Robert Davis I hope everyone is enjoying the holiday season so far, but please remember that there are people who are willing to spoil our holiday spirit. Please be sure to be security conscience at all times with the simple things we usually do, such as not keeping anything visible in your vehicle and keep doors locked at all times. Equally important, do not have delivered packages sit unattended at your door. If you are not home, have a neighbor bring them in for you or perhaps have them delivered to your place of employment. Additionally, those of you using email, it is important you don’t click on unknown email links and verify the senders full email address to make sure it is really from the person you think it is. The refund deadline for your old laundry card is the end of January. If you have not done so, please come into the

office so that it may be processed. Absolutely no refunds will be possible after that time. Accidents happen. Disasters happen. We don’t like them but it is a reality. Whether you are a homeowner or renter, you should have the appropriate property insurance. This is for the protection of your property and possessions. Be sure to check with your insurance agent for the appropriate coverage. It’s the responsible thing to do. I want to thank the people who volunteer their time and energy to make this a better place for all of us. Noted below are the building captains and committee chairperson of record. We collectively are attempting to make Lake Emerald a better home for everyone. Like you, we are owners, however we are trying to contribute a little extra. Happy New Year! Bringing in a new year is always an event. Once the festivities are over, we all reflect on what the closing year has given us and then look forward to the year to come. May the year ahead offer us all the good things that life has to offer and that we share the joy of living with all those around us! The Lake Emerald Board of Directors and the office are presently working to improve channels of communication between our residents and each division of our staff. Please be patient as we work towards creating a platform that best serves the residents and will also provide our staff the ability to perform their daily tasks. Safety is everyone’s responsibility. Within your home, outside your door and when you leave the confines of your home, safety should always be an important part of your daily life. There are all manners of safe practices that can be discussed.

However, today’s topic is speeding. It has been reported that drivers are exceeding the posted speed limit within the confines of

Lake Emerald. It is imperative that all residents comply with the posted speed limit. Lake Emerald has a great deal of pedestrians, children, pets and wildlife that occasionally walk the grounds. The risk of speeding increases the inability to stop your vehicle from striking someone or something should they suddenly cross from in between parked cars or dart out from a low visibility area. You should also be aware that not all cars backing out can have a clear line of sight to see if another vehicle is approaching so please slow down. We all need to choose to apply safe driving practices while behind the wheel. Your safety and the safety of others depends on your decisions so please make the correct choice.

We are still seeking volunteers for building captains and various committees. Just putting that out there again. We are making significant progress with some committees like the newly formed boat committee and soon to be established compliance committee. Speaking of compliance… All Lake Emerald residents should be aware that some Lake Emerald rules and regulations and certain code compliances were not enforced in the past and over the years have resulted in a significant amount of violations around the entire community. Although many residents may not be aware that they are not in compliance, we ask that all residents review or familiarize yourselves with your condo documents, including the rules and regulations and apply those rules and regulations accordingly. Once the compliance committee is fully operational and have completed the survey of the entire grounds, all compliance violations will result in a notice of violation sent to the unit or unit owner. A list of the most common violations will be announced in a future Reflections publication once the compliance committee has completed their initial survey. Please understand that much of the compliance regulations are not solely Lake Emerald rules. Many of these rules are county, state, government, building and fire code. Please work with us to adhere to these codes. Reflections magazine is one of the few gems that helps us all keep up to date with all things Lake Emerald. We should all thank Carole McDonough for her continued efforts in maintaining Reflections. It is highly recommended that you register your email address to make sure that you receive your digital monthly edition of Reflections. Receiving a digital copy will help to reduce the cost of printing and help to retain the quality of Reflections. It will also provide you with an excellent means to easily share our publication with family and friends. Please register by sending your email address to [email protected].

A letter has been mailed to you from the Board of Directors of Lake Emerald regarding your 2019 monthly maintenance payments. There will be an attachment for your building that will show the monthly amount for each unit. We will also post this attachment on each building’s bulletin board. Please use this information in the event your coupon book is not received in time. Remember that starting in 2019 there are only three (3) methods in which you can pay your monthly maintenance. They are by ACH, bank auto pay and personal check mailed to the lockbox. If you have any questions you can email me at [email protected].

