1. पषठभजम

इलकटरॉजिकी जिजिमााण जपछल 4 िषो क िौराि लगभग 25% की चिजदध िारषाक िजदध िर (सीएिीआर) क सार

तिी स बढा ह । हालादक, यह जिकास क जलए िासटतजिक कषमता की तलिा म कम ह, िो दक बड पिी जििि और

परौदयोजगकी म तिी स बिलाि िसी जिजिषट बाधाओ स परभाजित होता ह । सरकार जिजिमााण कषतर म बड जििि को

आकरषात करि क जलए जिजिमााण क जलए अिकल िातािरण बिाि और अनय ििो म परसट ताजित दकए गए परोतसाहिो

क समाि परोत साहि परिाि करि क जलए सदय प प स काम कर रही ह।

1.2 िजिक इलकटरॉजिकी जिजिमााण म भारत की जहसटसिारी िषा 2012 म लगभग 1.3% स बढकर िषा

2018 म 3.0% हो गई ह । इलकटरॉजिक हाडाियर का घरल उतपािि िषा 2014-15 म ₹1,90,366

जबजलयि अमरीकी डालर) हो गया ह । घरल इलकटरॉजिकी हाडाियर क जलए माग म तिी स िजदध

अराात िषा 2025 तक लगभग 400 अरब अमरीकी डालर (लगभग ₹26, 00,000 करोड) होि की

उममीि क सार भारत इलकटरॉजिकी क मि म आयात क कारण तिी स बढ रह जिििी मदरा बजहगामि

को िहि िही कर सकता ह।

1.3 अन य योििाओ क तहत इलकटरॉजिकी जिजिमााण क जलए अपजकषत सीजमत राहत क बाििि, अन य बडी

जिजिमााण अराव यिसट राओ की तलिा म जिजिमााण कषतर की इि कजमयो को िर करि क जलए एक

मकजिजम की िररत ह।

1.4 उभरत हए अिसरो क सार समाि सटतर: इलकटरॉजिकी हाडाियर जिजिमााण कषतर को परजतसटपधाा करि िाल

ििो क सार असमाि सटतर की कमी का सामिा करिा पडता ह। उदयोग (आईसीईए और एलीजसिा) क

अिमाि क अिसार इलकटरॉजिकी जिजिमााण कषतर पयाापत अिसरचिा, घरल आपरता शखला और

रसि; जितत की उचच लागत; गणिततायकट त जिदयत की अपयाापत उपलब‍धता; सीजमत जडिाइि कषमताओ की

कमी और उदयोगो क दवारा अिसधाि और जिकास पर कम ध याि क ददरत करि क कारण लगभग 8.5% स

11% की कमी स िझ रहा ह ।

1.5 इलकटरॉजिकी पर राषटरीय िीजत (एिपीई 2019) : एिपीई 2019 का लकषय जचपसट सजहत मखय सघटको

को जिकजसत करि और जिि सटतर पर परजतसटपधाा करि क जलए उदयोगो क जलए सकषम िातािरण बिाि

हत िि म कषमताओ को परोतसाजहत और सचाजलत करक भारत को इलकटरॉजिकी जससटटम जडिाइि एड

जिजिमााण (ईएसडीएम) क जलए िजिक हब क प प म सट राजपत करिा ह।

2. उददशय : बड पमाि पर इलकटरॉजिकी जिजिमााण क जलए उतपािि सबदध परोतसाहि योििा (पीएलआई) घरल

जिजिमााण को बढािा िि और इलकटरॉजिक उपकरणो और अधाचालक पकजिग सजहत इलकटरॉजिकी मय

शखला म बड जििि को आकरषात करि क जलए एक जिततीय परोतसाहि का परसटताि करती ह।

3. परोतसाहि की मातरा : इस योििा क अतगात पातर कपजियो को यरा पररभाजषत आधार िषा क बाि पाच (5)

िषा की अिजध क जलए परा 7 म यरापररभाजषत भारत म जिजिरमात और लजकषत खडो म िाजमल िसटतओ की

उत तरोत तर बढती जबी (आधार िषा पर) पर 4% स 6% तक का परोतसाहि दिया िाएगा।

4. लजकषत खड : यह योििा किल लकषय खडो यािी मोबाइल फोि और जिजिरिाषट इलकटरॉजिक सघटको क जलए

