Physical Site Characterization
Background Information:
The Former L&L Gas and Service Station site was initially developed prior to 1889 and was utilized as a multi-family residence until the 1950s. This building was demolished and a fueling and service station was constructed on the property in approximately 1956. The surrounding properties were generally occupied by residences and retail stores in the early 1900s, and were occupied by commercial operations, including other fueling stations, by the 1950s.
In November 1993, L&L Gas and Service Station applied for a municipal license to operate an automotive repair facility at the site. The facility was used for vehicle repairs until 2012.
In 1998, fueling station activities ceased on the property. In October 1998, closure services were conducted on three gasoline underground storage tanks (USTs) located west of the building, and on one waste oil UST located south of the building. After the USTs were exhumed, they were found to be rusted and pitted, and a hole was reportedly observed at the bottom of the northernmost gasoline UST, where petroleum-stained soil was also encountered. Approximately 46 tons of soil was removed. Analytical results of soil samples from the UST graves indicated the presence of total petroleum hydrocarbons (TPH) at 300 milligrams per kilogram (mg/kg), a level that is below the Rhode Island Department of Environmental Management (RIDEM) Method 1 Residential Direct Exposure Criteria (R-DEC). No other volatile organic compounds (VOCs) were reported in the soil samples collected from the gasoline UST graves.
On 12 March 1999, RIDEM issued a letter to the proprietor of L&L Gas and Service, stating that a petroleum release had occurred at the site and requested the completion of a Site Investigation in accordance with the RIDEM Regulations for Underground Storage Facilities used for Petroleum Products and Hazardous Materials (UST Regulations).

In March 2001, GZA GeoEnvironmental, Inc. (GZA) installed four microwells within and adjacent to the former UST graves. In May 2001, GZA collected two groundwater samples and submitted them for laboratory analysis of VOCs. No VOCs were detected. On 17 July 2001, RIDEM issued a No Further Action Letter to the proprietor regarding the former USTs. One 500gallon heating oil UST remains on site for heating the on-site building.
Between April 2012 and May 2014, five separate investigations were conducted by Fuss & O’Neil, including a Phase I Environmental Site Assessment (ESA); a Brownfields Investigation; a Hazardous Building Materials Assessment; and two Polychlorinated Biphenyl (PCB) Investigations. The investigations indicated the presence of petroleum hydrocarbons, polycyclic aromatic hydrocarbons (PAHs), and lead in soil, all at concentrations greater than the RIDEM Method 1 R-DEC. The investigation reports attributed the lead contamination to the presence of coal and ash in fill materials at the site. In addition, significant levels of PCBs were found in building materials (concrete, caulking, sealants, paint, and roofing materials) at concentrations greater than 50 mg/kg, exceeding Toxic Substances Control Act (TSCA) regulations. In March 2015, RIDEM approved the remediation strategies proposed by Fuss and O’Neil.
In November 2012, the property was acquired by the West Broadway Neighborhood Association for redevelopment.

Physical Site Observations
Comments: The site contains a one-story building with a three-bay garage, office space, and storage room. The site is restricted by a 6-foot temporary chain-link fence, installed by the WBNA. The exterior of the building appeared to be in decent condition. Within the interior of the building, EPA and WESTON START personnel observed peeling paint and several areas of stained concrete. A hydraulic lift system was observed, including a piping system with a small fluid reservoir, at the rear of the garage area. Several containers of used motor oil and a large compressor were observed in the storage room.

Description of Sampling Conducted
WESTON START personnel collected four soil samples, one oil sample from the hydraulic lift system reservoir, one caulking sample, one composite concrete sample, and two paint chip samples for PCB analysis. The oil sample was also submitted for volatile organic compound (VOC) analysis, and one soil sample was submitted for additional analyses, including VOCs and metals.

II. Narrative Chronology
Narrative Chronology
Introduction
The Former L&L Gas and Service Station site (the site) is located at 1326 Westminster Street, Providence, Providence County, Rhode Island (see Appendix A, Figure 1). The geographic coordinates at the approximate center of the site are 41° 48' 59.2" north latitude and 71° 25' 51.3" west longitude. The 0.25-acre site contains a single-story 1,984-square-foot building that was constructed in approximately 1956. The site is bordered by Westminster Street to the north, and mixed residential and commercial properties on Harrison Street, Dexter Street, and Powhatan Street to the east, west, and south, respectively (see Appendix A, Figure 2).

