INTRODUCTION

The Regional Cancer Centre, Thiruvananthapuram (RCC), now in its 35th

year of

service to the nation is an autonomous institution sponsored jointly by the Govt. of

Kerala and the Govt. of India. It is an internationally acclaimed centre for cancer

treatment and research and caters to the population of the state of Kerala and

adjoining parts of Tamil Nadu. Handling over two lakhs patients including over

16,000 new cancer cases annually (30 lakhs patient visits in the last 15 years) RCC

stands tall in the health map of Kerala carrying out innovative and pioneering work

in cancer control, treatment, research and training.

RCC is a comprehensive cancer centre with full-fledged departments of Radiation

Oncology, Surgical Oncology, Medical Oncology and Paediatric Oncology supported

by allied services such as Pathology, Imageology, Nuclear Medicine,

Anaesthesiology, Microbiology, Transfusion Medicine, Laboratory services and

Nursing services. The centre also has separate divisions for Community Oncology,

Medical Records, Cancer Epidemiology, Cancer Research, Palliative Medicine, Dental

Care, and Computerized Hospital Information System management. The information

support for all these activities is provided by a well-organized Library & Information

Services division.

SURGICAL ONCOLOGY

On a day about 150-200 patients are seen in the various surgical OPDs and there are

84 inpatient beds under the purview of the division. The division runs 6 major

Operation Theatres and a minor Operation Theatre. On an average 25 major cases

and 15 minor cases are operated on a day. All major cancer surgeries of the head

and neck region, thorax, abdomen, breast, bone and sarcoma and gynecological

malignancies are performed by well experienced faculty of the division. The division

maintains a state-of-the-art intensive care unit with all modern facilities and also

runs an endoscopic suite that offers all endoscopic diagnostic and therapeutic

services.

MEDICAL ONCOLOGY

The Division of Medical Oncology provides state-of-the-art treatment for various

malignancies. It is the only one of its kind in the state with trained faculty and

international standard of care. Dose intense protocols and high dose chemotherapy

are used when indicated. The division also runs a Bone Marrow Transplant unit

which offers allogenic and autologous bone marrow transplantation at affordable

costs to patients.

PEDIATRIC ONCOLOGY

The Pediatric Oncology division of RCC was the first exclusive Pediatric Oncology

Care facility set up in India. From a modest beginning in 1983 the division has grown

to a full-fledged facility delivering state-of-the-art care for children with all kinds of

cancers upto 14 years of age. The division is supported by the Surgical Oncology and

Radiation Oncology divisions of RCC and has close collaborations with the Pediatric

Surgery department of the Government Medical College, Thiruvananthapuram as

well. About 600 new cases and more than 20,000 review patients are seen in the OP

clinic per year.

I. Applications are invited for admission to the following Post Graduate

Superspeciality courses for the academic year 2016-17 at the Regional

Cancer Centre, Thiruvananthapuram.

canddates, the seat will be given to RCC Service Candidates. If neither qualifies

the seat will be filled up from general merit.

II. Duration of the Course:

Duration of the Course shall be three years from the date of

commencement of the course. The date of commencement of the course

will be 01/08/2016 or date of commencement as certified by the Director,

RCC for those admitted later. The course is a full time residential course.

Students will be provided stipend as per the Institution’s norms and MCI

regulations.

III. Eligibility for admission:

Applicants should satisfy the following conditions:-

a) Nativity:

i. Should be an Indian Citizen

ii. Should have passed the PG Degree (MD/MS) from any of the Medical

Colleges in India, recognized by the Medical Council of India or DNB from an

institute in India, approved by the National Board of Examinations, New Delhi.

b) Basic Academic Qualifications:

i. M.B.B.S. Degree recognized by the Medical Council of India

ii. Appropriate Post Graduate Degree (MD/MS) recognized by the Medical

Council of India OR appropriate DNB of National Board of Examinations, New

Delhi.

