    1. Introduction

    LiberaMente project 2011 hosted an international youth

    meeting gathering young people from peculiar regions with

    the aim of empowering Youth-Led Development (YLD).

    For this event, participants came from various EU and extra EU

    countries to meet in Bolzano/Bozen to discuss, exchange and

    strenghten the role of youths towards developing effective

    strategies of YLD and creating a network for future exchange

    and cooperation.

    Previously the LiberaMente 2011 project has seen the

    organization of different workshops during the first part of 2011

    on various key issues concerning Alto Adige youths, involving

    50 students, and using different participation techniques (see

    report of workshops results: www.liberamente.bz.it).

    The International Meeting have been held from the 27th till

    the 30th of October 2011 in Bolzano/Bozen. The activities

    mainly took place at the EURAC, the Free University of Bolzano

    and the Youth Center "Pippo FoodChillStage" and "Vintola 18".

    During the meeting YLD has been discussed under many

    aspects: views, presentation of successful examples and

    debate on findings and common perspectives on YLD.

    The goals of this meeting have been aimed at exchanging

    and comparing experiences on YLD practices in a

    participated and creative way, evaluating the role of

    participation instruments and social media, and defining ideaproposals and tools to enhance and reinforcing YLD actions

    with various stakeholders in different contexts.

    Mafun Youth Association of Finno-Ugric Peoples

    (Russia)

    Name of best practice:

    Workshop of the future of the Finno-Ugric youth creative project

    Aims of the initiative:

    Combine the Finno-Ugric youth through culture. Activate creative

    relationships and develop the creative initiative of youth

    organizations, collectives, ensembles of the Finno-Ugric peoples.

    Describe why the project is needed! What is the problem that you

    want to address?

    Youth of the Finno-Ugric peoples thinks, that native culture is

    unpromising, irrelevant and uncompetitive in the global world. The

    modern art of the Finno-Ugric cultures doesnt develop.

    The project teaches young people to make their cultural product of

    modern and relevant, but at the same time authentic. Marketing

    techniques have to make traditional crafts and occupations

    competitive.

    Steps of preparation and realization:

    The project is implemented for four years. Each year is dedicated to

    a single topic: puppet theater production of musical instruments,modern music. Last year will be devoted to creative marketing and

    branding of the product. Each year, trained 40 people. Each year

    the two sessions. Also, the project pays the travel of some

    participants in other similar activities. Each year, jointly produced

    creative products: multimedia CD, a song performance.

    Achieved results and long term effects in relation to the development

    of the territory:

    A network of successful creative young people from different regions

    of Russia.

    There are new creative community, creative products. Young

    people have knowledge about the positioning and branding of their

    product at the regional, national and international level.

    Name of best practice:

    SUMMER SCHOOL OF SUSTAINABLE DEVELOPMENT

    Aims of the initiative:

    GENERAL AIMS:

    To generate ideal conditions for a sustainable development.

    To promote a social conscience for the defense and improvement of

    the environment.

    To revalue and to assume the rights and obligations as citizens in the

    respect to the natural, historical - cultural and social heritage.

    SPECIFIC AIMS:

    To facilitate a space of formation, meeting and reflection about the

    subject matter of the sustainability.

    To develop actions of public usefulness for the zone.

    To facilitate the relation with the environment in order that it turns into

    a place of observation and experimentation.

    To favor the situations and intergenerational, cultural and

    ethnographic activities of the zone, promoting the interaction of the

    participants with the local population.

    Describe why the project is needed! What is the problem that you

    want to address?

    In spite of the continuous efforts realized in Vedra (Galicia), at

    present still there are great the needs of formative and educational

    character in subject matter environmental way and of sustainability.

    Therefore, we design this project with the purpose of covering these

    lacks: the lack of information about the environmental and

    patrimonial values, lack of initiatives of conservation and

    development in order to achieve his maximum valuation and to

    achieve a sustainable development, looking for a labor of

    implication and awareness of the natural and patrimonial values of

    this territory, looking for a new social perception.

    For it there develops this program of formation and environmental

    education departing from the base of the sustainable development;

    on the one hand the ecological sustainability that guarantees that

    the development is compatible with the maintenance of: the

    ecological essential processes, the biological diversity and the

    biological resources; on the other hand, the social, cultural and

    economic sustainability that guarantees that the development

    increases the control of the human beings on his own lives, is

    compatible with the culture and the values of the affected persons

    and support and strengthen the identity of the community.