On 8 November 2012, the West Broadway Neighborhood Association (WBNA) acquired the property. WBNA was the recipient of a U.S. Environmental Protection Agency (EPA) Brownfields Grant to clean up and reuse the Former L&L Gas and Service Station property.
Site Activities
On 29 October 2015, EPA On-Scene Coordinator (OSC) Elsbeth Hearn, EPA Brownfields coordinator Laurie O’Connor, and Weston Solutions, Inc. (Weston) Superfund Technical Assessment and Response Team (START) members Bill Mahany and Christine Dupree mobilized to the site to conduct site investigation and sampling activities.
EPA and START personnel met with members of the WBNA and their contractor, Fuss and O’Neil, to discuss the previous sampling events and results, and areas of concern.
START personnel established a support zone and calibrated the air monitoring instruments, one MultiRAE Plus unit [with carbon monoxide (CO), hydrogen sulfide (H2S), VOC, oxygen (O2), and Lower Explosive Limit (LEL) sensors], and one Ludlum Model 19A gamma radiation detector (RAD) meter. Background levels were recorded as follows: VOC = 0.0 parts per million (ppm); LEL = 0%; O2 = 20.9%; CO = 0 ppm; H2S = 0 ppm; radiation = 10 - 15 microRoentgens per hour (µR/hr). START member Mahany conducted a safety and operations meeting, and on-site personnel reviewed and signed the site Health and Safety Plan (HASP). The HASP was prepared as a separate document, entitled Weston Solutions, Inc., Region I START Site Health and Safety Plan (HASP) for the Former L&L Gas and Service Station Site, Providence, Rhode Island, dated October 2015.
EPA and START personnel conducted a site walk around the exterior of the site building, and marked surface soil sampling locations (SS-01 through SS-04). Personnel observed peeling paint on the building exterior, and several areas of concern along the southern wall.
Personnel then entered the building and inspected the office area in the northwestern portion of the building, and then entered the garage area. The garage area was observed to occupy approximately two-thirds of the building, with three garage bay doors. The two western bays had decommissioned/nonfunctional hydraulic automobile (auto) lifts. A workbench, sink, and storage shelves were observed along the rear (south) wall. A hydraulic fluid reservoir for the auto lifts was located between the western garage bays, against the rear wall. Miscellaneous debris and refuse was observed in the garage.
A storage/machine room was located off the southwestern corner of the garage area. Wooden shelving was located on the southern and western walls of the room, with piping for the auto lifts

located under the shelving. A large pile of soil and concrete debris was observed in the southwestern corner. Several 5-gallon containers of waste oil and cleaning fluids were located along the northern wall of the storage room. A large industrial air compressor was also observed in the room, with associated piping.
START personnel were able to access the contents of the hydraulic lift fluid reservoir, and collected oil sample Oil-01 for PCB analysis. START personnel then used a large hammer drill to collect a four-point composite concrete sample from the floor of the garage area for PCB and VOC analyses (see Appendix A, Figure 3).
Sampling activities were performed in accordance with the site sampling and analysis plan (SAP), which has been prepared as a separate document, entitled Sampling and Analysis Plan for the Former L&L Gas and Service Station Site Providence, Rhode Island.
Soil samples SS-01 through SS-04 were collected from exterior locations along the southern and eastern sides of the building for PCB analysis. Soil sample SS-03 was selected for additional analysis, including VOCs and metals.
START personnel then collected two paint chip samples (PCS-01 and PCS-02), one from the exterior of the building and one from the sidewalk along the western side of the building. Caulking sample CLK-01 was collected from the building sign support column located between the western garage door and the office entry. The paint chip and caulking samples were collected for PCB analysis. See Appendix B, Table 1 for sample location descriptions.
START personnel photodocumented site conditions and sample locations prior to departing the site (see Appendix C).
Sample documentation and a Chain-of-Custody record were prepared (see Appendix D), and all samples were submitted to the EPA Office of Environmental Measurement and Evaluation (OEME) New England Regional Laboratory (NERL) in North Chelmsford, Massachusetts for analysis.
On 14 December 2015, START received the analytical data from the laboratory.
Analytical Data Summaries
No VOCs were detected in the concrete sample or soil samples, and no PCBs were detected in the oil or concrete samples.
PCBs were detected in all of the soil samples, at a maximum concentration of 62 mg/Kg. PCBs were also detected in the paint chip samples and caulking samples, at maximum concentrations of 180 mg/Kg and 13,000 mg/Kg, respectively.
A total of 14 metals were detected in soil sample SS-03, with one metal (lead) at a concentration greater than the comparison EPA Removal Management Level (RML). See Appendix B, Table 2 for a summary of the sample results.