Appropriate Post Graduate qualification required for applying for the course

will be MD/MS/DNB in the subjects noted below:

Note: Candidates who have appeared or are appearing for the MD/MS/DNB

examination may apply but the provisional or permanent PG Degree certificate

should be produced at the time of admission counseling if selected, failing which

admission will not be granted.

iii. Candidates should have their MBBS and PG Degrees registered

permanently with Medical Council (India/State).

c) Age: Upper age limit is 40 years, as on 30th

April 2016. Age relaxation of

five years is applicable to all SC/ST candidates and RCC in-service candidates. Age

relaxation for Kerala Govt/Govt Autonomous Service Quota candidates will be as

decided by the Government of Kerala.

d) All candidates (general merit and service candidates) should qualify in the

entrance examination conducted by the Regional Cancer Centre,

Thiruvananthapuram, Kerala by securing minimum marks at the

50th

percentile in the MCQ examination. In case of candidates belonging to

SC/ST and SEBC (Socially and Educationally Backward Classes) the required

minimum marks in the entrance examination shall be at the 40th

percentile

and in case of candidates with loco-motor disabilities of lower limbs between

40% and 70%, the required minimum marks shall be at the 45th

percentile.

e) Persons with visual and hearing disability and loco-motor disability

involving upper limb are not eligible for admission.

f) Candidates who have forfeited an allotted seat on a previous occasion to

any of the Superspeciality courses at RCC he/she will not be considered

eligible for any admission thereafter.

SERVICE QUOTA

1. 25% of the seats in each speciality will be reserved for service candidates

on a rotation basis. For the academic year 2016-17 the seat reservation will

be as given in the table below.

2. Candidates from the Kerala Govt/Govt Autonomous Service Quota should

produce endorsement from the Director of Medical Education /Director of

Govt. Autonomous institution as in Form A of Annexure I

3. All service candidates should appear for the entrance examination

conducted by RCC and secure the qualifying marks in the MCQ examination

and appear for the interview.

4. Selection to the Kerala Govt/Govt Autonomous Service Quota will be

made by the Director of Medical Education based on the final rank (entrance +

interview) list published by RCC .

5. RCC service candidates (Permanent faculty of Surgical

Oncology/Medical Oncology/Paediatric Oncology) should forward their

application through proper channel and all decision regarding their

application and selection would be subject to rules and regulation laid down

by the Director of RCC.

IV. Fees:

a) Tuition fees ` 3,50,000/- per annum

b) Caution Deposit ` 10,000/- (refundable)

c) Examination fees – as applicable to Kerala University of Health Sciences,

Thrissur

d) The tuition fees for in-service candidates will be as fixed by the Government

of Kerala.

V. How and when to apply:

a) Application for appearing in the Entrance Examination: – The application

forms are common for all candidates applying for the course. Candidates

seeking admission to the course should do online registration and complete

the online application form provided in the website “www.rcctvm.org”. The

Prospectus and Annexures can be downloaded from the website.

b) Details of the application process are given along with the application form

link. The application forms will be scrutinized and provisional admit cards will

be allotted to the candidates.

c) Application fee – the application fee for the Superspeciality course is

` 3000/. The application fee payment has to be made through online transfer.

d) The candidates are to appear for the examination at the allotted centre on

the allotted date and time. No TA/DA will be given for appearing for the

entrance examinations

e) Candidates should not upload more than one application. The application

submitted by the candidate should be complete in all respects and the

certificates produced after the last date of online registration will not be

considered at any cost. No opportunity will be given to incorporate any details

after the submission of the application form.

f) If there is any doubt regarding the authenticity of any certificate furnished by

the candidates, such certificates will be accepted only if found correct on

further verification. Admission even if given will be cancelled if it is found later

that false certificates have been produced or that the admission has been

secured by fraudulent means.

g) The admit card is being issued provisionally subject to scrutiny of the

eligibility. It is only after verification of the eligibility that the candidate would

be considered for admission. Merely qualifying in the entrance examination

does not entitle a candidate for selection / admission.

h) The service quota candidates should complete all the procedures mentioned

above and in addition they are also required to intimate the Director

RCC /Director of Medical Education/Director of Health Services regarding the

application process.

