Chief Executive foreword

Regional Development Victoria (RDV) is the Victorian Government’s lead agency responsible for rural and regional economic, and community development.

This year RDV continued our successful partnerships with regional businesses and communities, and all tiers of government to deliver positive change for regional and rural Victorians. Our work included facilitating businesses to invest to consolidate and grow jobs, regional economies and enrich the social fabric of regional cities and towns.

RDV continued to provide support through a number of funding mechanisms, most notably the Government’s Regional Jobs and Infrastructure Fund. Since its inception two years ago the fund has helped create and protect over 4,600 jobs in the regions through 355 approved projects in all 48 regional local government areas, catalysing over $1.2 billion investment across regional Victoria.

In 2016-17, our regional teams leveraged the fund to deliver important place-based planning and infrastructure investment around the state. Key projects included the completion of the Mars Stadium in Ballarat and beginning construction on the Latrobe Dental Prosthetics Clinic that will become the only commercial prosthetics laboratory in Victoria. We also supported the completion of runway extensions at Mildura Airport to better connect local industries to export markets and realise the region’s tourism potential.

This year RDV began implementing the Government’s Regional Tourism Infrastructure Fund to further capitalise on regional Victoria’s substantial tourism assets. The fund is designed to deliver projects that will leverage greater benefits from an industry that already contributes $11.5 billion to the regional economy and generates one in six jobs.

In line with State Budget initiatives, we worked to implement better transport and digital connectivity, more affordable housing, comprehensive health, education and community infrastructure throughout regional Victoria.

Many of these targeted outcomes were derived from one of regional Victoria’s most important undertakings in recent years – establishing nine Regional Partnerships made up of local representatives from industry, government and the community.

RDV’s role involved building consensus around regional priorities, assembling cases for action and investment, and supporting the inaugural Regional Assemblies to ensure each region could share their priorities directly with government.

Regional Victorians had to deal with life-changing events through the year, from industry closures to natural disasters. RDV was there in support, ready to implement funding measures to help communities cope as effectively as possible.

These measures included industry transition workshops, such as those designed to help businesses in the Latrobe Valley diversify after the Hazelwood Power Station closed. They also included helping flood and storm-affected businesses and residents in northern Victoria get back on their feet.

I would like to thank all RDV staff for their commitment and work through the year to facilitate business investment, infrastructure, and community development. Together we continued to help make regional Victoria a better place to live, work and invest.

Regional Victoria continues to be a driving force behind the state’s ongoing economic prosperity.

Regional Victoria is home to one in four Victorians, and accounts for 700,000 jobs and almost 40 per cent of the state’s small businesses.

Together they generate a $72 billion regional economy that contributes almost 20 per cent of the state’s overall economy and is responsible for a third of Victoria’s total exports.

Tourism contributes $11.5 billion to the regional economy. More than 80 per cent of Australia’s dairy exports, 48 per cent of horticultural exports and 39 per cent of prepared food exports come from Victoria.

Regional Development Victoria

Regional Development Victoria (RDV) is the Victorian Government’s lead agency for developing regional and rural Victoria.

A statutory authority operating within the Department of Economic Development, Jobs, Transport and Resources (the department), RDV facilitates economic and community development in rural and regional Victoria.

Purpose

Regional investment and trade experts work with infrastructure experts to deliver projects that generate economic and jobs growth across diverse industry sectors.

RDV strives to support the growth, diversity and resilience of regional economies, with a focus on inclusion to help tackle pockets of disadvantage.

We are ready to help regional Victorians recover economically after emergencies and unplanned events.

RDV operates in close collaboration with the people who benefit from development support, including regional businesses, all levels of government and local communities.

We encourage regional Victorians to have a say about what matters to them and how they want the future of their area to take shape. We enable this communication through the nine Regional Partnerships and regional leadership programs that are designed to build consensus and assemble evidence-based cases for targeted investment.

RDV makes access to government easy for regional Victorians through 10 Victorian Government Business Centres and close working relationships with other government agencies.

Regional Partnerships

Through RDV, the Victorian Government acted on the 2015 Regional Statement committment to establish nine new Regional Partnerships.

The partnerships were created to better appreciate the distinct requirements of each region and that government needs local input to respond effectively.

Each partnerships is defined by local government boundaries and includes a selection of community and business members, a representative from the Victorian Government, a representative from the appropriate Regional Development Australia committee, and a CEO from a local council within the partnership boundary.

Their role is to work with their communities to identify regional priorities and communicate them directly to government to inform policy, budget and program development and decision-making, giving regional Victorians a greater say in their future.

During the year RDV’s regional teams and associated Melbourne-based teams supported the significant work of each Regional Partnership and the local dedication required to conduct the inaugural Regional Assemblies. The commitment and experience of partnership members, stakeholders, local government, communities and RDV teams is reflected in the regionally-specific priorities that were shared with the State Government.

Regional Assemblies were held in late 2016 to identify and discuss priorities for each region. The following reports detail individual Regional Partnership activities.

Reporting on Regional Partnerships

Barwon

In August 2016, local community and business leaders were appointed to the Barwon Regional Partnership alongside representatives from state and local government, and Regional Development Australia. The Regional Assembly held later that year was attended by 140 regional stakeholders and community members. Priorities from the Barwon Regional Assembly included:

• Building the visitor economy

• Transforming industries and creating jobs for the future

• Improving the transport network

• Making city and town centres places people want to live and visit

• Ensuring an inclusive, safe, healthy and resilient community

• Enabling children and young people through education and training

Associated stakeholder engagement and advocacy activities contributed to:

• Support to revitalise central Geelong

• Funding to improve roads throughout the region

• Investing in the development and management of the Great Ocean Road

• Sharing in the Connecting Regional Communities Program to deliver region-wide digital initiatives, including new virtual conferencing systems for local schools

Great South Coast

In August 2016, local community and business leaders were appointed to the Great South Coast Regional Partnership alongside representatives from state and local government, and Regional Development Australia. The Regional Assembly held later that year was attended by 110 regional stakeholders and community members. Priorities from the Great South Coast Regional Assembly included:

• A strong and diverse regional economy with more local jobs

• An attractive, safe, vibrant and liveable community

• High quality local and regional health services

• Accessible, quality education and training

• Renowned environment, culture and iconic landscapes

• Better roads and transport and digital networks as enablers for prosperity and liveability

Associated stakeholder engagement and advocacy activities contributed to:

• Funding the Shipwreck Coast Master Plan to boost tourism and jobs

• Support for Beyond the Bell to boost educational attainment rates

• Establishing the Great South Coast Food and Fibre Council

Wimmera Southern Mallee

In August 2016, local community and business leaders were appointed to the Wimmera Southern Mallee Regional Partnership alongside representatives from state and local government, and Regional Development Australia. The Regional Assembly held later that year was attended by more than 180 regional stakeholders and community members. Priorities from the Wimmera Southern Mallee Regional Assembly included:

• Improving early childhood development

• Securing vital community infrastructure

• Developing a Networked Grains Centre of Excellence

• Creating a vibrant tourism industry

• Expanding mobile and digital connectivity

Associated stakeholder engagement and advocacy activities contributed to:

• Developing a business case for the region’s Networked Grains Centre of Excellence proposal

• Funding to explore options that support regional tourism growth

• Sharing in the Connecting Regional Communities Program to deliver region-wide digital initiatives

Central Highlands

In August 2016, local community and business leaders were appointed to the Central Highlands Regional Partnership alongside representatives from state and local government, and Regional Development Australia. The Regional Assembly held later that year was attended by more than 180 regional stakeholders and community members. Priorities from the Central Highlands Regional Assembly included:

• Connecting communities locally, regionally and globally

• Improving health connectivity and infrastructure

• Leading climate change adaptability and technology

Associated stakeholder engagement and advocacy activities contributed to:

