Course Fee: $55 members | $80 nonmembers
Instructors: Paul Ponturo
Contact Hours: 6.0 Water | 0.0 Wastewater | 0.0 PE
Course Description: For the public water supplier compliance with the complexities of the Lead and Copper Rule (LCR) is the primary regulatory necessity. Both State and Federal regulators have indicated renewed interest in more detailed review of public water suppliers’ actions in LCR compliance. Th is seminar will focus on the form and function of the Rule as its principal task. An overview of why lead is important, health eff ects, the underlying rationale and Rule history will lead to a discussion of issues which will result in a revision of the Rule to be proposed late this year. Th e Working Group identifi ed fi ve key areas for possible revision: measures to ensure optimal corrosion control treatment (CCT), sample site selection criteria, lead sampling protocol, public education for copper, and lead service line (LSL) replacement. Against the backdrop of the events in Flint Michigan, achieving these goals may become more diffi cult. Th is seminar will outline some of the possible actions which may be incorporated into a fi nal Long Term LCR, and discuss water supplier options in preparing for these changes.

Unregulated Contaminant Monitoring: What will the Future Bring? Date and Location: August 16 -- Melville
Course Length: 8:00 am - 12:15 pm

Instructors: Paul Ponturo
Contact Hours: Contact NYSAWWA Offi ce at 315.455.2614 to verify contact hour approvals.
Course Description: Water suppliers’ nationally and throughout NY State have had particularly signifi cant fi ndings for a number of the contaminants in the third Unregulated Contaminant Monitoring program which ended in 2015. A discussion of the 30 selected UCMR3 contaminants and their sources will introduce the national and statewide fi ndings, and compare detections from groundwater versus surface water systems. UCMR3 Contaminant detections will be compared and contrasted based on source water characteristics. Issues of UCMR contaminant formation/transformation in the distribution system, national contaminant occurrence results, and their co-occurrence with other, regulated contaminants will be discussed. Although not currently regulated under the SDWA, a number of UCMR3 contaminants are currently addressed in NY State regulation, under the State Sanitary Code’s defi nitions of two broad categories of Organic Contaminants. Th e UCMR program incorporates new or modifi ed analytical methodologies, some having exceptionally low Minimum Reporting Levels, which, as expected, resulted in an increased detection frequency of several of these Volatile Organic UCMR3 contaminants. Th e implication of these “new” detections in future regulations, and possible challenges to the water suppliers in communicating UCMR3 fi ndings will be discussed. Th e presentation will conclude with an up to date overview of the upcoming UCMR4 monitoring program.
