St. Lawrence County Highway Department Presents Replacement of Country Road 35 (Slab City) Bridge over Trout Brook Town of Potsdam St. Lawrence County Project Description: The project proposes to replace the bridge that carries County Road 35 (Slab City) over Trout Brook. County Road 35 is a two-lane local rural road located in the northern portion of St. Lawrence County located in the Town of Potsdam. The project corridor begins at a point on County Road 35 approximately 550 feet south of the existing bridge and ends at a point on County Road 35 approximately 350 feet north of the existing bridge. Additionally, the project limits extend west on Morley- Potsdam Road approximately 500 feet from the southern intersection of County Road 35 and Morley-Potsdam Road, and east on Morley-Potsdam Road approximately 300 feet from the northern intersection of County Road 35 and Morley-Potsdam Road. Existing Bridge: The existing bridge was originally constructed in 1921 as a concrete arch and later widened with the addition of steel beams and a concrete deck. The existing single-span bridge provides for two lanes of traffic and has a clear- roadway width of approximately 53’-3” between railings. Project Need and Objectives: St. Lawrence County has identified the need for the project to address deficiencies of the bridge following review of the Biennial Inspections reports. The bridge exhibits several structural deficiencies and is considered scour critical. Several problem areas and project needs have been identified for the project. These needs have been used to develop the following project objectives: Correct or eliminate structural deficiencies to improve the condition of the bridge using cost effective techniques while minimizing the cost of future maintenance and repair. Address geometric deficiencies to improve traffic flow and facilitate safer traffic operations. Improve hydraulic efficiency and reduce the potential for erosion and scour by improving the stream alignment. Meet the objectives above in a socially, economically, and environmentally sensitive manner Bridge Condition: The existing bridge is in poor condition and exhibits several structural deficiencies. The steel girders are exhibiting significant and out of plane bending has occurred at the diaphragm to girder connections. Both abutments exhibit surface spalling, cracking with efflorescence, and deteriorated concrete. The bridge is misaligned relative to the stream channel. The stream bends sharply immediately upstream of the bridge, continues under the bridge, then bends again to follow the natural path of the stream. The misalignment has resulted in scouring along the face of the end abutment. Alternatives Considered: The following alternatives were considered as possible solutions to the project need: Alternative 1 – Null / Do Nothing: Has been determined not to satisfy the project needs and programming goal, and therefore, has been eliminated from further consideration. Alternative 2 - Bridge Rehabilitation Has been considered and rejected. Rehabilitation would fail to address hydraulic deficiencies and the extensive required repairs would not be economical. Alternative 3 – Bridge Replacement Has been determined to fully satisfy the project needs and programming goal. This alternative has been identified as the preferred alternative.

Right of Way:The project will require acquisition of Right of Way andEasements along portions of the properties adjacent to theproject. The Right of Way acquisitions will be needed forconstruction of the re-aligned intersections. The easementswill be needed the re-alignment of the stream and for futuremaintenance of the stream and bridge. Affected propertyowners will be contacted during final design.

Maintenance & Protection of Traffic:The project will require closure of County Road 35 at thebridge and require traffic to follow an off-site detour for theduration of construction. The two intersections of CountyRoad 35 and Morley-Potsdam Road will remain open totraffic during construction. The detour will be approximately14.4 miles long.

Project Features:The preferred alternative of bridge replacement includesthe following features in the project:

• Completely remove the existing bridge.

• Construct a new bridge consisting of a steel multi-girderand concrete deck superstructure supported onreinforced concrete integral abutments founded onpiles. The bridge will be built to accommodate two 11’-0” travel lanes and 4’-0” shoulders.

• Construct a new cast-in-place concrete wingwall at thesoutheast corner of the new structure.

• Re-align the stream in the vicinity of the bridge toimprove the hydraulic efficiency of the stream byreducing the angle at which the stream approaches thebridge.

• Place stone fill in front of the structure and along thestream banks to prevent erosion and scour.

• Reconstruct the County Road 35 roadway approachesat each end of the bridge along a similar horizontalalignment and a slightly increased vertical profile.

• Reconstruct the two intersections of the Morley-Potsdam Road and County Road 35 to provide saferintersections. The intersections will be re-aligned toform “T” shaped intersections and provide additionalseparation between the intersections and the ends ofthe bridge.

• Construct dry swale stormwater controls and drainageimprovements to comply with environmental permits.

• Install and replace guide railing, signage, and stripingthroughout the corridor to meet current standards.

Funding & Costs:Funding for the construction of the project has yet to beestablished. St. Lawrence County is submitting forconstruction funds under the 2021 BridgeNY process andthe funds will be announced in the Fall/Winter of 2021 Theestimated construction cost for the project is $2.4 million(expected award amount).
