I. General Provisions

1. The Army Scout Masters competition (hereinafter referred to as the

Competition) is held within the framework of the International Army Games

2020 in accordance with the Regulations on holding of the Competition

(hereinafter referred to as the Regulations).

2. The Competition has the following objectives:

strengthening of international military and technical cooperation between the participating countries;

increasing of army service prestige in army scout units, as well as of

field training of the Competition participants; development of competitiveness of units taking part in the

Competition;

demonstration of operational capabilities (performance

characteristics) of modern weapons, equipment and technical reconnaissance

equipment.

3. Official languages of the Competition are Russian and English.

4. The present document has been developed in accordance with the

Regulations on holding of the International Army Games and organization

of judgment procedures during the International Army Games approved by

the International Organizing Committee and is mandatory for organizers and

participants of the Competition.

II. Organization and Management of the Competition

1. The Commander-In-Chief of the Ground Forces performs overall

organization and management of the Competition. Direct supervision of the Competition is carried out by the Intelligence

Chief - Deputy Head of the Ground Forces Headquarters on Intelligence.

2. In order to perform organization and management of the

Competition, the Organizing Committee and the Panel of Judges are created.

3. The Organizing Committee consists of:

a) the Head of the Competition; b) Deputy Heads of the Competition - 2 persons;

c) Assistants of the Head of the Competition:

on material supply; on target layout;

on imitation;

on video monitoring; on cultural events; d) Staff of the Organizing

Committee consisting of: the Head of the Staff of

the Organizing Committee;

Deputy Heads of the Staff of the Organizing Committee: on

communication;

on protection of state secrets and information security;

on cooperation with the Staff of the Organizing Committee of the International Army Games and National Defense Operations Center Operational Team;

assistant of the Head of the Staff of the Organizing Committee on information support;

e) groups: coaching, imitation, medical, communication and video

monitoring, announcing, technical support, psychological support, media

cooperation, material supply, transport, security. information,

communication between the Administration and the Panel of Judges,

research, de-mining, international military delegations (teams) reception,

Fan Club support;

f) teams: fire crew, target team;

g) security perimeter group;

h) ammunition supply point.

4. The Panel of Judges consists of: Main Judge - Intelligence Chief - Deputy Head of the Ground Forces

Headquarters on Intelligence;

Deputy Main Judge - Head of the Department (for Training of Ground

Forces reconnaissance units) of the Intelligence Directorate of the Ground

Forces Headquarters;

secretary - from the educational institution (unit) organizing the

Competition;

the Competition Secretariat - 4 persons (incl. 3 persons from the

educational institution (unit) organizing the Competition and 1

interpreter from the Ministry of Defense Linguistic Center;

Board of Judges - 1 representative of each participating team

for all five stages (substitution of a judge is prohibited);

assistants of judges with photo and video equipment - 1 person

from each participating team; arbitrators - 1 person for each stage from the educational institution

(unit) organizing the Competition;

area (exercise, task) judges - from the educational institution (unit)

organizing the Competition;

assistants of area (exercise, task) judges - from the educational

institution (unit) organizing the Competition;

technical commission - 5 persons from the educational institution

(unit) organizing the Competition.

5. The Board of Judges for army hand-to-hand combat consists of: exercise judge;

secretary;

running area judges - 3 persons;

referee;

side judges - 3 persons; time-keeper;

participant judges - 1 person from each participating team.

6. The Organizing Committee and the Panel of Judges subordinate to the

Head of the Competition (Main Judge of the Competition) and his Deputies.

III. Admission for participation and Competition conditions

1. Arrival of participating teams to the Competition venue is carried out not

earlier than in seven days prior its opening.

2. Following servicemen are allowed for participation in the Competition: up

to 45 years, with corresponding training and without any medical restrictions.

3. A participating team consists of:

Head of the Delegation;

representative of the Board of Judges;

Head of the Team;

Coaching group - 2 persons;

Technical support group - 2 persons;

Material supply group - 2 persons (medical personnel, material supply specialist);

Communication group - 4 persons (incl. assistant of the Panel of Judges

representative);

reconnaissance unit (hereinafter referred to as unit) consisting of 10 persons: unit commander;

senior scout; sniper scout, machine gunner scout, antitank grenadier scout;

de-miner scout;

radio telephone operator scout; medic scout; scout;

driver;

reserve servicemen - 2 persons (incl. driver). Rights and responsibilities of the Panel of Judges and Competition

participants are described in the Annex 1.

4. The unit personnel should have weapons, equipment, tactical gear,

communication and observation means (hereinafter referred to as equipment) in

working condition according to the Competition Regulations or equipment similar

to the aforementioned ones according to its performance characteristics.

The Head of the Team should have the application for participation of his

reconnaissance unit in the Competition in duplicate (Annex 2) with 10x12 cm

colored photos of unit servicemen

incl. reserve personnel with signature of the doctor and stamps near names of each

serviceman of the reconnaissance unit in the application.

This application acknowledges readiness of the reconnaissance unit for

performing of tasks in accordance with the Competition Regulations.

5. Issues regarding to supply of equipment for teams at the expense of an

educational institution (unit) organizing the Competition are settled directly by the

Main Judge or his Deputy not later than in 30 days prior to the opening of the

Competition.

After acceptance of equipment and drafting of technical condition documents,

an accepted team bears responsibility for technical condition of the equipment.

Prior to the beginning of the Competition, a unit personnel inspects

equipment, in the end of each day a unit carries out its maintenance and preparation

for next day activities. Preparation of equipment is carried out in accordance with

the requirements for its operation.

Maintenance, repair and servicing of equipment is performed by the technical

support group of teams with the use of their means in an AFV park of an educational

institution (unit) organizing the Competition.

In case of incapacitation of equipment, its substitution with working (reserve)

equipment is allowed with permission of the Main Judge or his Deputy upon request

of the Head of the Team.

It is prohibited to change factory settings, adjustments, break seals, introduce

design changes without clearance of factory representative and permission of the

Main Judge. In case of detection of equipment with aforementioned alternations,

such equipment will not be admitted to the Competition, and the corresponding team

will be disqualified.

In order to restrict unauthorized access to equipment, technical support groups

of participating teams seal and turn them over for protection.

During preparation and holding of the Competition, the Main Judge can carry

out scheduled and surprise inspections of equipment technical condition.

6. In the day before the start of the Competition and each of its stages, the

Main Judge or his Deputy, as well as the stage arbitrator inspect readiness of

personnel, equipment and gear. Full weight of equipment without weapons,

ammunition, imitation means and water should be not less than 15 kilograms and

correspond with the Equipment List of a reconnaissance unit approved by the

Regulations. Weight shortages are compensated with useful load.

Decision on use of additional equipment beyond the Equipment List is taken

by the Main Judge upon a written request of a Head of a Team. Weight of this

equipment is not included into full weight of equipment, and it is carried by a unit

during an entire stage. Head of a Team has to present additional equipment to the

Board of

Judges for registration (inspection).

During the stages, it is allowed to inspect (weigh) equipment of a unit by

arbitrators or judges at stages (exercises, tasks) and is mandatory after crossing of a

water obstacle.

In case of violation related to list or weight of equipment, a team receives 20

penalty points for each serviceman of a reconnaissance unit.

7. It is prohibited for team personnel, to interact (verbally or physically) with

the Panel of Judges of the Competition during the Competition stages. Interaction

with the Panel of Judges is allowed only for a unit commander, head of a team and

a judge representing a team.

For verbal or physical interaction with the Panel of Judges of the Competition,

a team receives 10 penalty points (for each interaction). For interaction with local

residents during the Competition stages, use of vehicles not related to the

Competition stages, a team receives 0 points, takes the last place at a stage (except

for danger to health or life of a reconnaissance unit personnel).

8. In case of loss of weapons or communication equipment, a team receives

100 penalty points for each lost weapon or peace or communication equipment.

9. Admission of a reserve participant (except driver) for Competition stages

is performed with a permission of the Main Judge upon a written request of a Head

of a Team before the beginning of one of five stages.

In case of unauthorized substitution of participants for other servicemen, a

team receives 0 points for a stage and takes the last place at the stage. Substitution

of a primary driver for a reserve one is not considered as violation.

In case a doctor determines a diagnosis or a Head of a Team makes a request

on inability of a serviceman (servicemen) of a reconnaissance unit to participate in

the Competition for medical reasons during a stage of the Competition, a

reconnaissance unit continues to take part in the stage without a serviceman

(servicemen) up to next stage. This unit receives 1/10 of total number of penalty

points received for the stage for each left participant.

10. The drawing procedure is performed before each stage under auspices of

the Main Judge or his deputy with presence of the secretary, judges representing the

participating teams and Heads of Teams. Heads of each team choose tokens

determining their priority at a stage. Results of drawing procedures are formalized

in a protocol signed by judges representing the participating teams and Heads of

Teams and approved by the Main Judge or his Deputy.

IV. Competition Program

1. The Competition consists of preparatory and competitive parts.

During the preparatory part, following activities are organized:

arrival, accommodation and overall support of teams;

submitting of applications for participation in the Competition and their

registration;

medical examination of units personnel; unloading of equipment (for teams arrived with their own equipment) and its

location at the Competition venue;

acceptance of equipment from an educational institution (unit)

organizing the Competition by teams willing to perform with equipment of the host party;

maintenance and preparation of equipment for the Competition;

instructional exercises with personnel of participating teams

on accomplishing procedures at the stages and safety requirements;

preparation of the Panel of Judges and administration for the Competition;

adjusting of weapons;

inspection of readiness of units and equipment, Panel of Judges and

administration for the Competition.

The preparatory part is finished with the Opening ceremony of the

Competition.

2. The competitive part includes five stages.

First stage - 'Airdrop and forced march'. The stage includes:

Helicopter mounting of a reconnaissance unit

(this task is performed only in case a reconnaissance unit is air landed in the rear the 'enemy' positions);

Helicopter dismounting of a reconnaissance unit

(this task is performed only in case a reconnaissance unit is air landed in the rear

of

the 'enemy' positions); air landing or vehicle transportation of a reconnaissance unit in the rear of the

'enemy' positions (depending on meteorological conditions and other

circumstances) with arrival to the defined rally point situated in up to 1000 m from

the airdrop point;

performing of a communication task 'Establishing communication with a

higher commander and transfer of an intelligence report'; 10-15 km forced march along bearings with mandatory passage of control

points by an entire unit under the conditions of possible contact with the

'enemy'. At first and third control points, a unit commander defines direction

(bearing) and distance (in meters) to the object, radio telephone operator scout

reports to the higher commander via radio;

performing of an ambush upon an 'enemy' object in order to capture an 'enemy'

serviceman and documents.

Report on results of a reconnaissance mission to a higher commander can be

performed in a language of a participating country.

During the forced march, unit moves along bearings with the use of a magnetic

compass, other electronic navigation and position equipment is prohibited.

Second stage - Scout specialists competition. The stage includes the

following:

a) Drivers perform exercises on driving of BMP-2 IFVs (hereinafter referred

to as BMP) in difficult terrain. Crossing of obstacles and movement through

restricted passages at inclines, declines and hillsides.