    Steps of preparation and realization:

    The idea of the Summer school of sustainable development " was

    born at the beginning of the year 2008, when a group of young

    persons of Vedra, worried by the sustainability of his territory, decided

    to design a strategy that was bringing this problematics over to his

    young persons. Since then, these associate young persons

    programme the accomplishment of the summer school, which is

    realized annually during July. Likewise, during the rest of the year,

    meetings are realized monthly between the participants, those who

    are a part protagonist in the design and accomplishment of the

    summer school.

    Achieved results and long term effects in relation to the development

    of the territory:

    Across the different activities developed in the last four years in the

    Summer school, we can emphasize the high degree of participation

    of the community (across intergenerational activities, round tables

    with the local population, printed publications ). Likewise, we can

    emphasize the important number of local actions realized

    (plantation of trees, cleanliness of rivers, detection of uncontrolled

    dumps, creation of ecological gardens ).

    But, maybe the most important reached aim, and at that we

    continue being employed, it is in the creation of an ecological

    conscience in the young persons that it qualifies them to take

    sustainable decisions in his lives and in the development of new

    projects as the Summer school of sustainable development".

    GOLD CRADLE

    Aims of the initiative:

    -It is propaganda, support and development of vocal art;

    -It is propaganda and maintainance of traditions of vocal school;

    -It is an exposure of talented performers, teachers among the

    participants of competition and stimulation of their creative work;

    -It is education among rising generation of understanding and love

    to the domestic and world art, spiritual culture as basic in formation

    of civil world view;

    -It is bringing children, young people and adults to vocal creation;

    -It is perfection of performance trade of vocalists;

    -It is expansion of repertoire range of interests among participants of

    competition;

    -It is establishment of new contacts of co-operation and possibility of

    exchange by experience for teachers, leaders of performers;

    -It is an exposure of talented young performers for providing by him

    support in the increase of level of performance trade

    Describe why the project is needed! What is the problem that you

    want to address?

    Crimean-tatar people have many talented children, but not all of

    them are in a position to get busy in bands, because a lot of them

    live in the remote corners of Crimea

    Steps of preparation and realization:

    Castings of competition passed in all districts of Crimea, where

    among the numerous applicants of judge chooses the most

    talented participants who continue a fight in next round. For a few

    months there are participants of three nominations: dance, song and

    artistic word, prepare to the second round, enabled them to expose

    the creative talent. Those, who passes this heavy test successfully,

    wait a final selection round, where they should prove their talent to a

    judges,that only they deserve to be winners.

    Achieved results and long term effects in relation to the development

    of the territory:

    Enabled children to rotin the talents the authoritative teachers of

    Crimea. To put right connections with them and continue the further

    teaching in chosen direction. Some finalists of competition are

    popular performers now not only in Crimea but also abroad.

    Europe Direct Trentino (Trentino)

    Name of best practice:

    Youthness Council Area

    Aims of the initiative:

    The creation of a common Area to animate the participation of the

    youth people and the community

    to build up territorial youth policies. In this Council Area the youth

    associations can debate with

    the stakeholders connected with youth policies (delegates of student

    institution, social organizations, etc.),

    the politicians and the administrators of the territory to analyse and

    evaluate the current economic and

    social situation of the province according to the needs of the youth

    people.

    Describe why the project is needed! What is the problem that you

    want to address?

    This project is needed to enhance the lack of cooperation between

    the actors operating in the youth policies field.

    Steps of preparation and realization:

    All the municipalities of the province choose an institutional

    reference to represent their interests

    toward the Y.C.A.

    2) The institutional reference has the assignment of arranging

    meeting and get in touch with both the stakeholders and the

    administrators of the territory (politicians,investitors, etc.).

    3) All the members of the council take the name of Y.C.A and take

    into account some guidelines

    for the annual activity of the group. According to these guidelines

    the youth associations present in the

    province present different kind of activities.

    4) A commission chosen by the province evaluate all the projects

    and assign some founds to the best initiatives.

    After the first year of experimentation the Y.C.A. succeeded in linking

    the layer of different fields

    in a unique structure, and as been constantly evaluated for a future

    improvement.

