For56years,theNationalDefenseAuthorizationAct(NDAA)hasbeentheprimarywayinwhichCongressexecutesitsArticle1constitutionalobligationto“provideforthecommondefense.”Morethanthat,theNDAAequips,supplies,andtrainsourtroops;caresforthemandtheirfamilies;andsetsnationalsecuritypolicyinadangerousworld.TheFiscalYear2018(FY18)NDAAmeetsallofthesecommitments,whilealsocontinuingtoreformthewaytheDepartmentofDefenseoperatesandorganizes,equipsourtroops,andbuysgoodsandservices.Itbeginsamuch-neededrebuildingafterahalf-decadeofcutsslashednearlyaquarterofthedefensebudgetatthesametimethemilitaryremainedinsteadycombat.Thesecuts,combinedwiththepaceofoperations,havedrivenmilitaryreadinesstoalevelthatDefenseSecretaryMattisrecentlysaid“shocked”him.Today,wehavetoomanyplanesthatcannotfly,toomanyshipsthatcannotsail,toomanySoldierswhocannotdeploy,whiletoomanythreatsaregathering.Wehavecometoakeydecisionpoint.Forsixyears,wehavebeenjustgettingby-cuttingresourcesastheworldbecomesmoredangerous,askingmoreandmoreofthosewhoserve,andputtingoffthetoughchoices.TheChairmanandmembersofthecommitteebelievethatwecannotkeeppilingmissionsonourservicememberswithoutensuringtheyhavealltheyneedtosucceed.Thebillsupportsfundsforbasebudgetrequirementsof$631.5billion,includinga$28.5billionincreaseforessentialreadinessrecoveryabovethePresident’sbudgetrequest.Thislevelisinformedbyin-depthcommitteeoversight,aswellasunfundedrequirementsidentifiedbythemilitaryservicesandvalidatedbySecretaryMattis.CommitteeoversightindicatesthattheDepartmentcanefficientlyspendtheseadditionalfundsinFY18.TheNDAAaddressesimportantreadinessshortfallsneglectedbythePresident’srequest,including:$7.9billionforAviationReadiness,$5.9billionforincreasedNavalpresence,$5.7billionforGroundForces,$2.3billionforfacilitiesmaintenance,and$2.5billionforMissileDefense.

REFORM
Repairingandrebuildingourmilitaryiskeytodefendingthecountry.SoisreformingthewaythePentagondoesbusiness.TheChairmanhascommittedtomakingdefensereformakeypriorityduringhistenure.Overthepasttwoyears,Congresshasenactedsignificantdefensereformswithstrongbipartisansupport.Theyincludeanupdatedretirementsystem,animprovedmilitaryhealthcaresystem,amoreefficientandsustainablecommissarybenefit,majorbureaucraticoverhauls,andreformstothewaythePentagonbuysgoodsandservices.Theyalsoincreasecongressionaloversight,improvetransparency,andpromoteaccountabilityacrosstheDepartment.Anyoneenteringmilitaryservicetodaywillwitnessthesereformsimproveagility,cutbureaucracy,providebetterbenefits,andsavethetaxpayerbillionsoverthecourseoftheircareer.AcquisitionReform:ChangingthewaythePentagondoesbusinessTheFY18NDAAincludesthethirdinstallmentofthecommittee’sacquisitionreforminitiative,whichwillfurtherstreamlinebureaucracy,driveefficiencythroughcompetition,andgivethePentagonthetoolsitneedstomakebetterbusinessdecisions.

