 Greetings of Peace!

Last March, the National Office sent to you the 1st Notice for the 2017 CEAP National Convention which the CEAP Board of Trustees has scheduled from September 27 to September 29, 2017 (Wednesday to  Friday)  at the  SMX Convention Center, Lanang, Davao City. For this year, our theme is:  Communio: Building and Sustaining Communities for Life.

We send you now the 2nd Notice.  You may notice that the National Convention Programme now differs from the one we sent earlier.  After an emergency meeting of the Executive Committee last June 1, 2017, the new Programme responds to the current situation in Mindanao: the attack by ISIS-oriented militants on the predominantly Muslim people of Marawi, their violent intrusion into the homes and work spaces of peace loving people, their attack on religious freedom, and the consequent imposition by President Duterte of martial law throughout Mindanao-Sulu. The Executive Committee did not judge that the current Mindanao situation was warrant to withdraw from Mindanao, but reason to further engage it - in the undying hope of the Kingdom of God.  A suggestion that we might move the venue away from Davao was rejected.  Focused on Christian Communio, the Executive Committee discerned that now is the time to live this Communio prophetically with our sister and brother Muslims in Mindanao by keeping our National Convention in Davao.We have therefore included in our Convention a reading today of the situation in Mindanao in order to help us discern what an appropriate response of our 1,500 CEAP schools – where Catholic diocesan and congregational schools work together - might be, even as we continue to deepen our understanding of the Philippine Catholic School Standards (PCSS). As we delve deeper into our identity as Catholic Schools in the Philippines on our 75th anniversary, we acknowledge our responsibility to better serve our brothers and sisters on the periphery. The Autonomous Region of Muslim Mindanao continues to suffer from the worst poverty in the Philippines and the worst educational delivery.  What positive projects – short and long term – might we embark on there to evidence our Communio, our respect, concern and love for the Muslim communities of the Philippines?

While we cannot rule out risk, we assure you that special precautions are being made to ensure your safety as delegates. We are coordinating with the local government of Davao as well the Philippine National Police to optimize our security for this convention. But we trust ultimately in the providence of the Lord.

Enclosed are some convention details, specifically: (a) Programme of the Membership Meeting on  September 26, 2017, (b) 2017 CEAP National Convention Guidelines, (c) Letter to school heads on the Convention Souvenir Programme, (d) Updated 2017 National Convention Programme, among others.

Note that for this year, the  CEAP Annual Membership Meeting  will be held on  September 26, 2017  (Tuesday) also at the SMX Convention Center, Lanang, Davao City. All superintendents, school heads and official representatives are expected to attend this meeting.

Also, note that the Annual CEAP Superintendents’ Assembly will be on September 24 – 26, 2017 at the Pinnacle Hotel (tentative), Davao City. It shall close at lunchtime of September 26 to allow the superintendents to attend the Annual Membership Meeting.

As usual, we will have an  Educators’ Exhibit  that displays educational products and services on  September 26 – September 29, 2017 at the Pre-function Lobby of the SMX Convention Center and SM Lanang Activity Center, Davao City.

Please also note that  we have simplified the requirements for registration.  Register early to avail of discounted registration fees and to enable convention organizers to finalize food and venue arrangements and the preparation of convention kits and materials.

CONVENTION GUIDELINES

A. DISTRIBUTION OF CONVENTION KITS AND LATE REGISTRATION

1. For pre-registered delegates who will arrive in Davao City prior to the convention dates, there will be an early distribution of convention kits on 26 September (Tuesday) at 12:00 NN – 7:00 PM at the 2017 CEAP Convention Registration Counters at Pre-function Lobby, SMX Convention Center, Lanang Davao City. 2. Pre-registered delegates may also claim their kits on the following day, 27 September (Wednesday), at 8:00 AM -6:30 PM at the Registration Counters. 3. To facilitate distribution of kits, all pre-registered and pre-paid delegates are requested to bring a copy of their deposit slips/official receipts and registration forms. 4. Unpaid delegates must proceed to the Verification and Accounting Counter located also at Pre-function Lobby, SMX Convention Center, Lanang Davao City, pay their registration fee and claim their convention kits, IDs and food stubs. 5. Late registrants or walk-in delegates must proceed to the Walk-in Delegates Counter to fill up the registration form and then proceed to the Verification and Accounting Counter to pay the registration fee and claim their convention kits. Walk-in delegates may only register for the con current sessions which are still open.

