REPORT

1. BACKGROUND

In March 2013 Murray F Young (MFY) prepared a Traffic Management Study of the Alice Springs CBD. This report was presented to a Council forum in July 2013, Twenty items, as listed below, was recommended to and approved at the August 2013 Ordinary Meeting. (Attachment A)

2. DISCUSSION

A Council action plan (Attachment B) was generated from the MFY traffic management study report. From this report:

Recommendation No 2 was to upgrade signage in school zones. Completed

Recommendation No 3 was to upgrade signage in school zones Kerb protuberances to minimise pedestrian crossing distance and further highlight the presence of the refuge could also be provided. Costing of works completed (no road modifications implemented­not required)

The Alice Springs Town Council depot line marking crew is currently upgrading the line marking throughout the Alice Springs CBD as per recommendations 11 and 21 of the MFY traffic study

Recommendation No 16 Contact NT Government regarding dedicated right hand turning lanes at the intersections along Stott Terrace- (spoke with Greg Bowey from NT Government not interested)

MFY Recommendation Council action Recommendation 1: Relocate 60km/h signs for drivers exiting the CBD to the departure sides of relevant intersections. No Action

Review the appropriateness of the 40 km/h speed limit within the School Zone. Consideration could be given to a lower Recommendation 2: speed limit in within the School Zone (i.e. 25 km/h as applied in some other areas in Australia). Upgrade signage in school zones

A (painted) median treatment should be continued from the existing right turn lane across the intersection (with continuity lines where turns are permitted)

Recommendation 11: to ensure through-bound drivers are appropriately directed. Council to linemark Reconstruct pedestrian ramps, in accordance with the requirements of the relevant Australian Standard, to appropriately

Recommendation 12: define pedestrian travel paths. Refer recommendation no 6 Recommendation 13: Review the refuge opening width and narrow to align with the adjacent pedestrian ramps. Refer recommendation no 6

Review pedestrian facility provision at the intersection of Todd Street and Gregory Terrace. Refuges should be provided closer to pedestrian desire lines, however turning requ irements of buses and commercial vehicles will need to be considered.

Recommendation 14: Kerb protuberances to minimise pedestrian crossing distances could also be provided. Liaise with the Department for Transport in relation to the higher crash rates experienced at the signalised intersections on Stott Terrace. Consideration should be given to separation of through movements and right turn movements on the minor approaches (Bath Street, Hartley Street and Todd Street) to allow altered phasing and reduce rear end conflicts. Furthermore, dual lanes are not required on Stott Terrace to accommodate the existing traffic volumes and similar alteration of lane arrangements could be undertaken for Stott Terrace approaches. Consideration should also be given to the provision of separated bicycle lanes on each approach. Review of commercial vehicle turn paths will be required at these intersections to ensure such alterations can be accommodated with in the road reserves (some increases to corner radii may be requ ired

Recommendation 16: to accommodate such vehicles). Write to the NT Government Consider the restriction of right turn movements into and out of Todd Street at its intersection with Wills Terrace. This would allow an increase in the right turn storage lane associated with the Wills Terrace/Leichhardt Terrace/Undoolya Road 12-0238 Alice Springs CBD Traffic Study- March 2013 Revision A Appendix B intersection and removal of the two existing short tapers. This recommendation would be of particular relevance if a roundabout is installed at the Hartley Street/Wills Terrace intersection (which would allow drivers to turn left out of Todd Street and then "u-turn" at the roundabout to head east along

Recommendation 17: Undoolya Road or south along Leichhardt Terrace). No Action Construct pedestrian ramps aligning on both sides of existing pedestrian refuges. Parking (both car and motorcycle) should be restricted not only where ramps are provided but for a sufficient distance to ensure adequate sight distances between pedestrians and drivers.
