preservation microfilming,and which developed a modelagreement between libraries andfilming agents. With these it is nowpossible to proceed in selectingmaterials to be microfilmed from theLibrary's collections, and also toselect the service bureau which willdo the microfilming. The firstpreservation master microfilmsshould be produced by the end ofMarch 1992.
The Library re-organized itsprocedures for book repair andestablished a Mendery, located inthe Main Library. The facility(which serves the entire Librarysystem) is staffed by a LibraryAssistant 3, who has been speciallytrained in proper conservationprocedures. This position reports tothe Facilities and Preservation
Manager.

TECHNICAL SERVICES undertaking necessitated by theimpending closure of the SocialWork Library is the transfer andwithdrawal of more than 20,000volumes, a project that will continueuntil the spring of 1992.
The backlog of materialawaiting cataloguing has continuedto increase to the point wherestorage space is about to be ex-hausted. There are 81,524 items inthis state at the end of the reportingyear, an increase of 24% over lastyear's 65,675. Cataloguing outputwas 63,979 titles; incomingworkload was 76,375 volumes.
A great deal of time wasinvested in planning for technologi-cal change as many staff membersserved on task forces charged withscrutinizing the features of anumber of systems marketed bycommercial vendors. The RLINsystem was introduced to supportcataloguing in Oriental languagesand has been functioning well forseveral months. Early indicationsare that the acquisition of a newcomputer has had a beneficial effecton response time.
There has been a significantdecrease in the amount of pre-order
bibliographic searching performedin the Catalogue Records Division,21,677 titles having been searched in1990/91 as compared with 28,333 inthe previous year. This decline of25% is probably a reflection of theincreased ability of library units toperform this function remotely anda high incidence of fully committedallocations in the book budget.
The rush trace continues to bea popular service, with the averagenumber of monthly requests to theprocessing divisions increasing from305 to 399 between 1989/90 and1990/91, a growth of 31 %. A major

SYSTEMS UBCLINC system. The LAPproject was a large scale reviewand evaluation of commerciallyavailable automated librarysystems and the local LDMSsystem and involved over sixtystaff from all parts of the Library.UBCLINC is an inter-library loan(ILL) management system devel-oped in the LDMS environmentand designed for use by both localUBC staff and ILL staff at other BCpost-secondary libraries.
SYSTEMS CHANGE CONTROLBOARD
This Board was established toprovide an administrative forum forreviewing requests for changes orenhancements to existing Ubrary
systems, establishing systemspriorities, and monitoring theoverall workload of the SystemsDivision. The latter responsibility isespecially important while theDivision is being tasked with majorsystems projects such as the devel-opment of a new circulation system.During the next two years, it may benecessary to curtail or postponechanges to any existing Librarysystems unless they are absolutelyessential.
Medium projects underwayduring the year reflected the scopeand variety of the local LDMSsystem. Some of the highlights aresummarized here. The BC Elec-tronic Library Network contractedwith the UBC Library for thedevelopment and implementationof a Union Serials Database on theLDMS system. Serials records fromover twenty BC post-secondarylibraries and Vancouver PublicLibrary were loaded into the file.The existing Rush Trace system wasre-developed. More commerciallyavailable databases such as theCanadian Education Index and theCanadian Statistics Index wereloaded on the LDMS system.Systems support for print/ down-load workstations that would allowusers to save online searches duringa terminal session was developed.

SYSTEMS DIVISION
The implementation of theGoods and Services Tax requiredmodifications to the Acquisitionsand Invoice Processing systems.The previously separate public andstaff inquiry modules on LDMSwere merged and some enhance-ments such as more keywordindexes were implemented.
The Systems Division com-pleted a typical mix of major,medium, and minor projects duringthe year while also providingongoing operational support for allof the hardware and numerousmodules of the LDMS system. Thetwo major projects were the LibraryAutomation Project (LAP) and the