During the exercise, 13 obstacles are to be crossed: track bridge model;

escarpment with a track bridge;

track passage in a minefield; passage between pillars at an incline and decline; stop

point at an incline and decline;

restricted pass with 90° double turn; passage with marked turns;

highwall at incline; railway crossing; straight restricted passage; ford;

obstacle and maneuver area; anti-tank trench with a passage.

b) Drivers load a BMP to a rail transporter with the use of an edge ramp and

a side platform and unload it.

c) Unit personnel (without a driver) perform following tasks:

tactical tasks - covert movement to an enemy's facility by rushing and

crawling; transportation of ammunition under enemy fire by side crawling;

CBRN tasks - securing a gas mask;

military medical tasks - application of a tourniquet and pulling aside of a

wounded person.

BMP crews of participating units get to know the exercise route on foot under

auspices of a stage arbitrator and exercise judge.

Practical trainings of BMP crews with the use of vehicles at the exercise route

and places for actual tasks are not allowed.

Third stage - 'Scout Route' obstacle course.

The stage includes:

Crossing of 22 obstacles by a unit with weapons, tactical gear and imitation

means against time, with performing of tasks in case of contact with an 'enemy'.

List of obstacles:

1. Helicopter model.

2. Wooden fence.

3. Brick wall with a breach.

4. Standard NATO fence.

5. Half-ruined building.

6. Stone fence.

7. Two-storey wooden building facade.

8. Restricted part of a connecting trench.

9. Vertical wall.

10. Wall with glass and water ditch.

11. Obstruction.

12. Rabbit wire.

13. Wire fence on high poles.

14. Wire net on low poles.

15. Wire net on high poles.

16. Wire communication line with guards.

17. Railway area with guards.

18. Dynamic wall.

19. Sewerage system.

20. Water ditch. 21. Inclined ladder.

22. Communication task area.

Fourth stage - shooting. The stage includes:

a) individual shooting exercises for every unit serviceman:

pistol shooting exercises; qualification shooting:

assault rifle - for unit commander, senior scout, driver, de-miner scout,

radiotelephone operator scout, medic scout, scout, antitank grenadier scout;

sniper rifle - for sniper scout; machine gun - for machine gunner scout;

anti-tank grenade launcher (hereinafter referred to as RPG) - for antitank

grenadier scout;

b) unit field firing exercise

'Scout unit in an ambush' with crossing of a minefield and natural (artificial)

obstacles;

c) performing of a communication task 'Establishing communication with a higher commander and transfer of an intelligence report';

d) precision throwing of knife and field shovel and training grenade by every

serviceman.

During firing exercises, unit personnel are prohibited to use optical sights,

except sniper scout with an SVD sniper rifle and antitank grenadier scout with an

RPG.

Fifth stage - assembling of a scout unit at the rally area after the mission.

The stage includes:

a) crossing of a water obstacle (without a driver);

b) 3-5 km forced march with field firing (without a driver and 2 servicemen

taking part in hand-to-hand fight);

c) BMP driving on the water

performed by a unit driver; d) two scouts from the unit perform 1 km rapid movement within limited time

with subsequent army hand-to-hand combat.

3. The competitive part ends with the closing ceremony of the Competition,

awarding of winners and prize-takers, handing over of equipment to its owner - an

educational institution (unit) and departure of units to their permanent bases.

4. The Main Judge of the Competition is entitled to change sequence of

Competition stages and exercises (tasks) at the stages, as well as to take a decision

on repeated performing of an exercise (task) by a team (serviceman) if a result of

this is affected by objective factors not depending on participants themselves

(interference, mistakes of administration, Panel of Judges, equipment failure not due

to fault of drivers).

V. Procedures for estimation and defining

of winners and prize-takers of the Competition

1. A scout unit is estimated in points for practical actions of a unit, as well

as definite scouts according to their specialties while performing exercises (tasks) of

the Contest.

Time spent for an exercise (task) and quality of its performance are estimated

(a unit receives penalty and rewarding points).

Fulfilling of all conditions for exercises and tasks, as well as defined safety

requirements at all Competition stages is mandatory.

A reconnaissance unit receives penalty points for:

violation of procedure and conditions of exercises (tasks) of the Competition

stages, but number of credit points received by a unit for an exercise (task) cannot

be negative;

loss of weapons, communication equipment and gear parts;

violation of a list and weight of equipment by unit servicemen.

A participating team receives 0 credit points for performance of definite

exercises (tasks) at the Competition stages in case of violation of safety

requirements, as well as of non-fulfillment of requirements for an exercise (task) in

accordance with this Regulations.

A unit receives credit points for performance of exercises (tasks) in

accordance with the Competition Regulations.

2. Time spent by a reconnaissance unit for full performance of an exercise

(task) in accordance with the requirements of the Regulations in comparison with

time spent by other units is considered to be the best time.

3. Places of participating teams for each Competition stage are determined

by the maximal number of credit points for all exercises (tasks) of the stage.

Results of stages for each team are discussed under auspices of the Main Judge

of the Competition or his Deputy together with members of the Panel of Judges after

the end of each stage. Together with that, a stage arbitrator reports about the results

of the stage.

Results of stages are formalized in protocols by judges of participating teams,

approved by the Main Judge and passed to participants of the Competition in a day

of a definite stage.

In case of equality of points, places are defined according to the best result for

the hardest exercise (task).

4. Winners and prize-takers of the Competition are defined according to the

decision of the Panel of Judges according to the least sum of places taken by teams

during all stages of the Competition.

In case two or more teams have equal sums of places, places are distributed

according to the maximal number of credit points for the 'Scout Route' stage.

The final protocol is developed upon the end of the Competition.

VI. Awarding of winners

1. Awarding of the Competition winners is performed during the Closing

ceremony of the Competition.

2. Winners of the Competition are awarded with the cup, medals and

diplomas.

3. Prize-takers of the Competition are awarded with medals and diplomas.

4. Winners and prize-takers of the Competition are awarded with mini-cups

and diplomas for best results at the stages:

a) first: 'Airdrop and forced march' (mini-cup

'For courage, insistence and determination' - for the best result of the forced

march);

b) third: 'Scout route' obstacle course (mini-cup 'For strength, dexterity and

endurance');

c) fourth: 'Shooting' (mini-cup 'For the best shooting in reconnaissance unit')

d) fifth: 'Assembling of a scout unit at the rally area after the mission' (mini-

cup 'For the will to win' - for the best result of the forced march).

5. The best participant in the category 'Best Scout' is awarded with a scout

figurine and a diploma.

6. Participants are awarded with diplomas for best results in the following

nominations: 'Best Unit Commander', 'Best Team Head', 'Best Driver', 'Best

Radiotelephone Operator Scout', 'Best De-Miner Scout', 'Best Sniper Scout', 'Best

Antitank Grenadier Scout', 'Best Medic Scout', 'Best Machinegunner Scout', 'Best

Senior Scout', 'Best Scout', 'Best Shooter', 'Best Medic of the Team', 'Best Coaching

Group', 'Best Technical Support Group', 'Best Judge Team', 'Best Judge of the

Competition'.

VII. Procedure for protest filing and settlement of controversial issues

1. Every team taking part in the Competition is entitled to file a reasonable

protest (Annex 3) concerning actions only of their own team for consideration by

the Panel of Judges.

A protest concerning results taken at the end of a Competition stage, as well

as concerning actions of the Panel of Judges during a stage is filed by a Head of a

Team in writing.

A protest should be reasonable (with a reference to parts and paragraphs of

the present Regulations) and has to be presented to the Main Judge of the

Competition or his Deputy before consideration of stage results by the Panel of

Judges and approval of a protocol by the Main Judge.

A protest, filed by a Head of a Team after consideration of stage results by the

Panel of Judges and their approval by the Main Judge of the competition, cannot be

accepted.

A corresponding request is provided with photo and video materials

containing controversial moments (actions), with description of a controversial

issue, time and place of a controversial moment (action).

An unreasonable protest of a Head of a Team will not be taken by the Panel

of Judges for consideration.

2. The Panel of Judges has to consider a protest in the presence of a Head of

a Team who has filed this protest.

While settling a controversial issue (controversial moment (action), the Panel

of Judges should obligatorily engage and give a floor for the senior officer of the

photo and video monitoring group, and, if necessary, its members in order to analyze

materials and define certainty of a controversial issue (moment, action).

Settlement of a protest is carried out by a decision of the Panel of Judges after

an overall assessment and discussion in the form of an open voting. A decision is

considered to be taken, if it is acknowledged by a simple majority of votes of judges

representing the teams. In case of equal number of votes, final decision is taken by

the Main Judge or his Deputy, in other cases votes of the Main Judge or his Deputy

are not taken into account.

A decision on a protest is passed to a Head of a Team who has filed it, prior

to consideration of stage results by the Panel of Judges and approval of the protocol

by the Main Judge.

3. A decision taken by the Panel of Judges on a protest is formalized by a

protocol signed by judges representing teams, and passed to a Head of a Team who

has filed it in the day of a corresponding stage.

A decision of the Panel of Judges on a filed protest is final and not subject to

revision.

4. In case a Head of a Team or team itself ignore (boycott) a decision taken

by the Panel of Judges on a protest, this participating team receives the maximal

number of penalty points and takes the last place at a stage.

scout ambush exercise.

Content of the stage:

1. In case of an airdrop of a reconnaissance unit in

the rear of the 'enemy's' positions via military aviation

helicopter. A full reconnaissance unit are at the departure airfield

(start) with weapons and full tactical gear

(Annex 4). The unit mounts the helicopter at the departure airfield

(start).

At the airdrop point, the unit dismounts the helicopter

and arrives to the defined rally point situated in up to 1000 m

from the airdrop point.

Upon arrival of a full reconnaissance unit to the rally

point and corresponding report to the judge, a radio telephone

operator scout establishes connection, and the unit

commander reports to a higher commander about airdrop

results.

After transferring of an intelligence report, the full unit

performs a 10-15 km forced march along bearings and mandatory passing of all control

points by the entire unit under conditions of possible contact

with the 'enemy'.

2. In case of transportation of a reconnaissance unit

in the rear of the 'enemy' by vehicles. The unit is in the back of the truck.

In a predefined place, after stopping of the vehicle and

upon a command of a unit commander, the personnel leaves

the vehicle in an order established for helicopter dismounting

and arrives to the defined rally point in up to 1000 m from the

drop point.

Upon arrival of a full reconnaissance unit to the rally

point and corresponding report to the judge, a radio telephone

operator scout establishes connection, and the unit

commander reports to a higher commander about airdrop

results.

After transfer of an intelligence report, the full unit

performs 10-15 km forced march along bearings with

mandatory passage of control points by an entire unit under

the conditions of possible contact with the 'enemy'.

During the forced march: at first and third control

points, a unit commander defines direction (bearing) and

distance (in meters) to the object, writes down this data in a

judge list, a radio telephone operator scout reports to the

higher commander about reconnaissance results via radio.

After the forced march, at the start (finish) point, a

judge assigns a task for a unit commander to perform a scout

ambush, defines an area up to 1 km long and time for

preparation.

When a unit commander reports that the unit is ready, the

unit performs a scout ambush of an 'enemy' vehicle in order

to capture an 'enemy' serviceman and documents.