लाग होगी (िसा दक अिबध-ख म जिसटतार स दिया गया ह) ।

5. पातरता : योििा क तहत सहायता किल भारत म लजकषत खडो क जिमााण म लगी कपजियो को ही परिाि की

िाएगी। इसम एफडीआई िीजत पररपतर 2017 म यरापररभाजषत अिबजध त जिजिमााता िाजमल होग ।

5.1 परतयक आििि लकषय खडो म स एक (1) तक ही सीजमत होगा।

5.2 पातरता बढ हए जििि और जिरमात िसटतओ की िजदधिील जबी (िसा दक वयापार क सामाि स अलग ह)

की सीमा क अधीि होगी। एक आििक को परोतसाहि क सजितरण क जलए पातर होि क जलए सभी सीमा

ितो को परा करिा अजििाया होगा। अहाता सीमा माििड अिबध-क म जिसटतार स दिए गए

ह ।

5.3 उतपािि सबदध परोतसाहि योििा क तहत पातरता दकसी अनय योििा क तहत पातरता और जिलोमत: को

परभाजित िही करगी।

6. योििा का कायाकाल: योििा क तहत सहायता आधार िषा क बाि पाच (5) िषा की अिजध क जलए परिाि

की िाएगी िसा दक परा 7 म पररभाजषत दकया गया ह ।

6.1 यह योििा आििि पराप त करि क जलए िप म 4 महीि की अिजध क जलए खली रहगी, जिस बढाया िा

सकता ह ।

6.2 उदयोग स परजतदया क आधार पर योििा को दकसी भी समय आििि क जलए दफर स खोला िा सकता

ह ।

6.2.1 आरजभक आििि की अिजध क बाि परापत आिििो क जलए आििक किल योििा क िष कायाकाल क

जलए परोतसाहि हत पातर होग।

7. आधार िषा: उत तरोत तर जििि की गणिा और जिरमात माल (वयापार क सामाि स अलग) की उत तरोत तर

जबी क जलए जिततीय िषा 2019-20 को आधार िषा क प प म मािा िाएगा ।

अिमोिि और सजितरण परदया

10.1 योििा क तहत आििि भारत म पिीकत दकसी भी कपिी दवारा दकया िा सकता ह।

10.2 सभी पहलओ म पणा एक परारजभक आििि जियत तारीख स पहल िमा करिा होगा। आििि की

परारजभक िाच क बाि पािती िारी की िाएगी। पिाती को पीएलआई योििा क तहत अिमोिि क

प प म िही जलया िाएगा।

10.3 पातर आिििो का जिरतर आधार पर मयाकि दकया िाएगा और अिमोिि क जलए जिचार दकया

िाएगा ।

10.4 ऐस पातर आििको को परोत साहि िारी दकया िाएगा, िो आिशयक थरसहोड को परा कर रह ह और

जििक सजितरण िाि सही पाए िात ह।

10.5 योििा क तहत परोतसाहि 01.08.2020 स लाग होगा।

11. िोडल एिसी

11.1 यह योििा एक िोडल एिसी क माधयम स लाग की िाएगी।

11.2 इस तरह की िोडल एिसी एक पररयोििा परबधि एिसी (पीएमए) क प प म काया करगी और समय-

समय पर एमईआईटीिाई दवारा सौप गए सजचिीय, परबधकीय और कायाानियि सबधी कायो क जलए

सहायता परिाि करि और अनय जिममिाररयो को परा करि क जलए जिममिार होगी । पीएमए क

जिसटतत गठि, कामकाि और जिममिाररयो क बार म जिसट तत िािकारी योििा सबधी दििाजिििो म

िी िाएगी।

11.3 पीएलआई योििा क कायाानियि स सबजधत गजतजिजधयो को सचाजलत करि क जलए पीएमए अन य

बातो क सार सार जिम िजलजखत क जलए जिममिार होगी:

11.3.1 योििा क तहत समराि क जलए आिििो का मयाकि और पातरता का सतयापि

11.3.2 योििा क तहत परोतसाहि क जितरण क जलए योगय िािो की िाच

11.3.3 योििा की परगजत और परििाि क सबध म आकडो का सकलि जिसम सटकीम क तहत कपजियो

क जलए जिरमात सामािो की िजदध और जििि की जबी िाजमल ह।

12. अजधकार परापत सजमजत (ईसी)