Thefirstofthemajorreformelementsistoaddoversighttoservicecontracts.Infiscalyear2015,thePentagonspent$274billionthroughcontracts,includingbig-ticketweaponsystemsliketheFordClassaircraftcarrierandtheF-35fighterjet.But,53percent($144billion)ofthissumwasactuallyspentonservices–everythingfromlawnmowingonmilitarybasestomaintainingequipmenttohiringspecializedexpertsandadministrativesupport.Unfortunately,DOD–andCongress–havelimitedinsightintohowandwherethismoneyisspent.Thebillrequiresmorespecificityinthefundingrequestsforservicecontracts,whichwillnowbesubmittedthroughtheDODbudgetprocess,forcingthePentagontoanalyzeactualneedsandspendingpatternsmuchliketheydoforweapons.ThosewithintheDODwhoneedtocontractforaservicewillhavetospecifytheirrequirementsearlyenoughtohavethemvalidated,thecontractsawarded,andthefundingsecured.Congresswillhaveabetterideaofwhatkindsofservicesarebeingcontractedandtheircost,improvingoversightandenablingefficiencies.ThesecondreformwouldimprovethewaythePentagonbuyscommercial-off-the-shelfgoods,rangingfrombottledwatertotreadmillsorevenMRImachines.Today,theDepartmenthastwooptionsforpurchases:throughtheDODcontractingprocessorfromtheGeneralServicesAdministration(GSA)scheduleatthepricessetthere.ArecentGSAInspectorGeneralreportrevealedthatforITproductsalone,GSArateswere13percenthigherthanthoseontheopenmarket.ThebottomlineisthattheDepartmentisrarelyabletobuyoff-the-shelfitemsquicklyandatareasonableprice.Asolutionisobvioustomostconsumers–allowthegovernmenttouseonlinecommercialsiteslikeAmazon,Staples,orGraingerjustasbusinessesdo.Theseportalsfunctionlikemini-marketplaces,ensuringthatthebuyergetsthebestpricewithoutalotofredtape.UsingtheseportalshastheaddedbenefitofallowingDODtotrackandanalyzeprocurementdata.Anybusinesswilltellyouthatthis“spendanalysis”iscriticaltoefficientoperations.Forthegovernment,thatkindoftransparencyandaccountabilitywouldberevolutionary.Finally,theNDAAwillreformcontractauditingbyfocusingitwhereitcandothemostgoodforthetaxpayers.TheDefenseContractAuditAgency(DCAA)primarilyfocusesontwotypesofaudits:forward-pricingandincurredcost.Forwardpricingauditsreviewthecostoflabor,supplies,andoverheadtoinformtheappropriatepricerangeforacontractbeingnegotiated.Theyproviderealvaluetothetaxpayer.Theincurredcostauditsgobackandlookatwhetherthecostschargedtothegovernmentwerereasonableandpermissibleunderthecontract.AccordingtoDCAA’sowndata,incurredcostauditsprovidethelowestreturnoninvestmenttothetaxpayerofanyofDCAA'saudits.DatashowsthatDCAAmayactuallyloseupto13centsforeverydollarinvestedinconductingthesetypesofaudits.Further,ittookanaverageofover880daystocompletetheincurredcostauditsconcludedlastyear,slowingtheabilityofDODtorecoupmoneyandimposingaddedcostsonthecompaniesbeingaudited.Increasingly,companiesaredecidingthatitisjustnotworthdoingbusinesswiththePentagon.Tohelpreducetheauditbacklogandgetbettervalueforourdefensedollars,theCommitteelookedattheexperienceofotheragencies,anumberofwhichhavehiredprivateaccountingfirmstoconductincurredcostaudits.Withoutcostingextramoney,qualifiedprivatesectorauditorsaregettingthesameworkdonefaster.ThebillwilldirectDODtomoveatleast25percentofincurredcostauditstotheprivatesectoroverthenextfewyearsandhaveDCAAfocusitsexperienceandexpertiseonforward-pricingauditswherethetaxpayerreapsrealbenefits.

