OVERVIEW

Reopening of Royal Cork Yacht Club

Phase 1 & 2

On Friday 1st May 2020, the Irish Government published a Roadmap for Reopening Society and Business to ease the COVID-19 restrictions and reopen Ireland’s economy and society in a phased manner from May 18. The Government plan sets out five stages for unlocking restrictions, at three-week intervals.

On Tuesday 12th May, Irish Sailing published their Return To Sailing Scheme –Phase 1 document which set out Irish Sailing’s interpretation and recommendations for how sailing activities may be resumed for Phase 1 which we now know will commence on Monday 18th May.

The Executive Committee have now reviewed these recommendations and set out on the following pages some procedures and protocols to enable it achieve its overall ambition of a safe and gradual return to our sport (in keeping with both the principles and spirit of the Government Roadmap to the lifting of restrictions). It is intended to cover Phase 1 & 2 of the Government Roadmap and will be updated to cover the later phases no later than the 28th June.

Members should observe Social Distancing & Travel Guidelines at all

times

Club Premises Bar / Restaurant / Changing Rooms

Currently Closed to members.

Marina/Dinghy Park/Slipway

Marina open Monday 18th May, Dinghy Park & Slipway open Wednesday

20th May, with restrictions including requirement to complete self-

assessment for slipway usage (See appendix 2 & 10).

Free Sailing / Cruising

Single handed or same household crewed boats may sail to and from their

home port until restrictions are lifted in Phase 4 enabling travel outside

local communities.

Racing

Not anticipated until Phase 3 pending clarification from Sport Ireland

Ensure that you have the means to return to shore without assistance

(alternative means of propulsion) in the event of the unexpected in non-

distress situations

4. RISK ASSESSMENT

Individual and Activity Organisers ensure you have assessed the risks

associated with the conditions, equipment, experience of sailors, sailing

area etc. before making the decision to go afloat.

Cruising/

Keelboat /

Powerboat

o Phase 1 - The club will not be running any form of organised races or events.

o Phase 2 - The Keelboat & Cruising Committees are currently examining what might be possible, and will revert over the coming weeks with further details.

Marina Guidelines

o When approaching the gate please allow space for someone that may be entering or exiting in front of you.

o We ask Members and staff to walk on the righthand side of the marina, Port to Port!

o We are not currently accepting overnight visitors until further notice.o Trolleys will have sanitiser and disposable paper roll adjacent to them to

clean before and after use. o All equipment touched on a regular base (electricity pedestals, water taps,

hoses, emergency equipment, etc) will be disinfected frequently.o Members requested to access bridge on Eastern marina one at a time unless

in household units and not to pass each other on the bridge.

Dinghy

Sailing o Phase 1 - We will not be running any form of organised races or events.o Phase 2 - The Dinghy committee are currently examining what might be

possible, and will revert over the coming weeks with further details. o All sailors must complete the Online Return to Sailing Assessment form

(available here) at least 24 hours before arrival at the club. o Single handed sailors must be supervised at all times.o Multi-handed dinghies are only crewed by members of the same household .o Sailors and parents/guardians should conduct a risk assessment in advance of

taking to the water.o Arrive at the Club no sooner than 30 minutes before launching.o With changing rooms closed, arrive dressed for sailing.

Dinghy

Sailing cont. o Remove covers in your allocated space and move to the designated rigging area to rig, which will clearly signposted.

o There are a maximum of 2 boats permitted on the slipway at any one time, please remain in the rigging area or afloat until it is clear to approach the slipway.

o Trollies are to be returned to your allocated space while on the water and not left at the top of the slip.

o Follow this process in reverse when recovering and de-rigging.o Only members of the same household should assist with launching and

recovering.o Ensure that you have the means to return to shore without assistance

(alternative means of propulsion) in the event of the unexpected in non-distress situations.

ProceduresGeneral information for Members

o Social Distancing Guidelines to be adhered to at all times.

o Please adhere to informational signage displayed around the site.

o We ask that members residing outside a 5k radius of the club do not attend the club until the current distance restrictions permit them to do so.

o Contact with staff to be kept to necessary interactions.

o Should a Member feel unwell while visiting the Club, they should contact a member of staff for assistance.

Guidelines &

Procedures Staff

o Staff to follow the Government return to work guidelines click here for more information

o Staff must wash hands regularly, wear gloves when needed, and use sanitiser.o Masks are recommended to be worn on the Ferry when carrying passengers.o No handshakes and avoid prolonged interactions with Members/guests.o Staff member to make themselves aware of the signs and symptoms of COVID-19

and monitor their own wellbeing. o Report to managers immediately if any symptoms develop during the shift.o Self-isolate at home and contact their GP promptly for further advice if they

display any signs or symptoms. o The Club will provide instruction for employees to follow if they develop signs

and symptoms of COVID-19 during work.

Guidelines &

Procedures Ferry Service

o Service will be available to those members who have paid the 2020 charge.o Designated area of the Ferry toward the stern will be cordoned off, 2 metres from

the driver.o One person per trip or if members of the same household then a maximum of 4.o Members are not to handle warps.o The helm should not pass bags on to the members yacht to assist boarding.o Staff member will clean boat after each trip.o Ferry usage reduced to one return trip per boat per day per member.o Operating times 1000 – 2000 dailyo Ladder on ferry to hook on to the Members boat should they require assistance

boarding.

Procedures Petrol / Diesel Service

o Petrol service is currently out of order.o Diesel service will be available, but with strict guidelines.o Contact the Marina & Facilities staff member on VHF Channel 37

or the Marina Channel for service.o Member to berth boat at Diesel berth. o Marina staff and guests to maintain social distancing during Diesel

service and payment.o Marina staff member to dispense the fuel.o We request that Members use credit card for payment.o Ensure all surfaces are sanitised after each transaction.

Procedures Power Hosing & Use of Piles for Drying Out / Scrub

o We are content to allow use of the power hose, provided all guidelines in respect of social distancing, use of rubber gloves, sanitiser and wipe downs are adhered to. We will keep the use of the Power Hose under review.

o Please contact the Office to arrange.o A safety area will be created around boats using the drying out piles.

Club Boats

o Club Sailing dinghies unavailable for hire to Members.o Club RIBs, Adrielle & Nemo unavailable for Members use until

organised sailing returns.