Tasks and their estimation:

1. Helicopter mounting. (this task is performed only in case a reconnaissance unit is

air landed in the rear).

At the starting point, prior to the beginning of the task,

the judge passes the unit commander information for arrival

to the rally point.

data for establishing of connection with a higher commander.

Before the task, a unit commander is allowed to check

intactness of a helicopter side door.

A full reconnaissance unit with weapons and tactical

gear (Annex 4) is located at the starting area in circular

defense (in a marked area) in a prone position ready to fight

in 50 meters from a helicopter, according to fighting formation

(forward security, nucleus, rear security).

During helicopter mounting, a unit acts under conditions

of a possible contact with the 'enemy', observing fighting

formation, measures of camouflage and security.

During the task, it is prohibited to move behind the

helicopter under working anti-torque rotor.

The helicopter is on the ground, the door is open, the

ramp is put down.

At the command of the judge: "TAKE POST!", the unit

moves in fighting formation: forward security, nucleus, rear

security.

The forward security moves to the helicopter and covers

the rest of the unit by fire in a prone position, while mounting

the helicopter.

At the command (signal) of the forward security, the

nucleus of the unit mounts t helicopter. At this unit, the rear

security is covering the nucleus in the starting area in a prone

position and starts moving after the nucleus has finished

mounting.

The forward security mounts the helicopter after the rear

security.

The time is taken from the command "TAKE POST!" up

to closing of the helicopter side door.

2. Dismounting from a helicopter

(this task is performed only in case a reconnaissance unit is air landed in the rear).

Airdrop of a reconnaissance unit from the helicopter is

performed under conditions of a possible contact with the

'enemy' in a fighting formation (forward security, nucleus,

rear security), observing measures of camouflage and fire

cover.

During the task, it is prohibited to move behind the

helicopter under working anti-torque rotor.

The helicopter is on the ground, the door is open, the

ramp is put down. At the command (signal) of the unit

commander: "Get ready - GO!", the unit leaves the helicopter

in a defined fighting formation and takes a range for prone

position shooting in 50 m (in a marked area), being ready to

repel a surprise assault of the 'enemy'. The forward security

leaves first and take prone positions in close vicinity to the

helicopter.

The rear security leave the helicopter when the forward

security take prone positions near the helicopter. The

nucleus of the unit leaves the helicopter when the rear

security achieves a marked area for prone position shooting.

Front and rear security cover the rest of the unit by fire.

Time is taken from landing of the first serviceman of

the unit up to the moment when the last serviceman of the

unit takes a marked area for prone position shooting.

The decision on dismounting the helicopter by landing

is taken by the jump commander.

Causes when dismounting of a helicopter by

parachutes or by landing is prohibited:

- meteorological conditions not corresponding the

predefined requirements;

- aviation causes;

- in case of a parachute accident (incident).

3.1. Movement of a reconnaissance unit in

the rear of the enemy by helicopter landing with arrival

to the defined rally point.

After completion of helicopter dismounting, the reconnaissance unit

is in a marked area in a prone position being ready to

fight.

Movement to the rally point situated in up to 1000 m

from the airdrop area begins after takeoff and climbing of a

helicopter to the safe altitude, upon the command of the judge:

"MOVE ON!", and is performed in fighting formation

After arrival of the full unit to the rally point and taking

positions for circular defense in prone position for

shooting, a unit commander reports to the judge:

5. 10-15 km forced march along bearings with

mandatory passage of control points by an entire unit.

At the rally point, after accomplishment of the

communication task, the judge orders to a unit commander to

perform a 10-15 km forced march (gives an information paper

for movement along bearings) with mandatory passing of all

checkpoints by an entire unit and informs the unit about

preparation time (up to 20 minutes) and time for a forced

march (taking into account 4 km/h as an average speed).

After report of a unit commander that the unit is ready,

the judge order to start movement: 'START the task!'

The 'enemy' performs counter-reconnaissance activities

at possible routes of the unit (roads are patrolled by foot

patrols and vehicles, warning equipment is installed along

roads, IFVs and quadrotors perform air reconnaissance).

The unit moves with the use of a magnetic compass,

usage of other electronic navigation and positioning devices

is prohibited.

At the start and finish point, the gear and equipment of

the unit is checked (or weighed) under auspices of the judge.

The unit moves along the route beyond roads in a defined

movement formation with protection, observance of

camouflage measures and mandatory passing of all

checkpoints by the entire unit.

The entire unit arrives to checkpoints and the finish point

and takes prone positions for circular defense.

Only a unit commander approaches judges at

checkpoints and at the finish point for reporting.

The monitoring judges check availability of personnel

6. Task 'Performing of a reconnaissance

ambush'.

Upon the end of the forced march, at the starting point, the judge orders a unit commander to perform a

reconnaissance ambush against a single vehicle of the 'enemy' in order to capture a prisoner and documents, defines a road

area for an ambush (up to 1 km) and time (up to 10 minutes) for preparation of an ambush.

A unit commander chooses place for an ambush, defines

a point for assembly after an ambush (not closer than 100 m

from an ambush location), and orders a unit to perform an

ambush at a pre-defined rally point.

When ready, a unit commander lines up a unit with full

tactical gear at a rally point and reports to the judge: 'READY

for the task!'

At the command of the judge: 'START the task!', the sub-

units take positions defines by a unit commander, cam up,

install dummy mines (MON-50 controlled mine in a direction

of possible withdrawal of the 'enemy') in accordance with a

commander's decision and get ready for a sudden attack

upon a vehicle of the 'enemy'.

When an 'enemy' vehicle appears, a support group stop it

by hand weapon fire, kill 'enemy' soldiers in the truck.

A capture group moves towards the vehicle, capture an

Second stage

Scout specialists competition

(hereinafter referred to as the Specialist competition) The stage includes: 1. Driving exercises on BMP-2 IFVs (hereinafter

referred to as BMP) in difficult terrain. Crossing of obstacles

and movement through restricted passages at inclines, declines

and hillsides. Loading and unloading of a BMP to a rail

transporter with the use of an edge ramp and a side platform.

Loading of a BMP is performed at a separate exercise area.

Participating teams get familiarized with a driving

exercise route on foot. Practical trainings with the use of vehicles on routes and

areas defined for exercises are not allowed. 2. Performing of tactical, medical, as well as chemical, biological, radiological and nuclear

(hereinafter referred to as CBRN) exercises.

Content of the stage: Within an hour prior to the beginning of the stage, unit

commander and drivers (primary and reserve), in defined

battle suits with gas masks, sets of signal flags, are instructed

by an arbitrator on the driving exercise and task procedures,

actions in case of an emergency, driving signals and inspect

their BMPs.

After the instruction and inspection of BMPs, primary

drivers perform a driving exercise 'Driving in difficult terrain.

Crossing of obstacles and movement through restricted

passages at inclines, declines and hillsides'. Reserve drivers

arrive to their reserve vehicles and are ready to act according

to instructions of an arbitrator.

Route distance is about 7,5 km with natural and artificial

Unit personnel perform following task:

1. Individually (without a unit commander and a driver), according to the judge's drawing procedure:

- 'Application of a tourniquet and pulling aside of a

wounded

person'.

2. In a unit (without a driver):

- 'Covert movement to an enemy's facility by rushing and crawling';

- 'Transportation of ammunition under enemy fire by

side crawling';

- 'Putting on a gas mask'.

Tasks (exercises) and their estimation:

During the exercise, participants cross 13 obstacles:

Annex 5.

BMPs are positioned at the starting line in an order

defined by the drawing procedure.

After an inspection, upon an arbitrator's command, unit

commanders and drivers move to the start line and line up in

two steps in front of their vehicles, facing the movement

direction.

Upon the arbitrator's command: 'Crews - MOUNT', unit

commanders and drivers take their places in vehicles. Unit

commander establish communication with drivers, and

drivers establish a radio connection with an arbitrator and

report (in turn, in accordance with their position at the start

line): 'Tower, I AM FIRST (number), READY TO START

THE ENGINE'.

After report of all participants on their readiness to start

engines, an arbitrator orders drivers to start engines in turn:

'First! (second, etc.) I am the Tower. START THE

ENGINE'. At the command of an arbitrator, crews start

engines of their vehicles, take battle positions inside vehicles

and report that they are ready to move: 'Tower, I AM FIRST

(second, etc), READY TO MOVE'. The arbitrator orders a

next crew to start an engine after a readiness report of a next

participant.

Upon the arbitrator's command: 'First, move along the

left (right) route, I am Tower, stop at inclines and declines - START' A first crew starts moving along the route

crossing the obstacles stated in the program.

Subsequently, other drivers perform the exercise along

the route defined by the arbitrator with 3-4 minutes time gap

between vehicles.

While a driver is performing a driving exercise, a

unit commander has to observe situation on the route,

control driver in order to prevent collision of vehicles.

Overtaking of a BMP ahead is allowed only:

after making sure that this action is safe, observing

common rules of BMP driving;

at flat areas of the route.

A crew which is guilty of collision of vehicles on the

route, is disqualified and takes the last place in the

competition stage rankings.

Upon arrival to the line with the 'STOP' sign, a driver

stops a vehicle and takes a traveling position by himself, with

a unit commander. A driver reports to an arbitrator: 'Tower,

I AM FIRST, MOVEMENT IS FINISHED'. An arbitrator

commands: 'First! I am Tower. To the starting line -

MOVE'. Upon this command, driver starts moving on the first

gear and stops his vehicle at his position (according to a

number) on the starting line. Upon the arbitrator's command:

'First! I am Tower, STOP THE ENGINE', a driver stops

engine and waits for further instructions of an arbitrator.

In case of a technical malfunction or emergency situation

that require stopping of a vehicle, a driver stops a vehicle

(stops an engine, if necessary), reports to an arbitrator via

radio: 'Tower, I AM FIRST, STOPPED.

TECHNICAL FAULT OF THE VEHICLE' and fastens

a red flag on a vehicle.

If a crew is unable to fix malfunction by themselves, they

report to an arbitrator: 'Tower, I AM FIRST, REQUIRE

TECHNICAL ASSISTANCE'.

In case of failure of a primary vehicle, it is allowed to

substitute it with a reserve vehicle.

In this case, an arbitrator takes a decision to send a

reserve vehicle and a technical commission to a place where

a failed vehicle is situated.

A reserve driver drives a reserve car to a position of a

failed vehicle. Upon arrival to this position, a primary crew

mount a reserve vehicle, report when ready to move and

proceed to perform the exercise.

If a failure of a vehicle took place not due to a crew's

fault, time spent for stop is not taken into account in a total

time for the route. Statement on cause of a vehicle failure is

taken by a technical commission according to a technical

condition document and approved by the Main Judge of the

Competition.

In case of a vehicle failure due to a crew's fault (Annex

6), a crew is disqualified and

takes the last place at the Competition stage. In case of inability to overtake a vehicle with a red flag

on the route (obstacle), a following crew report to an arbitrator:

'Tower, I AM FIRST, STOPPED. MOVEMENT IS

IMPOSSIBLE', act and proceed movement according to his

instructions.

Overtaking of a vehicle (if it is possible) with a red flag

on a route is performed by a driver without any command of

an arbitrator with observance of safety requirements.