VI. Entrance Examination:

All candidates seeking admission for the courses will have to appear for the

online entrance examination. The online entrance examination will be conducted

on the prescribed date at prescribed cities (Thiruvananthapuram, Chennai,

Bengaluru, Mumbai, Hyderabad, Delhi and Kolkata) in accordance with the MCI

guidelines and schedule fixed by RCC, Thiruvananthapuram. Any change in date

and time of the exam shall be intimated to the candidates in their given e-mail

address.

Scheme of Examination:

There will be separate examination for the MCh(Surgical Oncology),

D.M(Medical Oncology) and D.M(Paediatric Oncology) courses. For each

examination, there will be one MCQ paper with 100 questions to be

completed in 100 minutes. Each correct answer will fetch one mark and each

wrong answer will result in minus half mark (negative mark).

For each question, four suggested responses will be given as choices A, B, C

and D, of which only one will be the most appropriate answer.

IMPORTANT INSTRUCTIONS FOR CANDIDATES

Admit cards will have to be down loaded from the website‘www.rcctvm.org’.

They will be available online from 30/5/2016 onwards.

Admit cards should be printed in colour using inkjet/laser printer on A4 size

paper.

Candidate must bring Admit Card with him / her to secure admission to the

Examination Hall.

Only those with original admit cards will be allowed inside the examination

hall.

The admit card is being issued provisionally subject to scrutiny of the

eligibility. It is only after verification of the eligibility that the candidate would

be considered for admission. Merely qualifying in the entrance examination

does not entitle a candidate for selection / admission.

Exam timing – 10.00 am to 11. 40 am ( any change will be intimated along

with the admit card)

Candidates who fail to observe these regulations will be disqualified and

debarred from appearing in subsequent entrance examinations held by RCC.

Any malpractice or attempt to commit any kind of malpractice in the

examination will result in the disqualification of the candidate and withdrawal

of candidature.

Appeal

The answer keys of the entrance examination will be published on the same

day of the examination. Candidates can appeal against any mistakes in the

questions/answers. If the appeal is found to be valid, such questions/answers

will be revised/not be considered for calculation of marks at all. Only those

candidates who have appeared for the entrance examination will be eligible

to appeal. Appeals (appeal will be an online appeal and the appeal link will be

available on the RCC website after the entrance examination) should be

received by 12 NOON on 21/06/2016 and application number and admit card

number should be quoted in the appeal. Any appeal which does not comply

with the above rules will be rejected.

Selection for Interview:

Candidates will be short listed for the interview purely on the basis of marks

obtained in the MCQ paper. The number of candidates short listed will be

approximately four times the number of seats available. In case of equal

cut-off marks in the MCQ test, all the candidates with the same marks shall be

short listed for the interview.

The list of the short listed candidates will be published on the RCC website.

The shortlisted candidates (general merit as well as service) will have to

appear for the interview which will be conducted at Regional Cancer Centre,

Thiruvananthapuram. The date and time of interview will be published along

with the shortlist.

Personal intimations will NOT be sent for the interview. Requests for change

in dates of interview will not be entertained.

f. Experience certificate (Form E)

g. Employment certificate in case of service candidates

3. Original and ONE self-attested copy of following documents:

Final MBBS Mark sheets.

MBBS Degree Certificate.

Internship Completion Certificate.

MD/MS/DNB Degree Certificate.

Course Certificate from Principal of respective Medical

College/Institution for candidates who are appeared/appearing

for MD/MS/DNB.

MD/MS/DNB Attempt Certificate.

Permanent Medical Council Registration Certificate of MBBS/PG

Degree.

Character/conduct certificate issued by competent authority

(head of institute/gazetted officer).

Photo copy of publications if any (please submit only relevant

publications as mentioned in ANNEXURE II Part III).

Additional documents to be produced by the Service quota candidates.

1) Declaration to the effect that he/she has not undergone PG course under the

service quota previously.

2) Copy of service details from the Accountant General, Kerala (if relevant).

