I have audited the fiscal period return ofT.he Saskatche;van Liberal Party for the )'ear. ended December 31, 201 L This return is the responsibilityof the chief official agent. My responsibility is to express an opinion .on the return based on my audit.

Except as explained in the following paragraph, I conducted my auditin ilccordance with generally accepted a,uditing standards. Those standards re9uire that I plan and perforln an audit to obtain reasonable assurance whether the return is free of material misstatement. An audit includes examining~ ona test basis, evidencesupportingthe amounts and disclosures in the retmn.Anauditalso includes assessing the accounting principles used and significant estimates made by the chief official agent as well as evaluating the overall return presentation.

Due to the nature of the types of transactions inherent in organizations of this type, it is impracticable through auditing procedures to detem1ine thatthe accounting records include all transactions for the fiscal period. Accordingly, my Verification of these transactions was limited to the amounts n;corded iii the accounting records of the registeJ,"ed political party and I was not able to detem1ine whether any adjustnients might be necessary to those revenues.

In my opinion, except for the effect of adjustments, if any, which I might have detennined to be necessary had I been able to satisfy myself as to the completeness of the records as described in the preceding paragraph, the return presents fairly, in all material respects, the financial transactions of the registered political party required by section 250 of The Election Act, 1996 to be detailed in the fiscal period return for the year ended December 31,

Revenue received by a registered political party, during the fiscal period, from fund-raising activities, meetings and sales of mfiterial of a promotional nature are deemed c(Jntributions. The total net proceeds from each source indicated must be recorded and, in the aggregate, reported in this Return.

The value of donations in kind must be recorded and included as a contribution ~eceived by the chiel olfici<Ji a:J"' ·'' where claimed as an election expense. Accordingly, commercial value is an election expense and a con1rib1ition concurrenily.