Results of the Vote for Proposed Amendments

The results of the votes for the proposed amendments to Board absenteeism and pickleball were presented at the December 17th Board meeting. Not having received the sufficient number of votes for the proposed amendments, neither was passed.

Boat Committee Robert Pensabene and Debra Richardson, Co-chairs

We had our first meeting of the Boat Committee on December 12th. Several owners attended and were

quite helpful in our discussion. A couple are professionals in the field and are providing interesting and helpful information. Their expertise and skills will be very helpful in our endeavor to update the storage of watercraft and updating the rules related to the use and storage of watercraft at Lake Emerald. If you have an interest in the use of watercraft now is the

time to get involved. This is a relatively short term project for the newly formed committee. Our next meeting will be in January.

Look for notices on LEOA website, the building Bulletin Boards and on Facebook. Debra Richardson and I look forward to meeting you and have the boating community involvement in the decision process.

Thanks to Jane Bye Winnie, Carole McDonough and Mary Albano, the more than 1,000 novels and documentaries donated by residents are being restacked. All novels are placed in alphabetical order by author. As for the documentaries, they are sorted by topic: Diet/Cooking; Self-help; Education, Literature, Business; History; Travels, Hobbies, Biographies and Autobiographies; Spiritual/Religion. There is a children's section and a limited section of foreign novels (in French, Spanish, Portuguese, etc.) The library functions based on the honor system. Everyone permitted in the building may borrow from the library at their leisure but must return all library material, without being asked, within a reasonable period of time. We ask that you not restack the books. All returns must be placed in the back right corner of the library. Volunteers will restack the books. Thank you and happy reading!

Gene Kronick In April's issue of Reflections, I mentioned that one of my objectives was to provide a OSHA compliant work environment. "The Occupational Safety and Health Administration (OSHA) assures safe and healthful working conditions for working men and women by setting and enforcing standards and by providing training, outreach, education and assistance." At that time, a OSHA certified representative completed an overall assessment of the property and made recommendations to minimize incidents and accidents on the property. I am pleased to report that we have successfully made our

working environment OSHA compliant. Notice the new sturdy, industrial shelving; the sanded, even cement floors; the brighter lighting and a freshly painted shop.

We have also made available the MSDS binder (Material Safety Data Sheets) required by OSHA. Basically, these binders include the safe handling instructions for all chemical products/material. You don't have to look very far to find the best maintenance crew in Broward County. They are here at Lake Emerald! Despite the fact that the maintenance staff has been short handed (by two men) for the last several months, they manage to complete their routine maintenance duties and fulfill their work-order obligations. Also remember, that while accomplishing the above, two of the crew spend three half days per week on trash detail. In addition to the above and doing their "regular duties", your in-house staff work exceedingly hard to continually improve your property. Much of what they do could be and should be outsourced to vendors and outside contractors. However, by working hard, fast and smart, they manage to accomplish WAY MORE than your typical maintenance staff. They save the Association considerable amount of money. I've included with this report a few photos so you can see a few of the things that

they have done. This list barely scratches the surface of what these guys do for LEOA. • Exterior painting of rails and decks;

• Acid washing of Clubhouse floors. They now look brand new. The exterior tile floors will be done within two weeks;

• Many of the windows in Buildings 107 & 108 have been tinted so as to reduce the affect of UV RAYS and to conserve energy. The remaining untinted windows, doors and sky-lights in these buildings will be tinted within the next few weeks.

• The atrium areas/elevator landing areas from 109-118 have all been painted.

• New benches have been installed by the tiki huts for safety purposes and new railings have been installed at the beach front tiki hut.

• The A/C machine rooms in the office and the clubhouse have been totally renovated. All of the moldy drywall has been removed and replaced. New filtration systems have been added to all of the A/C rooms.

• All elevator lighting has been replaced with energy efficient lighting.

• Additional lighting upgrades have also been done in Buildings 107 & 108.

• Your staff is in the process of painting (both interior and exterior) the office and the clubhouse. The ceiling tiles throughout both building are also in the process of being

add a Maggie Dunne ad here (half page on top of this page) changed. These tiles have not been replaced in many years.

