    Abstract. In a notable change from the position in the past, the Greek government tooksteps to commit itself to greening the economy and determining policies and actions toboost the utilization of renewable energy. The aim of the paper is, �rstly, to present thelatest developments on the renewable energy policy in Greece, the current achievementsand impediments to the implementation of planned reforms in the accomplishment ofits 2020 targets, and the speci�c policy measures introduced; secondly, to discuss thepace of respective developments in other EU-28 member countries; thirdly, to verifythe achievements of the government towards reversing previous bureaucratic, prone-to-corruption procedures through a questionnaire survey and strati�ed interviews with marketparticipants. Research survey results from our survey and interviews conducted in thesecond semester of 2014 are respectively presented. The majority of respondents expect tosee the targets set in the National Renewable Energy Action Plan reached by 2020. Thepaper and questionnaire survey have been conducted under the auspices of the Europeanresearch program THALES, aiming to measure various aspects of the shadow economy andthe areas of renewable energy trade and �nance in Greece.© 2018 Sharif University of Technology.     1. Introduction

    Climate change is associated with enormous andmultidimensional challenges and opportunities, bothfor governments and businesses. Tackling human-induced emissions of greenhouse gases, particularlythose sourced from fossil energy production, is an issuehighly prioritized in the global political agendas of theWorld Economic Forum (WEF) annual meetings inDavos and of the annual group of 20 summits. Re-cently, at the United Nations Sustainable Development

    (UNDP) Summit on 25 September 2015, global leadersagreed on the 2030 agenda for sustainable development,which comprises a list of 17 Sustainable DevelopmentGoals (SDGs) to end poverty, �ght inequality andinjustice, and tackle climate change problems by 2030.

    Respectively, during the last 20 years, the Euro-pean Union has been actively and consistently involvedin the worldwide battle against climate change prob-lems. In an era where the environment is challengedand the pricing of energies is questioned, the view ofEU is that future champions will consist of energy-saving and low-carbon economies. As a provisional stepfor 2020, the EU has laid down a series of determinedclimate and energy targets, known as \20-20-20 targetsby 2020" or the \3x20" policy. This included com-mitments to squeeze Greenhouse gas emissions by 20%

    from 1990 levels, increase the proportion of EU �nal en-ergy consumption generated from renewable resourcesto 20%, and advance energy e�ciency by 20%. This\3�20" package consists of a part of a wider Europeanenergy strategy aimed at achieving sustainable, secureand a�ordable energy for Europeans.

    Accomplishing these targets is also linked totechnological advances and innovations which createmany prospects for respective businesses and indus-tries. For example, indicatively, photovoltaic energyhas, nowadays, ampli�ed its signi�cance in electri-cal power applications [1]. Recent advancements inphotovoltaic (PV) system technologies have cut theirinvestment cost and facilitated the building of largePV farms for bulk power generations [2]. Also, hy-drogen is often considered the best means to storeenergy coming from renewable and irregular powersources [3]. Photovoltaic generation models employ ar-ti�cial intelligence techniques as a function of weatherparameters [4]. Further, Ohara et al. [5] discussedthe case of residential solar combined heat and powergeneration using solar thermoelectric generation, andHarman and Zunger [6] accommodated a list of researchopportunities in photovoltaic semiconductors. In par-allel, pricing policy considerations, particularly withreference to managing the feed-in system of RES onthe side of government consist of a detrimental aspectfor fostering future investment in PV projects, and alsoone can indicatively refer to the studies of Faridimehrand Niaki [7] and also Shavandi and Zare [8]. Further,in order to undertake a more holistic decision-makingprocess, where multiple objectives (economic, social,environmental, regulatory, technical, technological) arepursued concurrently, more formal decision-makingmethods can also be exploited, such as the applicationof diverse Multiple-Criteria Decision-Making (MCDM)techniques to support appraisal and selection processesin engineering [9].

