Welcome to our second Newsletter. REPUTE(Renewable Energy Public Transport Enterprise)is an 18 month project funded under theAtlantic Area Transnational programme aimedat promoting the use of renewable energy andenergy efficiency in public transport. REPUTE partners have been holding workshopsthroughout the region over the last few months.Getting the word out there on the latestdevelopments in renewable energy is a veryimportant part of the project. The workshopsbrought together the various stakeholders - frompublic transport operators, to policy makers, toexperts in renewable energy - providing lots ofopportunities for knowledge sharing andnetworking.

Information provision is one of the central aims ofREPUTE. Throughout the winter of 2014 theproject hosted workshops in many of the partnercountries throughout the region with more tocome in 2015. The workshops are a fantastic wayof bringing together policy makers, professionalsfrom the transport industry, academics andanyone else who has a stake in or an interest insustainable transport in order to shareinformation and identify challenges andopportunities.

Most cases have been a blend of informationsessions and work sessions where participantsare first updated on recent trends in renewableenergy and energy efficiency and then given theopportunity to share their perspectives andoutlook on the subject. This has been a great wayfor policy makers and private enterprise tonetwork and exchange their views. Creating aforum for government agencies and transportoperators – the workshops have highlighted theimportance of having a neutral meeting space tocirculate information on new technologies,innovations and new policy directions betweenthe many industry stakeholders.

Another important factor in these exchangemeetings is that people get to hear the views ofpeople working in a different sector of theindustry. Renewable Energy in public transportinvolves inputs from a very broad range ofactivities and discipline such as policy andregulation, engineering, IT development andbehaviour change. Often people working in theseroles are not linked in with the other stakeholdersin the field. The REPUTE workshops are afantastic way of bridging the gap between thesedisciplines and creating opportunities for thedifferent stakeholders to work together moreclosely.

So far workshops have been held in NorthernIreland, La Rochelle, Ireland and Asturias. In2015 we will host workshops in Glasgow and theOste region of Portugal. These last twoworkshops will be focusing on REPUTE’s excitingpilot projects.

Despite being held in different regions throughoutthe Atlantic Area – the themes of affordability,greater use of ICT, the need to encouragebehaviour change as well as the challenges ofaccessibility felt by residents of peripheral areaswere common themes to all the workshops.

WorkshopsFranceIn November the EIGSI Engineering school held theFrench REPUTE workshop in the regional capital,Poitiers. The agenda of this information and worksession was prepared in partnership with two regionalenergy networks: “le pole des eco-industries” and “lesmardis de l’électromobilité”.

Twenty seven stakeholders registered for the workshop –these were mainly from the energy sector. Thediscussion was focused on electro mobility and Q&Aexchanges addressed the notion of public transport andthe changing emphasis from public transport to publiclyavailable transport. There were also discussions on theuse of nuclear power and the issue of energy storage inelectric cars through the use of fuel cells.

Northern IrelandThe Northern Ireland workshop was hosted by ActionRenewables and South West College, in the STEMCentre at South West College, Dungannon. Theworkshop was a big success, with almost 50 participantsfrom the public, private, academia and third sectors.

Topics covered included Northern Ireland’s publictransport policy and developments, Translink’s strategyfor delivering public transport services, the future forrenewable energy in transport and exemplar casestudies of renewable energy integration in transport.

Mark Mitchell, from globally leading bus manufacturerWrightBus, gave a presentation on the company’sinnovative work in creating sustainable transportsolutions. Mark praised the work of REPUTE: seeing itas “a great example of how Central EuropeanGovernment, Local Government, Academia and LocalBusiness can come together to create, coordinate andimplement a more sustainable transport network”.

The range of speakers and topics covered in the SouthWest College Workshop was a great example of bringingtogether key stakeholders - a key focus of REPUTE

Republic of IrelandThe REPUTE workshop on renewable energy inLimerick afforded the opportunity for a wide range ofstakeholders from the transportation industry in Irelandto come together and share their views on the significantopportunities posed by recent developments inrenewable energy.

Representatives from the Department of TransportTourism and Sport, Limerick City & County Council, BusEireann, the Coach Tourism & Transport Council ofIreland, the Tipperary energy agency and LIT were inattendance.

