The Sixtieth Special Meeting of the Council for Trade and Economic
Development on Energy, held in Georgetown, Guyana on 11-13 January
2016, inter alia:
Endorsed a proposal for prioritization and active pursuit of aCost Reduction Strategy for Ocean Thermal Energy Conversion(OTEC) and Seawater Air-Conditioning (SWAC)
THE BASIS FOR THE STRATEGY
CARICOM BUILDING ENERGY-USE
Goal 1: CARICOM citizens are well aware of the importance of energyconservation, use energy wisely and continuously pursue opportunitiesfor improving their use of energy, with key economic sectors embracingeco-efficiency
Goal 2: Member States have modern energy infrastructure withclean and secure generation capacity, ensuring that energy suppliesare reliably and affordably transported to homes, communities andthe productive sectors on a sustainable basis
Goal 3: The Region is a global example for renewable energy use,providing secure intra-regional energy supplies at internationallycompetitive prices and a small carbon footprint, capable of supportingmedium- and long- term economic growth, social development andenvironmental sustainability
Goal 4: Countries have a well-defined and established governance,institutional, legal and regulatory framework to support the futuredevelopments in the energy sector, underpinned by high levels ofconsultation and citizen participation in this sector

Caribbean Community over time, and based on robust, diverse
energy sources and distribution systems that utilizes appropriate
generation technologies, and equitably provided to all sectors of
the society“