Time if movement along the route is taken from the

command of an arbitrator: 'MOVE' up to the moment when a

vehicle arrives to a line with the 'STOP' sign. Time spent for

stops on the route due to a crew's fault is not taken into

account.

During the exercise, an arbitrator estimates driving

technique of drivers with the help of judges. A driving task is

considered to be completed if a driver accomplishes all its

requirements.

For violation of safety requirements, creation of a

dangerous situation that leads to collision (failure) of vehicles,

a vehicle crew is disqualified and takes the last place of the

stage.

Driving technique estimation: a) Movement to the track bridge model and the

2. Driving task 'Loading and unloading of a BMP to

a rail transporter with the use of an edge ramp and a side

platform'.

BMPs are positioned at the starting line in an order

defined by the drawing procedure.

Upon the arbitrator's command: 'First crew - TO THE

VEHICLE', a unit commander and a driver move to the start

line and stop in two steps front of their vehicle, facing the

movement direction.

Upon the arbitrator's command: 'TAKE POSTS', a crew

takes their traveling positions in a vehicle, a driver establishes

a radio connection with an arbitrator and reports: 'Tower, I

AM FIRST (number), READY TO START THE ENGINE'.

Upon the arbitrator's command: 'First! I am Tower, START

THE ENGINE', a driver starts an engine and reports on

readiness to move:

'Tower, I AM FIRST (number), READY TO MOVE'. Upon the arbitrator's command: 'First, I am Tower,

MOVE to the start position', a crew moves to a start line in 10

meters from an edge ramp of the rail transporter for

performing of the task.

A unit commander leaves a vehicle, moves to the rail

transporter and signals to the judge that they are ready to

perform the task (raises white flag in a right hand).

At the command of the judge: 'START the task', a crew

starts the task. At first, a vehicle is loaded from the edge ramp,

and then from the side platform. A vehicle is positioned in the

middle of the rail transporter, brake is put on, engine is not

stopped, a vehicle is not fastened. A unit commander is on a

rail transporter not closer than in 5 meters from a vehicle,

controls loading and unloading with hand and flag signals.

The task time is taken from a command of a judge:

'START the task' up to positioning of a vehicle at the start line

after unloading of a vehicle from a side platform.

After completion of the task, a unit commander takes his

position in a vehicle, a crew position a vehicle to the start line,

report to an arbitrator and then act according his instructions.

A unit forms a line, ammunition boxes are situated at the

FOR THE TASK'. Every ammunition box is situated near

each serviceman.

across a 20 m area by side crawling.

The task is performed by an entire unit simultaneously.

each serviceman makes a step forward and takes an attention

position. When the last serviceman takes an attention

position, the judge stops time taking and checks quality of the

Mistakes that may occur while performing the task: when a serviceman makes a step forward, he is

prohibited to adjust a gasmask;

a serviceman doesn't close his eyes, hold his breath

while putting on a gas mask or after putting on a gas mask

does not make a deep breath;

helmet with a mask (mask) is misaligned. Critical mistakes while putting on a gas mask:

wrinkles or misalignments that can lead to ingress of air

under a gasmask;

a filter container is not fully mounted (tightened);

a gas mask is torn while putting on.

A tourniquet can be applied on a wounded limb over a battle suit.

prior to crossing of the obstacle line, the judge

(arbitrator) defines (reminds about) a procedure of using of

imitation means, safety requirements, procedures and order of

obstacle crossing, as well as checks availability and function

of equipment.

An entire reconnaissance unit with weapons, imitation

means and tactical gear are in a line at the start area. Upon

completion of equipment check and preparation of imitation

means, weapons, at the judge's command:

'GET READY', a unit commander orders a group to

make a battle formation and reports: 'READY FOR THE

TASK!'

At the command of the judge: 'Unit - START', a

reconnaissance unit cross elements of the obstacle line via a

defined route in a battle formation with organization of cover.

A unit has to move only by short rushes or crawling.

Forward and rear security cross obstacles one after

another. A unit nucleus cross obstacles in pairs, if any other

conditions are not stated for an obstacle.

All obstacles are crossed at first by a forward security. A

unit nucleus start movement only when an entire forward

security cross an obstacle, get ready for shooting in prone

(knee) positions and give a defined signal to a unit

commander. A rear security cross obstacles when a unit

nucleus cross them and after defined signal (command) of a

unit commander. A next obstacle is crossed by a group only

after completion of a previous task.

Up to two serviceman of a unit may move

simultaneously between the obstacles.

It is allowed to cross the obstacles with the help of

colleagues.

After crossing of an obstacle, unit personnel take

shooting positions in more than 10 meters (in a marked area)

from a next obstacle.

Improvised tools are near the obstacles in 'as is'

condition.

Procedure of the 'Scout Route' obstacles crossing

and estimation:

An entire unit in a battle formation is at the start area.

At the command of the judge: 'Unit - START', a unit cross obstacles of the line in a following order:

1. During helicopter model mounting and dismounting,

a unit acts under conditions of a possible contact with the

'enemy', observing fighting formation and security. Movement

and mounting the helicopter model is performed in battle sub-

units (forward security, nucleus, rear security). Each next sub-

unit start movement after mounting the helicopter by a

previous sub-unit. A forward security sub-unit cover the rest

of a unit while mounting. A unit commander checks readiness

of his unit to dismounting. Weapon barrels should be directed

down, each serviceman sits on a defined place.

At the command of the unit commander: 'Ready - GO', a

unit dismount (leave a helicopter model) in battle sub-units

(forward security, nucleus, rear security), take a marked

position for prone shooting in accordance with battle

formation, ready to repel a sudden attack of the 'enemy'.

Each next sub-unit dismount the helicopter after arrival

of a previous sub-unit to a shooting position. A forward

security sub-unit cover the rest of a unit while dismounting. A

unit starts moving to the next obstacle at the command (signal)

of a unit commander when the last unit serviceman of a rear

security takes a prone shooting position.

2. A unit crosses the wooden fence in any way, by

climbing over it.

3. The brick wall with a breach is crossed in any way, by

climbing over it (use of

side steps is prohibited).

4. The standard NATO fence is crossed in any way, by

climbing over it, after installing of a smoke screen by every

forward security serviceman (RDG or NSP smoke grenades).

5. Before going across the half-ruined building, each

serviceman from a forward security throws a grenade in every

windows of the ground floor and 'kills the enemy' with a hand

weapon in a knee position. Upon the command of a unit

commander, a unit lifts two forward security servicemen to the

first floor with the use of a pole, one after another. At the first

floor, they kill the 'enemy' with the use of hand weapons.

After killing the

'enemy' and taking of a marked line by a forward security,

the rest of a unit move to the top of the building with the use

of the side ladder. A unit cross the half-ruined building, go

down via inner beams and stairs.

6. The stone fence is crossed in any way, by climbing

over it, while repelling a sudden attack

of the 'enemy'.

7. Before crossing of the two-storey wooden building

facade, each forward security serviceman throws a grenade

into the top window of the facade from a marked area in a

standing position. In case of missing, servicemen proceed

throwing, but up to 4 grenades (for 2 persons). Later, each

serviceman of a unit crosses the building facade going up from

the lower window to the upper one, then goes to the beam

(stair) and goes down. It is allowed to cross the obstacle by

two nucleus servicemen simultaneously, in order to help each

other.

8. While crossing the restricted part of a connecting

trench, one of forward security servicemen moves to the way

out and throws a grenade into the trench. The rest of a unit

cross the connecting trench one after another, without grenade

throwing.

9. After jumping across the trench, a unit personnel cross

the vertical wall one after another, with the use of the rope (the

rope is attached in advance).

10. The wall with glass and the water ditch are crossed by a unit

one after another along two directions, with the use of

rain capes.

11. The obstruction is crossed in any way, one after

another, after revealing and marking of trip-wired grenades by

a forward security and repelling of a sudden attack

of the 'enemy'.

12. The rabbit wire is crossed in any way, including use of improvised means.

13. The wire fence on high poles is crossed by

crawling under wire with the use of improvised means, after

revealing of trip-wired grenades by a forward security.

14. The wire net on low poles is crossed by crawling after

revealing and defusing of trip-wired grenades in each pass.

15. The wire net on high poles is crossed via a marked

passage.

16. 'Guards' at the wire communication line are 'killed' by

forward security servicemen by knife throwing in a standing

position from behind a cover, after stealth approaching to 5-6

m from them.

After 'killing' of guards and repelling of a sudden attack

of the 'enemy', one serviceman climbs the line pole, mounts an

interception and transmission device (received from the judge

at the start) and connects it with the wires.

A unit are allowed to help their colleague to climb the

pole, if a proper cover is organized.

17. 'Guards' at the railway area are 'killed' by forward

security servicemen by knife throwing in a standing position

from behind a cover, after stealth approaching to 5-6 m from

them.

The railway area is blasted with the use of electric fuses,

dummy detonators and 'TNT blocks' installed in two places

(dummy models, 200 g each). The TNT blocks should

be installed in more than 5 meters from each other.

A 'blast' of the railway area is made by a de-miner scout with his assistant, with the use of imitation

means (one IM-82 (SHIRAS-M) burst simulator, SPP-2 firing

wire and PM-4 (KPM-1A) blasting unit). In case of a wire

fault (after judge's inspection), a 'blast' of the railway area is

performed with the use of a firecracker.

A 'blast' of the railway area and further movement of a

unit are performed only with permission of the judge.

Henceforth, a unit cross the obstacle one after another,

with the use of the pipe culvert only after use of imitation

means.

18. The dynamic wall is crossed by each serviceman

under the upper pipe. It is allowed to jump down only from the

last row of wheels. It is prohibited to cross the wall by two and

more servicemen simultaneously.

19. The sewerage system is crossed in gas masks. Gas

masks are put on when an entire unit cross the dynamic wall,

in prone position in front of the entrance to the sewerage

manhole upon the command 'GAS' of a unit commander, and

took off by servicemen themselves after leaving the sewerage

system, under conditions of possible contact with the 'enemy'.

20. The water ditch is crossed by 5 servicemen of the unit

via the log, and by 5 servicemen via the bridge with

transportation of an 'injured' colleague in any ways via the log,

and after crossing of the obstacle by a forward security - via

the log and the bridge.

An 'injured' serviceman (appointed by a unit commander

from a nucleus of a unit) lies in front of the obstacle.

Transportation of an 'injured' serviceman across the water

ditch starts upon a command of the judge after application of

a tourniquet on an upper part of a hip by a medic scout.

It if prohibited for an 'injured' serviceman to help a unit during transportation.

21. The inclined ladder is crossed by a unit over its top.

This obstacle can be crossed only by one serviceman with a

cover of his colleague. Subsequently, a unit move to the finish

area.

22. At the finish area, a unit take positions for circular

defense, a radio station is mounted. A radiotelephone

operator scout establishes connection with a higher

commander, a unit commander reports to the judge via radio:

'THE TASK IS ACCOMPLISHED'.

After the instruction, a unit personnel move to defined

shooting areas, where judges additionally instruct them on

shooting procedure at an area.

Upon the command of an area judge: 'GET THE

AMMUNITION', a shift of shooters get ammunition at the

ammunition point. Ammunition are given piece by piece or

in loaded magazines, in accordance with a handout-delivery

list. If necessary, upon the instruction of the Main Judge,

ammunition can be handed out by ammunition distributor at

the shooting range.

