    BACKGROUND & CONTEXT:

    The participants were Executive and Revenue officers of Local Self Government Department who

    were inducted in Dec 2016 through Foundational and Institutional Course after initial training and

    having service of one and half year came for refresher course and they were asked to put their

    problems and participate in interactive manner.

    It is quite obvious that skills fade with time. There may be various reasons for this degradation of

    skills. Most often it is because of lack of regular usage of skills and choosing of alternative

    methods by the employees. Whatsoever the reasons may be, the needs for refresher training have

    to be identified and addressed, to ensure that the skills are updated and remain current .

    Refresher training at workplace is important:

    To retain the existing talent.

    To keep pace with the new technologies.

    To become the beneficiaries of the current innovations.

    To get the best out of your people.

    To update with the latest trends.

    To bridge the gap between their subordinates and other staff.

    THE PROGRAM:

    Three days Refresher Program for Newly Recruited Executive officers and Revenue officers of

    Local Self Government Department was organized by Rajasthan Shahari Vikas Kendra, CMS,

    HCM RIPA at 108, Nehru Bhawan, HCM RIPA, JLN Marg, Jaipur. Program broadly aim was to

    provide a forum to Executive officers and Revenue officers to discuss the issues and difficulties

    faced during field. The detailed program brochure (Annexure-1) and List of Participants

    (Annexure-3) are enclosed.

    The Objectives of the Program were:

    1. Review, Reinforce and Upgrade participants’ existing knowledge and skills

    2. To update knowledge about Issues related to Urban Planning and Effective Administration at

    Local Level

    3. To Impart Knowledge about Preparation of City Development Plans.

    4. To discuss Issues Related to Project Implementation of various projects & schemes running by

    LSGD.

    5. To sharing Best Practices and Case Studies done in the field

    HIGHIGHTS OF DISCUSSIONS:

    INAUGURAL SESSION:

    The Program started with welcome address of the participants by Sh. Purushottam Biyani IAS(R),

    Academic Consultant, RSVK, CMS, HCM RIPA, he emphasized on importance of the program

    with a view to Reinforce and Update existing

    knowledge & skills of Participants and the issues

    related to Urban Planning, City Development

    Plans and Project Development and

    implementation of various projects & schemes

    being run by LSGD. He requested the

    participants to actively participate in all the

    sessions to get maximum benefit from it. In the

    Continuation sh. Purushottam Biyani specified

    the importance of refresher program. It becomes

    important as participants have worked in field for one and half year after initial induction course and

    they might have many questions & problems to be solved. He discussed about RSVK and its future

    prospects in context of training to Urban Development Departments.

    TECHNICAL SESSIONS:

    Day One:

    1. Effective Change Management: Creating channels of Effective Communication; Feedback

    Mechanism.

    The session was conducted by Dr. Nitin Saraswat, Int. Mind Trainer, Councilor and Motivator,

    he discussed that what is change, how an

    individual can manage it, the first experience

    we faced in our life, the outcomes, personality

    development of an individual by this, and how

    does it affect love hate relationship. Dr.

    Saraswat involved participants through

    activities. Continuing dr. Saraswat discussed

    the tests like- Comfort Zone Crusher, Attitude

    Tests, Self Motivation tests, Self organized

    Tests and Wisdom and Knowledge tests. Also

    gives some motivational thoughts to participants.

    2. Issues &Difficulties in Urban Planning & Master Plan

    The session was taken by Sh. R.K. Vijyavargia, ACTP, Town Planning Dept. he discussed the

    issues and difficulties faced during town

    planning and in Master plan, he suggested

    solutions to the queries by participants and

    discuss new developments/Guidelines in Urban

    Planning after Gulab Kothari PIL 1554/2004,

    The direction issued vide order dated

    12.01.2017 largely relates to the Preparation

    of Master Plan and its effective

    implementation by hon’ble high Court

    Jodhpur.

    3. Urban Development Programs & Schemes being run by GoR and Policy Reforms under RUIDP

    Phase III, Concept of FSSM

    The Session was conducted by Sh. Suresh Gupta, Dy. PD, Technical, RUIDP. He discussed the

    Different RUIDP phase-I, II, III, discussed the interventions done by RUIDP, step towards urban

    reforms by RUIDP in phase-III i.e. state level

    organization for urban development, state

    urban water policy, transfer of water supplies,

    rationalize urban dev. Tax, long term urban

    dev. Policy, HRD Plan, Establishment of

    urban development training institute and

    benchmarking of urban services. Continuing

    his session further he discussed Process of

    safe Collection, Conveyance, Treatment

    and Disposal/ Reuse of Faecal sludge and septage from onsite containment such as pit latrines,

    septic tanks, etc

    DAY TWO:

    1. Begin with the End in Mind; motivates the team and gives innovative solutions

    The session was taken by Sh. Rajendra

    Bhanawat, IAS(R). He discussed the

    challenges in administration, innovative

    solutions, and motivation to team for better

    results in implementation of schemes/projects;

    he shared his experiences to handle political

    pressure and Method of Noting on File. He

    quotes “Trust begets Trust” and suggest

    participants that for motivation of team you must praise others immediately just after the work.