B. WEARING OF IDs

1. The delegates must wear their convention IDs at all times during the convention for security reasons. Security guards/usherettes at the entrance/exit of the convention area/s are instructed not to admit persons without convention IDs to prevent the entry of outsiders, who may pose a security risk to the delegates and their properties. The convention organizers shall not be responsible for the loss or destruction of delegates’ properties. 2. Because the convention bags are uniform and look the same, the delegates are advised to put identification tags or markers on their bags so that these can be easily identified and claimed by the owners in case of loss or misplacement. Finders of lost objects are requested to turn over the same to the Secretariat stationed at the Information Desk, Pre-function Lobby, SMX Convention Center, so that proper action will be made.

C. CONCURRENT SESSIONS

1. There are three different venues for the Concurrent Sessions this year. Two sessions will be at SMX Lanang, one at the University of Immaculate Conception (UIC) Bajada Campus, and the other at the Davao Trade and Convention Center. Please check the handy program for the venues of the Subtrack that you registered for. 2. Since the meals on Day 2 will be served during the concurrent sessions (AM snacks during Cluster I, Lunch during Cluster II and PM snacks during Cluster II), it is important that the dele gates attend the session they pre-registered for. 3. Usherettes are given instructions to reserve the seats inside the session halls for those who have pre-registered for the said sessions.

D. EUCHARISTIC CELEBRATIONS AND VESPERS

1. The convention will begin with the Opening Eucharistic Celebration at 1:00 PM on 27 September at the SMX Convention Center, Function Rooms 1-4. Interested priest delegates may concelebrate. Vesting area for priests will be announced before the mass. 2. There will be simultaneous Holy Masses on 28 September (8 AM) in the four (4) concurrent session rooms. 3. At the end of Day 1, Vespers will be recited. Please refer to the Liturgy Guide inside the convention kits. 4. The convention will have its Closing Eucharistic Celebration at 11:30 AM on 29 September at the Function Rooms 1-4, SMX Convention Center, Lanang Davao City.

E. OPENING CEREMONIES AND SEATING ARRANGEMENT

1. The convention will begin with the Opening Ceremonies at 2:45 PM on 27 September following the Opening Eucharistic Celebration at the SMX Convention Center. Please be seated by 12:30 PM to prepare for the mass. There is no specified seating arrangement except for the seats reserved for the concelebrating priests. It is, however, requested that all seats be occupied per table. Please refrain from using the seats for your bags as they are reserved for other convention attendees. 2. The Opening Ceremonies will include the Presentation of Delegates and the Overview of the Convention Program. Delegates are requested to please stand up when their regions are called.

F. CEAP ELECTION

1. The Orientation on the CEAP Board of Trustees Elections will be held on 26 September (Day 0) during the meeting of School Heads. The casting of votes would start after the orientation until 5:00 pm of 27 September (Day 1). 2. There is one vacant seat for the position of trustee-at-large. The election of trustee-at-large will be held after the orientation. The COMELEC has processed nominations and shall announce the official nominees who have submitted their acceptance letters. To guide the school heads or proxies, brief profiles of the nominees would be distributed at the Registration/COMELEC desk on 26 September. The nominees will be presented at the floor. 3. Nominations from the floor may also be made and accepted. 4. Only school heads or their duly authorized proxies may claim the ballots and cast the votes during the election. Ballots may be claimed at the Registration/COMELEC desk during the School Heads Meeting at the SMX Function Room 1 from 12:30 PM to 7:00 PM on 26 September and from 10:00 AM – 4:00 PM on 27 September at the Secretariat/COMELEC desk at the Pre-function lobby. Each school is entitled to one (1) vote per program offered (pre-elementary/elementary, high school, college, and graduate school), up to a maximum of four (4) votes. 5. The COMELEC chair will preside over the election process, orient the delegates on election rules and procedures, accept additional nominations from the floor and rule on election questions or protests. 6. After closing of nominations, casting of votes will follow. The voters must fill in their ballots and drop the same in designated ballot boxes prepared by the COMELEC. 7. After the closing of the voting at 5:00 PM on 27 September the COMELEC will canvass the votes. 8. The election result will be announced by the session facilitators on the second day of the convention, 28 September at the end of the Cluster I sessions. 9. The new CEAP Board of Trustees, consisting of five (5) trustees-at-large, sixteen (16) regional trustees, the Chair of CBCP ECCCE and the chairperson of the CEAP Superintendents

