If the final drill diameter (drill diameter plus Drill Oversize value) of a

pad/via exceeds the pad/via size, then a circular shape of the final drill

diameter is used to represent the pad/via in PREditor. For non-circular

pads/vias, this causes the wrong clearance shape to be used during copper pour.