    The EU energy and climate package, however,have been criticized in recent years for not succeedingto achieve the anticipated results and encompassingmany, unexpected or unintentional, impacts on en-ergy markets and industries. Many countries are onthe right track to reach their 3x20 targets, and theEU-28 as a whole has made signi�cant improvementtowards accomplishing the objectives. But, whetherthis is mainly due to committed policies or to externalfactors is well debatable. The economic crisis hasalso facilitated achievements to appear better thanthey might actually be in countries such as Spain,the Netherlands, Italy, and probably Greece, becausecrisis has altered and curtailed their demands as wellas consumption attitudes and levels against which thetargets are calculated.

    Greece is characterized by ample wind and so-lar energy resources potential and is determined to

    accomplish this prospective. The renewable energysector also o�ers the potential to develop new industrialinfrastructure, particularly related to innovative activi-ties. To facilitate renewable energy projects, the Greekgovernment has signi�cantly enhanced the investmentframework recently by increasing feed-in tari�s, re-moved and replaced previous complex licensing andbureaucratic procedures to encourage private sectorinvestment, and introduced stronger motives for localacceptance.

    Unlike the situation in previous years, the govern-ment has adopted solid targets, policies, and measuresto increase the use of renewable energy. In alignmentwith its EU obligation, the country aims to increase theshare of Renewable Energy Sources (RES) in gross �nalenergy consumption to 20% by 2020; also, renewablesare expected to supply 40% of electricity generation by2020.

    Unfortunately, the growth of renewable electricityin Greece has failed to achieve meaningful levels in thepast [10] despite a notable private initiative [11]. Theprospect for energy e�ciency advances in Greece is sub-stantial, particularly when the country's relatively highenergy intensity (total energy consumption dividedby Gross Domestic Product) of 203 toe/MEUR'2000is considered that lies in the upper range of themajority of the European countries, which is on average185 toe/MEUR'2000. This is also due to the lackof constant, determined and structured energy-savingcampaigns together with the rather inexistent \energy-saving culture" [12].

    Within the aforementioned background, our aimin this paper is to measure the current progress inGreece towards the achievement of the overall RES tar-gets as have been set in the National Renewable EnergyAction Plan by 2020 and assess their attainability.

    The paper is structured as follows. In the nextsection, the latest developments on the renewableenergy policy in Greece, the current achievementsand impediments to the implementation of plannedreforms in the accomplishment of the 2020 targets, thespeci�c policy measures introduced, and also the paceof respective developments in other EU-28 countriesare presented; the third section provides a literaturereview on the subject, followed in the fourth sectionby an overview of our aims and methodology underthe research program THALES; in the �fth section,the achievements of the Greek government towardsreversing previous bureaucratic, prone-to-corruptionprocedures veri�ed through a questionnaire survey andstrati�ed interviews conducted in the second semesterof 2014 are discussed. Respectively, research surveyresults from our survey and interviews are presented.The �nal results of the survey are expected to supportthe development of useful proposals for facilitatingthe Greek government to �ne-tune its intermediate

    policy goals, to embolden its �ght against bureaucraticand corrupted procedures, and ensure that its 2020renewable energy targets will be achieved. In thelast section, the main conclusions of the article aresummarized.

    2. Renewable energy developments in Greeceand EU

    2.1. Supply and demandAccording to the data from the International EnergyAgency (IEA, 2014) in 2012, Total Primary EnergySupply (TPES) in Greece amounted to 27 tons ofoil equivalent (Mtoe) [13]. Lignite and renewableenergy are the prime country's sources and accountfor almost one-third of its energy requirements and thewhole local production. The rest of the two thirds ofTPES are oil and natural gas which are almost 100%imported. Although oil remains the most signi�cantenergy source, over the years, it has been progres-sively replaced by lignite and more recently by naturalgas. Correspondingly, Total Final Consumption (TFC)amounted to 20.6 Mtoe in 2009. Similar to TPES, itincreased rapidly in the period of 1990 to 2007 at acompound annual rate of 2.5%, when it turned south asa consequence of the deteriorating economic conditions.