    2. Project Development & Implementation (Public Private Partnership)

    The Session was conducted by Sh. K.K.Gadeock, RAcs (R). He discussed the public private

    partnership its need (bridging the investment gap, enhanced efficiency), key benefits of PPP also

    discussed features of PPPs i.e. Genuine risk

    transfer, whole life asses performance, output

    based verification, payment for performance

    etc. later he discussed the various types of

    PPPs and implementation structure

    continuing he discussed the Special Purpose

    vehicle for project implementation. he shared

    some case studies of Solid waste

    management, water supply and sewerage,

    transport infrastructure and public

    conveniences done under PPP mode.

    3. Challenges in Implementation of schemes being run by LSGD followed by RTPP Act

    Sh. Purushottam Biyani, IAS (R), Academic Consultant, RSVK discussed the issues and the

    challenges faced while implementation of schemes being run by local self govt. dept. share his

    experience with the participants in interactive

    manner. Solutions of problems came from

    participants when issues were discussed in

    detail. The session followed by Mrs.

    Hempushpa Sharma (RAcS), Registrar CMS,

    HCM RIPA who discussed the new

    development in RTPP Act, she discussed the

    methods of procurement, the fundamental

    principal of procurement i.e. determination of

    need, specification of sub matter, Estimated value, Budget and Methods of Procurement etc.

    4. Urban Finance/ Double entry accounting system

    The session was taken by C.A. Kamal deep

    Sharma, Revenue Officer, DLB, Jaipur. He

    discussed the Municipal Urban Finance, the tax

    collecting power under 74th

    Constitutional

    amendment Act also discussed Rajasthan

    Nagar Palika Adhiniyam, 2009, various

    principles of Urban finance, Sources of

    Finance etc. he discussed the powers of

    revenue generation of ULBs share some

    innovative ideas of collecting revenues.

    5. Sustainability of ODF/ ODF+ and ODF++ / Use of Information Technology in Solid Waste

    Management/ Star Ranking

    The session was conducted by Dr. Himani

    Tiwari, Coordinator, CMAR, DLB, Jaipur. She

    discussed the sustainability of open defecation

    free, use of Information technology in solid waste

    management, ODF+ and ODF++ also discussed

    the new parameters in Swacchta Survekshan 2019

    and star ranking. Dr. himani also shared some

    videos of best practices of Swacchta. Continuing

    her session she said that the budget under IEC

    activities must be use for community awareness as without IEC activity a scheme or program may

    not achieve desired target.

    DAY THIRD:

    1. Tree Plantation Drive, HCM RIPA

    On the third day Tree Plantation Drive “Saghan Vriksharopan” was organized with the

    collaboration of State Bank of India for Plantation of trees in HCM RIPA campus, Director General

    HCM RIPA, Chief General Manager of SBI and other dignitaries were present, participants plants

    trees in HCM RIPA campus and help for a green environ in campus, around three hundred trees

    were planted in the campus which includes; Neem, Amaltaash, Jacranda, Gulmohar, Amla,

    Guavava, Lemon etc.

    2. Experience Sharing/ Case Studies/ Best Practices

    In this session Participants were invited to share their field experiences and the innovative ideas

    they have implemented in their ULBs, the session were very interactive sh. Purushottam Biyani

    guide them in various issues they have faced

    and also praised them for their outstanding

    works and the ideas also request them to

    share their ideas with RSVK. Continuing dr.

    Reepunjaya Singh said that the best practices

    of any particular place is unknown and far

    away for any individual and through RSVK it

    can be shared to other ULBs. Dr. Singh

    requested participants to share the best

    practices done by them at their ULB. He said

    that a program or workshop may be

    organized in future for sharing best practices with all stakeholders of Urban Development

    Departments.

    In the Session Mr. Shikhesh Kankaria Mrs. Neeraj Kumari, Mr. Zuber Khan and Mr.

    Mahendra Singh shared the best practices done in their ULBs.

    3. Feedback & Suggestions way forward for Implementation of schemes.

    In this session 5 subgroups were forms for suggesting the revenue generation in own ULBs. and the

    Sessions or Training Programs they want RSVK to incorporate in their schedule. Feedback of the

    program was also taken from the participants. Feedbacks and Suggestions enclosed (Annexure-2)

    The program ended with the vote of thanks.

    To organize training of land related Acts & issues of municipalities & RTPP Act implements

    issues in municipality

    This training is so useful to us, IF exposure visit also conduct is also helpful to us.

    Training should be practical oriented

    It is always very nice to be in HCM RIPA, the course is really very helpful in understanding

    the things about our job, I am very thankful to HCM RIPA.

    Training should be practical oriented.

    Course must be design on the basis of practical & important topics. However Biyani sir tried

    this up to very much extent. But still scope of improvement.

    Course was quiet useful, next time please add more interactive and motivational sessions,

    please provide refresher training twice in a year.

    Extra 2-3 day would have been benefitted a lot.

    times amendment don’t available at website. So proper communication of these circulars &

    amendments to ULBs.

    Proper advt. & awareness and also convey the public about services they receive on payment

    of that tax or charge

    First give service, make positive environment and then ask for user charges.

    Regular monitoring.

    Create infra for various activities (Like Club, Sports, marriages, Meetings etc.) and charge

    for this subject to best service delivery.