• Funding to establish a Ballarat GovHub and create new jobs

• Support for the Ballarat Line Upgrade to deliver better services for Ararat

• Developing a business case for obesity prevention in rural areas

• A share in the Connecting Regional Communities Program to deliver region-wide digital initiatives

Ovens Murray

In August 2016, local community and business leaders were appointed to the Ovens Murray Regional Partnership alongside representatives from state and local government, and Regional Development Australia. The Regional Assembly held later that year was attended by 160 regional stakeholders and community members. Priorities from the Ovens Murray Regional Assembly included:

• Education and skills for the 21st century

• Transport connections (particularly passenger rail)

• Industry sector development (tourism, agriculture, manufacturing and freight)

• Digital access and capability (mobile, telephone and National Broadband Network)

• Climate change and renewable energy

• Local amenity and infrastructure

• Health and wellbeing

Associated stakeholder engagement and advocacy activities contributed to:

• Funding for the North East Victoria Cycling Optimisation project to increase cycling tourism

• Support to improve passenger rail services on the north east line as part of the Regional Rail Revival package

• A share in the new Connecting Regional Communities Program to deliver digital initiatives such as broadband infrastructure trials and addressing mobile blackspots

Goulburn

In August 2016, local community and business leaders were appointed to the Goulburn Regional Partnership alongside representatives from state and local government, and Regional Development Australia. The Regional Assembly held later that year was attended by 160 regional stakeholders and community members. Priorities from the Goulburn Regional Assembly included:

• Ensuring a sustainable future for agriculture

• Continuing to strengthen and diversify the economy

• Improving the region’s connectivity

• Supporting the region’s peri-urban growth corridor

• Supporting the children and young people of the region

• Promoting a healthy and engaged population

Associated stakeholder engagement and advocacy activities contributed to:

• Planning to boost agricultural productivity in the Goulburn Murray Irrigation District

• Developing a business case for the Munarra Centre of Excellence

• Identifying trends and opportunities to grow the visitor economy

• A share in the new Connecting Regional Communities Program to deliver region-wide digital initiatives

In August 2016, local community and business leaders were appointed to the Mallee Regional Partnership alongside representatives from state and local government, and Regional Development Australia. The Regional Assembly held later that year was attended by more than 110 regional stakeholders and community members. Priorities from the Mallee Regional Assembly included:

• Better access to services

• Better regional liveability

• A stronger social fabric

• A stronger regional economy

• Building better connections

Associated stakeholder engagement and advocacy activities contributed to:

• Support for the Lake Tyrell Tourism Infrastructure Project

• Funding to develop a new nature-based tourism hub in Koondrook

• Support for the Robinvale Community Hub

• A commitment to develop a business case for a Cross Border Commissioner

• A share in the Connecting Regional Communities Program to deliver region-wide digital initiatives

Loddon Campaspe

In August 2016, local community and business leaders were appointed to the Loddon Campaspe Regional Partnership alongside representatives from state and local government, and Regional Development Australia. The Regional Assembly held later that year was attended by more than 150 regional stakeholders and community members. Priorities from the Loddon Campaspe Regional Assembly included:

• A connected region – through better transport and digital connectivity

• The ‘best possible start for every child’

• A growing economy

• The Healthy Heart of Victoria program to tackle preventable health problems

• A great environment to live In

Associated stakeholder engagement and advocacy activities contributed to:

• Continuing infrastructure development along Swan Hill’s riverfront

• Funding for the Bendigo and Echuca rail lines and station upgrades

• Support to develop the Healthy Heart of Victoria program

• A share in the new Connecting Regional Communities Program to deliver region-wide digital initiatives

Gippsland

In August 2016, local community and business leaders were appointed to the Gippsland Regional Partnership alongside representatives from state and local government, and Regional Development Australia. The Regional Assembly held later that year was attended by almost 200 regional stakeholders and community members. Priorities from the Gippsland Regional Assembly included:

• Connectivity (including fast reliable train services and internet)

• Skills and education

• Family and community wellbeing

• Food and fibre

• New jobs and industry

• Energy and resources

• Tourism and the visitor economy

Associated stakeholder engagement and advocacy activities contributed to:

• A forthcoming rail upgrade to the Gippsland line

• More public sector jobs in the Latrobe Valley

• Support for a technical school and to develop Gippsland Hi-Tech Precinct

• Marketing initiatives to promote Gippsland as a tourism destination across the state and nationally

• A share in the new Connecting Regional Communities Program to deliver region-wide digital initiatives

Regional Investment and Trade

Role

The RDV Investment and Trade team supports regional businesses to advance projects by working with businesses to facilitate new investment and create jobs, assisting to overcome barriers and providing strategic financial support where required.

Financial support is aimed at attracting and activating projects, bringing forward investment decisions, and where appropriate, increasing the scope of projects to maximise the outcomes and benefits for regional Victoria.

Located in each of Victoria’s regions, Investment and Trade team members report to Regional Directors and work closely with Melbourne- based investment and trade specialists.

2016-17 activities

During the year, the Investment and Trade team recorded approximately 3,000 engagements with regional businesses as part of an extensive program of structured business engagement designed to help activate private sector projects and increase regional jobs and exports.

In 2016-17, the team facilitated about 80 projects of diverse scale and location around Victoria. This covered industry sectors including food and fibre, manufacturing, professional services, transport, distribution and logistics, and information communication and technology.

The Investment and Trade team also provided information, services and programs to regional businesses on the broad range of government assistance for business including the Future Industries Fund, the Latrobe Valley Economic Facilitation Fund and the New Energy Jobs Fund.

Approximately 3,000 engagements with regional businesses as part of an extensive program of structured business engagement.

Regional Infrastructure

Role

The Infrastructure team works with key stakeholders including local government, departmental agencies and RDV Regional Business Centres to identify and support regional infrastructure priorities to achieve economic and social outcomes. The team leads the facilitation and delivery of complex and large infrastructure projects.

The team has expertise in energy, water, gas, transport, tourism and cultural infrastructure, as well as the commercial acumen to negotiate strategic outcomes with the private sector.

The Infrastructure team regularly contributes its industry expertise to develop evidence-based policy advice and program design that informs the Government’s development of regional policies, governance, programs and investment.

2016-17 activities

In 2016-17, the Infrastructure team facilitated the approval of 12 economic infrastructure projects under the Regional Jobs and Infrastructure Fund, with a total grant value of $70 million towards total project costs of $163 million.

The team facilitated 42 visitor economy, infrastructure and business case projects under the Regional Tourism Infrastructure Fund, with a total funding value of $40 million towards total project costs of $80 million.

The team also used its experience in program design, investment decision metrics, governance, grant administration and procedure to help Agriculture Victoria design and implement the Agriculture Jobs and Investment Fund.

During the year, the Infrastructure team helped facilitate significant projects around the state, including:

• Grampians Peaks Trail Stage 2

• Ballarat Station Precinct Redevelopment

• Eureka Sports Precinct (Mars Stadium, C E Brown Reserve and Ballarat Basketball/Netball Stadium)

• Ararat Arts Precinct

• Wallan Town Centre Redevelopment

• Holgate Hotel Brewery and Discovery Centre

• Great Stupa Development (phases 1 and 2)

• Walhalla Goldfields Railway Development

• Latrobe Dental Clinic

• Revitalisation of Cowes Precinct

Regional Programs and Recovery

Role

The Regional Programs and Recovery team coordinates RDV’s support of locally driven regional development and recovery initiatives. It works closely with the Policy and Planning and Regional Delivery teams to design and implement funding programs.

The team also works to build RDV’s capacity in program and grant management and regional project management and delivery.

In line with Victorian emergency management arrangements, the team facilitates and delivers collaborative recovery activities before, during and after emergency events, and major disruptions.