    RES, speci�cally, accounted for 2,5 million Mtoeor approximately the equivalent of 9.4% of TPESin Greece in 2013, according to Eurostat. Theirproportion in TPES had been constant in the rangeof 5% to 6% in the last 20 years up to 2010 when itwas only ampli�ed notably at 7.5% (see Figure 1).

    Biomass and renewable wastes provided most ofrenewable energy (43%) in 2013, totaling 1.1 Mtoe.They are comprised of fuel wood, vegetal waste, andliquid biofuels. Hydropower generated 22% of totalrenewable supply, reduced from 28% in 2010. Overthe last decade, its share in TPES averaged 1.3%,

    ranging from 0.6% to 2.1%, according to hydrologicalconditions.

    Solar energy is primarily used for directly heatingwater; its utilization for electricity generation is stillinsigni�cant. This solar thermal energy supply reached0.5 Mtoe in 2013, or 20% of renewable energy, whichconsists of the highest share of solar energy amongEU-28 member countries, ahead of Spain with 15%,after Malta with 73%, and Cyprus with 64%. Windpower supply has increased rapidly, at a lesser pacethough, standing at 14% of renewable energy whenequaling solar energy in 2009. Greece ranks in 2013at the seventh position regarding the share of windpower in renewable energy among the EU-28 membercountries [14].

    Overall, 40% of primary renewable energy inGreece is utilized in buildings for heat generation,and roughly the same share is directed into electric-ity generation. The rest is consumed in industryand agriculture. Notwithstanding the front place interms of primarily solar and yet wind energy, Greecemaintains a relatively low proportion of total RES inTPES. Further, RES accounted in 2013 for 21.2% (in2010, 12.3%) of gross electricity generation (% of grosselectricity consumption), versus the EU-28 average of25.4% (in 2010, 19.6%) per data from Eurostat [14].The country maintains, however, large untapped RES.The strategies and roadmaps to develop them areelaborated in the 2010 National Renewable EnergyAction Plan (refer below under Policies and Reforms).

    2.2. Policies and reformsThe analysis of the RES legislation, policies, andreforms discussed in the current section has beenretrieved, primarily from the IEA and secondary fromthe DG ENER. The main institutions involved in theformulation, implementation, and administration ofrenewable energy policy in Greece are: The Ministry ofEnvironment, Energy and Climate Change (MEECC);the Regulatory Authority for Energy (RAE), which hasa key function in licensing projects for electricity gen-eration from RES; the Hellenic Transmission SystemOperator (HTSO), responsible for the electricity net-work development to accommodate capacity increasesin renewable energy generation; the Public PowerCorporation (PPC) is the system operator on thenon-interconnected islands; the Municipal, prefectural,and regional authorities also involved in the licensingprocess of renewable energy projects; the Centre forRenewable Energy Sources and Saving (CRES), su-pervised by MEECC, is the national body responsiblefor promoting RES, energy e�ciency and research andproviding assistance in the formulation of energy policy.

    European Union requirements direct the exercis-ing of renewable energy policy in the country. Directive2009/28/EC9 sets a binding goal to boost the pro-

    portion of RES in gross �nal energy consumption to18% by 2020 (from 6.9% in 2005) which has replacedprior non-obligatory goals set in 2010 related primarilyto biofuels and electricity generation from RES. Therespective goal for the entire EU is set at 20% by 2020.Another discrete goal set by the directive refers to theprovision of 10% of the �nal energy in transportationby RES in the same period [15-17].

    The directive was converted into national leg-islation by Law 3851/2010, which speci�es an evenmore striving goal than the directive: 20% of gross�nal energy consumption versus the 18% compelled bythe directive. The same law also places a particulargoal for RES to produce 40% of all electricity in 2020and supplying 20% of primary energy for heating andcooling in 2020.

