Performances and capacity
111581 - Dual Carrier : extension to 2 frequency bands
Dual Band-Dual Carrier HSDPA feature is the 3GPP release 9 extension of SB
DC-HSDPA feature to two frequency bands: it aggregates two downlink carriers from two
different frequency bands
This feature has the following impact:
• Configuration Management
This feature introduces following new BTS parameters:
– DualBandActivation (HsdpaConf object)
This parameter enables / disables activation of Dual Band HSDPA for the cell.
When this parameter is set to TRUE and threeCellActivation as FALSE , the Dual
Band Dual Cell HSDPA is Activated. When this parameter is set to TRUE with
threeCellActivation as TRUE means, Dual Band three Cell HSDPA is Activated.
– secServHsdschCellActDeactCheckInterval (Class 3-A2, HsdpaConf object) - This
defines the time interval, in seconds, for the scheduler at serving HS-DSCH cell to
check whether the conditions to (de)activate a secondary serving HSDSCH cell
for a 3C/DC/DB-DC HSDPA call are met.
– secServHsdschCellDeactLoadThreshold (Class 3-A2, HsdpaConf object) - This
parameter defines the threshold used by the scheduler at the serving HSDSCH cell
to decide whether a secondary serving HS-DSCH cell for a 3C/DC/DBDC call
shall be deactivated.
– secServHsdschCellActLoadThreshold (Class 3-A2, HsdpaConf object) - This
parameter defines the threshold used by the scheduler at the serving HSDSCH cell
to decide whether a secondary serving HS-DSCH cell for a 3C/DC/DBDC call
shall be activated.
– secServHsdschCellDeactSPIThreshold (Class 3-A2, HsdpaConf object) - This
parameter defines the Scheduling Priority Indicator (SPI) threshold to check
whether a user can be considered for deactivation of secondary serving HS-DSCH
cell for a 3C/DC/DB-DC HSDPA call (without MIMO).
– hsscchOrderRepeatInterval (Class 3-A2, HsdpaConf object) - This defines the
time interval, expressed in number of TTIs, for a repeat transmission of a
HS-SCCH order if no acknowledgement is received by the scheduler at the
serving HS-DSCH cell to (de)activate a secondary serving HSDSCH cell for a
3C/DC/DB-DC HSDPA call.
– hsscchOrderMaxTx (Class 3-A2, HsdpaConf object) - This defines the maximum
number of transmissions allowed for a HS-SCCH Type1 order in the
‘retransmission FIFO’ queue used by the scheduler at the serving HSDSCH cell to
activate / deactivate a secondary serving HS-DSCH cell for a 3C/DC/DB-DC
HSDPA call without MIMO.

– secServHsdschCellDeactBOThreshold (Class 3-A2, HsdpaConf object) - This
parameter defines the Buffer Occupancy threshold used by the scheduler at the
serving HS-DSCH cell to decide whether a secondary serving HS-DSCH cell for a
3C/DC/DB-DC call shall be deactivated.
– secServHsdschCellActBOThreshold (Class 3-A2, HsdpaConf object) - This
parameter defines the Buffer Occupancy threshold used by the scheduler at the
serving HS-DSCH cell to decide whether a secondary serving HS-DSCH cell for a
3C/DC/DB-DC call shall be activated.
– dualAndThreeCellHsdpaMimoMaxNumberUserEcem (Class 3-A2, BTSEquipment
object) - The aim of this parameter is to allow the operator to limit the maximum
number of DC-HSDPA or MIMO users allowed per eCEM board to a lower value
than an internal hard coded limitation parameter named internalMaxMIMODual-
CellHsdpaUsersAllowed. This internal parameter is related to the eCEM board.
– dbMultiCarrierAntennaAccessPair (AntennaAccess object) - This parameter is
used to identify two AntennaAccess (logical sectors) that would form one physical
sector. This parameter is needed for DB-DC & DB-3C configurations and this
parameter should point to another AntennaAccess instance.
This feature introduces following new RNC parameters:
– eMBRThreshold2cHsdpa (Class 3-A2, hsdpaRncConf object) - This parameter
defines an admission criterion for DC-HSDPA or DB-DC-HSDPA considering
RANAP extended-MBR or supported-MBR.
– isHsdpaDualBandActivated (Class 3-B, FddCell - This parameter activates /
deactivates the support of DB-HSDPA operation at cell level. When this parameter
is set to TRUE with isHsdpaThreeCellActivated as false means, Dual Band Dual
Cell HSDPA isactivatedd for the cell. When this parameter is set to TRUE with
isHsdpaThreeCellAllowed as TRUE means, Dual Band three Cell HSDPA is
activated for the cell.