Transport consultant Graham Lightfoot gave acomprehensive presentation on new developments inrenewable energy and energy efficiency and how theymight be utilised by Ireland’s transportation industry.Denise Keoghan of the Department of Tourism andSport’s Sustainable Transport Division outlined some ofthe measures and underlying policies currently beingundertaken by the Government.

The presentations were given in a workshop format andthere was lots of input from the participants. Some of thekey learning from the workshop was that there has beenvery significant advances in technology in recent years.This has served to make a combination of renewableenergy and efficiency approaches much more viable andcost effective than they have been to date. Mobiletechnology, improvements in engine performance, kineticenergy recovery and compressed natural gas all provideopportunities for Irish transportation.

There is a real potential for the newest generation forrenewable energy and energy efficiency practices todeliver savings. What’s needed now is the political andfinancial will.

AsturiasThe workshop in Oviedo was attended byrepresentatives from local administrations, universitiesand private companies. During the discussion it washighlighted by local administrators that for economicreasons it will be very difficult to introduce renewableenergies in public transport in the short term. Efficientuse of available services is a much more attractiveoption. Information and communications technology thatprovides up to date transport information helping peopleto plan their routes is the most cost effective way ofcreating positive change towards more environmentallyfriendly transport

Some of the municipalities from rural area are interestedin developing shared usage of transport. An example ofthis would be making free seats on school busesavailable for other people traveling the same route,thereby reducing their dependence on taxis and privatecars.

Around the Regions

World’s first electric car journey planning tool launched in Northern IrelandThe world’s first web based electric car journey planning tool was launched at the BATTERIE Projectclosing conference, held at Titanic Belfast in November 2014.

BATTERIE, a European Regional Development funded project, through the Atlantic Area, was established toimprove the cooperation and links between various transport services across Europe and to promote theapplication of smart technologies and usage of alternative fuels. Action Renewables and South West College,who are also partners in REPUTE, led the delivery of the BATTERIE Project in Northern Ireland.

The unique journey planning tool, which is being piloted in Ireland, is now available for public use and can beaccessed online at www.egomap.eu .Optimised for mobile use, users can enter start point and destination

information and then receive suggested routes that consider electric vehicle charging facilities as well providing information on the cost of the journey, CO2 emissionsand savings.

The tool compares public transport and private combustion vehicle travel against electric vehicle travel providing users with a breakdown of transport fares andemissions. It also takes into account how long it may take to charge an electric vehicle - if needed on the journey - in order to give users the most efficient route to theirdestination.

Speaking from BATTERIE closing conference, Dr John Harrison, BATTERIE Project Manager, South West College said:

“We are thrilled to be launching the world’s first dedicated online intermodal journey planning tool andwould like to encourage all electric vehicle drivers to avail of the service. Northern Ireland has one of thehighest concentrations of electric vehicle charge points in the world – 174 in total including 160 fastchargers and 14 rapid chargers – making it the ideal location to pilot this initiative.”

Actions Renewables, BATTERIE Project Manager, Terry Waugh commented:

“A vibrant, alternatively fuelled transport sector not only helps the environment but can contributemassively to economic growth and transport efficiency” As electric cars grow in popularity, an accurateand user friendly planning tool can make the experience even more enjoyable”. Indeed, one of the BATTERIE conference delegates put the project to the test test by driving his electric car from the Netherlands to the conference in Belfast andsuccessfully using the electric planning tool when he reached Northern Ireland.

Ambitious Targets for Renewable Energy in France

French environment minister Ségolène Royal’s proposals on energy transitionwas adopted into law by The National Assembly on October the 14th, 2014.For details see http://www.cop21.gouv.fr/en

Presented as the “most ambitious in all of the European Union” the law setstargets to increase the proportion of renewable energy to 32% by 2030,reduce CO2 emissions by 40% between 1990 and 2030, and reduce theconsumption of fossil fuels by 30% by 2030.

Nuclear energy will gradually decrease but will still remain at the centre ofFrance’s energy transition. The proportion of nuclear in electricity consumptionis set to decrease from 75% currently to 50% by 2025.