    Law 3851/2010 additionally initiates manyamendments to prior legislation. It makes the licensingprocedures simpler, reworks the feed-in tari� scheme,and deals with local obstacles to RES projects. Italso puts in place precise regulations related to theenergy performance and the usage of renewable energyin new buildings (as also stipulated by the EnergyPerformance of Buildings Regulation).

    The government aims to achieve the 2020 re-newable energy goals by a mixture of policies andmeasures on energy e�ciency and renewable energy,which are contained and elaborated in the NationalRenewable Energy Action Plan (NREAP) since July2010. NREAP describes three scenarios with di�erentoutcomes for the �nal energy consumption, RES con-tribution, and capacity. The respective projections areshown in Table 1. Under these scenarios, electricityprovides de�nitely the vital boost in RES utilization.

    During the years 2004-2009, RES projects weresponsored by the government investment schemesunder the National Development Law (L3299/2004,amended by L3522/2006). It was a framework law, en-compassing all economic sectors. The subsidy schemecovers the total investment cost and the applicablerates vary among 20-60% depending on the regionaland corporate pro�les and based upon criteria, suchas the unemployment rate/income per capita and size,respectively. Tax deductions, reached 20% of thepurchase cost (with a cap of EUR 700 per system), wereawarded for small domestic RES systems (e.g., primar-ily used for the purchase of solar thermal systems, smallwind turbines, solar photovoltaic-PV systems).

    By the end of 2009, approximately 500 millionEUR in investment subsidies had been established perthe 2004 law. Upon termination, a new Developmentand Investment Law 3908/2011 was introduced whichrenders aid to RES investments (excluding PV plants)via a mixture of tax incentives and grants. Further,approximately 190 million EUR were received in sub-sidies in the years 2000-2006 under the Operational

    Programme for Competitiveness, i.e. a European Unionmechanism to sponsor low-income regions.

    Per NREAP, the share of electricity generationfrom RES should increase more than three times fromits 2010 level in order to qualify the target of 40%by 2020. The speci�c targets considered under theNREAP's compliance scenario are based on the follow-ing projections for new capacities: wind power (roughly7.5 GW) by 2020, jointly with PVs (2.2 GW), con-centrating solar power plants (250 MW), of bioenergy(biogas and solid biomass) installations (250 MW),small hydro plants (250 MW), and geothermal energy(120 MW). Also, new installed capacities should be ac-counted for large hydro plants (350 MW) and pumpedstorage plants (880 MW), leading overall to a 40% sharefor renewable energy in electricity production [15].To achieve the aim, the government has augmentedfeed-in tari�s and shortened the duration of licensingprocedures. The transmission system operator has alsoset a plan for developing the transmission networkto accommodate a large increase in renewable energysupply. PPC, the major power generator, is setting upto expend billions of euros in the near-term period inrenewable energy.

    In addition to investment subsidies, the govern-ment has used (since 1994) feed-in tari�s to encourageinvestments in electricity generation from RES. Thecurrent tari� system was introduced by Law 3851/2010,revising the 2006 system and increasing feed-in tari�s,in particular for wind and solar powers, where Greecehas a large untapped potential. Tari�s are nowstandardized per technology speci�cations, instead ofbeing identical, and a guarantee of 12 years is grantedwith an option of extension to 20 years. The tari� rateranged from ¿88/MWh for wind to ¿285/MWh forsolar thermal with storage and ¿550/MWh for PVs inhouseholds and small corporations [15]. For compar-ison, the average wholesale electricity price in Greecefor the years 2007-2009 was ¿69/MWh (¿58/MWh inthe �rst quarter of 2015).

    The location (siting) of renewable energy installa-tions at regional and local levels is guided by the SpecialSpatial Planning Framework for the Development ofRenewable Energy Sources and Land Management(SPPF-RES), established at the end of 2008. Itprioritizes speci�c regions to the development of renew-able energy facilities and facilitates the environmentalpermitting.