VII. Rank list & Selection:

a) The Director, Regional Cancer Centre will prepare and publish the Select List and

Wait list of Candidates.

b) The select list of General Merit candidates as well as of service quota candidates

will be based on the total scores obtained out of a maximum of 130 marks which will

be derived by adding 100 marks (MCQ), 20 marks (interview) and 10 marks (prior

academic achievement) – see Annexure II for details.

Resolution of Tie: If more than one candidate obtains equal marks in the entrance

examination (Written Test + Interview), tie will be resolved as follows:-

1. Candidate with higher marks in MCQ paper will be ranked higher.

2. If the tie still persists, the older candidate will be given preference.

3. If the tie still persists the candidate with lesser attempts at

MS/MD/DNB will be given preference.

4. If the tie still persists the final MBBS marks will be considered and the

candidate with the higher marks will be given preference.

c) Admission Memo will be issued to the selected candidates. The candidate has to

report on the date fixed by the Director. The candidates who get selection will have

to remit the fees at the time of admission.

e) Candidates who do not turn up for the allotment as per schedule, at the place and

time notified, will forfeit their chance for admission, and will not be considered for

admission in future or arising vacancies, irrespective of the rank.

f) The ranklist of Kerala Govt/Govt Autonomous Service Quota applicants will be

intimated to the Director of Medical Education, Kerala. The candidate allotted in the

service quota seat should join the course on or before 1.00pm on 31st

July 2016,

failing which their seat will be considered vacant and will be allotted to general

merit category.

g) If a candidate is not able to attend the allotment process on genuine grounds, the

parent/guardian, or any authorized person may act as a proxy at the risk of the

candidate, on production of authorization letter (Annexure III).In such a case the

candidate has to report to The Director in person within one week or he/she will

forfeit his/her claim to the seat and the seat will be allotted to the next candidate in

the merit/waiting list.

h) Fees remitted will not be refunded under any circumstances after 10.00 am on

31st

August 2016. However in case of candidates who leave the course before

10:00 am on 30th

August 2016, fees will be refunded after deducting administrative

charges of Rupees 2000/-

i) Candidates who discontinue the course after 10.00 am on 31st

August 2016 will

forfeit the fees paid and will be liable to pay Liquidated damages.

j) The Select List and Wait Lists published will be valid till 31st

August 2016.

k) Any vacancy that may arise after the cut-off date for admissions prescribed by the

Government of India/Supreme Court will be considered as lapsed and no allotment

will be made to these seats under any circumstance.

a) Final MBBS Mark sheets.

b) MBBS Degree Certificate.

c) Internship Completion Certificate.

d) MD/MS/DNB Degree Certificate.

f) Permanent Medical Council Registration Certificate of MBBS/PG

Degree.

g) Proof of age. (Passport/ Secondary School Leaving certificate showing

date of birth/ Tahsildar’s certificate).

h) Proof of Nationality (Passport/ Voters ID/ PAN Card/ Tahsildar’s

certificate).

i) Character/conduct certificate issued by competent authority (head of

institute/gazetted officer).

j) Community certificate for SC/ST/SEBC candidates issued by Revenue

Officer not below the rank of a Tahsildar.

k) Disability certificate: Certificate of disability from the District Medical

Board, certifying the degree of percentage of disability issued not

earlier than 3 months prior to submission of application. No

document/certificate other than those mentioned above will be

accepted.

l) Certificate of Eligibility / Equivalency of the qualifying examination by

the Kerala University of Health Sciences, Thrissur in the case of

candidates who have passed their Post Graduate Degree courses

from Universities outside Kerala.

3. Authorization letter as per Annexure III and its photocopy, if a proxy is

attending the admission on behalf of the candidate.

4. Any other documents mentioned in the admission notification.

All selected candidates should submit Registration Certificates from the

Travancore-Cochin Council of Modern Medicine within one month of admission

failing which their admission will be cancelled as per MCI regulations.