2016-17 activities – Programs

In 2016-17, the RDV Programs team delivered key projects around the state supported by the Victorian Government’s $500 million Regional Jobs and Infrastructure Fund.

This work included helping Victorians in rural areas make the most of access to the Rural Development Stream of the Regional Infrastructure Fund. These activities were augmented by the team’s facilitation of the Stronger Regional Communities Plan.

RDV used the Regional Community Leadership Program to help emerging local leaders, strengthen existing community leadership capabilities, and develop stronger connections between local leaders and regional development initiatives.

The Programs team also delivered the first round of the Government’s $1 million Wine Growth Fund. We working with regional teams to support 41 projects designed to help wineries achieve growth and entry into export markets, expand cellar door operations, develop software, and enhance food and wine experiences.

2016-17 activities – Recovery

Following a range of incidents, RDV used its strengths, systems, networks and experience in economic recovery in collaboration with key agencies such as Agriculture Victoria, Tourism EVE Group, Emergency Management Victoria and local councils.

The team also contributed to the delivery of the Victorian Government’s Dairy Response Support Package through the Rural Skills Connect program, and continued working closely with communities affected by Victorian bushfires to deliver a number of economic recovery projects.

Flood and storm recovery

In September 2016, floods affected 51 local government areas around Victoria and caused over $150 million worth of damage. Southern Grampians and Glenelg were substantially affected, particularly the towns of Casterton and Coleraine.

In November 2016, severe thunderstorms impacted the area in and around Mildura in the Loddon Mallee region.

The Recovery team managed state-level coordination, supporting staff to undertake impact assessments and working closely with Small Business Victoria to provide small business mentoring services.

Policy and Planning

Role

The Policy and Planning team provides evidence-based policy advice and program design to inform the Victorian Government’s development of regional policies, governance, programs and investment.

The team’s aim is to strengthen government understanding of regional issues, and influence policies and programs that may affect Victoria’s regions.

Experience covers policy, programming, governance, economic analysis, monitoring, evaluation and complements the work of RDV regional teams. The team enables RDV to have input on Ministerial, Parliamentary and Cabinet processes. It also monitors, reports and evaluates regional programs including working with auditors.

2016-17 activities

During the year the Policy and Planning team helped implement the Government’s nine new Regional Partnerships, Regional Assemblies and the Regional Development Advisory Committee.

The team was also involved in developing major Victorian Government policies and statements, including the Latrobe Valley Economic Facilitation Fund, Regional Futures Summit and Regional Skills Fund.

Working with Regional Development Australia

The Victorian Government and the Commonwealth Government coordinate regional development through Regional Development Australia.

Regional Development Australia supports the operation of nine Victorian Regional Development Australia Committees that advise all levels of government on economic development opportunities and productivity. RDV provides significant in-kind support and contributes funds to the Regional Development Australia Initiative.

Regional Development Advisory Committee

The Regional Development Advisory Committee (RDAC) was established in August 2016 under the Regional Development Act (2001) as the Government’s lead body on regional development policy.

RDAC is comprised of the Chairs of the Regional Partnerships and is tasked to provide independent policy advice to the Minister for Regional Development on matters of state significance.

RDAC met in late 2016 and early 2017 to develop a series of priorities for regional development. These included regional leadership, on which the committee contributed to a review of RDV related programs and provided advice to the minister on recommendations. These recommendations are now the subject of an implementation plan across RDV.

RDAC also provided direct input into the RDV policy agenda through submissions to ministerial committees and meetings with key stakeholders across government.

Role

Regional Communications and Engagement provides strategic communications, stakeholder and community engagement support, and marketing advice across RDV.

The team ensures all stakeholders have access to the information and advice RDV provides that helps to make regional Victoria a great place to live, work and invest. The team also manages RDV’s web and digital presence, and major RDV stakeholder events and sponsorships.

Regional Jobs and Infrastructure Fund

Operating from 1 July 2015, the $500 million Regional Jobs and Infrastructure Fund (RJIF) is the Government’s overarching regional development package.

It is investing in growing jobs, building infrastructure and strengthening communities in regional Victoria.

RDV manages the program, which consists of three programs:

Regional Infrastructure Fund

The main infrastructure program of the RJIF, the Regional Infrastructure Fund (RIF) invests in major infrastructure projects that focus on creating or enhancing the conditions for economic growth, helping to build diversified, sustainable and resilient regional economies.

The RIF operates under four program streams:

• Productive, and Liveable Cities and Centres

• Enabling Infrastructure

• Rural Development

To address the needs and capacity of rural communities, the RIF includes a Rural Development program stream to support projects in towns and communities in the 38 rural local government areas.

Regional Jobs Fund

The Regional Jobs Fund (RJF) aims to facilitate employment growth and to retain jobs. It helps attract and facilitate investment that focuses on regional competitive advantage or high-growth potential businesses, and will help diversify the employment base.

The fund aims to improve regional capacity and innovation and realise the potential of emerging industry sectors, particularly the Government’s priority sectors and new export markets.

The RJF provides support for strategic projects and infrastructure through four program streams:

• Investment Attraction

• Innovation and Productivity

• Market Access

• Employment Precincts

In addition, Food Source Victoria, a targeted grants program under RJF, is building alliances across the agrifood sector to grow exports and increase industry capabilities.

Regional Skills Fund

The $34 million Regional Skills Fund (RSF) under the RJF was launched in September 2016. The result of collaboration between RDV and the Department of Education and Training, the RSF is a targeted, place-based regional skills grants program driven by industry in partnership with the tertiary sector, working to build local capacity, resilience and support jobs creation. The RSF supports regional industry and business skills and capability to ensure the long-term sustainability of employment and business growth. The fund aligns with the Victorian Government’s education and training reforms as well as initiatives to support innovation, skills and workforce development.

Stronger Regional Communities Plan

The Stronger Regional Communities Plan (SRCP) helps rural and regional towns attract families and young people to live and work locally. It invests in community-led initiatives and partnerships that create or enhance the conditions for economic growth, building community capabilities to drive change and improving liveability.

The SRCP supports small grants of up to $50,000 under two program streams:

• Community Capacity Building

• Population Attraction

Delivered by Creative Victoria and funded through the RJIF, the $20 million Regional Arts and Creativity package includes a new touring strategy for regional Victoria (involving major exhibitions, performances and programs from leading arts organisations) and support for significant and long-term creative projects and residencies (including the continuation of the successful Small Town Transformation).

Regional Tourism Infrastructure Fund

Established in mid 2016, the Government’s $103 million Regional Tourism Infrastructure Fund

(RTIF) is separate from the RJIF. It is designed to help realise the potential of regional Victoria’s visitor economy, which attracts more than 14 million domestic and international visitors every year. The RTIF’s main objectives are to increase regional visitation, tourism investment and regional sector jobs.

The RTIF funds high value projects that demonstrate significant benefits for the visitor economy, particularly those that boost regional visitor numbers and yield, improve tourism experiences and stimulate private sector investment.

Supporting regional industries in transition

One of RDV’s most important roles is to help regional Victorians manage economic change and the associated affects on their livelihoods and communities.

In 2016-17, all RDV regions worked with the department’s Business in Transition Support team to provide necessary support for employees, businesses and communities dealing with job loss and industry transition. The following describes some of RDV’s transition support activities during the year.

Support for Victorian dairy communities

A ‘whole of sector’ approach was put in place to monitor the impacts and manage the consequences resulting from changes to the dairy industry in 2016.

RDV’s regional teams in Loddon Mallee and Hume, Barwon South West and Gippsland used the Rural Skills Connect program to support dairy farmers and employees, and enterprises across Victoria’s northern, south west and Gippsland dairy regions.

Working groups were convened to coordinate government and industry activities. Chaired by RDV, the Government led working groups focused on post farm gate matters including wellbeing and mental health, small business and flow-on regional impacts.