    Licensing procedures of renewable energy projectsin the country had previously been a prolonged andcompound process. Law 3851/2010 has altered this bystreamlining licensing procedures and initiating time-saving issuing deadlines. Licensing procedures wereeased in two ways. First, the Regulatory Authorityfor Energy (RAE), replacing the minister, undertakesthe power for issuing the electricity-generating license

    from RES or highly e�cient cogeneration, i.e. the �rstmain license in the licensing process. Secondly, theformerly distinct requirements for preliminary environ-mental impact assessment and evaluation as well asultimate environmental terms endorsement have beenamalgamated into a sole process.

    Under the prior licensing system, the authoriza-tion procedures were exceeding 3.5 years typically forsmall hydropower plants and wind farms and reaching7 years in speci�c cases. The average in the presentsystem is approximately a year for PV installationswith capacities of less than 2 MW and approximately

    2 years for other renewable energy plants. For verylarge projects, Law 3851/2010 has initiated fast-tracklicensing with the entire licensing process, requiringmerely 4 to 6 months. Fast-track licensing is relevantfor investment projects of a minimum of 200 millionEUR, or 75 million EUR, if they generate at least 200new jobs. The process is administered by the Invest inGreece Agency.

    HTSO considers that the implementation of thepresent National Transmission Development Plan willfacilitate the linking of around 8.5 GW of renewableenergy capacity in the interconnected system. This is inalignment with the compliance scenario of the NREAP.Nevertheless, primarily, tough public and communityresistance renders signi�cant obstacles and delays inthe building up of new transmission projects. Law3851/2010 deals with this issue by partially reassigningrevenues from renewable energy producers toward thelocal communities.

    The government projects aim to boost the pro-portion of renewable energy in primary energy forheating and cooling to 20% by 2020, primarily viathe constant expansion of solar thermal installationsin the residential and service sector, the smootheningof the biomass proportion in the residential sector, andprogressive raising of heat pumps utilization.

    2.3. EU-28 energy targets by 2020 regardingRES

    Europe stands at an unparalleled junction for itsenergy prospect. To accomplish its energy and climategoals of \20-20-20 by 2020" and secure the changeoverto a low-carbon economy by 2050 while nurturinggrowth and jobs, Europe is necessary to endow theupgrading of the energy infrastructure in the nextyears [18]. The Energy Policy for Europe, settled

    by the European Council in March 2007, establishesthe Union's core energy policy objectives of compet-itiveness, sustainability, and security of supply. Theinternal energy market has to be accomplished inthe upcoming years, RES should deliver 20% to the�nal energy consumption by 2020, greenhouse gasemissions are required to drop by 20%, and energye�ciency bene�ts need to provide 20% savings inenergy consumption. Particularly, the targets anddistance that have to be covered by 2020 per EU-28 country members in order to achieve their bindingrequirements are depicted in Figure 2 [19]. Overall,until the end of 2014, RES reached 16% share in theenergy consumption of the EU. Nine member countrieshave already achieved their targets toward 2020, whileothers need to strengthen their e�orts. Further, recenteconomic uncertainties have stalled investment ows inRES in Europe due to policy shifts and declining REStechnology costs [20,21].

    3. Previous research survey-related studies

    No analogous questionnaire survey has been conductedin Greece with the direct involvement of market partici-pants to assess the current status of achievements of thegovernment towards reversing previous bureaucratic,prone-to-corruption procedures.

    Other related studies mainly focus on assessingthe levels of social acceptability for selected RenewableEnergy Sources (RES) technologies, mainly wind, smallhydro and PVs. A survey which took place in thebroad region of central Peloponnese (South Greece),where a remarkable number of RES-based installationshave already been developed, indicated high levelsof acceptability of RES applications by local inhabi-tants [22]. Although this has raised public opposition in

    other locations in Greece mainly due to natural beautyprotection and cultural reasons, in the speci�c survey,the local population's familiarity with the long-termoperation of a lignite-based power station (850 MW)seems to have a�ected their acceptance.

