TBTEAM (TB TEchnical Assistance Mechanism)

Definition: • A mechanism for

– building country capacity,

– TA coordination, planning and resource mobilization,

– international platform for supplying and co-ordinating TA

History: • Concept presented at Coordinating Board in 2005 to address the perceived need at country,

regional and global level for more efficient and effective coordination of TB technical assistance

• Launched in 2007

Structure: • A Stop TB Partnership Initiative (under the umbrella of the DOTS Expansion Working Group)

• TB Technical Assistance providers (33 partners)

• Secretariat hosted in WHO Stop TB Department and a focal point in the STP secretariat

• Regional TBTEAM focal points

• National TBTEAM Coordinators

WHY TBTEAM?

• To enable the most effective use of Global Fund and other

external resources and to coordinate support to new rounds

applications.

• To build up national capacity and ownership of countries' own

TA plans and implementation

• To help countries and international agencies coordinate TA

through a well-organized network of technical partners.

• To help countries and partners with ad-hoc requests for

assistance that could be provided by a consultant within a large

pool of qualified experts

• Supplying, coordinating and monitoring global and regional TA

• Resource Mobilization

Challenges relating to TB TEAM mechanism website

• Some countries have no TB TEAM focal point

• Some focal persons do not access the TB TEAM website regularly

• Missions undertaken but not updated on website (This is especially so for WHO missions taken as regular routine)

• Missions entered on behalf of others

• Funding for consultancies may inhibit posting

Challenges relating to consultants

• Many consultants do not access the website regularly enough to respond to requests on time

• Available consultants may be affiliated to organization without funding for the requesting countries

• Consultant rates are very variable

• Lack of appropriate national ownership of projects/programmes for which consultancy is sought

Recommendations

• All countries should develop annual TA plans in collaboration with partners

• Countries should take a lead in the use of the TB TEAM mechanism to improve the quality of technical support available to them. This can be achieved by posting TA needs on the website for buy in by partners.

• The TB TEAM mechanism should be embraced by all partners to avoid duplication as well as improve visibility and collaboration between partners

Way forward

• Countries to complete the draft TA plans for 2012 – 2013

• Countries without focal points to designate as soon as possible

• All TA need for the next year to be posted on the Website and be regularly updated