After receiving of ammunition, an active shift inspect it,

load magazines with rounds, put magazines into pouches,

RPG anti-tank grenades with an inert filler into grenade

pouches (two for an anti-tank grenadier and his assistant), and

under leadership of a shift commander move to the firing

range.

Upon arrival to the firing range, an area judge instructs

each serviceman on shooting procedure (firing place,

position, sector, direction and priority of shooting).

Upon the command of an area judge, an active shift

move to firing points and perform shooting exercises.

After the individual shooting exercises, at a time defined

by an arbitrator, full units with weapons and tactical gear

(Annex 4) line up at an instruction area. An arbitrator instructs

servicemen on safety requirements, procedure of shooting in

reconnaissance units, knife, field shovel and hand training

grenade precision throwing.

After that, upon a command of an arbitrator, a unit

receive ammunition at the ammunition supply point

according to a handout-delivery list and distribute

During firing exercises, unit personnel are prohibited to

use optical sights, except sniper scout and antitank grenadier

scout.

At the starting area, a judge checks availability of

weapons, tactical gear, assigns a task for a unit commander to

perform a fire ambush in order to destroy an enemy's facility.

After receiving the task, a unit commander takes a

decision for a fire ambush, orders scouts to camouflage

themselves, organizes preparation of a unit for an ambush and

orders to start it.

A unit has up to 10 minutes for preparation for the task.

By readiness, a unit commander reports to a judge:

"READY FOR THE TASK" and, upon a command of a

judge, "START the task", a unit cross a minefield, natural and

artificial obstacles and perform an exercise "Scout team in an

ambush".

Upon an end of shooting, a unit arrive to a defined rally

point (starting point), where a unit commander reports to a

judge: "THE AMBUSH HAS BEEN PERFORMED. THE

TASK IS (NOT) ACCOMPLISHED. PROBLEMS:

(if any)".

Upon arrival of an entire unit to the rally point and report

to a judge, a radiotelephone operator scout transfers report to

a higher commander about results of an ambush via radio.

After the end of shooting exercises, a unit move to a

knife, shovel and grenade throwing range.

At the areas of exercises, judges instruct a unit on safety

requirements and exercise procedure. After that each

serviceman throws knives, field shovels

and training grenades for precision.

Tasks (exercises) and their estimation:

1. Pistol shooting exercises ‘Shooting from cover

upon fixed targets with change of a shooting position’

The exercise is performed in a shooting gallery or at an

open area of a firing range. The task is to kill visible targets.

Targets:

1. Half-silhouette target (Target Nr. 6) - 15 m distance. 2. Waist-silhouette target (Target Nr. 7) - 20 m distance.

3. Life-size target (Target Nr. 8) - 25 m distance. Targets are mounted behind covers with 50% visibility

of each target from each position.

Number of rounds - 6 pcs. (two for each target). Rounds are loaded in one magazine.

Shooting time is fixed (defined by an arbitrator

depending on weather conditions, participants are informed

about it before the exercise).

Shooting position: first target - covered kneeling

position; second and third target - covered, up to a shooter.

Each target is shot with two rounds with obligatory

change of a cover (shooting position) after shooting upon each

target.

Exercise procedure.

A shooter with his weapon (antitank grenadier - with an

assault rifle), with full tactical gear (Annex 4) moves to a

starting position (marked with white posts) for shooting upon

the command of a judge. A pistol should be in a holster

(tactical holsters are allowed), assault rifle (machinegun,

sniper rifle) - in a 'port arms' position, with a barrel kept down

(without ammunition).

At the command of the judge: "ACTION", a shooter

shows an empty magazine to a judge, attaches it to an assault

rifle (machinegun, sniper rifle), loads a weapon, locks it and

keeps in a 'port arms' position with a barrel kept down. After

that, he attaches a loaded magazine

to a pistol (without chambering a cartridge), puts a pistol into

At the command of the judge: "MOVE to the firing

range. FIRE" (a signal of a shooting timer), a shooter moves

to a firing range to a 5 m distance (marked with red posts),

takes a position behind a cover and imitates a shot from an

assault rifle (machingeun, sniper rifle) upon a visible target

(imitates firing upon a target). When the judge makes sure

that a shooter has performed an imitated shot upon a target,

he commands:

"CUTOFF".

A shooter locks an assault rifle (machinegun, sniper

rifle) and keeps it in a 'port arms' position with a barrel kept

down (imitating a cutoff), leaves a shooting range, takes a

pistol off a holster, attaches a loaded magazine to a pistol,

unlocks it and shoots upon (kills) a first target with two

rounds, changes cover by himself and shots upon (kills) a

second target, then moves to a third cover and shoots upon

(kills) a third target.

Using of a cover as a shooting support and leaving of a

defined cover borders is prohibited.

After the end of shooting, a shooter locks a pistol and

reports to the judge:

"SHOOTING IS ACCOMPLISHED". At the command

of the judge: "Stop shooting - UNLOAD", a shooter unloads

a pistol, locks it and reports: "WEAPON IS UNLOADED.

LOCKED".

At the command of the judge: "Show the weapon FOR

INSPECTION", a shooter lets inspect a pistol and an assault

rifle (machinegun, sniper rifle) and make sure it is unloaded.

The judge inspects weapons and commands: "Pistol - INTO

HOLSTER, rifle - ON BACK". Upon a command of the

judge, a shooter locks a pistol and puts it into a holster, locks

an assault rifle (machinegun, sniper rifle) and hangs it on his

back.

After that, at the command of the judge: "MOVE for

inspection

of targets", a shooter moves to the targets for inspection.

After inspection of the targets, a shooter returns to a shooting

range.

The time is taken from the command of the judge:

Shooting positions: upon a tank - knelling position, upon

a BMP - prone position.

RPG shooting exercise is performed by an AT grenadier

scout with an assistant. Any scout can act as an assistant.

Change of a firing position is performed after hitting or

end of demonstration of a target, upon a command of a range

officer.

Exercise procedure:

An active shift with full tactical gear is at the starting

range, ready for action.

Upon the command of an area judge: 'Shift, move to the

firing range and PREPARE», shooters (AT grenadier with an

assistant) move to a firing range and get ready for kneeling position shooting. An AT grenadier assistant takes a grenade

into an RPG barrel, unlocks it, arms a trigger, locks an RPG

After that, an area judge commands: 'FIRE'. Upon the command: 'FIRE', an AT grenadier unlocks

an RPG, finds a tank (Target Nr. 1) and shoots upon it by

himself.

In case of target missing with a first grenade, an AT

grenadier locks an RPG, and changes a firing position by

himself with an assistant (move 2-3 meters to the left (right)

from a first firing position). An assistant prepares one more

grenade according to an above-mentioned procedure and

hands it over to an AT grenadier. An AT grenadier puts a

grenade into an RPG barrel, performs a second shot upon a

target by himself, and locks an RPG.

In case if target hit with a first shot or missing of a target

with a second shot, an AT grenadier locks an RPG and upon

a command of a range judge: 'MOVE', moves with his

assistant by short 5-10 m runs to the second position for 50-

60 meters.

Upon arrival to the second position, an AT grenadier and

his assistant get ready for shooting in a prone position. An

assistant prepares a grenade in accordance with the above-

mentioned procedure and hands it over to an AT grenadier.

An AT grenadier puts a grenade into an RPG barrel, unlocks

it, arms a trigger, locks an RPG and reports to the judge:

"READY TO FIGHT".

After that, an area judge commands: 'FIRE'. Upon the command: 'FIRE', an AT grenadier unlocks

an RPG, finds a second target (BMP) and shoots upon it by

himself.

In case of missing of a target 2 with the first shot, an AT

grenadier locks an RPG and changes position with his

assistant by themselves (run forward for 10 m), an assistant

prepares one more grenade in accordance with the above

mentioned procedure and

hands it over to an AT grenadier. An AT grenadier puts a

grenade into an RPG barrel, performs a second shot upon a

judge: 'Stop shooting, unload - SHOW THE WEAPON FOR

INSPECTION', an AT grenadier locks an RPG and reports:

received and loaded into magazines, magazines are put into

pouches, RPG anti-tank grenades with an inert filler are put

into grenade pouches (two for an anti-tank grenadier and his

assistant) or into backpacks. Communication means are

stowed in a backpack.

At the departure area, the exercise judge performs a

drawing procedure and defines a minefield area to be crossed

(one of five prepared beforehand), checks availability of

weapons, ammunition, tactical gear, assigns a task for a unit

commander to perform a fire ambush in order to destroy an

enemy's facility.

At the command of the judge: 'START preparation', a

unit commander assigns a task (order) for a unit to perform a

fire ambush and organizes preparation of a unit for the task.

When ready, a unit commander reports to the judge: 'READY

for the task!'

A unit has up to 10 minutes for preparation for the task.

At the command of the judge: 'START the task', a full

unit in battle formation (support team, fire team and observers)

move to an ambush area (firing range) with the use of terrain

folds, covertly, observing camouflage requirements.

A support team cross open areas, artificial and natural

obstacles first, with a cover of a fire team. After that, a support

team cover movement of a fire team.

A support team proceed movement after a full fire team

have crossed an open area or an obstacle, got ready for

covering and a team commander has given a defined signal.

A next obstacle is crossed by a group only after

completion of a previous one.

formation cross a minefield area (width 1 m, distance up to

50 m) and natural (artificial) obstacles via a marked passage.

While crossing obstacles, a unit perform visual

reconnaissance in order to find mines, as well as use rods

from a de-mining kit and improvised means in order to mark

them.

Detected mines are not defused, just marked.

A minefield consists of 9 anti-infantry pressure-actuated

mines installed in ground and 3 trip-wired hand grenades.

'Blasted' servicemen do not take part in shooting,

obligatorily pass their weapons and ammunition to

colleagues and remain in a place of blasting. Later, upon a

command of a judge, they move to a waiting area. In case of

'blast' of a trip-wired grenade, a 'blasted' person and

servicemen in a danger radius of a hand grenade (25 m) are

considered to be hit. After accomplishment of the task, a unit

evacuated injured persons to the rally point.

A unit with up to five 'blasted' servicemen is allowed to

perform a fire exercise. In case of 'blasting' of more than five

servicemen, a unit is not allowed to perform a fire exercise

and receives 0 points for it.

After crossing of a minefield, a unit takes positions for

an ambush (firing range), upon the judge's command

'LOAD WEAPONS' servicemen load their weapons,

lock them and report to a unit commander about their

readiness for shooting with a defined signal (lifted left hand).

After receiving of reports from every scout, a unit

commander reports to an area judge: 'READY FOR

SHOOTING'.

Upon the arbitrator's command: 'Unit - FIRE', a unit performs fire damage upon the 'enemy'.

Priority of targets demonstration is defined by the judge

Nr. 8 - maneuver group, two half silhouette targets

camouflage requirements and covering each other.

a higher command and reports to a higher commander about

an ambush results via the radio station: "THE AMBUSH

Number of throws: 3 for a knife and tactical shovel (one

for each firing range) in a standing position.

Time for the task is not restricted. At the command of the judge:

'To the starting range - MOVE', each scout moves to the

starting range and gets ready to throw a knife or a tactical

shovel upon a target.