• The Art room in the clubhouse has been painted. • Instead of the sign contractor installing all of the new

signage throughout the property, the maintenance staff installed the new signs.

• The staff continues to perform many IT tasks, such as installing cameras for the security system, maintaining the security systems at the front and rear gates, etc.

• The Associations golf carts get a lot of use and break down frequently. Many of the repairs to the carts are one by the maintenance staff.

• Many French drains have been installed around the property, where necessary, by the maintenance staff. • A complicated underground dry well system was installed at # 106. The new system has stopped the constant flooding that took

place on the ground floor at Building 106.

• For safety reasons, security fencing has been installed in front of the gym and clubhouse. Repairs to the railing will be done in the weeks to come.

I could continue with this list, but I believe that you now have an idea of the time and energy that is expended by your staff to maintain and improve your property and to bring constant dollar savings to the Association. Lastly, I would like to say a word about Guillermo Ramirez. The Association is so lucky to have him as Head of the Maintenance Department. He is a hard worker and is incredibly knowledgeable about the maintenance of all building systems. He is constantly looking at ways to save money for LEOA. He has great ideas; he knows what has to be done and never has to be told what to do. He gets everything done, properly and in a timely fashion. Thank you Guillermo and to your team! The management office wishes all of you a healthy, happy New Year.

Many birders were first introduced to the joys of wildlife by feeding ducks at a local park or pond. While we may have thought this was an environmentally responsible and cute way to dispose of old or stale bread, offering bread to ducks is actually unhealthy and potentially dangerous. What Bread Is to Ducks Bread and similar products such as crackers, chips, crisps, donuts, crusts, cereal, and popcorn are great sources of carbohydrates but they offer little nutritional value for ducks, geese, swans, and other birds. In fact, bread is the equivalent to junk food for birds. Just like humans would suffer from a diet of nothing but candy, too much bread can lead ducks to excessive weight and malnutrition as well as many other problems.

Offered as a rare treat in extreme moderation, bread is not immediately harmful to ducks or birds, but that moderation is hard to judge. While one person or family may only feed the ducks once every few months, there may be many other families and individuals who are feeding the ducks bread far more frequently. Adding all these well-meaning feeders together can lead to a diet based almost solely on unhealthy bread products.

Why Bread is Bad for Ducks Not only can bread be fattening to ducks and make it harder for them to fly and otherwise evade predators, feeding ducks bread can also lead to other serious problems. • Duckling Malnutrition: Ducklings require a varied

diet and plenty of natural plants and insect proteins to mature properly. If ducks are regularly fed bread, ducklings will not receive adequate nutrition for proper growth and development. Furthermore, because ducks will eagerly seek out an easy food source such as human handouts, ducklings will not learn to recognize or forage for natural foods as easily.

• Overcrowding: Where an easy food source is abundant, ducks and other waterfowl will lay more eggs and the pond or lake will become overcrowded. This makes it more difficult for the birds to seek out healthier food sources and increases the likelihood of territorial aggression. In overcrowded areas, predators can also thrive and will impact other bird populations, and diseases can quickly spread through large flocks as well.

• Pollution: When too much bread is offered to ducks, not all of it will be eaten. Soggy, uneaten bread is unsightly and rotting bread can create noxious odors

as well as lead to greater algae growth that can clog waterways and crowd out more desirable plants. This concentrates the pollution and can eventually eradicate fish, amphibians, crustaceans, and other life in the vicinity, making good food sources even scarcer. • Diseases: Feeding ducks bread can increase the spread of diseases in two ways. First, a

carbohydrate-rich diet leads to greater defecation, and bird feces easily harbor bacteria responsible for numerous diseases, including avian botulism. Second, moldy bread can cause aspergillosis, a fatal lung infection that can decimate entire duck and waterfowl flocks.

• Pest Attraction: Rotting food leftover from sated ducks will attract other unwelcome pests such as raccoons, rats, mice, and insects. These pests can also harbor additional diseases that can be dangerous to humans and threatening to other wildlife.