    Save Youth Future Society (Gaza)

    Name of best practice:

    Youth for change: Enhancement of democracy and advocacy

    among youth in Gaza and West Bank

    Aims of the initiative:

    To promote respect for human rights and the rule of law in Palestine

    and to reinforce Palestinian civil society institutions.

    To empower Palestinian youth to effectively participate Decision

    making and support the idea of democracy and the role of youth in

    that.

    To build strong coalitions and networking between youth in the Gaza

    Strip and West Bank to deliver key advocacy messages to the

    international communities.

    Problem Statement

    Despite the devastating circumstances associated with the current

    siege and sanction imposed on Gaza, several youth organizations

    and universities continue to fight for their existence, convinced that

    they fill a meaningful role in representing public opinions in the Gaza

    Strip. Democracy and human rights concept are cornerstones when

    creating a sustainable society and youth is ones societys future.

    this subject is one of utmost important to Palestinians now. This is

    further related to a great current emphasis on the subjects of

    democracy and human rights taking place in the Palestinian

    community now and the subjects are timely and needed. Youth are

    the most politically active, but are also seriously marginalized and in

    need of education and support. Further, the youth are considered

    the pillar of any future development in society, since they are the

    major engines for change and democratic transformation.

    The Palestinian youth sector is a group that is seriously marginalized in

    their society. The youth have faced tremendous challenges within

    the Palestinian authority areas, such as unemployment and lack of

    organized initiatives to respond to their needs. For example, in the

    year 2002, some PLC members proposed to issue a youth nurturing

    law, aimed at building the capacities of the Palestinian youth and

    designing systematic and comprehensive programs to advocate

    their needs. This law failed to be implemented together with the

    disappointment of Palestinian youth. In addition, the control over the

    youth financial resources is the sole responsibility of the minister

    himself, even the youth clubs, institutions, or associations are not

    entitled to seek local or international support, unless they get the

    approval of the ministry. There is a vast need of providing more

    information about these subjects among young Palestinians and to

    give them the tools to independently create a future democratic

    environment based on their human rights.

    events, announcements, and updates on progress. In this way,

    Palestinian youth will form alliances with their peers abroad who are

    also undertaking advocacy actions toward activiating the concept

    of the democracy, human rights and the rule of law and will learn

    from what others have accomplished while also drawing attention to

    the issues that they face, issues which are often under-reported due

    to their physical and social isolation.

    The websites, blogs as well as facebook and twitter social websites

    provide a forum for youth to learn more about the situation in Gaza

    ans westbank and the role of youth in decision making and also the

    rule of law, discover new ways to take action, and exchange ideas

    and connect with experts in Democracy and human rights. In

    addition, these social websites will be utilized by youth to write letters

    and petitions to decision makers.

    3. Youth-led advocacy campaign

    The advocacy campaign will target policy makers, decision makers

    and donors aiming to advocate for the respect, protection and

    fulfillment of democracy, human rights and the rule of law in oPt. The

    advocacy actions will point out the negative impact of the absent of

    the law and the violation of human rights, and the absent of

    democracy.

    Production of a documentary film

    Youth leaders together with a local organization or an expert

    consultant in the field of media and photography will work on

    producing a five-minute video on role of youth in change and

    decision making and also about the rule of law and human rights in

    oPt. The video will act as a documentary or reportage highlighting

    the common problems with youth and the situation in Gaza and

    West Bank. The film will be copied on CDs and disseminated widely

    to local and international organizations and individuals. The film will

    also be posted on you tube.

    Mural paintings

    Art will be utilized as the most powerful way of expressing feelings

    and can be stronger than words. For this, mural paintings will be

    designed to mobilize and provide space for youth as well as the

    public to expresses their fear, concerns and opinions about their role

    in decision making and the situation of gaza and west bank and its

    negative impact on their life.

    Youth leaders together with a group of artists will draw number of

    mural paintings so as to voice feelings and positions in the form of

    paintings.

    Sustainability

    Economical: The project continuity is guranteed; the society will

    duplicate the same activities with other youth NGOs in the year 2012

    utilizing local resources. Running costs, other fees will be collected

    from local bussinesses in order to conduct the same activities with

    other youth NGOs. These fees and contributions will cover some costs

    of the next activities during 2012.

    Social events and round table discussions will be extended by the

    SYSF utilizing local resources with other youth members from other

    NGOs and youth centers.