Services and Radio Resources Management
177049 - Soft Congestion Extension
This feature has the following impact:
• Configuration Management
The following new RNC parameters are added:
– isNodebCacAtRncAllowed (Class 3-A1 , RadioAccessService object) - Global
activation flag for running Node B Cac at RNC. If set to true, this implies that the
Node B CAC algorithm at RNC is applicable
– isSoftCongestionForMcAllowed (Class 3-A1 , RadioAccessService object) - This
parameter extends the Soft Congestion algorithm for multi carrier configurations
in UL and DL. If set to true this implies that any CAC failure for multi-carrier call
admission will be a trigger for Soft Congestion.
– isSystematicCsOverPsPreemptionAllowed (Class 3-A1 , RadioAccessService
object) - This parameter downgrades or pre-empts any PS calls for CS call
regardless of OLS priority of the PS call. If set to true, this implies that an
incoming CS call is able to preempt any active PS call independent of Preemption
feature activation.
– useMcAccessRestrictionForHsdpaCallAdmission (Class 3-A2 ,
RadioAccessService object) - This parameter enables/disables application of
multi-carrier access threshold for HSDPA call admission. If set to true, this
implies that access restriction is applied for HSDPA call admission
– softCongestionCapabilityForRabReconfiguration (Class 3-A2 , SoftCongestion
object) - This parameter indicates if CAC failure during RAB reconfiguration may
trigger soft congestion procedure.
– softCongestionQueuingReallocationPriority (Class 3-A2 , SoftCongestionHs-
paService object) - This parameter indicates which of the SoftCongestionQueu-
ingInfo to be applied for each service/OLS.
– reallocationRetryMaxNumberForAoUpsize (Class 3-A2 , SoftCongestionQueuing-
Info object) - Number of times RNC retries to deallocate resources for AO Upsize
trigger from same UE.
– dcHsdpaAccessRestricted (Class 3-A2 , McAccessRestrictionPerCellColour
object) - This parameter indicates whether the corresponding OLS/Radio Load
combination is restricted from accessing 3C-HSDPA resources. If set to true, this
implies that the corresponding OLS/radio load combination is restricted from
accessing DC-HSDPA cell resources.
– dcHsdpaAccessThresholdEventId (Class 3-A2 , FDDCell object) - Reference to
instance of McAccessRestriction to retrieve accessibility criteria for DC-HSDPA
configuration.

– isNodebCacAtRncActivated (Class 3-A1 , FDDCell object) - This parameter
enables/disables at cell level algorithm for running Node B Cac at RNC. If set to
true, this implies that RNC is running the Node B CAC algorithm
– isNodebCacAtRncActivated (Class 3-A1 , BTSCell object) - This parameter
enables/disables at BTSCell level the support of running Node B CAC at RNC. If
set to true, this implies that Node B is reporting the Node B CAC to RNC
– isPreemptionDownsizeToPchAllowed (Class 3-A2 , PreemptionAllowedInfo
object) - This parameters facilitates AO downsize to xxx_PCH state for any call
that is eligible to be released due to preemption processing.
– preemptionCapabilityBasedOnEstCauseForRrcCnxReq (Class 3-A2 ,
PreemptionAllowedInfo object) - This parameter if set uses Establishment cause in
the RRC Connection Request to do the P-service mapping of the Service Type
thus Preemption algorithm can differentiate service requests at the time of RRC
establishment for finding an appropriate target .
The following parameters have been modified:
– fallbackPolicyUponCacFailure (Class 3-A2 , FDDCell object) - This parameter
specifies the fallback policy in case of CAC failure upon RAB modification. The
basic fallback option is first fallback to DCH, then iMCTA in case of failure of
previous step, pre-emption in case of failure of previous step.
– highUplinkTrafficThresholdForEdchClassic (Class 3-A2 , EdchTrafficActivityS-
martphone object) - If uplink traffic is above this threshold per ols for a
pre-configured time, then a TTI reconfiguration to E-DCH classic TTI (2ms or
10ms) will be considered if E-DCH400 is used. It is only applicable only if
uplinkTrafficVolumeDetectionForE-DCH400 is set to True.
– lowUplinkTrafficThresholdForEdch400kbs (Class 3-A2 , EdchTrafficActivityS-
martphone object) - If uplink traffic is below this threshold per ols for a
pre-configured time, then a reconfiguration to E-DCH400 will be considered if
currently E-DCH classic TTI (2ms or 10ms) is used. It is only applicable only if
uplinkTrafficVolumeDetectionForE-DCH400 is set to True.