SlimmingtheAcquisitionCodeTheCommitteestronglysupportstheongoingeffortsoftheSection809PanelonStreamliningandCodifyingAcquisitionRegulations,whichwasestablishedintheNationalDefenseAuthorizationActforFiscalYear2016(PublicLaw114-92).ThePanelproducedaninterimreportinMay2017,thatrecommendedseveralrevisionstoacquisitionstatutesandregulations.InadditiontothePanel'srecommendations,thecommitteeisconcernedthatprocessrequirementshavebuiltupinacquisitionstatutesovertimeandmaynowimpaireffectiveprocurementpractices.TheNDAAincludesprovisionsintendedtocommencealonger-termefforttoremoveunnecessarilyprescriptiverequirementsfromU.S.Code,whichcreateacultureofcompliancewithintheacquisitioncommunity,ratherthanempoweringsmart,agile,decision-making.EliminatingDuplicationofEffortTheCommitteeremainsconcernedthattheDepartmentofDefensecontinuestoinvestbillionsofdollarsinsystemsthatfailtoprovideintegratedbusinesssolutions,timelyandreliableinformation,andotherimportantfinancialandbusinessinformationforthedailyoperationsofthemilitary.Infiscalyear2015,theDefenseBusinessCouncilapprovedcertificationrequeststotaling$6.9billionfor1,182businesssystems.Ofthese,morethan30wereforserviceorcomponentuniquecontracting,procurement,andsolicitationmanagementsystems.ThisredundancydivertsavailablefundingfromdirectwarfightingcapabilityanddecreasestheDepartment’sabilitytomanageitsoperationsasanenterprise.Thebillwouldrestrictfundingforservice-uniquecontractwritingsystemsinFY18,whilerequiringanassessmentoftheunderlyingrequirementstoinformfutureyear’ssupportfortheprograms.OrganizationalReformofNationalSecuritySpaceAsthreatstoourassetsinspaceincrease,theproposalsupportstheAirForce’srecognitionthatspace–justlikeland,air,andsea--isnowawarfightingdomain.TheNDAAincorporatestheworkofStrategicForcesChairmanMikeRogers(R-AL)andRankingMemberJimCooper(D-TN)toestablishanewU.S.SpaceCorpsasaseparatemilitaryservicewithintheDepartmentoftheAirForceby2019.ThebillalsoestablishesaU.S.SpaceCommandasanewsub-unifiedcommandwithinU.S.StrategicCommand.Theintentistoensureaseniormilitaryofficialcanfocusonandisresponsiblefortrainingandequippingforoperationsinspaceand,likewise,foranyfuturewarfightinginthiscriticaldomain.TheNDAAwouldalsodelayercomplicatedbureaucracyinthePentagonandvesttheSecretaryoftheAirForcewithsignificantcivilianresponsibilitiesforspace.CongressionalOversightofCyberOperationsThebillenhancescongressionaloversightofsensitivemilitarycyberoperationsandcyberweaponsbypromotinggreatertransparencyandcongressionalaccountabilityforsomeofthemostclassifiedelementsofournationaldefense.Asoffensiveanddefensivecybercapabilitiesevolve,itisimperativetoestablishclearstandards,processes,andproceduresfornotificationtoCongressofsensitiveoperationstoassuretheappropriateoversight.

REPAIRINGTHEMILITARY&RESTORINGREADINESSTroopsandTheirFamiliesWhiletheworldhasgrownmoredangerous,ourmilitaryhasgrownsmaller.America’smilitaryleaderscontinuetowarnthatourpersonnelandtheirequipmentarestretchedthinafteryearsofwar,billionsinbudgetcuts,downsizing,andcontinuingfundinguncertainty.Tohelpalleviatethestressontheforce,theNDAAauthorizesincreasesthesizeofArmy,Navy,AirForce,ArmyGuardandReserve,NavalandAirReserve,andAirGuardcommensuratewiththethreatsweface.TheseincreasesincludetheChiefofStaffoftheArmy’sunfundedrequirementtogrowtheactiveArmyby10,000,theArmyNationalGuardby4,000,andtheArmyReserveby3,000.ChairmanThornberryandmembersoftheCommitteeagreethatourpersonnelareourcountry’smostvaluableasset.Thebillfullyfundsthe2.4%payraiseourtroopsareentitledtounderlawwhileblockingthePresident’sabilitytoreducetrooppay.Italsoextendsspecialpayandbonusesforservicemembers.EnsuringthecountrykeepsfaithwiththosewhoserveandtheirfamiliesisakeypriorityfortheCommittee.TheNDAAtakesstepstoprotectthebenefitsservicemembershaveearnedanddeserve,includingqualityhealthcare.Assuch,thebillprohibitsthereductionofinpatientcareformilitaryMedicalTreatmentfacilitieslocatedoutsidetheUnitedStates,blockingthemisguidedattempttoclosemilitarymedicalfacilitiesuponwhichourdeployedtroopsandtheirfamiliesrely.Inaddition,italsoprovidescommonsenseresourcestohelpfamiliesmanagechallengeslikerelocations,permittingtheServicestoreimburseaservicememberupto$500foraspouse’sexpensesrelatedtoobtaininglicensingorcertificationinanotherStatebecauseofamilitarymove.TheNDAAalsoenhancesthetoolsavailabletoprosecuteperpetratorsofnonconsensualsharingofintimateimagesbyaddinganewprovisiontotheUniformCodeofMilitaryJusticespecificallyprohibitingthesecrimes.RebuildingFromtheReadinessCrisisCommitteeoversightcontinuestohighlightthereadinesscrisisfacingourmilitarytoday.Intestimonybeforethecommittee,alloftheservicesnotedtheseriousconsequencesofyearsofunder-fundingandhighoperationaltempo:theAirForcetestifiedthatlessthan50percentofitsplaneswerecombatready,whiletheNavyandMarineCorpshadjustover50percentoftheaircraftnecessaryfortheirtrainingandoperations.Intotal,onlythreeoftheArmy’s58BrigadeCombatTeamsarereadyto“fighttonight”.Toaddressthiscrisis,theNDAAmakeskeyinvestmentsnotprovidedforinthePresident’sBudgetRequest.Whilereadinessshortfallswilltakemanyyearstocorrect,theseinitiativeswillbegintorecoverlostreadinessandbeginrebuildingtheforce.