Commission, will hold its organizational meeting and election of new officers at 7:00 PM on 28 September. 10. The trustees-at-large newly elected by the General Assembly, the regional trustees elected by their respective regional assemblies and the newly-elected CEAP officers will be inducted into office on 29 September.

G. SCHOOL JUBILARIANS AND NEW CEAP MEMBER SCHOOLS

1. Awarding of school jubilarians and presentation of new CEAP member-schools will be held at 9:30 AM – 10:30 AM on 29 September at the SMX Convention Center, Lanang, Davao City.

2. Concerned school heads or their authorized representatives who will accept the plaques for jubilarians or certificates for new member schools are requested to be seated at the designated area near the stage on 29 September (Day 3).

H. EXHIBITS (SMX Convention Center Pre-Function Lobby, SM Mall Ground Floor)

1. Exhibit hours are from 12:00 NOON to 7:00 PM on 26 September, 8:00 AM to 7:00 PM on 27 September, 8:00 AM to 7:00 PM on 28 October and 8:00 AM – 12:30 PM on 29 September. 2. There should be no sponsors’ activity during Plenary and Concurrent Sessions. 3. Delegates may get their freebies from the various exhibitors and sponsors provided that they present their Passport to Prizes for counter-signing by the exhibitors and sponsors prior to receiving the freebie. 4. The Exhibit is open to school delegates from the host city/region or partners/affiliates of CEAP. School IDs or other means of identification should be presented to be allowed entry to the halls.

I. SPONSORS’ PRESENTATION AND RAFFLE

1. During lunch breaks, advertisements/video presentations about the products and services of the convention sponsors and donors will be presented. 2. There will be a major raffle draw during the lunch break on 29 September at the SMX Convention Center, Lanang, Davao City.

J. CONVENTION BAG

1. Each convention bag will contain the following: (a) Convention Program (b) Convention Guidlines, (c) Delegate’s ID and food stubs, (d) evaluation form, (e) Passport to Prizes, (f) Liturgy Guide, (g) venue layout and (i) other materials. 2. In our effort to reduce the use of paper during the convention, all plenary and concurrent session presentations will be uploaded in the DOWNLOADS section of the main website of CEAP (http://ceap.org.ph).

K. FOOD DISTRIBUTION

1. The following meals will be served during the convention: (a) 27 September – PM snacks and dinner, (b) 28 September - AM snacks, lunch and PM snacks, (c) 29 September - AM snacks and lunch. 2. Lunch and dinner will be served buffet style. There will be adequate buffet stations at the plenary venue and in all concurrent session venues. 3. Snacks will be plated and served. 4. L. SANITATION

1. Delegates are requested to help maintain cleanliness by properly disposing of their garbage.

M. CELL PHONES

1. While sessions are going on, delegates are requested to maintain silence and turn-off their cel phones or put them in silent mode. Cellphones and other communication gadgets may be used outside the session rooms. 2. Only convention organizers, secretariat staff and other support personnel will be allowed to use cellphones and other communication gadgets during the sessions, when necessary, to communicate with one another for coordination and problem solving.

N. MEDICAL ASSISTANCE

1. A medical team will be assigned and located at a designated desk near the plenary hall to provide first aid in case of emergency or illness of delegates. If necessary, the patient may be brought to the nearest hospital for appropriate medical assistance. However, the cost of hospital admission, services and medicines will be borne by the patients. 2. For their own health protection, the delegates with certain illnesses such as heart disease, hypertension, diabetes, asthma, allergy, and other chronic conditions are advised to bring their own medicines at all times during the convention.