Although the French targets for CO2 emissions are the same as those set bythe EU Commission, the ambitious targets on renewable energy go above and beyond.

The European Commission's energy and climate package for 2030, presentedin January, set out targets to reduce CO2 emissions by 40% compared to1990 levels and ramp up renewable energies to 27% of the bloc's energy mix.These targets are Europe-wide, not national, and still need to be endorsed by EU leaders.

Limerick hops on bike share movement

was launched in Limerick in December. At

the launch Minister Jan O Sullivan

urging, everyone to get out of their cars,

said that the bike scheme would make

Limerick a safer and a more accessible

city.

Deputy Mayor Maria Byrne pointed out

that Limerick City and County Council,

through Limerick Smarter Travel, has been very

active during the last couple of years in getting people to

consider alternative, more sustainable travel methods. The roll out of the

Coca-Cola Zero Bikes promotes a form of public transport that is healthy,

inexpensive, and central to establishing Limerick as a successful

Smarter Travel City.

Bike share schemes have grown at a very rapid rate in recent years.

Over 500 cities in 50 countries are now operating bike share schemes.

Urban mobility expert Peter Midgley describes this growth as “ the fastest

growth of any mode of transport in the history of the planet.” The concept of

mobility is slowly changing and this move away from motor vehicles in cities

and towards shared forms of transport is a trend that is set to continue. As the

former Mayor of Paris, Bertrand Delanoë pointed out, “automobiles nolonger have a place in the big cities of our times.”

News from the IndustryRecovering economies see increasein transport useA STUDY by the International Association ofPublic Transport (UITP) of urban public transportusage in the European Union (EU) between 2000and 2012 shows that ridership has nowrecovered since the slump in 2009. Traffic hasbeen increasing steadily from 45.6 billion in 2000to 47.1 billion in 2005 to 49.5.billion in 2012.

Urban public transport usage varies widelyacross the EU. Demand has fallen in easternEurope by between 4% and 24% and grown inthe more affluent western member states, withthe highest rates of growth in Austria (+24%),Britain (+19%), France (+29%), Germany (+12%),Luxembourg (+50%), and Sweden (+24%). These figures compare with an average rate ofgrowth of 8%.

The number of journeys taken on NorthernIreland Railways was up 15% to 13.1 million,which according to Translink was the highestsince the 1960s.

Sustainable mobility crucial to the future of India’s cities, saysRajnish AhujaREPUTE conference guest and sustainableenergy expert Rajnish Ahuja stresses that smartsustainable mobility will be a critical factor toIndia’s continued growth. Migration from rural tourban areas of India has been increasing. By2050, 70 per cent of the population will be livingin cities. Infrasturcture in Indian cities is strugglingto cope with the existing population and will notbe able to handle the projected increases. Aseverything can now be connected via data, smarttechnology will be key to driving futuredevelopment. New cities that are being planned,need to be smart and sustainable.

Rajnish will share his experiences and ideas with us in June when he joins the REPUTEconference tour.

REPUTE Guide to energy andpublicly-accessible transport inrural areasAs part of their contribution to REPUTE OxfordBrookes University are producing a guide thatprovides a single point of reference for publictransport challenges in rural areas. It will providevaluable information for policy makers, transportoperators and communities. It puts into contextthe transport and energy challenges in ruralareas, and evaluates the best practice to informfuture activities. A working draft was circulated tothe REPUTE Partners in January 2015. Thisversion will be updated and enhanced with inputsfrom workshops and interactions with other EUprojects. A final version will be made available atthe end of the project.

European transport-related greenhouse gas(GHG) emissions account currently for 25% of all European emissions and are expected tocontinue to rise at about 6% per year. Sustainabletransport requires a radical shift in investmenttowards providing fast and efficient publictransport systems. However people in rural areastypically travel 50% further than theircounterparts in urban areas and most of thesejourneys are undertaken by bus or car. It is noteconomically viable to serve diffuse ruralcommunities with a regular public transportnetwork. New business models are thereforerequired to provide total transport solutions. A number of imaginative schemes exist thatconnect to rural public transport hubs throughcommunity-run schemes, shared ownership of transport resources and bespoke on-demand services.