    Another questionnaire study conducted to tracethe attitudes and perceptions of 201 households to-wards renewable energy projects in Western Greeceshowed that younger, better educated and higherincome respondents as a cluster were more possible toaccept the implementation of such projects in compar-ison with respondents who were older, less educated,and economically weaker [23].

    4. Aim and methodology of our researchproject Thales

    The method of empirical research is the use of aquestionnaire survey on random sample/structuredinterviews of market participants in the energy tradingsector with the aim of achieving nationwide coverage.The questionnaire survey is an integral part of the over-all investigation of \The Shadow economy (informalsector) in Greece: Size, Causes and Consequences", inthe context of Thales Research Project. Regressioneconometric analysis will be further utilized to enhancethe results of the questionnaire research.

    Emphasis is given to the qualitative analysis ofquestionnaire results, aspiring to reveal the opinions ofhouseholds, enterprises and institutional entities, andpublic services. It does not aim for the precise per-centage regarding the measurement of Greek shadoweconomy, but aims for the qualitative analysis and thecomprehension of the problem so that we can reachessential and thorough proposals for the government inorder to contain the problem.

    The whole process of questionnaires collection inthe Project Thales, including the current research pro-posal, is innovating based on new technologies (usinglaptops, the internet, mobile internet, mobiles, SMS,real time distribution of the results, local collectionof the answered questionnaires). Moreover, the useof questionnaires with bullet points is a pioneeringmethod for the Greek standards. This kind of ques-tionnaires makes the research extensive since they areread through a professional scanner, special for quickreading and accurate analysis of the results.

    It should be noted that the �eldwork has securedfunding through the above-mentioned research project.The funding is necessary in order to carry out all thenecessary preparatory work for the interview, repro-duction, and completion of the questionnaire from the�nal sample. The con�guration of the questionnaire�nding suitable questions, the processing of the ques-tionnaire, and the respective analysis in the case ofGreek energy sector is part of the whole project.

    The purpose of our research project is to researchand measure all the various aspects of shadow econ-omy in Greece, including corruption, tax evasion, taxavoidance, social contribution avoidance, undeclaredand illegal work, self-consumption, tax morale level,tax compliance level, illegal and criminal acts (blackor underground economy, money-laundering, humanand drug tra�cking, briberies). It covers all economicagents in Greece, such as citizens and corporations(e.g., public servants and private individuals, compa-nies and all professional categories, etc.). The researchis also performed at sector levels. It does not aim forthe precise percentage regarding the measurement ofGreek shadow economy, but aims for the qualitativeanalysis of questionnaire results and the comprehensionof the problem. The implementation of our interviews,scienti�c games, and economic experiments (tax com-pliance games) involves at least 2,000 individuals andbusiness owners (in majority small businesses). Theproject aims to achieve numerous objectives, such asthe developing a relevant theoretical background andperforming cross-country comparisons, at the regionallevel with advanced taxation systems.

    The innovativeness and originality of our researcharea and of the wider project are associated with thefacts in a way that such an extensive research hasnever been performed in Greece before; in addition,this study is situated at the peak of the current publicand academic debate. Until now, the estimated size ofshadow economy in Greece have come to a conclusiononly through indirect approaches and methods thatare easily applicable, but include a great possibility offaults to exist in the so-called accurate measurementof the shadow economy; they are also unable todetermine the factors that cause people to shift towardshadow economy. These indirect approaches to mea-sure shadow economy are the widespread calculationsof black economy based on secondary macroeconomicdata. The research methodology and the project byconsidering the weaknesses of a direct approach ofmeasuring the Greek shadow economy (cost is to beincurred for the resources and time designated to man-age a large number of questionnaires), however, aspireto be the �rst that will calculate the shadow economyin Greece by using and analyzing primary data.

    Finally, various proposals and structural policesto the Greek Government are expected to be addressedat the �nalization of the research on the e�ectiveconfrontation of black/shadow economy and taxevasion in Greece.

