• The City of Tshwane (CoT) became the 3rd largest municipality in the

World and the largest in Africa in land mass post 18 May 2011 Local

government elections informed by the merger of the Metsweding

District Municipality (namely, Nokeng Tsa Taemane & Kungwini Local

Municipalities)

REGIONAL PROFILE

• Region 5 is one of the seven geo-operational areas which the City of Tshwane established as part of its new macro-organizational structures in order to improve service delivery to all the communities of the City.

• This region is bordered by the N4 Highway in the South, the N1-Highway in the West, the Limpopo Provincial Boundary ( in the vicinity of the Carousel Casino Complex ) in the North and the Thembisile Municipal Boundary ( Mpumalanga Province ) in the East, all of which encompasses an area of about 500 square kilometers in circumference.

• The main office of this Region is located in Rayton, while Cullinan is the oldest and a better urbanized complex in the Region as a result of the Petra Diamond Mine’s activities in the area. This Region also has satellite offices in Cullinan, Refilwe Township and Roodeplaat Community Hall, where limited service delivery options are available to the local communities on a decentralized basis.

REGIONAL PROFILE

Residential Areas in Region 5

The following residential areas are situated within the boundaries of Region 5:

Rayton, Cullinan and Refilwe, being formalized towns in the Region. There are also a number of informal settlements at Lethabong (Donkerhoek), Plot 45, Pienaarspoort, Phumzile Park, Machakaville, Mountain View, De Wagensdrift, Plot 123 Leewfontein and Plots 174 and 175, Kameeldrift.

The oldest informal settlement in the Region is Onverwacht communal land which is semi-informal established as a rural agricultural village in the early 18th century.

Outstanding Features of Region 5

• With the exception of the urban concentrations at Rayton, Cullinan and Refilwe, the entire Region consists mainly of farms and agricultural holdings owned by the Whites some conducting commercial farming. The overwhelming majority of the Black population are farm labourers with no skills.

• The Dinokeng Big Five Game Reserve and Cullinan Village are the only known tourist attraction places in this Region.• Petra mine is the only mining industry in the real sense of the word mining – Diamond Mine that is operational in the region and

offering labour to the local community in the region, the overwhelming majority of which are from Refilwe, Rayton and Cullinan itself.

• A number of other small scale mining companies are the silica and sand mines operating minimally, using most of the unskilled labour from mainly informal settlement as indicated.

• It should be noted that the overwhelming majority of the black population in this region does not have the necessary technical skills in both mining and agriculture, whilst the big part of the region is the supposed agricultural hub of the City.

• The small scale commercial and subsistence farming under discussions are important economic factors in this Region and are mainly conducted by the whites who are the owners of the farms.

• The Kameeldrift/Roodeplaat areas in the western part of the Region is the only semi-developed white owned business portion in the region.

• This area also houses a number of privately owned accommodation and business complex built in the Zambezi Mall Complex along the Moloto main route to Mpumalanga Province.

• The erstwhile Nokeng Tsa Taemane Municipality as it then was, purchased some of the farms from the white owners with the aim and intention of formalising the overwhelming number of informal settlements in the region.

• The City of Tshwane is taking the process forward.

Some of the key features of Region 5 are as follows:

Region 5’s Contribution to City of Tshwane Economy

• Region 5 contributes to the macro-economy of the City of Tshwane by means of its following attributes :

• Mining - Petra Diamond Mine in Cullinan, which is the largest diamond mine in South Africa.

• Agriculture - Farming activities on agricultural holdings. • Tourism - Cullinan Village Tourists visit the Petra Diamond mine, Dinokeng

Big Five Game Reserve .

• Housing. With regard to housing if all the identified purchased municipal land can be developed especially within the CBD in the Northern part of the region and formalise all the informal settlements, the economy of the city can be lifted and the lives of the people will become better and jobs will be created thus eradicating poverty. It will be of strategic importance that when the city is planning for both residential and for business purposes, the northern part of the city which forms part of the region is prioritised.

Recent Achievements of Region 5

• Region 5 has recently procured the assistance of the Gauteng Provincial Housing Department in appointing Consultants to undertake the necessary professional studies which will culminate in the finalization of the township layout plans for township establishment on the municipal-owned land on Plot 45, Pienaarspoort, Pumzile Park, Machakaville, Mountain View, De Wagensdrift, Plot 27 Doornkraal and Plots 174 and 175, Kameeldrift. This is the single most important achievement in this Region in the past decade and its impact on the local communities is immeasurable, since it will pave the way for the ultimate formalization of these informal settlements, the allocation of individual residential stands to the affected beneficiaries and the provision of full spectrum of municipal services like roads, water, electricity, sanitation, refuse removal and other services in these areas. It will also be an important catalist against poverty and social marginalization for the affected communities.

• On completion of the relevant layout plan, Plot 27 Doornkraal will probably be the first “Greenfield Public Housing Development” in the City of Tshwane in the past decade.

• The Regional Office is currently negotiating a Memorandum of Understanding with a number of mining companies in this area with a view to providing a formal framework for and activating their legislated Social and Labor Plans to the benefit of local communities in this Region;

• The Regional Office is currently engaged in discussions with the Transvaal Agricultural Union of South Africa (TAUSA, an affiliate of AGRISA ) for the establishment of an Agri-Hub Agricultural Training Academy in order to transfer agricultural skills to members of the local communities, especially in the informal settlements.

REGIONAL PRIORITY ISSUES1. Formalization of informal areas (FY2012/2013 CAPEX PROPOSALS).2. The process of formalising the informal settlements according to the

priority list is underway.3. Through the Tsosoloso programme the Refilwe business nodal complex

is under construction.4. The replacement of the old asbestos underground water and sewage

pipes between Cullinan and Rayton is currently taking place.5. The re-surfacing and upgrading of the tarred road in and around Cullinan

and Rayton is in process and nearing completion.6. Road marking and maintenance is currently being implemented and is a

continuous process (repairing of roads and fixing of potholes).7. The Refilwe water treatment project is completed and the maintenance

thereof is an ongoing process.8. Delivery of water, refuse bags to informal settlements throughout the

Region and distribution of skip bins to strategic locations in both formal and informal settlements for waste collection, grass cutting and horticultural activities, refurbishment of cemeteries throughout the region are an on-going process.

1. The Region is currently working on a plan leading to the

establishment of a sustainable agricultural village in the region

for the purposes of benefiting the local communities.

2. Co-operatives will be established and we are calling upon all

economic stakeholders from within the region to participate in

the Tshwane growth and development strategy 2055 as the aim

is to facilitate economic growth and development in the entire

City.
