Introductions and Announcements Jesse Hamashima, Co-Chair, called the meeting to order at 9:32 am. Participants were asked to view the meeting attendance on the “chat” feature on BlueJeans, and phone-in participants were asked to identify themselves verbally.

Reports Co-Chair Jesse Hamashima welcomed the committee members and explained that PSRC staff would provide short updates on upcoming policy and Executive Board meetings and review the status of ongoing projects in the work program. PSRC staff report topics included:

• Upcoming PSRC Policy and Executive Board meetings• A reminder that the General Assembly date set for June 25, 2020

Long time RSC member Allan Giffen, the Planning Director for the City of Everett, performed a short creative song as a homage to his former co-workers and the work of RSC.

Discussion: Regional Housing Strategy Update Staff briefed the committee on the progress of regional housing work, including the Regional Housing Strategy, the preparation of shared “Housing 101” materials, and an update on the Housing Innovations Program (HIP). The committee also received an update on the work of the Land Use Technical Advisory Committee (LUTAC), and staff briefed the RSC on upcoming board topics for the Growth Management Policy Board (GMPB). SUBJECT: Regional Equity Strategy Update

IN BRIEF

Equity is a key policy area in VISION 2050, the region’s long range plan for growth. A new action in the draft VISION 2050 plan (RC-Action-3) directs PSRC to develop a regional equity strategy, which is intended to make equity central to PSRC's work and to support the 2023/24 local comprehensive plan updates. While public meetings have been limited due to COVID-19, staff have made progress on regional equity work, including the Regional Equity Strategy. The RSC will be briefed on work to date and have the opportunity to provide comment on the upcoming work.

DISCUSSION

Work Plan Based on feedback from PSRC boards and committees as well as various stakeholders from around the region, staff are developing a work plan to identify the general direction for the Regional Equity Strategy, issues to address, roles and responsibilities, and timeline. The strategy will include components such as:

• Creating and maintaining tools and resources, including data and outreach, tobetter understand how regional and local policies and actions affect our region'sresidents, specifically as they relate to people of color and people with lowincomes.

• Developing strategies and best practices for centering equity in regional and localplanning work, including inclusive community engagement, monitoring, andactions to achieve equitable development outcomes and mitigate displacement ofvulnerable communities.

• Identifying implementation steps, including how to measure outcomes.• Identifying mechanisms to prioritize access to funding to address inequities.• Developing a plan and committing resources for an equity advisory group that

can help provide feedback on and help implement the Regional Equity Strategy.• Developing and adopting an equity impact tool for evaluating PSRC decisions

and community engagement.

Staff will brief the RSC on work to date related to RC-Action-3 and ask for feedback on potential work items to assist implementation of the Regional Equity Strategy.

November 5 GMPB Meeting The GMPB will be briefed on equity work to date at the November 5 meeting. More information on the presentations will be included in the forthcoming meeting agenda packet.

Next Steps As stated above, the strategy will include developing a plan and committing resources for an equity advisory committee. In research and interviews on equity committees at other MPOs, a key finding was to take sufficient time to engage in a thoughtful, collaborative process to develop the committee. Staff are exploring the creation of an eight-person ad hoc group of government and community organizations to develop a recommended proposal for the Executive Board to consider. The Equity Advisory Committee proposal will likely include recommendations related to the:

• Purpose• Membership composition and leadership• Decision-making• Compensation approach for participating community groups• Initial agendas and work plan

SUBJECT: 2019 Household Travel Survey Data Highlights

IN BRIEF

This information item presents data highlights from the University of Washington COVID-19 Mobility Survey.

DISCUSSION

The University of Washington COVID-19 Mobility Survey collected data from more than 3,400 respondents in the four-county Central Puget Sound region for six weeks between the end of April and start of June. PSRC supported this data collection effort and is collaborating with UW researchers on the analysis. This item presents highlights from initial exploration of the data.

Next Steps We will keep the committee updated on further analysis of data from the University of Washington COVID-19 Mobility Survey and any future, complementary data collection efforts.

SUBJECT: Regional Centers Framework Implementation Update

In March 2018, PSRC adopted an updated Regional Centers Framework. The draft VISION 2050 plan calls for the continued implementation of the Framework. Staff will update the committee on work that has been occurring and seek feedback on upcoming implementation tasks, including developing administrative procedures for regional centers.

DISCUSSION

Background Centers are the hallmark of VISION 2050 and the Regional Growth Strategy. They guide regional growth allocations, advance local planning, inform transit service planning, and represent priority areas for PSRC’s federal transportation funding.

In 1995, PSRC established a regional centers framework to manage growth in urban areas. The first regional centers were designated at that time, and over the years, regional and local policies have focused investments and growth into these central places. Today, there are 29 regional growth centers and 10 regional manufacturing/industrial centers.

Working with its members, PSRC initiated the first comprehensive review of the system since most centers were designated in 1995. In March 2018, after years of analysis and engagement with stakeholders and extensive review by the Regional Staff Committee and Growth Management Policy Board, the Executive Board adopted the Regional Centers Framework. The update made significant changes to regional and countywide centers, including:

• Establishing two different types of growth centers (Urban and Metro) andmanufacturing/industrial centers (Employment and Growth), each with their owncriteria.

• Providing deadlines for required center plans – existing centers are required to have adopted center plans by 2020 and be fully consistent with all planning requirements by 2025. Applications for new designations require adopted center plans prior to designation.

• Providing minimum criteria for countywide centers for consistent designation of these places across the region.

• Establishing application windows for new regional centers, with the first deadline occurring at the end of 2019. The next application period will open in 2024.

• Clarifying the process for redesignation and setting the stage for the next centers monitoring period, which will occur in 2025.

Framework Implementation The Framework includes several implementation tasks. PSRC updated the Designation Procedures for New Regional Centers in 2018. Staff is working with jurisdictions to finalize center typology and discuss whether existing centers already meet or could meet the criteria. The majority of regional centers have adopted center plans. PSRC is working with jurisdictions to certify these plans, in accordance with the Plan Review Manual, over the next several months. Some jurisdictions are in the process of completing center plans, which will be certified once adopted. Countywide planning groups have begun the process to designate countywide centers. Among the many implementation tasks, the Framework calls for the development of administrative procedures for existing centers. The procedures are intended to clarify expectations for new and existing centers and could address topics such as boundary changes, name changes, designation status, and other administrative topics. Staff will provide an overview of proposed topics in the administrative procedures and seek feedback from the committee on the scope of changes. Next Steps Staff will consider the committee’s feedback and prepare draft administrative procedures for future review by the committee and boards. Staff will continue updating the committee as the Regional Centers Framework is implemented. SUBJECT: Puget Sound Data Trends

IN BRIEF

At the July 30th Regional Staff Committee meeting, PSRC staff will provide a background presentation on the latest Trends in the Puget Sound region.

DISCUSSION

As part of the long-range performance-based planning process, PSRC is involved in an ongoing effort to track a variety of regional demographic and transportation trends across the region. This presentation will look at several trends that highlight how our region is changing with a focus on the continued changes that occurred this past spring due to the impacts of COVID-19. Some of the data includes changes in jobs and unemployment within the region along with changes in vehicle and transit usage.

Following the presentation, PSRC staff will take questions and comments from committee members.