    5. Research �ndings from our questionnairesurvey

    A questionnaire survey and strati�ed interviews withmarket participants were conducted during the sec-

    ond semester of 2014, which covered the followingtwo sections of RES: wind energy and solar PV. Asmentioned before, the NREAP's compliance scenarioprojects the installation of almost 7.5 GW of windpower by 2020, together with 2.2 GW of PVs and250 MW of concentrating solar power plants; so, thetwo sections considered by the survey consist of themost signi�cant contributors in the achievement of theoverall RES capacity targets by 2020. The surveycovered active participants in the regions of central andnorthern parts of Greece and Crete, where a signi�cantshare of installed capacity has been already developed.

    The main areas of questions addressed to theparticipants involved the following aspects:

    a) Motivations towards investing in RES;b) Current obstacles to the implementation of their

    RES capacity targets, including the existence of anycorruption practices;

    c) Proposals towards removing the current obstacles;d) The social acceptance of RES by local communities;e) The impact of economic crisis on the implementa-

    tion of the existing investments or the undertakingnew ones;

    f) The continuation of selling licenses of PV projectsand the respective reasons;

    g) Their plans for future investments;h) Their critical evaluation of the loan policy by the

    banking sector;i) The previous and projected rate of returns of their

    investments;j) Their forecast regarding whether the overall RES

    targets set in the National Renewable Energy Ac-tion Plan by 2020 are attainable.

    According to the feedback received by marketparticipants, the following research conclusions fromour survey and interviews are presented:

    The favorable framework as set by the Law 3851/2010, investments subsidies, tax incentives, grants,and encouraging levels of feed-in tari�s were themost signi�cant motivations in the past for under-taking investments in wind energy and solar PVprojects;

    The following are mentioned as among the mainobstacles to the implementation of their investmentprojects: the way of implementation and adminis-tration of the current institutional framework; thearbitrary cancellation of contracts signed with small-scale energy producers, delays in the timely paymentof energy generated by the competent authoritiesas per the pre-agreed time schedules; the lengthylicensing procedures which prevail in some cases;

    intercalary legislation such as the application ofspecial solidarity levy on producers of electricityfrom RES and the Cogeneration of Heat and Power(CHP), pushed out of the market of the smaller-scale investors, the corruptive actions of the statemechanism in some cases [24]; the variation unilat-erally by the state authorities of the selling pricesper generated kWh (although as was declared insome case resulted from the signi�cant increase inthe installed capacity); the discouraging levels offeed-in tari�s for wind power generation in someareas with low wind potential. With referenceto the latter, examination of representative casestudies performed by other researchers also empha-sizes the criticality of determination of break-evenFeed-In-Tari�s (FITs) and the comparison of life-cycle electricity production cost between RES andconventional power stations [25];

    No particular problems were encountered in thesocial acceptance of the PV parks and also as aresult of media advertising, which were enthusiasticin many cases. In contrast, the acceptance of thewind farms was and remains problematic as a resultof the practice of some large companies/investors toexpropriate private land in the name of the so-calledpublic utility projects. As was underlined, there is aneed to increase social acceptance by raising publicawareness of the bene�ts of wind power (includingCO2 emissions reductions, security of supply, andeconomic growth) and of the associated need forsupplementary transmission;

    The prolonged economic crisis has indirectly inu-enced the performance of the undertaken invest-ments, particularly those of small- and medium-scale investors as a result of increased taxation,requirement for tax advance payments, delayedclearance of VAT payments from the side of taxauthorities, and shortage of funding facilities fromthe side of the banking sector. Further, the crisis hasfacilitated the acquisition of the existing small andlarge licensed projects by foreign investors, throughtheir participation in Greek corporate vehicles isobserved. As has also been mentioned by otherresearchers, Greece has been a�ected by an eco-nomic crisis that threatens to impede its renewableenergy developments unless the country uses RES asa means to escape the crisis [25,26]. Further, in linewith Metaxas and Tsinisizelis [27], the long-lasting�nancial crises in Greece and also in other Europeancountries constitute a barrier in taking proper ande�cient measures and legislative e�orts to boostRES development. This scarce national governancedoes not succeed to get the \broader picture" andevaluate appropriately the various advantages of anincreased, yet well-structured, RES penetration;