Latrobe Valley – Hazelwood Power Station closure

In response to the closure of Hazelwood Power Station announced in November 2016, the Victorian Government supported affected workers and businesses through the $40 million Latrobe Valley Economic Development Program.

Facilitated by RDV’s Gippsland team, the program includes $10 million to support existing Latrobe Valley businesses and help attract new business, up to $17 million to develop a Hi Tech Precinct in the Latrobe Valley, and $5 million in transition support for businesses in the supply chain of the Hazelwood Power Station.

RDV Gippsland teams’ involvement in the program is part of an ongoing focus on growing existing and future industries, leveraging the Latrobe Valley’s competitive strengths and targeting potential high growth sectors such as food and fibre, defence and health services. The program also aims to ensure skills development meets future regional workforce requirements.

Portland – Alcoa

RDV supported Victorian Government investment to enable the restart and ongoing operation of the Alcoa Portland aluminium smelter after it was severely damaged by a catastrophic electricity transmission failure on 1 December 2016, which severely damaged the smelter. The restart was announced by the Premier and Prime Minister in Portland in January 2017. This helped secure 700 direct and contract jobs in Portland and the future of one of Victoria’s largest exporters.

Kiewa and Rochester – Murray Goulburn closure

RDV delivered initiatives to help the Hume and Loddon Campaspe regions manage the closure of Murray Goulburn’s dairy processing plants in May 2017. A Business in Transition workshop provided support services information to affected employees. RDV continues to engage with Murray Goulburn to support a second group of workers who will complete the plant closure by June 2018.

Stawell Goldmine closure

The Stawell Goldmine closure in late 2016 resulted in 140 job losses in the Grampians region. RDV’s Grampians team worked closely with the company, Northern Grampians Shire Council and local business leaders to implement support measures.

RDV partnered with local media outlets and the council to create a dedicated website on which local employers could list vacancies so job opportunities could be presented to former workers. RDV also worked with the department’s Business in Transition Support team to arrange a workshop for affected employees with information and services about transitioning to new work, retraining or retirement.

Hamilton – Iluka Resources

After Iluka Resources announced its Hamilton Mineral Separation Plant would close in October 2017, RDV’s Barwon South West team worked with the organisation to ensure affected workers received access to the Business in Transition Support program. Iluka also provided career counselling, redeployment and employment placement support.

Regional Director’s Report

RDV undertook a broad range of economic development initiatives in the Barwon South West region in 2016-17.

RDV Barwon South West strengthened partnerships with regional stakeholders, and continued working with industry sectors including tourism, food and fibre, international education, professional services and advanced manufacturing.

This work helped facilitate more than $185 million in investments to realise 215 new jobs. Forty economic development projects valued at over $49.6 million were supported by more than $14.6 million through RDV programs including the Regional Jobs and Investment Fund, Food Source Victoria, the Fire Recovery Fund and the Regional Tourism Infrastructure Fund.

We hosted a number of successful inbound trade missions attended by international tourism investment groups interested in the Great Ocean Road, and helped make significant progress implementing the Shipwreck Coast Masterplan. The Shipwreck Coast is the main priority in Great Ocean Road Regional Tourism’s Strategic Master Plan for the Visitor Economy of the Great Ocean Road and the Great South Coast Regional Partnership’s economic theme.

RDV also supported the Great Ocean Road Economic and Community Recovery Fund for the inaugural Apollo Bay Winter Wild event and worked closely with the Surf Coast Shire Council to remove unnecessary inbound freight costs for local businesses.

Partnerships and Collaborations

The Great Ocean Road Collaboration

An array of complex issues relating to the economic, social and environmental conditions of the Great Ocean Road and its surrounds were identified and discussed by the Barwon and Great South Coast Regional Partnerships during 2016. It was noted that multiple agencies manage and govern the Great Ocean Road, and this arrangement needs simplifying to better coordinate economic and environmental outcomes along the road. To address this concern, RDV Barwon South West collaborated with key management and governing agencies to determine the top four priorities to support the Great Ocean Road.

These priorities are:

• Implement the Shipwreck Coast Master Plan

• Undertake remedial works to the Great Ocean Road and attractions to improve public safety and visitor experiences

• Collaborate to progress infrastructure development and asset management planning for the Great Ocean Road

• Improve agency coordination, planning and governance of the Great Ocean Road region

Identifying these priorities enabled the Barwon and Great South Coast Regional Partnerships to present coordinated and clear priorities to government that reflect the Great Ocean Road’s status as an internationally recognised tourist attraction on a highly environmentally sensitive stretch of Victoria’s coastline.

Regional advice to the Commonwealth

Regional Development Australia Barwon South West contributed regional responses to Commonwealth enquiries and reviews, developed in consultation with regional partners.

These included a response to the Independent Review of the Effectiveness and Future Scope of the Regional Development Australia program, and a submission in support of the policy to enable Commonwealth Government services to be decentralised in regional Australia.

Investment and Trade

Projects facilitated in the Barwon South West region in 2016-17 included:

Tribal Group Asia Pacific

This international education software provider established their regional headquarters in North Geelong, creating 50 new high value jobs and securing up to 100 Victorian jobs.

Axieo in Lara

RDV’s Barwon South West team worked with Axieo to secure a site at the Geelong Ring Road Employment Precinct for its new Carbon Black Masterbatch Manufacturing Facility investment.

Avalon Airport Industrial Precinct

Support from RDV helped to develop a $40 million investment at Avalon Airport including crucial infrastructure such as roads, electricity and utilities. The first major tenant, the Cotton On Group, will occupy a new distribution centre at the industrial precinct, with 300 jobs.

Keppel Prince Engineering

In March 2017, Portland’s Keppel Prince Engineering received government support for its $1.97 million expansion of its wind tower fabrication facility, creating 50 new jobs. New manufacturing plant and equipment will boost productivity by over half to allow the company to compete more effectively in supplying wind farm projects and reduce wind tower imports.

Porthaul

In January 2017, the Victorian Government supported skills development and training of new heavy vehicle operators at Porthaul, which will create 50 new jobs, safeguard another 40 and enable the company to consolidate its four existing Portland facilities into one major transport depot.

Malteurop

RDV Barwon South West worked with Malteurop to facilitate an application to the Geelong Region Innovation and Investment Fund to help attract investment for $75 million in improvements to its Geelong malting plant. Improvements are expected to generate additional exports of $55 million a year once the facility is operational.

Leveraging Opportunity in Regional Investment

An investment prospectus, Leveraging Opportunity in Regional Investment, was prepared and supplied to Chinese investors interested in tourism, futures technology and infrastructure opportunities in the Barwon South West region.

Iluka Resources

Iluka Resources announced its Hamilton Mineral Separation Plant would close in October 2017. In response, RDV’s Barwon South West team worked with the organisation to ensure affected workers received access to the Business in Transition Support program.

Economic Development

Highlights of the year included:

Hamilton Industrial Land Estate Subdivision Stage 2

The $3.2 million project includes a $500,000 support from the Regional Infrastructure Fund to develop an industrial estate in Hamilton. Work will include the subdivision of land into parcels with the provision for drainage, sewerage, water access, telecommunications, power, road access and landscaping.

Mortlake Streetscape Stage 2

The $425,000 Mortlake Streetscape project was supported with $300,000 from the Regional Infrastructure Fund to deliver streetscape improvements in the town centre. These included improved parking and accessibility, safer traffic and pedestrian linkages, creation of sitting areas, green spaces, interpretive signage, street furniture and landscaping and paving works.

Jobs 4 Portland – Workforce Attraction, Retention and Ambassador Pilot Program

The Jobs 4 Portland project was supported by $100,000 from the Regional Skills Fund to establish and operate an integration program for new residents to the Glenelg Shire, as well as broker recruitment, attract residents and retain staff to address skill shortages in Portland.