O. SECRETARIAT AND INFORMATION DESK

1. Secretariat and Information Desks will be located at the Pre-function Lobby.

P. EVALUATION

1. Before leaving the convention hall on the last day, the delegates are requested to accomplish the convention evaluation form included in their kits and return the same to the ushers/usherettes at the exit doors of the Plenary Hall of the SMX Convention Center.

To facilitate easy and efficient registration to the 2017 CEAP National Convention carefully read and follow the steps outlined below. Observe registration deadlines to give the organizers enough time to finalize venue/food arrangements, production of convention kits and materials, and other logistical considerations. Check your e-mails regularly for notices and important announcements. Updates may also be received through facebook.com/CatholicEdPH and twitter.com/CatholicEdPH

ONLINE REGISTRATION GUIDELINESSTEP 1 - Log on to http://convention.ceap.org.ph and click the “Register Now” button. Fill up the form completely and click “Submit”. Wait for the approved registration to load and PRINT. You need to PRINT and SAVE the form for future reference. The online facility will be open starting on April 5, 2017.STEP 2 - Pay the Registration Fee thru:

A. Over the counter at any Banco De Oro (BDO) branch using the BILLS PAYMENT SLIP. Note that you need to provide the following information in the slip:

CEAP-BDO ID number: (subscriber account number – each school has its own 15-digit ID number); School name (subscriber name) If paying in check, make it payable to the CATHOLIC EDUCATIONAL ASSOCIATION OF THE PHILIPPINES.

B. Any local courier or directly to the CEAP National Secretariat Office at #7 Road 16, Brgy. Bagong Pag-asa, Quezon City. Should you need assistance please call (02) 376-66-70 or email [email protected].

For ONLINE Registration the system will automatically compute the total fees after you have completed the form.

For your guidance, please refer to the schedule of fees on the following page. You may call the National Secretariat to verify your computation.

STEP 3 - Send us a clear copy of the machine-validated PAYMENT SLIP through e-mail: [email protected] or Fax (02) 426-2670. We, however, prefer to receive your payment slips through e-mail.

IMPORTANT: Please indicate in the payment slip a contact person and his/her contact information so we will know who to talk to just in case we need clarification. Failure to send your payment slip with the required details could mean that your registration is incomplete and no O.R. will be issued.

STEP 4 - Check the “Registered Participants” page of the Convention website for confirmation of your completed registration within 5 working days after payment. Only paid registrants are guaranteed—seats, kits, meals, and slots to the Concurrent Sessions.

2017 ELECTION RULES & REGULATIONS

1. VOTING RIGHTS/PROXIES 1.1 Only school heads, superintendents or their duly authorized proxies are entitled to vote. 1.2 All proxies must be duly authorized by their school heads in writing, submitted to and received by the Committee on Elections (COMELEC) not later than August 31, 2017. 1.3 No employee of the CEAP shall be authorized as proxy for purposes of voting during the CEAP Convention. 1.4 The COMELEC shall have authority on voting rights and qualifications of delegates or proxies.

2. VOTING/BALLOTS 2.1 Secret voting for a new CEAP Trustee-at-large shall be held in the afternoon, following an orientation on COMELEC rules, on September 26, 2017. 2.2 Ballots shall be distributed to and filled up by the school heads/superintendents or their duly authorized proxies, and canvassed based on pre-determined face values. Each ballot shall have a face value of 1 vote, 2 votes, 3 votes, or 4 votes, depending on the number of votes each school is entitled to, based on departmental levels offered/registered at the CEAP National Office. These ballots are color-coded to facilitate the canvassing process. 2.3 Each school shall be entitled to one (1) vote for each of the following departments offered: pre-elementary/elementary, secondary (including SHS), college and graduate school.