At the command of the judge:

'START throwing', a scout comes to a throwing range

and firstly performs three throws of a knife and then 3 throws

if a tactical shovel in a standing position from 4 m, 6 m and 8

m upon a target Nr. 8. Throwing ranges are marked with flags

or pointers.

Only thrusting of a knife or a tactical shovel into a target

is taken into account. Result of each participant is

summarized from points taken for six throws.

Content of the stage:

A full reconnaissance unit (without a driver) in full

tactical gear (Annex 4) is at the defined rally point at a 100 m

distance from a water obstacle.

Upon a command of the judge, a unit prepare equipment

and improvised means for fording independently, move to the

water obstacle and cross a 100 m water obstacle in a battle

formation (forward security, nucleus, rear security).

After crossing of a water obstacle and gathering at the

rally point, a driver starts an exercise 'BMP driving on the

water'.

At the rally point, a reconnaissance unit take positions for circular defense and get equipped.

After checking of weapons and equipment by the judge,

starting range for a 3-5 km forced march with tactical

At the first checkpoint, a unit (except an AT grenadier)

shoot with their hand weapons.

Tasks and their estimation:

1. Crossing of a water obstacle

A unit without a driver is at the starting point in full tactical gear (Annex 4) (weapons in 'port arms' position, tactical west put on, raid backpack on back). A unit acts under conditions of a possible contact with the 'enemy', observing fighting formation, measures of camouflage and security.

At the command of the judge: 'Unit - GET READY FOR

FORDING', a unit independently prepare equipment and

improvised means for fording, when ready - take circular

defense in prone position. A unit commander reports to the

judge: 'READY FOR FORDING'. Weapon should be

mounted on a backpack.

Time for preparation to fording should not exceed 3

minutes.

At the command of the judge: 'START fording', a unit

move to the water obstacle and in a battle formation (forward

security, nucleus, rear security) swim across a 100 m water

obstacle (without auxiliary means).

Check of leakproofness of equipment is allowed

immediately before crossing of the water obstacle.

After crossing of the water obstacle, a unit takes circular

defense in a defined rally point in more than 100 m from a

water edge. A unit commander reports to the judge: 'THE

TASK IS ACCOMPLISHED'.

After report of a unit commander, the judge checks

availability of weapons and equipment and, after checking,

orders to start putting of equipment in backpacks and

movement to the forced march starting point.

A reconnaissance unit are (Annex 4) at the start point

in full tactical gear. .

The judge assigns a task for a unit to perform a 3-5 km

forced march with tactical shooting, defines a route for

movement, checkpoints and a finish point.

At the command of the judge: 'MOVE', a unit perform

a 3-5 km forced march.

After arrival to the first checkpoint (firing range), a unit

commander troops scouts in a single line facing the firing

range (an AT grenadier scout, machinegunner scout and

sniper scout are at the left flank) and reports to the judge

about readiness for shooting.

At the command of the judge: 'DISTRIBUTE THE

AMMUNITION', a unit commander receives ammunition

personally or orders any serviceman to receive it. After

receiving of ammunition, a unit (except an AT grenadier)

independently load magazines.

When a unit is ready (each one lifts hand with a loaded

magazine), a unit commander reports to the judge: 'READY

FOR SHOOTING'.

When the judge makes sure that a unit is ready, he

commands:

'Load - FIRE'. At the command of the judge, a

reconnaissance unit (except an AT grenadier scout) shoot

with the use of their weapons.

Shooting conditions: Distance of targets - 100 m. Target Nr. 6 - half-

silhouette target. Number of targets - 6. Shooting in standing

position. Number of rounds - 3 for each shooter. Shooting

time - unlimited.

During firing exercises, unit personnel are prohibited

to use optical sights, except sniper scout with SVD.

After the end of shooting, scouts independently lock

their weapons, and a unit commander reports to the judge:

'The unit has accomplished shooting'.

actions in case of emergency, driving signals, as well as

perform a final check of BMPs and communication means.

After an inspection, drivers move to the start line and

line up in two steps in front of their vehicles, facing the

movement direction.

After crossing of the water obstacle and arrival of an

entire unit to the rally point, a driver reports about readiness

to start the engine, at the judge's command starts the engine

and reports about readiness for movement: 'Tower. I AM

FIRST (SECOND, etc.). READY FOR MOVEMENT'.

At the command of the judge: 'First (second, etc.), move

along the route! I am Tower - MOVE', a driver starts

movement.

A driver moves along the 1200 m route (600 m across

the water), which includes two entries into water and ways

out at different banks and restricted passes. Water entries and

ways out are marked with 1,5 m posts with 5 m distance

between them, restricted passes - with buoys at places for

vehicle maneuvering. Buoys are installed in a way not

allowing vehicles to leave defined borders.

A driver moves a BMP to a ford on a maximal speed,

performs preparations for movement on water on the move,

enters water without stopping, performs maneuvering in a

restricted pass, moves to an opposite bank, performs

preparations for movement on the bank.

Then, after passing of a route area by land, a driver

crosses a water obstacle in an opposite direction, including

the restricted pass. After crossing of the water obstacle, a

driver moves to an opposite bank and moves to an initial point

with the maximal possible speed.

In case of ignoring of any obstacles, a driver has to

return to the beginning and cross them one more time.

In case of a technical failure or an accident, requiring a

vehicle stop,

a driver stops a vehicle (if necessary, stops an engine), reports

to the judge via radio and acts according to his instructions.

Upon arrival to the line with the 'STOP' sign, a driver

stops a vehicle and takes a traveling position by himself, with

a unit commander: 'Tower, I AM FIRST. STOPPED'. The

judge commands: 'First! I am Tower. To the starting line -

MOVE'. Upon this command, driver starts moving on the

first gear and stops his vehicle at his position (according to a

number) on the starting line. At the command of the judge:

'First! I am Tower. STOP THE ENGINE', a driver

stops engine and waits for further instructions of an arbitrator.

Time is taken from the command of the judge:

'First (second, etc.), move along the route! I am Tower.

MOVE', up to report of a driver to the judge: 'Tower, I am

FIRST. MOVEMENT IS FINISHED'.

Driving technique estimation:

а) Timely and correct operations for preparation of a

vehicle for movement on water and on the ground.

b) Entry and movement on water without touching of posts and vehicle stop.

c) Turning at the maneuvering area without backward

motion and touching of posts. d) Crossing of a passage without touching of posts. e)

Movement to the bank without stops, rolling-down and

touching of posts.

Entry into water is performed on the 1st and 2nd gear

and on the crankshaft speed up to 1000-1200 rpm.

4. '1 km rapid movement within limited time with

Immediately before the beginning of the exercise, the

drawing procedure is performed, that defines sequence of

first competitions by scouts from each defined weight

categories (up to 70 kg and up to 80 kg).

Two scouts from different teams, taking part in the army

hand-to-hand combat, with weapons and in full tactical gear

(Annex 4) are at the starting area according to the drawing

procedure.

The judge assigns the task to cross a running distance in

a minimal time, defines a route for movement, finish point,

dress (equipment) changing point and a combat area.

Upon the command of the area judge: 'MOVE', 2 scouts

cross the 1 km running distance in a limited time (up to 4

minutes). The time of arrival is taken up to crossing of the

finish line.

After crossing of the running distance, scouts arrive to

the dress changing point, and upon the judge's command:

'CHANGE THE EQUIPMENT', put off fighting gear

and put on equipment for army hand-to-hand combat (Annex

8).

Time for equipment change is 10 minutes.

Upon a scout's report: 'READY', a referee (judge)

checks his readiness for a combat. When both scouts are

ready, they arrive to a defined location and take part in an

army hand-to-hand combat (combats) according to the

Olympic system.

Crossing of the running distance within a limited time is

performed once.

Annex 1

Rights and obligations of the Panel of Judges

and the Competition participants

1. The Panel of Judges is obliged to prepare and hold the Competition in

accordance with the Regulations, define objective results of the stages, consider filed

protests, as well as summarize results of each stage and the Competition itself.

Number of members of the Panel of Judges and their qualification should

correspond with the Regulations requirements.

2. Main Judge, Deputy Main Judge, Secretary of the Panel of Judges, stage

arbitrators should check readiness of planning and summarizing documents,

materials, facilities and venues of the Competition prior to its beginning.

In case any documents, vehicles, materials, facilities or venues of the

Competition are not ready, take immediate measures for removing of defects.

3. Main Judge is subordinated to the Chief of the Competition. Deputy Main

Judge is subordinated to Main Judge of the Competition.

They have to:

organize and hold the Competition in accordance with the Regulations;

organize practical instructions of the Panel of Judges and examination of its

members for knowledge of the Regulations prior to the beginning of the

Competition;

manage work of administration and the Panel of Judges;

provide correctness of choice, preparation and equipment of venues of the

Competition stages in accordance with the Regulations;

monitor correctness of holding of the Competition stages and performing of

duties by the administration and the Panel of Judges;

perform drawing procedures and sessions of the Panel of Judges, consider and

approve results of drawing procedures, protests, stages and the Competition itself;

timely inform team leaders about all changes of the Competition conditions;

propose to the Chief of the Competition to postpone or cancel the Competition

in case of conditions that undermine its timely or proper holding, threating to

security or health of serviceman taking part in it;

with a permission of the Chief of the Competition, change sequence (content)

of the stages. if there is a need for this; prevent participants from participation, in the

Contest in case they do not correspond with the Regulations requirements;

ban participants (teams) from participation in the Competition if they have

violated the requirements of the Regulations, prepared unsufficiently or if

their further participation threats their security and health; ban members of the

administration and the Panel of Judges from the Competition in case of grave

mistakes or non-performance of their duties, any manipulation (falsification)

demonstrated by participants (teams) at the Competition stages;

annul incorrect (unjustified) decisions of the Panel of Judges;

take decisions on repeated performance of an exercise (task) by a unit

(serviceman), if there are objective causes having effect on their results but not

depending on participants (hindrances (mistakes) of administration and the Panel of

Judges, vehicle failure).

4. Secretary of the Panel of Judges is subordinated to the Main Judge (Deputy

Main Judge) of the Competition.

He has to: organize and manage the secretariat and the research team during the

Competition;

coordinate work of the Panel of Judges;

control performance of all planned events of the Competition;

prepare sessions of the Panel of Judges, as well as the final report about the

Competition;

control preparation of the report about the work of the research team of the

Competition;

in the day of stage holding, check availability and correspondence of unit

personnel and members of the Panel of Judges with the filed application in

accordance with all changes, control and keep record of work of the Panel of Judges;

prepare and formalize all documents for holding of the Competition;

receive applications from team leaders for participation of teams in the

Competition;

prepare drawing procedure before each stage; fill protocols of sessions of the

Panel of Judges;

control correctness of filling of control lists at the stages by the Panel of

Judges members.

5. Judge - Representative of a participating team is subordinated to the Main

Judge (Deputy Main Judge) of the Competition.