MaintenanceMuchofourequipmentissimplytoobrokentorepairanddeliveryofnewequipmentisessential.Inthemeantime,CongressmustmakevitalmaintenanceinvestmentsnotincludedinthePresident’sbudgettoensurethatnext-to-deployunitsaremissioncapable.TheNDAAincreasesNavyShipandAircraftdepotmaintenanceandafloatreadiness,whilealsoincludingadditionalfundsfortheArmy,Navy,MarineCorps,andAirForceoperationandmaintenanceaccountstofulfilltheirunfundedrequestsfornecessarymaintenanceandincreasedtrainingopportunities.EachoftheseinvestmentswasidentifiedasacriticalrequirementbythemilitaryservicesandvalidatedbySecretaryMattis;noneofthemwerefullyfundedinthePresident’sBudgetRequest.FacilitiesFacilitiesmaintenanceandsustainmentistheareawherethemilitaryhasassumedgreatriskastheservicesbalanceprioritiesagainstsharplyreducedresources.ThebillincreasesfundingtosupportmilitaryfacilitiesabovethePresident’sBudgetRequest.Insodoing,itsupports90percentofrequirementsforfacilitiessustainmentandasignificantincreaseforfacilitiesrestorationandmodernization.Additionally,thebillincreasesfundingforfacilitiesrestorationandmodernizationby$1.4billion.Theincreasedfundingwillrestoreandmaintaininfrastructure,rangingfrombarrackstohangarsandrunwaystohospitals.Restoringfundingtomeetthesecriticalrequirementsiskeytoresponsiblyrestoringthemilitary’simmediateandlong-terminfrastructureneeds.EachoftheseinvestmentswasidentifiedasacriticalrequirementbythemilitaryservicesandvalidatedbySecretaryMattis.

RussiahasemployedconventionalandunconventionalwarfaremethodstocounterU.S.andwesterninterests.Tohelpaddressthisaggression,CongressauthorizedtheEuropeanDeterrenceInitiative(EDI)lastyear.Thisyear,thebillsupportsanothersignificantincreasetoEDIfundingandmovestheEDIrequestedresourcesfromOCOtobaseallowingformoreconsistentplanningfortheDODandsendingastrongmessagetoourpartnerandalliesabouttheU.S.commitmenttoanenduringpresenceinEurope.ThisfundingcontinuesthetransitionfromanassuranceposturetodeterrenceagainstRussianaggression.Theseresourcesareallocatedtospecificrequirements,includingheel-to-toerotationsofU.S.combatunitsintotheregion,thepre-positioningofuptoadivisionset’sworthofequipmentinEurope,vitalinfrastructureimprovementsfortheU.S.AirForce,andadditionaltrainingandexercises.ThebillrequirestheDepartmentofDefensetoexamineplacingpermanentU.S.troopsbackintheEuropeantheaterandtore-evaluatetheEuropeanInfrastructureConsolidation.TheNDAAprovidesincreasedfundingforU.S.intelligenceandwarningcapabilities,technologiessupportingU.S.informationoperations,andstrategiccommunicationsactivities.ItalsoprovidesincreasedfundingforadditionalmodernizedgroundcombatvehiclestoincludeAbramstanksandBradleyfightingvehicles,shortrangeairdefensecapabilities,Javelinanti-tankmissiles,conventionalandpreferredmunitions,vehicleactiveprotectionsystemsandaircraftsurvivabilityequipment.TofurtheraddressRussianaggression,thebilldeniesfundingrelatedtouseofOpenSkiesoverflights,aswellasunnecessaryspendingrelatedtotheOpenSkiesTreaty.ItalsotakessignificantactionsconcerningRussia’sviolationoftheINFtreaty,including$50milliontodevelopmilitaryoptionstorespondtoRussiancapabilitiesdeployedinviolationofthetreaty,ofwhich$25millionwillbeinvestedforresearchanddevelopmentofU.S.intermediaterangesystems.Additionally,thebillprovidesthat,ifRussiahasn’treturnedtocompliancewiththetreatywithin15monthsofenactment,theU.S.wouldnolongerbelegallyboundbythetreatyasamatterofdomesticlaw.AstheCommanderofU.S.PacificCommand,AdmiralHarryHarrisrecentlytestified,“thereareonlytwocountriesthatsignedontoandoneofthemdoesn’tfollowit.Thatbecomesaunilaterallimitationonus.”Indo-Asia-PacificRegionTheNDAAmakeskeyinvestmentsincriticalcapabilitiestosupportU.S.militaryreadiness,deteraggression,andtorespondtocrisesintheIndo-Asia-PacificRegion.Itseekstopositionsufficientforcesforwardandinvestsincriticalmunitionsandjointtrainingexercises.ItreaffirmsU.S.extendeddeterrencecommitmentstoourallies,condemnsanyassertionthatlimitstherightoffreedomofnavigationandoverflight,andbolstersourstrongalliancesandpartnershipsintheIndo-Asia-Pacificregion.AfricaTheCommitteeremainsconcernedaboutthreatstoU.S.nationalsecurityemanatingfromAfrica.TheNDAAfocusesontheDepartmentofDefense'sabilitytorespondtocrisesontheAfricancontinent,focusesontrainingauthorities,andrequiresthePresidenttoclarifyU.S.strategicobjectivesinSomalia.CounterterrorismTheNDAAprovidestheresourcesnecessarytoensurethattheDepartmentofDefensecontinuestofocusonprotectingU.S.interestsfromthethreatofterroristgroupsacrosstheglobe.Thebillwould

fullyresourceandauthorizecounterterrorismeffortsandU.S.SpecialOperationsForces,programs,andactivities,includingongoingoperationsinIraq,Syria,Afghanistan,Yemen,Somalia,andelsewhere.Thebillprovidesadditionalresourcesforunfundedrequirementstocounterglobalterrorismthreats,includingexternaloperationsthreatsemanatingfromtheMiddleEast.Additionalresourcesarealsoprovidedtoaccelerateanalyticalcapabilitiestosupportcounterterrorismanalysesandanalytictools.Intelligence,Counterintelligence,andSecurityCommitteeoversightshowscriticalthreatstoDODpersonnel,equipment,installationsandcriticaltechnologydevelopments.TheNDAAprovidespolicyguidanceandresourcestoimprovetheabilityofthedepartmenttodefeatthesethreats.Italsotakesinitialstepstoaddressthebacklogofnationalsecurityclearances,byprovidingauthoritiestotheSecretaryofDefensetoaddresshighpriorityinvestigations.ForeignMilitarySales(FMS)TheNDAAbuildsupontheworkconductedbytheOversight&InvestigationsSubcommitteetocontinuetoimprovetheForeignMilitarySalesprocesstoensureourpartnerscanprocureU.S.defenseproductsthatsupportourstrategicobjectivesandindustry.Amongotherprovisions,thebillwouldestablishspecificmilestonesandstandardtimelineswithDODforforeignmilitarysales.DefenseSecurityCooperationTheDepartmentofDefensetrainsandequipsourforeignpartnersthroughDefenseSecurityCooperationsoouralliescanmeettheirownsecurityneedsinsupportofU.S.strategicobjectives,andreducethelikelihoodthatU.S.forceswillneedtobeemployed.Thebillcontinuestoadvancetheprogressmadeinlastyear'sNDAAtoreformdefensesecuritycooperationinordertoensuretrainingandequipmentisprovidedeffectivelyandefficiently.AssuredAccesstoSpaceTheCommitteecontinuestoviewassuredaccesstospaceasanationalsecuritypriority.ThisincludesacontinuedfocusonthedevelopmentofanewAmericanrocketenginetoreplacetheRussianRD-180,ensuringwedonotloseexistingandhighly-capablelaunchvehicles,andprioritizingnationalsecurity-specificrequirementsovernewlaunchvehiclestoprotectassuredaccesstospaceandendrelianceonRussianengines.StrengtheningourNuclearDeterrentTheNDAAauthorizesthefullbudgetrequestfortheNationalNuclearSecurityAdministration’s(NNSA)nuclearweaponsactivitiesanddefensenuclearnonproliferationprogram,includingcriticaleffortstomodernizethenuclearweaponsstockpile.Thebillcreatesstrongoversightprocesses,ensuringthenation’snuclearcommand,control,andcommunicationssystemremainsrobustandsecureduringongoingrecapitalizationefforts.ItdirectstheSecretaryofDefenseandtheDirectorofNationalIntelligencetojointlyestablishanintelligencefusioncenterforenhancingtheprotectionofnuclear

command,control,andcommunicationsprograms,systems,andprocessesandcontinuityofgovernmentprograms,systems,andprocesses.CyberWarfareandCyberOperationsTheNDAAfullyfunds$8billionforcyberoperations,anincreaseof$1.7billion,andfullysupportstheDepartment’sdefensiveandoffensivecyberspacecapabilitiesandstrategies.Itprovides$647millionforU.S.CyberCommand,anincreaseof16percent.ThebillcontinuestobuildandenhanceU.S.cyberwarfareactivitiesandcapabilitieswithinCYBERCOMandacrosstheservicesandwithintheIntelligenceCommunity-includingresiliencyofDODnetworks,weaponssystems,andsupplychains.TheNDAAalsoaddressesmilitaryservicesunfundedrequirementsbyprovidingadditionalfundingtoclosecriticalgaps.EnhancingMissileDefenseTheCommitteecontinuestobeastrongsupporterofarobustmissiledefenseprogramgiventheincreasingthreatsagainstourhomelandandregionalalliesposedbyNorthKorea,Iranandothers.Thebilladds$2.5billionabovethePresident’sbudgetrequesttomeetcriticalmissiledefenseneeds.Italsorecognizestheincreasingquantitativeandqualitativenatureoftheballisticmissilethreatswefaceasanation.Subsequently,theNDAArequirestheMissileDefenseAgencytodevelopaspace-basedsensorlayerforballisticmissiledefense.ThebillalsoauthorizesfundingtoprocureadditionalSM-3IB,THAAD,andPatriotMSEinterceptors,alongwithadditionalinvestmentsintheGround-basedMidcourseDefenseSystem,andboostphasemissiledefense.Tocombatincreasingthreatsandenablecriticalmodernizationasquicklyaspossible,thebillgivestheArmyonefinalchancetoproposeanacquisitionscheduleandmodernizationprogramfortheArmy’sAirandMissileDefenseSensorProgrambeforetransferringtheprogramtotheMissileDefenseAgency.TheNDAAalsoprovidesIsraeltheresourcesithasrequested,approximately$705million,forco-production,includingintheUnitedStates,andco-developmentofIsraelimissiledefensesystems,includingIronDome,David’sSling,andArrowDetentionFacilityatGuantanamoBay
TheNDAAcarriestheannualrestrictionsagainsttransferringdetaineesfromthedetentionfacilityatGuantanamoBaytotheUnitedStatesandbuildingormodifyingfacilitiesintheUnitedStatesforhousingdetainees.ThebillalsoprohibitsDODfromusinganyfundstotransfertheU.S.NavalBaseatGuantanamoBaybacktoCuba.