The context and motivation for catalyzingtransport changes are outlined in the Guide. The regions associated with the project partnersare described, analyzed in terms of energy andtransport, and then categorized with our REPUTEIndex. We show that the key drivers for changeinclude community engagement, and local energy initiatives and policies. The introduction of cost-effective, energy-saving, technologies isalso significant.

• Future transport will have to use more energy derived from natural resources – solar, wind, tidal, hydro, biomass, etc.

• There is a compelling case for rural transport to use biofuels derived from waste biomass resources such as spent oils, food waste and farm residues

• Renewable energy sources can be owned, operated and controlled in rural areas through community actions and local partnerships. The energy generated can be used directly or indirectly in local transport

• Community actions in rural areas have the potential to provide local total transport solutions through a combination of public andprivate transportation enterprise.

REPUTE’s Two Pilots Launching in FebruarySolar charged electric vehicles for hireREPUTE partners Oeste CIM will soon unveil anexciting pilot project utilising electric vehicles inthe Oeste region of Portugual. The project willsee an electric vehicle installed at the centralcoach station at each of the 12 municipalities inthe region. The vehicles will be charged by a fotovoltaic system applied on a car park shadowframe and will be available for rental by membersof the public.

The EV users will be able to reserve a car using aweb platform, which will also track the cars usageand location.

The project will be launched in February. Checkwww.reputeproject.eu for updates.

Scottish Pilot Tests and WorkshopsREPUTE is planning two pilot tests of marketstimulation in Scotland, in partnership withHITRANS, the regional transport agency for theHighlands and Islands of Scotland. The first ofthese is a test of two transport information signs,powered by renewable energy, to be located onpoles at existing bus stops in remote regions inScotland.

The second of these is a test of a Personal TravelPlanning (PTP) campaign. The project will seePTP take place in key locations within FortWilliam including schools and workplaces. Animportant element will be selected PTP takingplace on a ‘door to door’ basis within the sectionsof the community which are likely to achieve thebest change in modal share for active travel.

Another key element of this project will be thedevelopment of a toolkit for the PTP exercise, sothat it can be delivered in other project areaswithin the REPUTE project, and also within otherlocations in the HITRANS region.

The implementation of these pilots is due thisFebruary. A Workshop will be held on the 28thApril 2014, in Inverness, to discuss the REPUTEpilot projects in Scotland. Details of this workshopwill follow on the REPUTE WEBSITE in thecoming weeks.

Atlantic Area Tour 2015Renewable Energy & Public Transport

For two weeks in June 2015 theREPUTE conference tour will travel throughout the AtlanticArea taking in all of the partner regions. Theproject partners will share the learning andinnovations from the REPUTE’s pilot projects andbest practice guide with transport professionals,policy makers and other stakeholders at a seriesof themed conferences in Scotland, NorthernIreland, France, Spain, and Portugal.

The idea of doing a conference tour is to helpgenerate publicity around the issue of publictransport and the need to engage more peopleand policy makers in the debate about cleantransport, energy efficiency and renewableenergy.

Truly GlobalBy traveling together to the venues the projectpartners and their invited guests will see realexamples of public transport challenges alongwith innovative solutions and report on thesethrough blogging, twitter feeds and presentationsat the conferences.

The conference tour will be an actual tour and avirtual tour where people concerned aboutmobility issues can contribute from anywhere inthe world.

Different ThemesConferences will provide anoverview of renewable energy inpublic transport as well as apresentation on the content of theREPUTE best practice guide.

At each of the stops along the waywe will host a conference – eachwith a slightly different theme.

In Scotland where the first of the REPUTE pilotprojects is being demonstrated the conferencewill explore the area of personalized travelplanning and the potential of informationprovision in maximizing the effectiveness ofpublic transport as alternative to the private car.

The Northern Ireland conference will look at waysof stimulating enterprise and developing theuse of renewable energy and energy efficiency inall forms of public transport. This leg of theconference tour will be of particular interest totransport providers from the private sector.

On to beautiful La Rochelle in western Francewhere the conference will turn its attention to“New energies for Green Transport”. LaRochelle is renowned for its commitment to urbanecology and for many years has been a leader inthe areas of e-mobility and sustainable transport.