12.1 सी ई ओ, िीजत आयोग, सजचि, आरराक काया मतरालय, सजचि वयय जिभाग, सजचि, एमईआईटीिाई,

सजचि रािसटि जिभाग, सजचि डीपीआईआईटी और डीिीएफटी को िाजमल करत हए एक अजधकार

परापत सजमजत (ईसी) गरठत की िाएगी।

12.2 अजधकार परापत सजमजत (ईसी) अिमोिि क जलए योििा क तहत पररयोििा परबधि एिसी दवारा पातर

पाए आिििो पर जिचार करगी।

12.3 अजधकार परापत सजमजत (ईसी) जिधााररत परदया क अिसार सजितरण क जलए पररयोििा परबधि एिसी

दवारा िाच और जसफाररि दकए गए िािो पर जिचार करगी।

12.4 अजधकार परापत सजमजत (ईसी) योििा क तहत पातर कपजियो की उिक जििि, रोिगार सिि, उतपािि

और मयिधाि क सबध म समय-समय पर समीकषा करगी।

12.5 योििा क कायाकाल क िौराि अजधकार परापत सजमजत (ईसी) दवारा परोतसाहि की िरो, सीमाओ, लजकष त

खडो और पातरता माििड को सिोजधत दकया िा सकता ह।

12.6 योििा दििाजिििो म कोई सिोधि करि क जलए अजधकार परापत सजमजत (ईसी) को भी अजधकत दकया

िाएगा।

12.7 योििा क दििाजिििो म अजधकार परापत सजमजत (ईसी) क जिसटतत गठि, कायापरणाली और जिममिाररयो

को जिसटतार स बताया िाएगा।

Subject: Production Linked Incentive Scheme (PLI) for Large Scale Electronics Manufacturing

1. Background

No. W-28/1/2019-IPHW-MeitY.—1.1. Electronics permeate all sectors of the economy and the

electronics industry has cross-cutting economic and strategic importance. In India, electronics manufacturing

has grown rapidly with a CAGR of around 25% during the last 4 years. However, this pales in comparison to the

actual potential for growth which is curtailed by specific constraints such as large capital investments and rapid

changes in technology. The Government has been actively working to create a conducive environment for

manufacturing and to offer incentives comparable with those offered in other countries to attract large

investments into the manufacturing sector.

1.2. India’s share in global electronics manufacturing has grown from 1.3% in 2012 to 3.0% in 2018. The

domestic production of electronics hardware has increased substantially from INR 1,90,366 crore

(USD 29 billion) in 2014-15 to INR 4,58,006 Crore (USD 70 billion) in 2018-19. With the domestic

demand for electronics hardware expected to rise rapidly to approximately INR 26, 00,000 crore (USD

400 billion) by 2025, India cannot afford to bear the rapidly increasing foreign exchange outgo on

account of import of electronics.

1.3. Given the limited relief expected for the electronics manufacturing sector under other schemes, there

is need for a mechanism to compensate for the manufacturing disabilities vis-à-vis other major

manufacturing economies.

1.4. Level playing field with emerging opportunities: The electronics hardware manufacturing sector

faces the lack of a level playing field vis-à-vis competing nations. As per industry estimate (ICEA and

ELCINA), electronics manufacturing sector suffers from a disability of around 8.5% to 11% on

account of lack of adequate infrastructure, domestic supply chain and logistics; high cost of finance;

inadequate availability of quality power; limited design capabilities and focus on R&D by the

industry; and inadequacies in skill development.

1.5. National policy on electronics (NPE 2019): The vision of NPE 2019 is to position India as a global

hub for Electronics System Design and Manufacturing (ESDM) by encouraging and driving

capabilities in the country for developing core components, including chipsets, and creating an

enabling environment for the industry to compete globally.

2. Objective: The Production Linked Incentive Scheme (PLI) for Large Scale Electronics Manufacturing

proposes a financial incentive to boost domestic manufacturing and attract large investments in the

electronics value chain including electronic components and semiconductor packaging.

3. Quantum of Incentive: The Scheme shall extend an incentive of 4% to 6% on incremental sales (over

base year) of goods manufactured in India and covered under target segments, to eligible

companies, for a period of five (5) years subsequent to the base year as defined in Para 7.