    The investment returns of the undertaken projectswere considered to be su�cient by the majority ofthe respondents, at least in the past period, whichcould well depend on the date of project inaugura-tion, or speci�c technology utilized (e.g., solar PVtrackers) with the IRR ranging between 10%-14%;the rate of return by 2020 will depend on the levelof feed-in tari�s. In limited cases, it was mentionedthat additional investments may be undertaken until2020; the \Energy E�ciency at Home" Programme,which provides subsidies for low-income families toreplace ine�cient burner/boiler systems and installssolar energy water-heaters, can trigger further in-vestments. Our view, however, is that capital costsand risks for investors have ampli�ed, not surpris-ingly, in recent years as a result of the political,economic, or regulatory uncertainties. Accordingto other studies, the capital costs for onshore windprojects reached 12% in Greece compared to 3.5-4.5% in Germany [28];

    The large majority of the respondents in our sampleconsider that the overall RES targets set in theNational Renewable Energy Action Plan by 2020will be achieved by 2020. Although our surveycovers mainly continental Greece, its extension andconsideration of Aegean Sea Islands, particularlythose characterized by other studies as high poten-tial energy savings in the residential sector [29], suchas Lesbos, Lemnos, Samothrace, Chios, Andros,Patmos, Kea and Kimolos, would provide an exten-sion of our work, and it is planned to be coveredduring the second quarter of 2016.

    6. Conclusions

    In a notable change from the position in the past,the Greek government is committed to greening theeconomy and determining policies and actions to boostthe utilization of renewable energy. Law 3851/2010places encouraging conditions on the evolvement ofrenewable energy, and the frontward roadmap is de-scribed in the 2010 National Renewable Energy ActionPlan. The national goal for the proportion of renewableenergy in gross �nal consumption by 2020 exceedsthe obligation to the European Union. Achievingthe distinct goal for electricity generated from RESwill assist Greece to abate carbon use in its powersector. Composite licensing and siting procedures haveresulted in extensive setbacks in RES projects. It isnoteworthy that Law 3851/2010 has streamlined andcut prolonged licensing process into only some monthsin several cases, presently [3].

    Electricity production from RES is fostered bythe feed-in tari�s and investment support (except forPV plants) through a combination of tax incentives,

    subsidies, and grants. The current system of feed-intari�s and its validity for most technologies extendsup to 20 years. Prompt licensing procedures andmuni�cent subsidies will unquestionably aid to reachtargets for renewable energy generation, but allowingfor their cost aspect, the government must skillfullymanage the e�ciency of the feed-in system.

    Wind and solar energies are anticipated to growmore rapidly in the Greek renewable energy, butthe country maintains widely unexploited potentialfor biomass, geothermal, and solar thermal energies.Hence, Greece is encouraged to establish a nationalpolicy to expand the utilization of these sources ofenergy.

    According to the �ndings of our questionnairesurvey, delays in the timely payment of the energygenerated by the competent authorities per the pre-agreed time schedules, VAT reimbursement issues, andthe lack of certainty in the future path of feed-intari�s consist of the main obstacles and risks that haveto be managed, particularly by small-scale investors.The government should consider decreasing the feed-intari�s in a more predictable and transparent way overtime as technologies mature.

    Finally, it is worth mentioning that no similarquestionnaire survey has been conducted in Greecewith the direct involvement of market participants.The completion of the analysis of the �nal results of thesurvey is expected to support the development of usefulproposals for facilitating the Greek government to �ne-tune its intermediate policy goals, to further its �ghtagainst bureaucratic and corrupted procedures, andfurther ensure that its 2020 renewable energy targetsare achieved.