179125 - Fast Return to LTE Enhancements
Provide Fast Return redirection to LTE when CS Fall Back (CSFB) call is released in case
of Iur mobility.
This feature has the following impact:
• Configuration Management
This feature introduces following new parameters:
– isFastReturnToLteEnhForCsfbDrncCallsAllowed (Class 3-A2 ,
RadioAccessService object) - This parameter enables FR2LTE upon CSFB call
release, when due to mobility call is configured over Iur on DRNC.
– isFastReturnToLteEnhForCsfbCallsAfterSrnsAllowed (Class 3-A2,
RadioAccessService object) - This parameter enables FR2LTE upon CSFB call
release for calls arrived through an SRNS.
– isFastReturnToLteEnhForCsfbDrncCallsAllowed (Class 3-A2, NeighbouringRNC
object) - The parameter enables the FR2LTE enhancement for Iur calls at
neighboring RNC level.
– isFastReturnToLteEnhForCsfbCallsAfterSrnsAllowed (Class 3-A2,
NeighbouringRNC object) - This parameter enables the SRNC to include the
CSFB Information IE to T-RNC Transparent Container when triggers a relocation
request toward this neighboring RNC.
– isCsfbInfoInclusionInTransparentContainerAllowed (Class 3-A2,
RadioAccessService object) - This parameter enables the SRNC to include CSFB
Information IE into TRNC Transparent Container when sends a RANAP
RelocationRequired message toward a T-RNC which has no corresponding
NeighbouringRNC instance data filled.

Operational effectiveness
118254 - Automatic Carrier Switch-off Evolution
This feature is an evolution of the Automatic Carrier Switch-off (ACS) feature. In
addition to allow operators to automatically shut down a carrier at an STSR X+Y Node B
site, with this feature it will be possible to use shutdown carriers even for STSRX (X >=
2) Node B sites.
This feature has the following impact:
• Configuration Management
This feature introduces following new parameters:
– totalCellsLoadThresholdForSwitchOnOverlay (Class 3-a2 , AutoSwitchOffCon-
fExtension object)
This parameter applies in case of Automatic Carrier Switch-off (ACS) involving
three or more cells (one base and two overlay cells). This parameter is used when
the ACS formulas (including simulated mode) are based on ‘RL load’ or ‘RL load
and Power load’.
– overlayCellPowerThresholdForSwitchOff (Class 3-a2, AutoSwitchOffConfExten-
sion object) - When base cell and two or more overlay cells are monitored, the
candidate overlay cell for switch-off shall have its Power load lower than this
threshold. This parameter is used when the ACS formulas (including simulated
mode) are based on ‘Power load’ or ‘RL load and Power load’.
– totalCellsPowerThresholdForSwitchOff (Class 3-a2, AutoSwitchOffConfExtension
object) - When base cell and two or more overlay cells are monitored, one overlay
cell can be switched-off only when the total Power load reported to the combined
base and other overlay cells max transmission power is lower than this threshold.
– totalCellsLoadThresholdForSwitchOnOverlay (Class 3-a2, AutoSwitchOffConfEx-
tension object) - When base cell and one or more overlay cell are monitored, the

Legend:
(3) Transitory system configuration: related to a maintenance upgrade phase in post DR5
timeframe; or in FCS - DR5 time frame, related to a transitory period to enable to perform
non regression on iso UA09.1 functionality on a sub-part of a dedicated live pilot RNS
(i.e. no new LR15.3.W feature activated). Only FOA experts are involved in this latter
case. And the required NPO tests are only basic (i.e. no tuning).