    Achieved results and long term effects in relation to the development

    of the territory:

    A well-trained cadre of youth leaders is better equipped and able to

    undertake advocacy actions related to their communities issues.

    A platform for coordination, peer support and experience sharing

    provided to young youth.

    Huge numbers of youth have participated in many awareness-raising

    sessions on the right of youth in making decision and changing, and

    also in activating the concepts of each democracy; human rights

    and the rule of law in opt.

    A number of youth leaders from Gaza Strip and West Bank

    participate in the video-link conference sessions and are better

    equipped to plan their awareness-raising and advocacy actions.

    Youth leaders will have enhanced their knowledge and skills on

    leadership, advocacy and social media skills.

    Moldovan National Youth Council (Moldova)

    National Minorities

    The issue of national minorities holds an important place from the

    social perspective in modern world. Along with other countries with

    recognized democracies, the Republic of Moldova represents a

    certain experience in multilateral organization of development of

    national minorities and observance of the laws on rights and liberties

    of national minorities. The Supreme Law Constitution holds the state

    in charge for recognition and guaranteeing the right to all citizens to

    keep, develop and express their ethnic, cultural, lingual and religious

    identity.

    Issues related to observance of the right to national identity and

    preservation thereof, collective and individual rights of people that

    belong to national minorities, are treated and settled by dialog,

    reasoning, compromise, tactfulness and good will. In this field any

    drifting towards emotions, psychosis and national rhetoric, in

    particular at the state level, may cause much suffering and damage

    and inevitably result in international isolation and sanctions. Ignoring

    or violent treatment and failure to have a dialog to reach a

    compromise on issues of national minorities had always led to a true

    disaster for the country where such things took place.

    In accordance with international standards, national minorities have

    the right to: national, lingual, cultural and religious identity,

    preservation and promotion thereof, where the state has to protect

    them and create the required conditions for maintaining and

    developing thereof; actual participation in social, political,

    economic, cultural and religious life of the country; free and

    unrestrained use of their native language in public and private life,

    including in relations with central and local public administration, in

    particular in places of compact residence.

    The state has to protect against any racial, national, ethnic or lingual

    discrimination; the choice of language for education and training in

    all educational institutions; form associations in order to protect and

    promote more efficiently their interests and rights; equality before

    law; same liberties, rights and obligations as other citizens; access to

    information of public interest and other information in their native

    language; maintenance and development of relations with "historic

    homeland"; citizenship; to elect and be elected in local and central

    public authorities; keep the surnames and fathers names as per

    norms of native languages without being "adapted"; use native

    language in penal and civil procedures. In the same time, according

    to these standards, the states must take all actions necessary to

    prevent and sanction xenophobia, anti-Semitism, racism, ethnic and

    national intolerance.

    We believe that it is important to maintain application of

    international standards and practices in observance of all civil,

    political, cultural, social and economic rights of people that belong

    to national minorities. Consolidation of civil society and

    enhancement of cooperation with local public authorities engaged

    in protection of rights of national minorities in the Republic of

    Moldova, development of association sector as a basic structure of

    states shall conclude, regardless of existing international instruments,

    where specific conditions justify it, bilateral and multilateral

    agreements for purpose of protection of national minorities.

    Considering the above-stated, the Republic of Moldova has

    concluded numerous bilateral treaties with neighboring countries.

    The parties shall ensure rights of people that belong to national

    minorities and residing in the territory of the respective Party both

    individually or with other members of their group, freedom to express

    and the right to keep and develop their ethnic, cultural, lingual and

    religious identity, protection against any attempt of assimilation

    against their will.

    In devotion to the Universal Declaration of Human Rights and other

    international legal acts on human rights, including to the Framework

    Convention for protection of rights of national minorities, taking into

    consideration ethnic, cultural and lingual diversity of population in

    the Republic of Moldova, formed throughout the history, on

    19.07.2001 the Parliament has adopted the Law on rights of people

    that belong to national minorities and legal status of their

    organizations.

    The law has the goal to confirm and develop fundamental rights,

    liberties and obligations of people set out in the Constitution of the

    Republic of Moldova. Thereby the rights and obligations of people

    that belong to national minorities have been laid out so that people

    that belongs to national minorities will not feel that their rights have

    been violated, but to the contrary, protected by the State.