Warrnambool City Centre Revitalisation Progress

The $15 million Warrnambool City Centre Revitalisation project includes a $5 million investment from the Regional Infrastructure Fund. The first of the four-stage project is currently underway. Works include paving, tree planting and landscaping, extension of footpaths, street furniture, upgraded lighting, public art installations, and better parking and pedestrian safety. The project will transform Liebig Street, Warrnambool’s main CBD retail and hospitality strip.

Apollo Bay WinterWild

The WinterWild event in Apollo Bay was supported by a $60,000 investment through the $1 million Great Ocean Road Economic and Community Recovery Fund, after the Wye River Separation Creek Track Fire in 2015-16. The event is designed to showcase and increase visitation to Apollo Bay out of peak periods, particularly by encouraging overnight stays in winter.

Fort Queenscliff Business Case

The Borough of Queenscliffe received $235,000 from the Regional Tourism Infrastructure Fund to develop a Fort Queenscliff Business Case. It will incorporate an economic impact analysis and business plan to determine the future use of the Fort Queenscliff as an iconic tourism asset.

Wye River Bushfire Recovery

RDV Barwon South West continued working with these bushfire affected communities to support facilitation of the Government’s $1 million package to help recovery priorities. This included support for infrastructure upgrades to Wye River SLSC, Wye River CFA and Kennett River SLSC and Wye River Foreshore Infrastructure and Playground Renewal.

GROW

In 2016-17, the successful G21 Regional Opportunities For Work (GROW) project continued to expand with 57 organisations signing the GROW Compact. The compact is designed to stimulate inclusive job growth and increase local investment to maximise economic and social outcomes in targeted areas across the region.

Regional Director’s Report

Gippsland is large and diverse, with a gross regional product of about $15 billion. It comprises six local government areas, each different in their make-up and contribution to the economy.

Gippsland incorporates coastlines and snowfields important to the state’s visitor economy, rich agricultural land, a heavy industrial centre and a workforce ready-made to support professional services. We proved this by attracting significant investment to support regional sectors including food and fibre, defence, visitor economy, transport and logistics, and professional and community services.

Throughout 2016-17, there was significant attention on the Latrobe Valley with the announcement of the closure of the Hazelwood Power Station. The Latrobe Valley Investment Facilitation Unit operated in a complex environment facilitating business transition, growth and new job creation, leveraging existing resources across government to maximise the impact and benefits of investment into the region.

Many of the priorities identified by the Gippsland Regional Partnership were supported in the budget for 2017-18 including $435 million for upgrade of the Gippsland railway line.

Creating and protecting jobs across Gippsland was an important priority for RDV in 2016-17 and reflected budget announcements that aligned with our Regional Partnership priorities.

Partnerships and Collaborations

Creating local connections

Gippsland continued to play an important role in supporting a ‘One Gippsland’ collaborative approach between stakeholder groups in the region, including the Regional Partnership, Regional Development Australia, Gippsland Local Government Network, Committee for Gippsland and Latrobe Valley Authority.

The RDV team in Gippsland helped consolidate the strong connections between the Regional Partnership and the three other key stakeholder groups in Gippsland by establishing a new governance framework that embeds the Regional Partnership and Latrobe Valley Authority into the Gippsland Regional Planning and project prioritisation process. The governance framework provides a coordinated process for regional priority setting and advocacy.

Gippsland Hi-Tech Precinct

The vision for the new precinct in Morwell is to build Gippsland’s global reputation for innovation and new thinking capability through local collaboration.

Government support of $17 million will help develop an Innovation Centre within the precinct, which will also incorporate a new technical school, Federation Training and Latrobe City Council’s conference facility.

Leveraging the Regional Skills Fund

Two Gippsland based projects accessed the $34 million Regional Skills Fund to support career aspiration and attainment for Gippsland youth. One of these projects will give Gippsland secondary school students hands-on experience in key local industries.

Students will be exposed to opportunities for employment in areas of workforce shortage, including advanced manufacturing, health, energy, mining, and food and fibre.

The second funded project is ‘STEM Sister’s: If you can’t see it, you can’t be it’. The project provides 30 to 40 female Year 10 students with exposure to opportunities for work and study in science, technology, engineering and mathematics (STEM).

The Gippsland Investment and Trade team supported the development of key initiatives including:

Latrobe Valley Economic Facilitation Fund Projects

Victoria Valley Meat Exports Expansion – Trafalgar

In October 2016, the Minister for Industry and Employment announced funding support from the Latrobe Valley Economic Facilitation Fund to Victoria Valley Meat Exports Pty Ltd to facilitate a $1.2 million investment in the expansion of its meat processing facility creating 73 new full time jobs. RDV worked closely with the company to attract the investment to the Latrobe Valley. The increase in production and value adding will generate up to $50 million in additional exports per annum.

Flavorite Expansion – Warragul

In March 2017, support from the Latrobe Valley Economic Facilitation Fund was provided to Flavorite Hydroponic Tomatoes to attract and facilitate a $11.5 million investment at its Warragul horticultural production facility, creating 33 new full time jobs. RDV’s Gippsland team worked closely with the company to secure a 4.3 hectare glasshouse investment for producing high quality hydroponic tomatoes and other vegetables.

Latrobe Valley Enterprises – Morwell

In March 2017, the Government announced support for Latrobe Valley Enterprises’ $950,000 expansion to its recycling and sign making operations in Morwell, creating 24 new full time jobs across Latrobe Valley and Gippsland. Latrobe Valley Enterprise is the largest employer of people with disabilities in the region.

Dicky Bill Farming – Boisdale

RDV’s Gippsland team worked with Dicky Bill Farming at Boisdale to support the expansion of its vegetable processing facility, creating 15 new full time jobs. As part of the investment, the company purchased specialised vegetable washing, drying and packaging equipment to supply food service and retail ready products to export to customers in Singapore, Malaysia, Hong Kong and Dubai.

Business Engagement

Hazelwood Supply Chain Transition Program

In November 2016, the Victorian Government launched the Hazelwood Supply Chain Transition Program to support businesses affected by the closure of the Hazelwood Power Station. RDV’s Gippsland team worked with 58 Latrobe Valley based businesses to develop transition plans, equipping them with options and strategies for transition and offering assistance to implement key recommendations.

Branding and Promotion of Wines of Gippsland

Wines of Gippsland represents many of the region’s grape growers and wine makers, with the Branding and Promotion of Wines of Gippsland project involving over 63 wineries, and collaboration from industry bodies and local government. The project aims to grow the profile, size and profitability of the wine industry in Gippsland, as well as enhance regional tourism.

China Trade Mission

In collaboration with the Victorian Government’s Trade Commissioner to China, RDV’s Gippsland team hosted 10 Latrobe Valley and Gippsland based businesses in a targeted outbound trade mission to Shanghai in May 2017. The mission focussed on meat, dairy and engineering/manufacturing. Delegates attended SIAL China, Asia’s largest food innovation exhibition and KunShan Fair, which focussed on advanced engineering technology and information technology.

Invest Gippsland

In May 2017, Invest Gippsland hosted an inbound trade delegation of major hotels and supermarkets representatives from Malaysia, Singapore and Thailand. Working closely with the Victorian Agribusiness Council, Meat and Livestock Australia, Regional Development Australia Gippsland and the six Gippsland local councils, the trade mission focussed on building market opportunities for Gippsland producers and manufacturers through targeted introductions to international purchasing managers seeking premium food products.

Dairy Rural Skills Connect Program

RDV Gippsland supported the delivery of the Dairy Rural Skills Connect Program, part of the Victorian Government’s support for the Gippsland dairy industry. Program activities included undertaking skills audits and identifying skills gaps, engaging with dairy farmers and workers to provide guidance on employment, apprenticeships and training funding. The program also provided referrals to services and agencies, including registered training organisations, health services and the Rural Financial Counselling service.