He has to:

prior to the beginning of a stage. check readiness of his reconnaissance unit

for it (performance of exercises (tasks) and together with a unit commander take

necessary measures for correction of defects;

monitor observing of safety requirements by a unit, correctness of

actions at the stage (performance of exercises (tasks) in accordance with the

Regulations; control photo and video shooting of his unit at a stage by his assistant;

fill control cards, estimate preparedness and tactical actions of his unit;

in case of violation of the Regulations, as well as of the safety regulations by a

unit, immediately report to the (Deputy) Main Judge of the Competition;

take part in drawing procedures, sessions of the Panel of Judges and voting on

protests, results of stages and the Competition itself;

at the end of each stage, report to the secretary of the Competition about results

of his unit with inclusion of photos and video materials;

take part in filing of a reasonable protest with a team leader. During the stages,

a judge is not entitled to leave his reconnaissance unit without a permission of the

(Deputy) Main Judge of the Competition.

A judge is prohibited to perform judgment (control) performance of other units

at the stages, except his own reconnaissance unit.

6. Assistant of the representative is subordinated to a Judge - Representative of

a participating team.

He has to: perform photo and video shooting of his reconnaissance unit at the stages;

pass photos and videos of his unit at a stage to the secretariat (video monitoring

team) of the Competition after completion of a stage;

take part in filing of a reasonable protest with a team leader. During the stages, a representative assistant is not entitled to leave his

reconnaissance unit without a permission of the (Deputy) Main Judge of the

Competition.

A representative assistant is prohibited to perform photo and video shooting of

other units, except his own unit.

7. A stage arbitrator is subordinated to the (Deputy) Main Judge of the

Competition and is responsible for organization, holding and correctness of

judgment at areas (exercises, tasks) of his stage.

He has to:

before the beginning of a stage, check readiness of documents, materials and

facilities, areas for exercises (tasks), equipment of the areas and take necessary

measures for correction of defects;

organize practical instruction of judges, technical

and auxiliary staff;

during a stage, manage work of judges, technical and auxiliary staff, photo

and video monitoring team;

monitor strict observance of the Regulations, as well as safety requirements

by units;

at the end of a stage, report to the Competition secretary about results of a

stage completion by reconnaissance units during a session of the Panel of Judges,

take part in decision making on protests.

Stage arbitrators are entitled to ban judges subordinated to them, as well as

technical and auxiliary staff, if they violate requirements of the Regulations, do not

fulfill their obligations or violate safety requirements.

8. Exercise (task) judge is subordinated to a stage arbitrator. He has to:

before the beginning of a stage, check readiness of documents, areas for

exercises (tasks), equipment of the areas and take necessary measures for correction

of defects;

monitor observance of safety requirements and correct performance of an

exercise (task) by servicemen;

fill control lists, estimate preparedness of units and their tactics;

immediately inform a stage arbitrator about violation of the Regulations

requirements and safety requirements by a reconnaissance unit servicemen;

at the end of a stage, report to an arbitrator about results of reconnaissance

units at an exercise (task).

An exercise (task) judge is not entitled to leave his area without a permission

of an arbitrator.

9. A team leader is subordinated to the Main Judge (Deputy Main Judge) of

the Competition.

He is responsible for:

availability and safety of equipment, vehicles, weapons, tactical gear and

property of a team;

military discipline of a team; observance of the Regulations by a team;

observance of uniform dress code, safety requirements and daily routine.

He has to: present documents stipulated by the Regulations to the Competition

secretariat upon arrival to the Competition;

prepare a reconnaissance unit, equipment, weapons, tactical gear for each stage

of the Competition, monitor their operability;

together with a judge - representative of the Panel of Judges, check readiness

of a reconnaissance unit for a stage (exercises (tasks) and take necessary measures

for correction of defects;

manage work of coaches, technical support group and a medic;

take part in drawing procedures, meetings of the Panel of Judges; file a reasonable protest for consideration of the Panel of Judges concerning

results formalized at the end of a Competition stage, as well as concerning actions

of the Panel of Judges during a stage only in terms of his team;

at the end of each stage, report to the (Deputy) Main Judge about availability

of personnel and equipment, availability and operability of vehicles and equipment,

as well as tactical gear of a team;

inform a team on results of each stage and the Competition in total, decisions of the Panel of Judges, changes of daily routine and the Competition Regulations;

timely inform the Panel of Judges about participants left the Competition

according to a medical conclusion or other causes, as well as about any substitutions

in a reconnaissance unit;

in case of any controversial issues, he has to be reserved and tactful.

He is prohibited to: intervene into work of the Panel of Judges;

substitute reconnaissance unit servicemen without a permission of the (Deputy)

Main Judge of the Competition;

provide assistance not stipulated in the Regulations for a reconnaissance unit,

except assistance necessary for protection of life and health of Competition

participants and other persons.

10. Obligations of the Competition participants. Participants of the

Competition have to:

know the Regulations of the Competition and strictly observe it during the

Competition; be (prepare for the stages) in areas specified for participants, observe

military discipline and daily routine defined for the Competition;

observe safety regulations during preparation and holding of the Competition

stages.

Annex 8

RULES OF

ARMY HAND-TO-HAND COMBAT

Army hand-to-hand combats are performed in accordance with the present

Rules, as well as the Regulations on holding of the Competition 'Army Scout

Masters'.

Conditions and rules.

Combats are performed according to an Olympic system (a participant finishes

his participation after a first defeat).

Order number of a participant (team) and his counterpart are defined according

to a drawing procedure. Participants proceeding to the final combat according to the

results of semi-final combats (where the 3rd place is defined) fight for the 1st an the

2nd place.

The results of the combats are counted as a victory or a defeat. Each team counts

the points received by the fighters during the fights for each weight category in the

5th stage of the Competition.

Weighing of the participants is carried out in the day of the fights and ends not

less than 2 hours before their start. Weighing is allowed one day before the combats.

The participant who has not passed the weighing is not allowed to participate in

fights.

Competitors in the same weight class shall be weighed on the same weights.

When weighing, a representative of the team shall submit an application with

the Main Judge's mark for admission to the Competition, and a participant shall

submit an ID card.

The results of the weighing are recorded in the weighing report. Replacement

of weights (control devices) after the start of the weighing procedure is not allowed.

When considering an official protest against weight, weighing is carried out on a

scale that weighed all participants.

Only participants admitted by the admission committee may be weighed. A

participant who has been late for weighing, is not allowed to participate in fights.

The weighing is carried out by a committee consisting of: an exercise judge, a

secretary, a doctor and a judge from a participating team. Medical or electronic

scales can be used for weighing of participants. Prior to the start of weighing, the

weights are calibrated under the guidance of a doctor.

A participant in a heavier weight category (based on the results of weighing) is

not allowed. A participant fights only in the category that corresponds to his weight

at the time of weighing.

The order number of each team member is drawn immediately after the

weighing. In this case, the drawing procedure is held at the meeting of team

representatives.

The judges of participants are responsible for the discipline of the participants,

participate in the drawing procedure, attend meetings of representatives of the teams

and the Panel of Judges.

The judges of participants are entitled to appeal in case they consider that

during determining results of a combat, results of weighing or drawing violations of

these Rules or Regulations took place. An appeal may also be filed against other

decisions of the Panel of Judges that violate the Rules and Regulations, which may

affect the results of the combats.

A judge of a participant, coach, team leader are forbidden to interfere with the

work of judges and persons holding the combat.

During a combat, coaches and judges of participants acting as a corner, are

prohibited to give instructions to fighters. For the violation of this paragraph, a

representative (team leader) or a coach may receive comments and warnings are

taken into account for defining of results of a fighter.

Rights and obligations of combat participants.

Participant of the combat has to:

a) know and strictly observe the requirements of these Rules and Regulations;

b) be polite and correct towards all participants, judges, spectators and staff

serving the event;

c) meet all requirements of the judge and the representative (captain) of the

team;

d) inform the Panel of Judges through his representative that he is unable to

continue the competition at least 20 minutes before the fight; e) to appear

immediately on call to fight. For being late for a call

or in case of correction of problems with the equipment before a fight, a fighter

receives:

up to 1 minute - comment;

from 1 to 3 minutes - warning;

more than 3 minutes - defeat, and for his opponent - victory with a distinct advantage;

e) exchange greetings with an opponent before a fight starts and shake his hand

after it ends;

g) is not entitled to stop a fight on his own to get the suit or protective equipment

in order without the referee's permission;

h) is not entitled to leave the venue without the judge's permission.

A participant is entitled to:

a) address the panel of judges through a representative or leader of his team;

b) 1 hour prior to the start of weighing, check his weight on the official

weighing scale;

c) give a conditional signal by raising his hand in case of injury or refusal to

continue a fight, as well as if it is necessary to correct protective equipment.

Sportswear of participants.

Uniform of participants is a white karate suit (gi) with slits for the belt. Belts should only be blue or red.

Participant's kimono must meet the following requirements:

a) jacket and pants are made of dense cotton fabric. The lower edge of the jacket

sleeve should cover the forearm to the hand. The sleeves of the jacket should cover

the forearm to the hand and be wide enough to have at least 5 cm clearance between

the sleeve and hand. The floors of the jacket should reach the groin;

b) the pants should cover the shin on the ankle of the ankle joint;

c) the following symbols shall be affixed to the participant's jacket: on the left

side of the chest - emblem of the competition 'Army Scout

Masters' (10-12 cm diameter);

d) emblems should be same for all teams. Obligatory protective equipment of

participants:

helmet-mask with metal grille (red or blue); protective vest;

cup protector;

gauntlets (red or blue); shin protectors;

foot wrestlers with foot and heel protection; belt (red or blue).

Wrestlers are allowed as footwear - in this case, half-foots closing a lift are put

on shins.

The color of the helmet-mask and gauntlets must match the color of the

participant's belt (blue or red) in which he is invited to the fight. The first member

of the pair wears a red belt and a helmet mask and gauntlets of the given color, and

the second member of the corresponding pair wears a blue color.

Protective equipment: vest, shin pads, cup protector - should only be worn

under the karate suit (gi).

The Panel of Judges of the Exercise shall report to the Main Judge of the

Competition about the readiness of the sports facilities and technical services to

holding of the fights. A paper on readiness of the facilities is signed.

Medical support of fights

The Panel of Judges of the Exercise is responsible for following medical

provision of the duels:

availability of medical personnel (during weighing - doctor, during fights -

doctor and

assistant, as well as first aid brigade with an equipped ambulance car);

regular sanitary and hygienic control of the places for fights;

provision of first aid;

availability of first aid medication;

reserve of beds at the nearest medical facility;

if necessary, the possibility of immediate delivery of victims to the nearest

medical facilities.

Medical personnel serving the competition shall be located in the designated

areas in close proximity to the competition sites.

Members of the Panel of Judges, official representatives of the teams, coaches

and participants should be informed about the locations of medical care and

ambulance crews.

Before the start of the competition, a doctor shall be presented to the chief judge

of the competition and report on the readiness of the medical facility. At the end of

the fights, doctor submits a report to the Chief Judge of the Competition.

Fights may be held only if there is a medical and ambulance team.

Requirements for the venue for fights.

Fights should be held only at special sports facilities, if there are documents

confirming that a facility is ready for them.

It is not allowed to hold fights at sports facilities that are not allowed to be

operated by the relevant services.