3. NOMINATIONS 3.1 Any CEAP member school head/representative may submit advanced nominations for the election of the Trustee-at-Large, which shall be received by the CEAP COMELEC Chairperson c/o CEAP National Office, not later than August 31, 2017. A nominee must confirm his/her acceptance in writing, by telegram or telefax (426-2670) to the CEAP COMELEC Chairperson c/o CEAP National Office (may be emailed to [email protected]) not later than September 15, 2017. 3.2 A nominee is allowed to accept nomination for only one vacant position. 3.3 The COMELEC shall have final authority on qualifications of nominees. A nominee must come from a school, which is on active membership status determined by the National Office. 3.4 The COMELEC shall present the list of advanced/ accepted/qualified nominations to the Assembly prior to voting. 3.5 The COMELEC may allow additional nominations from the floor, provided the nominees are qualified and willing to accept their nomination.

4. CANVASSING 4.1 The COMELEC, assisted by duly designated CEAP staff, shall conduct the canvassing of votes. The casting of ballots may be done after the orientation by the Chair of the COMELEC during the General Membership Meeting of School Heads/Superintendents until 5:00 PM of the following day (September 27, 2017).

5. RESULTS OF ELECTIONS 5.1 The COMELEC shall submit the result of the election to the CEAP National Board right after the canvassing of ballots on September 27, 2016. The announcement of the election results and proclamation of the winner will be done before the closing of the CEAP Convention.

I. Nature and Description The Catholic Educational Association of the Philippines (CEAP), committed to promote democracy, concern and respect for human dignity, recognizes the noble and significant contributions of the lay and consecrated people to education, through the highest award that it confers known as Pro Deo et Patria Award (for God and Country). CEAP acknowledges the internal and external manifestation of the awardees love for God and country and his/her faithfulness to Catholic teachings as part of service to God. The awardee must be seen as a model of Christ the Teacher.

II. The Award

1. The awardee will receive an Icon of Christ the Teacher and a plaque during the Closing Program of the 2017 CEAP National Convention on September 29, 2017 at the SMX Lanang, Davao City. No monetary award will be given to the awardee. 2. The accomplishments of the Pro Deo et Patria awardee would be included in the CEAP Bulletin and other publications that would be released by the association. An audio-visual presentation (AVP) featuring these achievements would be shown during to the awarding.

III. Criteria

A. Service to God

1. The awardee must have significantly contributed in the promotion of Catholic values in the country through his/her advocacy, initiation of and/or participation in specific projects, activities or programs.

a. These projects/advocacies must have been clearly demonstrated and proven to have positively affected Philippine society or the specific communities where these were initiated. These should be stable, sustainable and capable of being replicated; or

b. These projects/advocacies must have ushered in new ways to promote Catholic education so that many people may be influenced to consciously explore innovative and creative avenues to uphold transformative education and improvement in the larger educational system in general.

2. The awardee must be of high moral and spiritual integrity, whose faith can be emulated and promoted as worthy of emulation.

B. Service to the Country

1. The awardee must also be involved in socio-civic work which aims to improve the lives of others. This shows that there is a check in the promotion of a well-rounded being. A solid contribution to the JEEPGY pillar programs of CEAP is a preference.

2. The awardee must be a leader in his/her field but need not be a person of immense power or stature. His/her leadership status shows that s/he does not just do what s/he does for the sake of doing it but that s/he wants to lead and mobilize others to realize their objectives, clearly a better way of bringing in encouraging change.

IV. Guidelines

• The candidate must have been nominated by a member-school, Regional Trustee or any member of the Board through the Membership and Awards Committee, before June of this year.

• The advocates for the candidates must furnish documents to the Membership and Awards Committee whose members will deliberate and prepare its recommendation to the National Board.

• The Membership and Awards Committee will convene for a special meeting upon receipt of written nominations before the 1st quarter Board Meeting (June 2017). A 2/3 vote from the members of the Committee would warrant endorsement to the CEAP National Board.

• The National Board will deliberate and/or approve the recommendation of the Membership and Awards Committee. The awardee must have received 2/3 votes of all the members and a resolution from the National Board before the 2017 National Convention for the award to be granted.

• The National Board will no longer accommodate a nominee whose name has been submitted to the Board three times. All deliberations on this award are strictly confidential. • If no nominees have been submitted before June 2017, the CEAP Board may not confer the award for this year.