In the city of Oviedo in Northern Spain the conference will look at the integration ofInformation and CommunicationsTechnologies with public transport. It will alsolook at the significant potential for enterprisedevelopment that come with the growing use ofICT transport apps.

The last stop of the tour will be in Torres Vedras – the site of the second pilot project. This leg of the conference will examine Mobility in urban settings: Soft Modes of Transport &Electric Vehicles. See the Agenda for each venue at: www.reputeproject.eu/conference-tour/

Nicolas Meilhan

After graduating from MIT in 2002,Nicolas started his career as astructural engineer in the automotiveindustry, working on crash simulationand tests.

He then moved in 2005 tomanagement consulting working forA.T. Kearney and Frost & Sullivan inthe Transportation, Energy &Environment sector.

Since 2007, he has specialised inclean transportation & renewableenergies, developing a relatedconsulting activity within Frost &Sullivan where he is a principalconsultant. His main areas ofexpertise are mobility, electricvehicles, renewable energies, shaleoil & gas and resource depletion(fossil fuels, metals, minerals, water).

Rajnish Ahuja holds a MBA degreefrom The Energy and ResourcesInstitute (TERI) and a MechanicalEngineering degree. He has 5 yearsof experience in research andanalysis in sustainable energy andtransport with leading organizations.

He has worked in the renewableenergy policy domain and did anexercise on carbon foot printing withthe European Investment Bank.

He has worked on issues related toAir Quality, Electric Vehicles and FuelCells. As a Consultant for UnitedNations - Asian and Pacific Centrefor Transfer of Technology, hedeveloped a directory of renewableenergy organizations in the AsiaPacific region.

His interest areas are EnvironmentalEconomics, Sustainable EnergyGeneration, Sustainable Transportand research projects related toclean tech sector in general.

Belfast on the Moveand Belfast RapidTransport Projects

The Department of RegionalDevelopment in Northern Ireland arecurrently delivering two major transportinfrastructure projects – Belfast on theMove and Belfast Rapid Transport.

The main aim of Belfast on the Move isto reorganise traffic management withinBelfast city centre, to facilitate areduction in general traffic levels andencourage greater walking, cycling andpublic transport use. This will require theredistribution of available road space infavour of public transport and cyclists

Some key project deliverables achievedto date include 2.6km of new bus lanes,which also accommodate cyclists, motor-cyclists and permitted taxis, in addition to0.8km of new dedicated cycle lanes.

This project is still under way, althoughhas realised a number of modal shiftbenefits so far, including:

• Over 1,900 less vehicles entering thecity in the morning peak & around

• 10,900 less vehicles entering the cityover a 24 hour period.

• increase walking - Over 12% morepedestrians entering the city centreduring the morning peak.

• increased cycling - Over 18% morecyclists entering the city centre duringthe morning peak.

• increased public transport usage -Over 36% more rail passengers andover 17% more bus passengersentering the city centre during themorning peak.

Belfast Rapid Transit (BRT) is aninnovative and ambitious project that willcreate a new and dynamic publictransport system for Belfast. Work on theproject began in 2014 with theintroduction of new park and ridefacilities, and is due to finish in 2017. TheBRT system will use high quality rapidtransit vehicles which will provide amodern, comfortable environment forpassengers in terms of space, securityand on-board information.

The BRT system will also incorporatehigh quality halts with easy access tovehicles, real time information systemsfor easier journey planning and off-vehicle ticketing to speed up theboarding process. The speed, reliabilityand comfort of the BRT services willprovide an attractive alternative toprivate car use.

City Mobile2Workshops in La Rochelle March 2015The French coastal town of La Rochellewill host a series of events related toCityMobil2 and road vehicle automationin general at the end of March 2015. LaRochelle is the site of one of the mainCityMobil2 demonstrations of automatedroad passenger transport systems, whichoperates from December 2014 untilMarch 2015.

A wider take-up of cyber-mobility acrossthe European cities promises to changedeeply the car industry and other privateand public sectors. This is the subject ofCityMobil2's first workshop on the Socio-economic impact of road transportautomation, to be held in La Rochelle on30th and 31st March 2015. Meetingparticipation will have an internationalflavor, with delegates from Europe, theUnited States and Japan among others.