The following places (rooms) shall be provided in the places for fights:

place (room) for the admission committee;

place (room) for weighing procedure with medical scales (can be located in the

place for accommodation of the participants or other place where the participants

gather);

a dressing area (room) for fighters with a toilet and showers;

place (room) for a secretary to work with office and computer equipment;

judge's seat (room) with a TV set to review the protests;

venue for meetings with team representatives and judges.

The procedure for equipment of a place for fights is defined by the outline of a

platform for army hand-to-hand combat - 12x12 m.

The procedure for filing of appeals.

An appeal application is submitted to the Main Judge through the Secretary

within 10 minutes from the announcement of combat results (or other decision

affecting the interests of a participant, team or its members).

An appeal states which paragraph of the Rules has been violated and

which of the judges has committed the violation. An appeal is accompanied

by photo and video materials of a violation.

The Secretary checks correctness of an appeal application and the

materials attached thereto, records the time when the appeal is filed, and

receives judge notes on this fight from the Deputy Main Judge - Head of

the Venue. The whole package of documents is submitted by the Secretary

to the Main Judge for a final decision. Applications to an appeal submitted

later than the specified time, without video and other materials confirming

the violation of the Rules are not accepted for consideration.

A decision on an appeal is considered by the Panel of Judges according

to videos in the presence of representatives of the teams. The decision made

by the Panel of Judges on appeal is not subject to any correction.

Video footage of poor quality or covering not the whole fight is not

accepted for appeal.

A decision on the filed appeal should be made before the next round

of fights, which should be attended by the participants the results of which

are disputed. A next round of fights in this weight class does not start until

a decision on appeal is made.

Procedure for judgment of fights.

Rights and obligations of the Panel of Judges of the exercise.

Fights are judged by a brigade consisting of a referee and three side

judges. A referee directs the course of the fight according to these Rules,

the side judges are at the tables in the corners of the court and keep records

of the participants' technical actions in the judges' notes. It is prohibited to

replace referees and side referees during a fight. A decision on results of a

battle is made by Deputy Chief Judge - Head of the Venue according to the

notes of the side judges or the referee's decision.

Fixation of time at the competitions conducted by a timekeeper referee. The uniform of the judges' brigade consists of a cotton shirt with an

emblem 'Army Scout Masters' on the left side of the chest and 'Judge' on

the back, black trousers and sport shoes.

An exercise judge has to: check the condition of the sports facility, the suitability of equipment,

inventory, necessary documentation and their compliance with these Rules,

the results of the check shall be drawn up in the act;

head the Panel of Judges and supervise the competition in accordance

with these Rules and Regulations;

personally hold a meeting of the admission

commission; hold meetings of team representatives and

judges;

organize the drawing procedure at the meeting of team representatives; check

and approve the composition of pairs of participants for each round

of the competition;

personally instruct the Panel of Judges before the competition as well as hold

meetings of judges and representatives, when necessary, in the course of the

competition;

hand in the report and records, signed by the Secretary, to the Main Judge not

later than three hours after the end of fights;

consider appeals filed by representatives and decide on outcomes of battles;

control legality of actions and decisions of the Panel of Judges, compliance of

soldiers, coaches, representatives, judges and all officials with these Rules and

security requirements.

Instructions of the exercise judge are obligatory for all participants, referees

and team representatives.

The judge is entitled to:

take a temporary break in case of unfavourable conditions or other reasons

interfering with the normal conduct of the competition;

suspend judges who have made gross mistakes or who fail to perform their

duties, reflect facts of suspending in the report;

move judges during the competition;

in agreement with a doctor, decide whether to suspend an injured participant

from the competition;

change the order of meetings, if necessary; take decisions on appeals filed.

Secretary organizes the weighing procedure and, if necessary, the drawing

procedure of participants in accordance with the Regulations. He keeps records of

meetings of the commission for admission and meetings of the Panel of Judges,

holds the drawing procedure, draws the order of meetings in rounds and schedules

of fights, draws up orders and decisions of the exercise judge, receives applications

and appeals, registers them, hands them over to the judge, keeps all judgment

documentation, manages the work of the secretariat, with the permission of the

exercise judge gives information to the judge-informant and representatives of

teams.

Secretary shall provide the Judge with the necessary data for the final report.

Referee directs the fight, makes sure that the fight is held in strict compliance with these Rules.

Before the start of a fight, a referee checks readiness of fighters and condition

of protective equipment. A fight begins and ends upon his command. Fighters are

conditionally obey commands of a referee.

at the fighting area, a referee shall move around the outside radius so that he is

constantly on the side of fighters, controlling the space between them.

Referee announces:

a) beginning and end of each fight, its pause;

b) comments, warnings and other disciplinary measures up to suspending or

ban of a participant in case of violation of these Rules;

c) decision of the Panel of Judges on results of each fight. The referee gives the 'Stop' command and stops the fight in the following cases:

a) at the end of fighting time;

b) in cases of clear advantage;

c) in cases of violation of these Rules;

d) if one or two fighters can't keep fighting because of injury;

e) at a request of a fighter who gives the signal with his hand; f) at the request

of a judge of the exercise;

g) in the case of passivity of one or both fighters; h) to call a doctor when

necessary.

If one of fighters is injured, referee stops the fight and calls a doctor to provide

medical care to an injured fighter. A referee must be close to the an injured fighter

when examining or assisting him. If after 3 minutes a fighter is unable to continue

a fight, referee, in agreement with the exercise judge, stops the fight and announces

the winner (the decision to remove an injured participant is made by the exercise

judge in agreement with a doctor).

Three side judges are appointed to judge the fight. They are located at tables 1

- 2 meters from the corners of the site.

Side judges closely monitor all technical actions of fighters, evaluate them in

accordance with these Rules, fill in the judge's notes and determine the winner.

Referees and side judges have to:

make objective decisions on evaluation of actions of fighters; be always ready

to explain the reasons for their decisions;

if the number of points in the judge's note is equal, to determine the winner (for

side referees);

not to talk to third persons during the fights.

A timekeeper judge must be at the referee's table, he fixes:

beginning and end of each fight; net time of battle between teams, times for starting (resuming) and stopping of

battles;

time of absence of a fighter on the platform after the call (not more than 3

minutes); time of a break in case of injuries and elimination of defects in a suit

or means of protection of a participant (not more than 3 minutes); rest of

participants between fights (not less than 30 minutes).

At the end of the combat time it beeps with a gong or other

sound.

30 seconds before the end of a fight the timekeeper informs the judge of the

exercise that '30 seconds are left'.

A timekeeper judge starts and stops stopwatch at referee's commands, informs

the secretary about duration of a battle, if it ends early.

A judge of a participant has to: a) warn a fighter in advance about entering an area for participation in a fight;

b) before the fight, check condition of a karate suit (gi) and protective

equipment (coloured belts, helmet-mask and gauntlets (1st participant - red, 2nd

participant - blue);

c) inform the Secretary about absence, refusal and withdrawal of participants.

Procedure for holding of fights.

The number of fights during the day for each participant is determined not more

than 4 per day.

Before each fight, a participant must rest for at least 30 minutes.

Before the start of a battle, its participants move to starting lines marked on the

platform. A referee moves to the referee line, the side referees take their places at

the tables. A fighter with the red belt is on the right of the referee, a fighter with the

blue belt is on the left.

A fight starts with the referee's command 'FIGHT' and ends with the command

'STOP'.

A fight lasts 2 minutes, final fights - 2 minutes.

The technical actions refer to: punches and kicks; throws; painful techniques.

Areas of impact: head; trunk (chest, abdomen, side parts of body); legs (except

inner thigh).

During a fight, following actions are prohibited:

a) finger punches in eyes;

b) suffocating grips and painful grips for neck, spine, hands, feet and

suffocating techniques;

c) leapfrogging on a lying opponent;

d) blows to the groin, neck, knee and ankle joints of legs, inner thighs, occiput,

back and spine;

e) painful techniques while standing;

f) grabbing a helmet or a helmet-mask grid;

g) blows and attacking actions after the command 'STOP';

h) intentional off-site exits during a fight;

i) discipline violation, gross, unethical conduct towards an opponent,

participants, judges or spectators.

In cases stated in the paragraphs b, d, e, f, g, h,

if it has not led to an injure of an opponent, a fighter receives:

for the first time - remark;

for the second time - warning;

for the third time - 2nd warning;

for the fourth time - 3rd warning with subsequent disqualification. In cases stated in the paragraphs a, c, d, e, g, i, j, a fighter who has made a

violation can receive a warning or be disqualified from a certain fight or, upon a

decision of an exercise judge, up to the end of the competition.

Technical actions of the fighters are evaluated by side judges. A decision about an outcome of a fight is made by an exercise judge based on

notes of side judges at the end of a fight.

A fight ends: at the end of time;

when one of fighters has a clear advantage; in the case of disqualification of

one of fighters;

due to inability of one of participants to continue fighting due to injury;

Clear advantage is assigned in following cases:

to a fighter for an attacking action that causes his opponent to lose his

movement coordination and inability to defend himself - KNOCK-OUT;

to a fighter, in case his opponent receives 2 KNOCK-DOWNS; to a fighter

who performed a painful grip;

to a fighter whose opponent refuses to continue a fight;

to a fighter whose opponent has not shown up for a fight or has been

disqualified for committing violations of the Rules;

to a fighter whose opponent has not shown up for a fight within 3 minutes

after a second invitation;

to a fighter if his opponent's representative (corner) suspends his fighter or

refuses to continue fighting.

Victory by points is assigned to a fighter who scored more points in a fight according to judge's notes.

In the case of punches and kicks, only strong accentuated ones within the

permitted areas are counted.

a throw is scored after a technical action when an opponent falls on the

body parts: back, side, abdomen, thighs and buttocks:

dumping an opponent with a fall on him... 1 with lifting from a mat. 2 with lifting from a mat, big amplitude and high speed.3

Note: in case of a knock-down, 3 points will be added to the number of points for a technical action.

WARNING.

Prohibited technical action or 2 similar comments - plus 2 points to an

opponent for each warning.

A PAINFUL GRIP is counted after a fighter's signal (by voice or clap

of the hand or foot on an opponent or tatami) to give up. A fighter has no

more than 20 seconds to perform a painful grip. A tackle throw or fight in

the parterre should take no more than 10 seconds.

Judge's evaluation of fighters' actions leading to an injury.

1. A competition doctor defines presence of an injury, its level and

ability to continue a fight. Exemption from a fight may be given by an

exercise judge based on the doctor's opinion.

2. A fighter who has caused an injury caused due to a forbidden

technique, as a result of which an opponent can not continue the fight, is

disqualified for this fight and is considered to be defeated, while his

opponent is considered to have a clear victory. The decision on further

participation of an injured fighter in competitions is made by the exercise

judge by the decision of the doctor.

3. If a fighter is injured through no fault of his opponent and cannot

continue the fight, he will be defeated. His opponent has a clear victory.

4. If both fighters are injured at the same time and cannot continue the

fight (both are to blame), both are awarded a defeat.

Defining of fight results and a winner.

A fight ends with a victory of one of fighters with a clear advantage,

by points or in the case of disqualification of one or both fighters.

In competitions held in accordance with the Olympic system, only prize places

are counted in team results: 1st place – 60 points, 2nd place – 40 points, 3rd place –

20 points.