Economic Development

Highlights for the team included:

New Latrobe Dental Prosthetics Clinic

Work continued on the $5.6 million project throughout 2016-17. Using up to 20 local contractors during construction, the new building will provide 38 new jobs in the Latrobe Valley. It will be the only commercial prosthetics laboratory in Victoria and will eventually have the capacity to supply prostheses to all Victorian dentists. A new manufacturing opportunity in Victoria, the laboratory helps consolidate the Latrobe Community Health Service as a major employer in Gippsland.

West Gippsland Arts Centre

The West Gippsland Arts Centre Redevelopment Project in Warragul provides a significant update to existing community facilities. The Government’s $4 million contribution to this $13.4 million project supports 60 local construction jobs and will increase seating capacity from 480 to 750, as well asupgrading the theatre foyer and backstage areas. New spaces will be created for private and civic functions and conferences to create a cultural hub.

Latrobe Creative Precinct

This $30 million project commenced in early 2017 with design work the major activity for 2017-18.

The project includes the construction of a new performing arts building and refurbishment works to the existing Latrobe Performing Arts Centre. It is expected to create more than 30 new ongoing jobs and help establish Gippsland as a regional destination for touring shows.

The precinct will also be used by Federation University to provide accredited arts and cultural training courses.

Phillip Island Nature Parks

The redevelopment of the Phillip Island Nature Parks Penguin Parade progressed with the schematic design signed off in March 2017. As one of Australia’s most popular tourist destinations, this $58.2 million redevelopment attracted funding of $48.2 million through the Regional Tourism Infrastructure Fund. The new penguin parade is expected to encourage 25 per cent more visitation and generate an additional $938 million in gross state product, leading to the creation of 695 new jobs within the Victorian tourism sector. Construction is expected to commence in February 2018.

Port of Sale Cultural Hub project

The Victorian Government committed $4 million and the Commonwealth Government $4.5 million to a $21 million development of the Port of Sale Cultural Hub Project. The project will convert the former Wellington Shire Council office building into a central public space incorporating the Gippsland Art Gallery, the Sale Public Library, offices, meeting spaces and a cafe. Construction began in September 2016 and is expected to be complete by 2017-18.

Regional Director’s Report

The year involved delivery, transition, and looking forward to seeing progress on major projects in the Grampians region.

Some of the most important long-term work undertaken by the RDV Grampians team is engaging with industry and local government to develop opportunities to grow the economy and build community capability.

A pipeline of projects will integrate investment, trade and economic development opportunities to produce transformational outcomes for the Grampians region.

RDV’s Grampians team were active across the region to ensure a successful first year of the Wimmera Southern Mallee and Central Highlands Partnerships. We continued to deliver significant complex projects such as Grampians Peaks Trail, Ballarat Railway Precinct, Ararat Arts Precinct, Mars Stadium and Eureka Sports Precinct. We helped business and industry attract investment and create new jobs in the region, and supported industry and communities in transition.

The most significant achievement was announcing Ballarat GovHub that will become an integrated workplace with capacity for up to 1,000 government employees, including 600 new public sector positions relocated from Melbourne to Ballarat.

Partnerships and Collaborations

Regional Partnerships and Assemblies

Wimmera Southern Mallee was Victoria’s first Regional Partnership to hold its regional assembly, which resulted in funding to establish a Networked Grains Centre of Excellence, and exploring ways to set up a regional tourism body. Other priorities included improving early childhood development, better mobile and digital connectivity, and securing vital community infrastructure for small towns.

The Central Highlands Regional Partnership formed collaborative working groups with various government departments to tackle issues affecting the region, including preventative health, climate change adaptability and technology, and connecting communities through improved transport and digital connectivity.

Grampians Regional Development Australia

The Grampians Regional Development Australia committee set a benchmark for collaborative regional research through its support for the Regional Incubator for Social and Economic Research (RISER) at Horsham. The innovative RISER model was established in partnership with Federation University, resulting in four full-time PhD scholarship students living locally and working with RISER partners, communities and other organisations to research challenges faced by regional areas.

Victorian Manufacturing Showcase

Ballarat Manufacturing Showcase was the third annual Victorian Manufacturing Showcase, with more than 350 attendees gathered in Ballarat in October 2016. RDV’s Grampians team supported the organisers of this event, by ensuring there was strong local representation, demonstrating the region’s manufacturing capabilities.

The showcase featured presentations by some of Victoria’s most successful manufacturing firms, including Gekko Systems, Albins Performance Transmissions, Haymes Paint, Australian Turntables, Austeng, True Foods and Thales. Each of these businesses have significant regional Victorian presence and demonstrated growth as a result of local manufacturing strengths.

Dealing with the closure of Stawell Goldmine

A challenge during the year was dealing with the sudden decision by Kirkland Lake Gold (KLG) to place the Stawell Goldmine into care and maintenance. This announcement resulted in 140 employees being made redundant. RDV worked closely with Northern Grampians Shire Council, representatives of KLG and local business leaders to address this local challenge and help affected employees with career transition advice, and identify training or new employment opportunities.

Key project announcements

Nectar Farms – protected cropping for vegetable production at Stawell

Nectar Farms received funding from the Regional Jobs Fund to support the establishment of a 10-hectare protected cropping, vegetable production facility on a greenfield site at Stawell. The project will create 65 new jobs and includes construction of glasshouses, infrastructure and the installation of hydroponic plant and equipment to enable the production of high quality vegetables for the domestic market.

Defence Technology Readiness Program – Albins Performance Transmissions

Albins Performance Transmissions received a grant to assist in the purchase and installation of new manufacturing plant and equipment and to create 25 new skilled manufacturing jobs. The support will enable the business to meet current and future defence and motorsport contracts and create opportunities to expand into aerospace component manufacturing.

Modular Biodigester System – Gekko Systems

Gekko Systems received support from the Future Industries Sector Growth Program to manufacture biodigester units for agricultural use and create 50 new jobs. The project will involve a consortium that includes Gekko Systems, Charles IFE, AJ Trigg and Sons and Powercor. Units will be designed and manufactured to help dairy farmers control and reduce waste, and will provide energy to offset the retail cost of electricity.

Australian Craft Beer Centre of Excellence – Hop Temple

Hop Temple received support to establish the Australian Craft Beer Centre of Excellence, which includes a new craft beer brewery, beer tasting and bar area, ‘brew space’ and function area that will attract a broad range of visitors. The centre will create 25 new jobs and collaborate closely with Federation University to develop training programs delivered through the facility.

Little Penguins – Ballarat Wildlife and Reptile Park

The Ballarat Wildlife and Reptile Park received support to establish a new exhibit featuring a colony of the world’s smallest penguins and create eight new jobs. The project includes a penguin pool with underwater viewing panel, covered guest seating, enclosed penguin shelter, audio and lighting, and educational interpretative signage. It will also upgrade the overall visitor experience with improvements to park facilities.

Economic Development

Ballarat GovHub

The 2017 State Budget allocated $47.8 million to establish Ballarat GovHub. The project will be the catalyst for a major renewal of Ballarat’s central business district, through construction of a new building that will house up to 1,000 State Government employees on the Ballarat Civic Hall site.

Creswick Trails

Creswick’s economy will be transformed over the next decade through an innovative project that will bring world-class mountain biking trails to town. The Grampians RDV team worked with Hepburn Shire to secure $2.56 million through the Regional Tourism Infrastructure Fund.

The project will generate more than 100km of world class trails, putting it in the top 10 facilities in Victoria and one of the first mountain bike parks to be located near a major population with easy access by road and rail. When complete, the project is expected to attract up to 80,000 visitors annually, generating 30 new jobs in Creswick.