Two major hardware up-grades occurred during the year. Inthe early Spring, the aging andfailing POP mini computers wereretired from active service and theSGI Unix servers took over the datacapture support for the circulationsystem. In August the overloadedHitachi mainframe was replaced byan ffiM 3081 machine as part of alarger equipment shuffle at Univer-sity Computing Services. The largermachine doubled our processingcapacity just in time for expecteduser increase at the beginning of FallTerm. The improvement in perfor-mance and response time waswelcomed.
The Systems Division will beaddressing basic systems supportissues such as the migration fromthe present MTS operating system toa distributed, and more cost-effective, computing platform. Therequired communications supportfor all Library systems will be re-developed in a manner that reflectscomputer communications trendson campus.
ORGANIZATIONAL CHANGES
Systems management respon-sibilities were changed during thereporting year. The position ofSystems Manager, reporting to theUniversity Librarian, was estab-lished. The position was filled byBrian Owen, Senior Librarian/Analyst in the Library's SystemsDivision. The Head of the SystemsDivision will now report to the
Systems Manager.

Changes in scholarship,scholarly communication, andinformation technology place newdemands on the Library's staff.The evolution of an integratedelectronic library and informationsystem will require the provisionof training and developmentprograms to give staff the skillsand knowledge they will need inthis changing work environment.
The Library's staff establish-ment totalled 359.16, including 99librarians, 6.17 management &professional (M&P) staff, and 253.99support staff at the end of thereporting year. The total included9.99 cost-recovery or grant-fundedpositions. This compares to anestablishment of 358.83 (including8.49 cost-recovery or grant-fundedpositions) at the end of the previousreporting year. The net increaseresulted frOI1l the establishment ofadditional cost-recovery and grant-funded positions, the conversion ofa librarian's position into supportstaff positions, and bridge fundingto establish the position of a ScienceOutreach librarian, not yet filled.

Throughout the year, eachvacancy which occurred wasreviewed by the Library Adminis-tration to see whether a replacementwas absolutely necessary, whetherthe position could be left vacanttemporarily, or whether the positioncould be eliminated. Funds resultingfrom positions eliminated or leftvacant were used to meet the cost ofsalary settlements, to fund earlyretirement payouts, or to supple-ment allocations for supplies,equipment, and other operatingexpenses. During the past fiscal year the
Library allocated funds for specificstaff training programs, as well asadditional funds as part of staffdevelopment activities related to thestrategic planning process. Thisfunding enabled librarians andsupport staff to attend on- and off-campus courses and workshops to

learn new skills that will help themto contribute to the fu1lfilment of theLibrary's mission. Library-spon-sored workshops included Planningfor Change, Myers-Briggs Personal-ity Trait Assessment, and Develop-
ing Creativity.
established to review career pro-gression, promotion, and advance-ment, the status of librarians, ranksand classifications, compensationpractices, and methods and condi-tions of appointment. Chaired bythe Assistant University Librarianfor Administrative Services, theCommittee is reviewing a largeamount of material obtained fromother institutions and is obtainingthe opinions and ideas of UBClibrarians. The Committee willmake its recommendations to theUniversity Librarian by the end ofApril 1992. As some of the mattersbeing discussed by the Committeeare the subject of bargaining be-tween the University and theFaculty Association, changes maynot necessarily occur quickly.
In view of the importance ofstaff training and development, theLibrary has allocated additionalfinancial resources through in-creased cost recoveries and internalre-allocation and has established aseparate budget for this purpose. Along-range goal is to increasefunding for staff training anddevelopment to a minimum of 1 %of the Library's salary budget. Thiswill ensure that the Library's staffare ready to meet the increasinglysophisticated information needs ofthe Library's users.
The Librarians' Travel GrantsCommittee allocates travel funds tolibrarians to permit attendance andparticipation at professional confer-ences and meetings of learnedsocieties. Funds are limited, andonly partial travel, registration, andaccommodation costs are covered.During the reporting year, theTravel Grants Committee was givenan allocation of $25,000, including$13,500 of supplementary funds.Forty-two librarians were able toattend 18 conferences or profes-sional meetings.
Four librarians retired or tookearly retirement during the report-ing year. Eldo Neufeld retired asMusic Cataloguer at the end ofSeptember, 1990. He had workedfor the Library since 1970. Threeother long-service librarians tookearly retirement at the end of June,1991. Doug McInnes, Head of theWoodward Library, and formerUniversity Librarian, had workedfor the Library since 1963. BillWatson, Assistant UniversityLibrarian, Public Services (CentralLibraries), and recently ActingUniversity Librarian, had com-pleted 22 years of service at theLibrary. Chuck Forbes, Curator,Colbeck Collection (Special Collec-tions), left after serving 25 years.