• Loss of Natural Behavior: When birds become accustomed to handouts, they lose their natural fear of humans and may become aggressive in order to get more food. Their loss of fear can also cause other dangers, such as a willingness to cross busy roads in order to reach picnickers and other likely sources of food.

What to Feed Ducks Instead of Bread Wild ducks and waterfowl can live longer, healthier lives by relying on natural food sources such as aquatic plants, seeds, grasses, and insects rather than taking handouts from well-meaning humans.

As a reminder to all residents, it is strictly forbidden to perform any landscaping activity (such as replacing trees, trimming shrubbery, etc.) on Lake Emerald common areas. The most important reason for this is related to insurance and liability. LEOA only uses licensed and insured vendors for landscaping services. This protects Lake Emerald in the event of damages or injuries that may occur. As well, any changes or alterations to the common areas must be properly approved in accordance with LEOA's Governing Documents. Any resident who is found performing landscaping work or any other work affecting the common elements may be subject to liability for damages, fines as well as possible legal action. We ask that you please comply with this request. If you observe landscaping issues that require attention, please advise management. I take this opportunity to reiterate the importance for all residents to respect LEOA's Rules and Regulations. Residents (ex: owners, tenants companions and caregivers) have all received copies of the Rules and Regulations when moving to Lake Emerald. The Rules and Regulations are also posted on the website.

These Rules and Regulations are designed to make living at Lake Emerald pleasant and comfortable. In living together, all residents not only have certain rights but also certain obligations to others. Residents must remember that the imposed restrictions are for the benefit and comfort of everyone. LEOA's Rules and Regulations do not supersede Lake Emerald's Governing Documents nor any other legal obligation including Chapter 718 of Florida Statutes. LEOA 's Rules and Regulations have been verified to conform to Chapter 718 of Florida Statutes. Objectionable behavior is never acceptable, even if it is not specifically covered in the Rules. Violations by owners, their immediate family members, permanent companions, caregivers, tenants or guests, including those performing any work for the owners are the responsibility of those owners. Lake Emerald’s Maintenance Department, headed by Guillermo Ramirez, and supported by his team, handle more large projects and general routine items than most maintenance departments in condominiums in South Florida. Not only do we have a relatively large property with a lot of ground to maintain, but these men all contribute in making Lake Emerald a wonderful place to live. If you are stuck in an elevator, follow these procedures: • Use the call box provided in the elevator cab. It sends

a radio signal to the dispatcher company who, in turn, will contact the elevator company who will respond within an hour.

• Do not attempt to open the doors. • Upon arrival, the elevator technicians can lower the

cab to the nearest floor and open the doors from the outside.

• Please remain calm and rest assured that assistance is on the way.

• Stay next to the elevator; communicate to the trapped individual that help is on the way; remain until help actually arrives.

After your initial application for Homestead Exemption has been made and the exemption approved by our office, it automatically renews each year unless there is a change of ownership or eligible use of the property. Each January, our office mails a Homestead Renewal Notice and “Change-Card” to all Homesteaded properties. This card allows property owners to verify the status, use, and ownership of the property has not changed. Florida law requires the property owner to notify the Property Appraiser of any change of property use or ownership status. If there are NO changes to the use and/or ownership of the property, simply keep the card as your receipt verifying you were automatically renewed for another year. However, if there are changes, please mark the Change Card accordingly and return it to our office. The Lake Emerald Clubhouse is available for rent to the residents and the community, and only so long as they are in attendance at the function. The available venues at the clubhouse are: - Card room (reception area included) for up to 50 guests for a minimum of 4 hours; - Ballroom (reception area included) for up to 100 guests for a minimum of 4 hours; - Ballroom (reception area included) more than 100 guests for a minimum of 4 hours. Reservations will be confirmed only upon reception of full payment at least two (2) weeks prior to the reservation date (due to funds clearing with the bank). Verbal or written requests will be tentatively placed on the calendar pending payment of the fee and deposit. The rental of the Clubhouse is strictly on a first come first payment basis.

The Property Manager reserves the right to cancel a reservation or accept another reservation upon payment of fees. The rental of the Clubhouse entitles the renter to the use of the rest rooms. Abuse of this policy will result in immediate termination of the contract, loss of deposit and/or other justified fines determined by the manager.