All original documents will be retained in RCC and will be returned only on

successful completion of the course

VIII. Liquidated damages & Execution of Bond:

All candidates selected for the Super Specialty Courses have to execute a bond

as in clause (a) below in Kerala stamped paper (all pages of the bond should be

in stamped paper) worth ` 200/- at the time of joining the course to the effect

that :

a) He/she shall not discontinue the Super Speciality Course he/she has been

selected to, after 10.00 am on 31st

August 2016. If a student discontinues the

Super Specialty Course after this, he/she shall be liable to pay ` 50/-lakhs

(Rupees fifty lakhs only) as Liquidated damages and also return the entire

stipend already received.

In-service candidates

In-service candidates will have to execute a service bond as specified by the

Director, RCC/Director of Medical Education, Kerala respectively in addition to

the bond as per Clause (a) above.

1. No admission shall be made without getting the bonds as detailed

above executed at the time of joining. Format of bond will be available

in the Academic Cell/RCC web site.

2. The parents/guardians/husband/wife shall stand as sureties. The signatures of

the candidate and the sureties have to be attested by a Gazetted Officer of

State/Central Government or Grama/Block/District/Panchayat President/ Municipal

Chairperson/ Mayor or MLA/MP, by countersigning in the bond agreement as a

witness.

IX. Duration of Course:

Residents shall acquire a minimum of 80% attendance each year for promotion

to next year. He/she will have to complete the total duration of the course

before being given the course completion certificate.

All the 365 days of the year are working days for post graduate students.

However, they will be permitted to avail casual leave for 20 days, but not more

than 10 days at a stretch. Any other leave will entail extension of the course.

Those who take leave without prior sanction are liable to be considered to be on

unauthorized absence. If the Postgraduate Student is absent without

authorization for more than 10 days, he / she will be terminated from the course

and liquidated damages will be realized. All PG students are eligible for weekly

off for one day. This will be allowed by the Head of the Department concerned

without affecting the routine functioning of the Department. Weekly off cannot

be accumulated.

CMEs, workshops and other academic programmes conducted by recognized

academic bodies are essential aspects of PG training programme. All PG students

will be permitted to attend such programmes without affecting the routine

working of the Department concerned. The Heads of Departments shall sanction

leave-on-duty to PG students provided they apply prior to the CME programme

and the Head of Department is convinced about the genuineness of the

programme and utility of the particular course. The student on returning from

the programme should submit attendance certificate to the Head of the

Department.

No Post Graduate student shall leave the country without prior sanction of the

Director, RCC. Any violation will be viewed seriously warranting termination of

the course.

X. Private Practice

Post Graduate students shall not engage in private practice of any sort during the

course of study.

XI. General

All students admitted to RCC will be bound by the rules and regulations as decided

by the Director, RCC from time to time.

According to the Kerala prohibition of Ragging Act 1998, ragging means doing of

any act by disorderly conduct to a student of an educational institution, which

causes or is likely to cause physical or psychological harm or raising apprehension

or shame or embarrassment to /that student and includes teasing or abusing or

playing practical jokes or causing hurt to such students or asking a student to do

any act or to perform something which such student will not in the ordinary

course be willing to do. All institutions will have to abide by the directives of the

Honorable Supreme Court of India, Dated 16/05/2007 and the recommendations

approved by the Honorable Supreme Court of India on effective prevention of

ragging in educational institutions. In case, the applicant for admission is found to

have indulged in ragging in the past or if it is noticed later that he/she indulged in

ragging, admission may be refused or he/she shall be expelled from the

educational institution. It shall be collective responsibility of the authority of the

institution to see to it that effective steps for preventing ragging are taken.

Anti-ragging committees and anti ragging squads will have to be formed to take

effective measures against ragging and they should adhere to the stipulations and

effectively monitor and comply with the directives. Each of the students of the

institution and his/her parents, or guardian are required to submit a combined

undertaking at the time of registration/admission in prescribed format which is

mandatory for the registration/admission.

Notwithstanding anything contained in the Prospectus, the Director may at any

time revise or amend any clause in the prospectus.

The jurisdiction for court cases/disputes shall be within the exclusive jurisdiction

of competent courts at Thiruvananthapuram.

Preserve your provisional admit card which has to be produced before the

admission committee in case you are selected.