REBUILDINGEquipmentModernizationEightyearsofconstrainedbudgetsandconsistenthigh-operationaltempohasforcedthemilitaryservicestodeferbuyingmoremodernandcapableequipment,insteadrelyingonrepairstoequipmentwealreadyhave.Today,muchofthatequipmentcannolongerbesafelyrepaired,orthecostofdoingsoishigherthanbringingmoremodernplatformsintoservice.TheNDAAauthorizeskeyinvestmentstoacceleratefieldingofnew,moreeffective,lethal,andreliableandcost-effectiveplatforms.Italsoprovidesadditionalcapacityforhigh-demandassetstoreducethestressontheforce,rebuildthedepth-of-benchincriticalcapabilityareas,andbeginsapathtorestoringfull-spectrumreadiness.ArmoredBrigadeCombatTeamModernizationTheArmy’smodernizationfundinghasdeclined74percentfrom2008-2015becauseofsequestrationandcontinuingresolutions.Asaresult,GeneralDanAllyn,theViceChiefofStaffoftheArmytestified,today’sArmyis“out-ranged,outgunned,andoutdated;andonourpresentcourse,theU.S.Armywillnotbesufficientlymoderntodeteranddefeatpotentialenemies.”UnderthePresident’sbudget,theArmywillnotcompletemodernizingtheirAbramstanksuntil2035.TheNDAAprovidesadditionalfundingtoaddressunfundedrequirementstoacceleratearmoredbrigadecombatteammodernizationandworkstorestoreneededtocapabilitytoArmyArmoredBrigadeCombatTeams(ABCTs)toensurecontinuedgroundcombatovermatch.Specifically,thebill:• Authorizesover$1.0billionfor85M1A2SEPv3Abramstanks,themostmodernizedversionofthe

FORCEPROJECTION&STRATEGICPRESENCE
TheNDAAprioritizesforceprojectionoftheU.S.Militaryanditsabilitytomaintainastrategicpresencewhereandwhenitisnecessary.InordertoadvancetheChiefofNavalOperationsvisionofa355-shipNavy,theCommitteebelievesthatlong-termcontractswiththeshipbuildingindustryareessentialtoreducingcostsanddeliveringtheshipsweneed.TheNDAAprovidesauthorityfortheDepartmentoftheNavytoenterintolongtermcontractsforArleighBurkeclassdestroyersandVirginiaclasssubmarines.Thesefive-yearcontractsareprojectedtosavealmost15percentoveratypicalprocurementthatordersshipsonanannualbasis.NationalSea-BasedDeterrenceFundTheDepartmentoftheNavy’shighestpriorityisthetimelyprocurementof12Columbia-classballisticmissilesubmarines.ManyofthecomponentsassociatedwiththeColumbia-classballisticmissilesubmarinearecommonacrosstheunderseaindustrialbase.TheCommitteebelievesthatefficiencies

canbeobtainedbyprocuringcommonequipmentwithothersimilarplatformssuchastheVirginia-classattacksubmarinesandFordclassaircraftcarriers.ThebillexpandstheNavy’sabilitytoefficientlyprocureadditionalequipment,savingseveralhundredmilliondollarswitheachsubmarineandaircraftcarrier.AcceleratingtheFutureNavyFleetInkeepingwiththePresident’spledgetogrowthefleet,theNDAAaddsanadditionalfiveshipsincludinganadditionalArleighBurkeclassdestroyer,twoLittoralCombatShips,aPuller-classExpeditionarySupportBase,andaSanAntonioclassAmphibiousLandingPlatform.Thebillalsosupportsadvanceprocurementforaircraftcarriersandattacksubmarines.ThisisinadditiontotheeightshipsthatwererequestedbytheAdministrationandtakesadvantageofhotproductionlinestodelivertherightcapabilitiesatthelowestcosttothetaxpayers.BombersTheabilityofAirForcebomberfleetstoholdtargetsatriskaroundtheglobewithconventionalornuclearweaponsisdiminishingasadversarycountriesaddhighlysophisticatedairdefenseweaponssystemstotheirarsenals.TheNDAArecognizesthiscriticalchallengetoairpowerandfullysupportsthedevelopmentoftheadvancedstealthB-21program,whichisintendedtorecapitalizetheagingbomberfleetsstartinginthemid-2020s.Airlift,SpecialMissionandAirRefuelingTankersAirliftandairrefuelingaircraftextendthereachofthemilitaryenablingittoconductoperationsonaglobalscale.Theseassetsmustalsooperatethroughoutincreasinglycontestedairspace.TheNDAAboostsAirForceprocurementbyaddingfundsforanadditional2KC-46Aairrefuelingaircraft,6MC-130Jand1HC-130Jspecialmissionaircraft.Italsoprovidesfundstoupgradethepropulsionsystemsof20C-130HtacticalairliftaircraftandfundsupgradedLargeAircraftInfraredCounterMeasuresdefensivesystemsforC-5,C-17,andC130aircraftidentifiedontheservice’sunfundedrequirementslist.Inaddition,thebillprovidesfundstoprocureanadditional3P-8A,2E-2Dand4KC-130JaircraftfromtheNavyandMarineCorpsasunfundedrequirement.