Horsham North Hub

The $4.4 million Horsham North Hub project is taking shape. RDV contributed $1 million towards the project, which will encourage better outcomes for young children in Horsham and the Wimmera region.

The project will help address high levels of social and economic disadvantage in the Horsham North area, and support community renewal by improving facilities and access to education, healthcare and family support. Other funding partners in the project include the Department of Education and Training, Horsham Rural City Council and the Commonwealth Government.

Regional Director’s Report

The Hume region is strategically located, with direct access to 70 per cent of Australian markets along two national transport corridors that traverse the region, providing a competitive advantage for many industries.

The region is also rich in the environmental assets, with highly productive agricultural land, access to water close to its source and four distinct seasons. Its tourism offerings include world-class food and wine, track and trails, five of Victoria’s six alpine resorts, as well as historical and cultural attractions.

Hume’s robust and diverse economy incorporates a thriving manufacturing sector including food processing, technical equipment, timber and scientific products. This diversity provides an extensive range of resources, skills and opportunities for industries, including freight transport and logistics, and growing export markets for food and fibre. The region is also responding to climatic and economic challenges such as bushfire, drought and flood and fluctuating commodity prices.

Hume has strong regional leaders with a solid foundation of knowledge on which to build through the Regional Partnerships. Throughout the year RDV’s Hume region continued to progress key projects, facilitate and initiate new projects, and provide valuable economic and social benefits to local communities.

Partnerships and Collaborations

Strengthening local connections

The Regional Planning and Coordination team continued to work with regional groups to forge new relationships with Hume communities and strengthen existing stakeholder relationships.

The two Regional Partnerships helped provide a voice for Goulburn and Ovens Murray Regional Partnership areas directly to government. Regional Assemblies held in the latter part of 2016 helped identify key community priorities, which the partnerships presented to government. These priorities are now being actively progressed by RDV working across government.

The Ovens Murray Regional Partnership obtained a commitment from government for $12 million to progress road, rail trail and mountain bike cycling improvements in north east Victoria. Led by RDV, this collaborative project progressed from concept phase to implementation with the support of seven local government authorities and two tourism bodies.

The funding will help broaden awareness of current and future product offerings, significantly increase visitation through further development of rail trail options, and stimulate private sector activity and investment.

The Goulburn Regional Partnership attracted funding to develop a resilience plan for the Goulburn Murray Irrigation District, consolidating research that will highlight the impact of climate change on the region’s agriculture sector and strengthen the case for investment in a centre of excellence for the region’s indigenous community.

The Hume Regional Development Australia Committee strengthened its role advocating for the region at all levels of government. The committee supported agri-tourism initiatives within the region to realise opportunities in this emerging sector.

Investment and Trade

During the year, the Hume Investment and Trade team implemented a sector-focused model across regional industries including food and fibre, tourism and wine, manufacturing, transport, distribution and logistics.

Hume RDV facilitated employment, export and investment opportunities throughout the region, and delivered a range of economic investment projects through Victorian Government programs including Food Source Victoria, Future Industries Manufacturing Program, the Wine Growth Fund, Grow Your Business and the New Energy Jobs Fund.

Dealing with industry closures

RDV delivered a range of initiatives to help employees manage after the closure of Murray Goulburn’s Tangambalanga processing plant in May 2017.

This included a Business in Transition workshop to provide employees with information and advice on career transition, retraining, new job opportunities and support services. RDV will continue to engage with Murray Goulburn and the local community in 2017-18 to support a second group of workers who will complete the closure by June 2018.

Similarly, JBS Swift, Cobram announced a temporary closure of its sheep and goat processing plant in April 2017, and Hume RDV team partnered with Moira Shire Council and other regional employers to assist with offers of temporary employment for the affected workers.

Booth Transport

RDV supported a major investment by Booth Transport at Strathmerton in a new milk logistics hub project that will create 77 new jobs and help improve the supply chain efficiency of the dairy industry in northern Victoria.

Food and fibre support

Food and fibre is a vital sector in the region and RDV Hume facilitated various related projects from fruit pack house optimisation and growth to support for innovation in fruit and food processing. Highlights included:

• Completion of the Mars Petcare $52 million pet food plant expansion in Wodonga

• Tatura Fresh project investing in the greenhouse production of tomatoes

• Kinross Farms egg sorting and packaging facility in Euroa

• Fruit Innovation Processing pilot plant in Shepparton

• Merriwa Industries new packing line in Wangaratta

• Vigliaturo Orchard fruit packing line in the Goulburn Valley

Manufacturing support

There is a broad range of manufacturing across the Hume region and the Hume Investment and Trade team delivered on pivotal projects. XLAM established its Australian headquarters at the Logic precinct to the west of Wodonga, building a state of the art wood processing plant and creating 30 new jobs.

RDV helped Wilson Transformer Company achieve optimisation and efficiency in its manufacturing processes to provide a clear path to next generation energy projects. The building and construction industry received RDV support to develop a new steel truss and frame manufacturing facility for Lewis Homes.

Tourism and wine industry support

The tourism and wine industries are closely aligned across Hume, and the Wine Growth Fund has enabled dozens of wineries to achieve growth and entry into export markets, cellar door expansions, software development, and food and wine experiences.

The second round of the fund commences in early 2017-18 and the Hume region already has a strong pipeline. Hume RDV assisted with project proposals for the Regional Tourism Infrastructure Fund, Regional Partnership initiatives and the strategic direction and priorities of the regional tourism boards.

Economic Development

RDV’s Hume team operates across a diverse range of local government areas from the urban fringe of Melbourne to the Goulburn and Ovens Murray regions, and Victoria’s high country and alpine areas.

Our economic priority continued to be improving regional growth and sustainability, particularly in relation to jobs and investment in industry sectors such as food and fibre, transport and logistics, manufacturing and tourism.

Programs delivered through the Regional Jobs and Infrastructure Fund and the Regional Tourism Infrastructure Fund supported projects throughout Hume, including sector-wide enabling infrastructure, planning initiatives, CBD revitalisation proposals, community development and regional events.

Project highlights from 2016-17 included:

Corryong Airport precinct development

The Victorian Government committed $532,399 towards the Corryong Airport Precinct Development project to provide a business and transport hub for the Upper Murray region.

This will diversify activities at the airport by overcoming current operational restrictions and providing an essential operational base for emergency services, while generating local jobs and opportunities for new aviation business for the region.

Alpine Better Places – economic rejuvenation of Bright and Porepunkah

The Alpine Better Places – Economic Rejuvenation for Bright and Porepunkah projects are infrastructure initiatives to primarily increase visitor products and stays in the region.

The projects will provide key cycle friendly infrastructure, support mountain and recreational cycling links in north east Victoria, identify clear township gateways, and redevelop the town CBDs as social and cultural hearts.

Chiltern town centre and connectivity

The Chiltern Place Making and Structure Plan aims to position the town for economic and population growth. It recognises that economic development and community development must be concurrent to ensure Chiltern and the surrounding district have a positive future.

The Victorian Government committed $209,000 toward projects including the development of an industrial employment precinct, remodelling and opening of the Children’s Hub creating 33 new places, works to the Recreation Reserve, and delivering connectivity and town centre activation. By improving the liveability of the town, the project aims to improve the Chiltern’s marketability as a town in which to do business and relocate a family.

Programs for agricultural and pastoral societies

With 12 projects approved (a total of $86,000 in grant funds) across Hume’s local government areas, this program has provided vital support to a range of small (often struggling) rural community agricultural and pastoral societies to deliver their events or upgrade related facilities.

New economic initiatives

New initiatives for Hume’s Economic Development team included establishing closer relations with the Investment and Trade team to improve efficiency, knowledge sharing and stakeholder outcomes.

RDV’s Hume team established, delivered and managed the Rural Skills Connect program initiated by government in response to ongoing dairy industry concerns.