4. Target Segments: The Scheme shall only be applicable for target segments namely mobile phones

and specified electronic components (as detailed in Annexure B).

5. Eligibility: Support under the Scheme shall be provided only to companies engaged in manufacturing

of target segments in India. This shall include contract manufacturers as defined in the FDI Policy

Circular of 2017.

5.1. Each application shall be limited to one (1) of the target segments.

5.2. Eligibility shall be subject to thresholds of incremental investment and incremental sales of

manufactured goods (as distinct from traded goods). An applicant must meet all the threshold

conditions to be eligible for disbursement of incentive. Eligibility threshold criteria are detailed in

Annexure A.

5.3. Eligibility under Production Linked Incentive scheme shall not affect eligibility under any other

Scheme and vice-versa.

6. Tenure of the Scheme: Support under the Scheme shall be provided for a period of five (5) years

subsequent to the base year as defined in Para 7.

6.1. The Scheme shall be open for applications for a period of 4 months initially which may be

extended.

6.2. The Scheme may also be reopened for applications anytime during its tenure based on response

from the industry.

6.3. For applications received post the initial application period, applicants shall only be eligible for

incentives for the remainder of the Scheme’s tenure.

7. Base Year: Financial Year 2019-20 shall be treated as the base year for computation of incremental

investment and incremental sales of manufactured goods (as distinct from traded goods).

8. Incentive Outlay

8.1 Total Incentive: The expected annual incentive outlay and cumulative incentive outlay under the

Scheme is as follows:

8.2. Incentive Per Company: The incentive per company will be applicable on incremental sales of

manufactured goods (as distinct from traded goods) over base year subject to ceilings as decided by

the Empowered Committee.

9. Basis of Computation

9.1. Assessment of incremental investment and sales of manufactured goods shall be based on details

furnished to the Departments / Ministries / Agencies and Statutory Auditor certificates.

9.2. Functional Guidelines will be issued by MeitY in consultation with concerned Departments /

Ministries.

10. Approval and Disbursement Process

10.1. Application under the Scheme can be made by any company registered in India.

10.2. An initial application, complete in all aspects, will have to be submitted before the due date.

Acknowledgement will be issued after initial scrutiny of the application. The acknowledgement

shall not be construed as approval under PLI Scheme.

10.3. Eligible applications will be appraised on an ongoing basis and considered for approval.

10.4. Incentive shall be released to eligible applicants, meeting the required thresholds and whose

disbursement claims are found to be in order.

10.5. Incentives under the Scheme will be applicable from 01.08.2020.

11. Nodal Agency

11.1. The Scheme shall be implemented through a Nodal Agency.

11.2. Such Nodal Agency shall act as a Project Management Agency (PMA) and be responsible for

providing secretarial, managerial and implementation support and carrying out other responsibilities

as assigned by MeitY from time to time. Detailed constitution, functioning and responsibilities of

the PMA will be elaborated in the Scheme Guidelines.

11.3. For carrying out activities related to the implementation of PLI Scheme, PMA would inter-alia be

responsible for:

11.3.1. Appraisal of applications and verification of eligibility for support under the Scheme

11.3.2. Examination of claims eligible for disbursement of incentive under the Scheme

11.3.3. Compilation of data regarding progress and performance of the Scheme including Incremental

Investment and Incremental Sales of Manufactured goods for companies under the Scheme.

12. Empowered Committee (EC)

12.1. An Empowered Committee (EC) including CEO NITI Aayog, Secretary Economic Affairs,

Secretary Expenditure, Secretary MeitY, Secretary Revenue, Secretary DPIIT and DGFT will be

formed.

12.2. The EC will consider applications, as found eligible by the Project Management Agency under the

Scheme, for approval.

12.3. The EC will consider claims, as examined and recommended by the Project Management Agency,

for disbursement as per the laid down procedure.

12.4. The EC will conduct a periodic review of eligible companies with respect to their investments,

employment generation, production and value addition under the Scheme.

12.5. The EC may revise incentive rates, ceilings, target segments and eligibility criteria as deemed

appropriate during the tenure of the Scheme.

12.6. The EC will also be authorized to carry out any amendments in the Scheme Guidelines.

12.7. Detailed constitution, functioning and responsibilities of the EC will be elaborated in the Scheme

Guidelines.

ultimately owned and controlled by resident Indian citizens.