SUPPORT STAFF
The support staff severancerate decreased to 17% from 22%during the previous reportingyear. Of the severances whichoccurred, more than 84% wereresignations. As well, there was asubstantial decrease in the turn-over rate (the percentage ofpositions which change handsduring the year compared to theestablishment) , which declined to32% from_46%. There were fewertemporary promotions andtransfers, and most of the sever-

The Library's regular studentassistant and hourly staff budgetamounts to more than $1 million,the equivalent of almost 48 full-timeequivalent positions. The bulk ofthis money continues to be spent onstudent assistants working ten hoursper week or less who perform basiclibrary and clerical functions. Theremainder is used for temporaryproject and replacement staff,summer sessional staff, graduateacademic assistants, and to cover thedifference between the work studystudent rate authorized by theProvincial government, and the ratethe collective agreement requires theLibrary to pay such students.
Three members of theLibrary's support staff retiredduring the reporting year. NoraWilliams, Library Assistant 3, MapLibrary, who had worked for theLibrary since 1966, retired at the endof September, 1990. Colin Banyard,Library Assistant 1, CirculationDivision, retired at the end ofAugust, 1991. Lily Wilson, Adminis-trative Clerk, Librarian's Office,resigned to take early retirement atthe end of June, 1991, after complet-ing 30 years of service with theUniversity, including 20 yearswithin the Library. With herdeparture, the Librarian's Office lostalmost a generation of experienceand familiarity with the University's
operations.
The classifications of 4support staff positions were re-viewed this year. Reclassificationsincluded a Secretary 3 to 4(Librarian's Office), Library Assis-tant 4 to 5 (Order Division), Clerk 2to 3 (Collections Budget andAccounting), and Library Assistant1 to 2 (Sedgewick Library). Inaddition, a classification grievanceinvolving eight employees in theCatalogue Records Division, whichwas scheduled for arbitration, wasresolved through a letter of under-standing clarifying the work oflibrarians and support staff at nocost to the Library and withoutchanges to the classifications of theemployees concerned.
During the past year, ninevacancies for Graduate AcademicAssistants were advertised andfilled with students enrolled inUBC's School of Library, Archival,and Infonnation Studies (SLAIS), inaddition to students carrying overfrom the previous year. Thesestudents perfonn professionalduties including reference assis-tance, assistance with collectiondevelopment, bibliographic search-ing, and evening or weekendsupervision. The use of GraduateAcademic Assistants supports theeducational and training program ofnew librarians at UBC, and enablesthe Library to provide additionalservices in a cost-effective manner.
The Library was allocated$12,895 for Challenge '91 summerprojects during the past year. Elevenprojects were developed by Divisionand Branch Heads, and five wereapproved -in Humanities/Social

Sciences, in Special Collections, inthe Asian Library, in the WoodwardLibrary, and in the Crane Library.In addition, the Director of SLAISmade available to the Library themajor part of SLAIS's Challenge '91allocation, $4,655, so that twoadditional projects in Informationand Orientation and the SedgewickLibrary could be approved.
In addition to the Library andSLAIS projects, the Special Collec-tions Division gained the services ofother students for projects spon-sored by other academic depart-ments. This was a substantialincrease from the previous year,when the Library used only $4,200and sponsored two projects. TheLibrary provided an additional$17,550 in matching funds tosupplement the Provincial govern-ment allocation, so that the studentswho were hired could be paid at$10.00 per hour rather than at theminimum wage of $5.00 per hourprovided by the program.
The Library advertised 56work study student assistantpositions during the reporting year.Of these, 40 were filled, providing5,969 additional hours of assistance.The Provincial government pro-vided re-imbursement at $9.00 perhour, yielding an additional $53,721to the Library. However, theLibrary had to top-up this rate topay $11.10 per hour plus vacationpay as mandated by the rateestablished for student assistants inthe CUPE 2950 Collective Agree-ment, and cover the employer'sshare of compulsory benefits for acost of $16,534.

Aninaugural meeting of the Technol-ogy Advisory Subcommittee washeld in September 1990.
The Library continues to workclosely with the University'sDevelopment Office in such activi-ties as the Campus Campaign andthe Phase I Building project.