These include the retrospective milk price reduction and subsequent structural changes by dairy processor, Murray Goulburn. The program provided substantial support to dairy farmers and employees, and enterprises across the Goulburn Valley, Ovens Murray and Loddon Mallee regions.

RDV Loddon Mallee delivered a diverse range of projects in 2016-17 to strengthen the regional economy and improve social wellbeing.

During the year we focused on the two Regional Partnerships and helped coordinate a region-wide approach to address preventable health issues.

RDV worked with Regional Development Australia to continue addressing digital issues around the region and engaged with local businesses in relation to rising energy costs.

The Loddon Mallee team’s involvement with agri-business development facilitation resulted in a number of projects seeking government support and infrastructure provision. Through structured business engagement, potential investment projects for the region expanded beyond the traditional sectors of food and fibre and manufacturing to include information and communication technology, tourism, professional services, and renewable energy.

In 2016-17, our economic development team supported large-scale tourism and agriculture projects along the Murray River. The Loddon Mallee team also provided essential support for communities dealing with the outcomes of industry transition, particularly in relation to dairy communities, and storm damaged businesses in and around Mildura.

Partnerships and Collaborations

Identifying and funding regional priorities

Key government initiatives were launched in response to the Regional Partnerships’ identification of local priorities. These included improving the Bendigo to Echuca rail line to increase passenger rail services to Echuca, a study into providing transport to smaller regional towns, and developing a master plan for the Bendigo Law Courts.

New activities to improve business included government support to determine the viability of a freight hub in the Loddon Campaspe region and funding to undertake a strategic plan for tourism growth relating to the development of a regional trails network.

Digital connectivity

The Loddon Mallee Regional Development Australia Committee finished mapping the region to identify mobile black spots – digital issues being addressed through the Connecting Regional Communities fund.

New approaches to regional health

Health was identified as a priority so government helped develop a coordinated approach to addressing preventable health issues through the Healthy Heart of Victoria.

RDV also supported a study to develop an innovative dementia village in Heathcote – an approach designed to create a safe village-like atmosphere for residents.

Education and training

The Victorian Skills Commissioner began developing a Mallee regional task force to map key business training and development needs, and help training providers undertake flexible programs for local schools.

The Robinvale Hub Community Library and Loddon-Campaspe initiatives that support early intervention for children at risk each received government support.

The latter included early childhood funding for intervention services, early start kindergarten for vulnerable children, learning and development for three and four year-olds, and parenting and maternal and child health funding.

Investment and Trade

The Investment and Trade team initiated and facilitated a range of important initiatives including:

Pentarch Agricultural

RDV facilitated Victorian Government support for a $4.5 million investment from Pentarch Agricultural to set up its first fodder processing facility in Victoria. The new facility will boost exports to Asia, create 13 new jobs in the small farming community of Ultima (between Swan Hill and Sea Lake) and provide alternative markets for local grain growers.

Morpeth Farms

RDV facilitated government support for Morpeth Farms’ new $2.3 million stone fruit packing shed at Woorinen that will help the company meet export demand for stone fruit to China. The project will create at least 10 full time equivalent jobs and an additional 40 seasonal jobs.

Fresh Produce Group

RDV enabled government support for a $5 million investment in a new table grape export hub, creating 28 new full time equivalent jobs with the Fresh Produce Group in Mildura.

E B Mawson & Co

RDV delivered government support for a new laboratory to test building materials at E B Mawson’s Echuca facility. As well as generating product innovation, the lab will boost production, cut costs, enable quicker response times and create eight new full time jobs.

Holy Goat Cheese

Holy Goat Cheese in Sutton Grange received government support to plan Cheese Works – a modular dairy factory and a training facility that will be the first of its kind in Australia. Facilitated by RDV through the Food Source Victoria program, the facility will bring expertise, training and jobs to the Castlemaine-Bendigo region.

Harcourt Organic Farm Co-op

RDV facilitated government support through the Food Source Victoria program to enable the Harcourt Organic Farm Co-op to explore opportunities in new, high-value export markets for organic produce. The co-op is made up of three producers from the region – Mt Alexander Fruit Gardens, which grows certified organic fruit, Maidenii, a vermouth produced with Australian ingredients, and Gung Hoe, a company that produces chemical-free organic green produce.

Future Industries Manufacturing Program support

RDV enabled government investment in C V Benchtops in Bendigo and RPM Pipes in Lancaster through the Future Industries Manufacturing Program. The program is designed to help companies implement new manufacturing technologies and processes in their Victorian operations to provide a critical foundation for industry growth.

Economic Development

In 2016-17, the Economic Development team’s core activities of large scale projects in tourism and agriculture, especially along the Murray River, were complemented by activities that benefited smaller communities and the whole region. Projects included:

Bendigo Airport

Stage 2 of Bendigo’s $15 million airport upgrade opened in May 2017. Supported by $4.7 million from the Victorian Government, it features new runway and taxiways so larger aircraft carrying 70 passengers or up to 30 tonnes can land at the airport, providing the region with the opportunity to operate regular passenger transport and export services.

The upgrades will ensure emergency services such as Air Ambulance, firefighting operations and disaster relief will continue to be based in Bendigo and service the Loddon Mallee region.

Mildura Airport Runway Upgrade and Extension

This project continued to develop and expand the capacity of one of Australia’s busiest regional airports, and a key transport route between Melbourne, Sydney and Adelaide.

Regional riverfront developments

Stage one of riverfront developments in Mildura, Swan Hill and Echuca neared completion, with stage 2 planning and design of these projects about to commence. Mildura stage 2 will leverage private investment to develop commercial residential properties that will activate surrounding public infrastructure.

A project to better connect the Swan Hill CBD and the Murray River is also planned. RDV supported the Koondrook Nature Based Tourism Hub to further increase visitation to this popular attraction, and recently helped complete a new wharf and nearby ‘glamping’ area.

Lake Tyrrell tourism upgrades

In June 2017, RDV provided $2.3 million from the Regional Tourism Infrastructure Fund to facilitate $2.58 million in infrastructure upgrades at Lake Tyrrell. Victoria’s largest salt lake is especially popular with visitors from China. When complete, the project is expected to boost the lake’s current visitation numbers from 42,000 a year to more than 192,000 by 2025 and contribute more than $6.9 million to the local economy.

Wedderburn streetscape

RDV supported upgrades to Wedderburn’s streetscape to create a safer and more attractive township.

Gisborne Retail Precinct Rejuvenation Project

Gisborne’s retail precinct was transformed during the year with $200,000 support from the Regional Jobs and Infrastructure Fund. RDV’s Loddon Mallee team worked with the Macedon Ranges Shire Council and the Gisborne Region Events Activities and Tourism Association to deliver the project in close consultation with the local community. The revitalised precinct is expected to boost the local economy by up to $737,000.

Campaspe River Trail

Kyneton’s popular walking and cycling trail along the Campaspe River received $300,000 support through the Regional Jobs and Infrastructure Fund for major improvements. Now complete, the $400,000 Campaspe River Trail Improvement and Connections Project has enhanced community connections and improved links between retail, transport and recreation centres.

Harcourt Mountain Bike Park

A new mountain bike trail network in the Harcourt and Mount Alexander region was announced in June 2017. RDV’s Loddon Mallee team helped arrange support through the Regional Infrastructure Fund as well as facilitate planning and design. This international-standard bike park will create 57 jobs within five years and open up a new tourism stream for the region.

Bendigo Aspire

RDV Loddon Mallee provided funding support and helped finalise designs for Bendigo Aspire – a major learning, community and business hub for the Greater Bendigo community.

Other major projects

RDV progressed other key projects during the year including the Bendigo GovHub, the proposed development of Bendigo Lawcourts, rejuvenation of Bendigo TAFE’s city campus and the Great Stupa of Universal Compassion precinct at Myers Flat near Bendigo.
